ABSTRACT

This experiment (N= 476) investigates how individuals evaluate political candidates who use informal communication on social media. We use expectancy violations theory (EVT) to predict that informal communication will lead to negative evaluations. Our results suggest that politicians’ use of informal communication on social media leads to expectancy violation, which decreases perceived credibility and lessens intention to support a candidate. This effect was not moderated by sex (male versus female) or age (young versus old) of the candidate, nor of participants being the same sex as the candidate. These findings suggest that political figures should use informal communication on social media with caution.  相似文献

The Internet has emerged as one of the most prevalent forms of communication media in and among public organizations. The construction and management of the World Wide Web (Web) sites are becoming essential elements of modern public administration. This study is intended to provide an in-depth evaluation on the Web sites of Taiwan’s central government based on the Web performance indicators provided by Nielsen (2000). Based on the Nielsen’s indicators, the authors carefully studied and coded each individual Web site of Taiwan central governmental agencies. The coding results indicate that the government Web sites in general have made many of the mistakes as predicted by Nielsen. Most of the agencies need to improve the coordination between Web designers and the line mangers of the agencies. In light of these research findings, this article provides a number of strategies to improve the Web design practices of Taiwanese public organizations that may also apply to public organizations in general.  相似文献

In this paper, we examine the challenges faced by faith-based institutions in a low-income, predominantly Black community seeking to take advantage of grants provided through the White House Office of Community and Faith-Based Initiatives (FBCI). FBCI is an e-Government program that assists nonprofit organizations in competing for Federal dollars with fewer bureaucratic barriers. Informed by the design-actuality framework, we interviewed clergy at seven faith-based organizations. The intent of this analysis is to juxtapose the design intentions of the government officials with the actualities expressed by the intended benefactors of the initiative. Our findings suggest that this e-Government initiative may unwittingly exacerbate existing disparities in the strategic use of information and communication technologies (ICT).  相似文献

The paper explores boundaries of cross-boundary information sharing and integration in the context of Taiwan e-Government by using an integrated framework of boundaries adopted from the literature. The discussion of the various boundaries provides a thorough lens to understand the complexity of cross-boundary information sharing and integration. The adopted framework of boundaries is proved to be a useful analytical tool to perceive various vertical and horizontal boundaries in initiatives of cross-boundary information sharing and integration in different e-Government contexts. A new process boundary in the vertical dimension is also identified. In addition, the case shows that centralized information systems can help government agencies to cross the boundaries of information sharing and reduce the number of boundaries government agencies may encounter. Lastly, it is perceived that vertical boundaries are not always easier to cross than horizontal boundaries.  相似文献

Managed care reform, commonly referred to as "patients' rights" legislation, has become a hot topic. In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.  相似文献

Electronic records of government organizations are becoming increasingly important for accountability. Managing electronic records, however, proves to be difficult since information and communication technologies confront organizations with various opportunities and risks. In this paper the findings of an international expert survey on electronic records management are presented. These findings identify opportunities and risks for e-mail systems, database management systems, office systems, web technology systems and smart systems. They also point to five crucial questions that must be addressed in order to guarantee the availability of electronic records for accountability.  相似文献

This paper explores how information is shared across the vertical and horizontal boundaries of government agencies. Different types of information sharing are identified and discussed in terms of their strengths and encountered challenges. Centralized types of information sharing are found as a primary strategy adopted to facilitate interagency information sharing in the two dimensions. Particularly, influential determinants from type comparisons and government agencies are identified and discussed regarding what agencies may take into considerations when selecting certain types of information sharing. While there is no single type of information sharing that can satisfy all the needs and concerns of government agencies, most agencies still simultaneously employ several types of information sharing in different circumstances. A competition-and-cooperation relationship exists among the different types of information sharing in both dimensions. The paper suggests that a balance between centralized and decentralized types of information sharing should be achieved to obtain advantages and diminish disadvantages. The similarities and differences between the types in the two dimensions are also compared and discussed. Lastly, the conclusion outlines the contribution and limitation of the current research and suggests future studies of the current work.  相似文献

In the business world, electronic mail (e-mail) has emerged as a widely used communication tool for transmitting knowledge between managers. As a result, these messages will require organization should future access to this trapped knowledge be expected and desired. A manager's e-mail classification scheme should be logically constructed in anticipation of future need, but future need may be driven by the information needs of other people within the organization such as superiors or subordinates. This researcher explored the nature of e-mail classification and documented the emergence of a high utility, multi-stage, classification process. The resulting framework consists of four categories that help explain how managers classify business-related e-mail. The first category reflects the immediate needs of the manager and the behavior of establishing relationships between messages. The second category reflects the manager's use of the in-box as a crude task-manager. The third category aligns with the manager's interest in scanning the environment. The fourth category reflects the managers perceived future need for the captured knowledge. The subjects rejected automatic classification and preferred an enumerative scheme. The researcher illustrates how the results of this study align with Marco and Navarro's three stage cognitive process that leads to stored knowledge (On some contributions of the cognitive sciences and epistemology to a theory of classification, Knowledge Organization, 20(3), 126–132). The cognitive processes that underlie classification are an essential component in understanding knowledge organization and have remained in focus during this study.  相似文献

Government agencies are becoming more data-driven and need high-quality data to fulfill their roles in society. In the past, each agency organized its own data exchange system according to its own needs. Today, data is distributed over many organizations, and government agencies need to adopt an ecosystem approach for data exchange. Fundamental in the ecosystem approach is the dependence on other parties for the execution of stewardship strategies. Data-driven government agencies increasingly depend on other organizations for high-quality data and data stewardship across organizations is becoming more critical. While there is ample research on data stewardship within organizations, little is known about data stewardship in ecosystems. More specifically, it is unclear which data stewardship strategies government agencies can employ in ecosystems. The main goal of this explorative paper is to identify and compare data stewardship strategies used in empirical government-business ecosystems. Following an explorative case study approach, this paper reveals three different configurations of inter-organizational data stewardship: 1) the government-led ecosystem, 2) the government-business-led ecosystem, and 3) the regulation-led ecosystem. The case studies expose a wide array of data stewardship strategies across ecosystems. While the ecosystem approach provides advantages such as cost-sharing and innovation by private parties, government agencies become increasingly dependent on private parties to gain high-quality data and provide distributed infrastructure components. Maximizing the benefits and minimizing the risks of the ecosystem approach requires government agencies to be cautious when selecting a specific ecosystem configuration.  相似文献

Corporate social responsibility (CSR) has been found to be a strong predictor of a favorable corporate image [Gray, 1986. Managing the corporate image: The key to public trust. London: Quorum Books]. Websites have become an essential communication platform [Dawkins, 2004. Corporate responsibility: The communication challenge. Journal of Communication Management, 9(2), 108–119]. This study aims to investigate how CSR can be used in enhancing organizational corporate image. Content analyses of 150 corporate websites of organizations in Asia headquartered in Singapore were conducted, followed by in-depth interviews with public relations (PR) practitioners to examine the motivations behind their CSR engagement. Findings showed that organizations utilized CSR as a means to enhance corporate image via four ways: Engaging in two-way conversations with stakeholders, adopting an inside-out communication approach with employees, recognizing the relevance of other CSR communication channels, and communicating CSR with authenticity. However, some organizations hesitate to use CSR communication to enhance their corporate image because they wanted to avoid being seen as using CSR as a promotional tool.  相似文献

In light of the prevalent use of e-mail between teachers and students, researchers have highlighted the need to assess its uses and effects. Relying on the research and thinking of teacher immediacy and extra-class communication, we developed a scale that measures those e-mail message strategies that influence students' willingness to communicate online with their teachers. Next, we isolated those reasons that students use e-mail to interact with their teachers: (1) to clarify course material and procedures, (2) as a means of efficient communication, and (3) for personal/social reasons. Finally, we examined student characteristics such as gender and ethnicity, and history of e-mail use that may (or may not) influence their attitudes toward e-mail exchanges with teachers.  相似文献

Because tasks and materials related to serials processing and use are often dispersed in a library, serials specialists must develop personal influence strategies and use informal communication systems that cross organizational lines and boundaries. In the absence of a serials department, therefore, serials specialists and informal serials communication systems will continue to exist. There is wide agreement that informal communication systems do emerge spontaneously in organizations and that individuals without formally conferred authority may use various types of personal influence strategies to accomplish organizational objectives. While serials processing and public service could be most efficiently handled through a serials department, informal communication systems, utilized by serials specialists, will develop if such a department does not exist. In determining if a serials department has a place in a particular library organization, library planners should be concerned about natural communication channels and should, in addition, try to identify individuals who can communicate effectively across organizational barriers.  相似文献
