This article explores the basis of negative sentiments toward and current critiques of high-stakes student testing from within the education profession. To promote some balance for current policy debates, evidence for 10 unintended, unrecognized, or unarticulated positive consequences is provided. ABSTRACT

The practice of teacher education is inextricably linked to the policy environment in which it occurs. Calls by policymakers and politicians for accountability measures, standardization and performance assessments are efforts to influence the direction of the preparation of educators. In this self-study, I examine my participation in a state-level teacher education policy decision-making body in the United States in order to illuminate how policy decisions are made about teacher education. More specifically, I discuss the kinds of warrants about teacher education practice that I deployed as I navigated the political and practical consequences of policy decisions. This study serves not only to illuminate the nature of policy discussions in teacher education, but also to encourage teacher educators to engage directly the policy-making arenas that implicitly and explicitly influence their work.  相似文献

This conceptual research paper explores educational reformation through the theoretical work of Appadurai (1996) and Castells (2000) in the flows and connectivity of global networks. It discusses the global, national, and local effects of the neoliberal ideological reformations in education and their effects on the African American student population from underserved communities, specifically drawing from the author’s experience as a high school teacher in Chicago Public Schools (CPS). Competition between nation-states and the creation of a so-called model minority have led to a rise in accountability measures in education, resulting in a high-stakes testing regime. The unintended negative consequences of these reformations belie the educational preparation for a student in the global sphere, leading to the further marginalization of African American students in underserved communities.  相似文献

Since 2001, considerations of school reform have been dominated by performance-based accountability. No Child Left Behind (NCLB) has changed the way policymakers and educators talk about education, look at educational performance, and think about educational challenges. Nonetheless, NCLB and the state accountability systems it has spawned have been subjected to little careful scrutiny. This article discusses four recent research contributions and considers how they might inform policymaking on accountability. While scholarly scrutiny will not necessarily settle debates, it can help yield more constructive and informed decisions. In particular, research can clarify the actual consequences of policy decisions; highlight and refine approaches that may be more reliable, stable, and effective than those in use; flag the unanticipated or overlooked effects of design decisions; and ensure that both policymakers and the public are aware of the costs and benefits of accountability.  相似文献

Many studies point to potential unintended consequences of accountability systems such as when schools narrow their teaching to fixate on tested subjects. As a result, some states and districts in the USA have complemented the federal test-based accountability system with additional measures of educational practices to hold schools accountable on multiple measures. To explore the consequences of such systems, this study focuses on the responses of nine elementary schools to a multiple-measure accountability system in New York City, including high-stakes tests and quality reviews. While some schools showed broader improvement efforts, results suggest the state test remains the dominant measure in driving responses of schools, and in some cases, the quality review further reinforces the schools' focus on the test.  相似文献

This article presents a conceptual framework for trust in standardised assessments. Standardised assessments play an important role in many education systems as they inform decisions about students' future schooling career or entry to the labour market. Also, standardised assessments are often used for teacher performance reviews and school accountability, or to monitor learning outcomes on the national level. Various stakeholders rely on the accuracy of assessment outcomes when making decisions about students' competences, or seek to improve the quality of education. Such reliance implies a need for trust in those who design and administer standardised assessments and make decisions on the basis of the outcomes. The framework presented in this article describes the type of relational and macro-level trust that is relevant for three types of assessment systems: national, quasi-market and commercial systems. Throughout the analysis presented, examples are provided to illustrate the ways in which relational and macro-level trust can vary by who is tested and by whom they are assessed; and how trust in evaluations varies by the purpose and consequences of testing, as well as the individual agency of students, their teachers and school leaders.  相似文献

In this article I argue that the current high-stakes testing accountability model is an assistencialist model, derived from deficit thinking paradigms. Such models, like the No Child Left Behind Act, sanction low performance with serious consequences for students and educators. Drawing from Freire, I propose an anti-assistencialist accountability model based on local community culture and needs that would include critical, problem-posing education, dialogue as a means toward raising social consciousness, and appropriate assessments according to local community needs. I further argue that such an accountability model can be implemented through cultural immersion programs that include three levels of immersion, (1) classroom culture, (2) local community culture, and (3) trans/cultural, or transnational exposure.  相似文献

In view of the recent proliferation of school sexual abuse prevention programs and materials, this article critically examines current assumptions about the role of elementary school personnel in prevention and possible unintended consequences of such assumptions. These unintended consequences include emphasizing a simple solution to a complex social problem and contributing to victim blaming. Some dilemmas that arise for classroom teachers around predeveloped curricular materials and mandatory reporting are also explored. Teacher use of predeveloped materials may mean a diminishing of wider teaching skills and reduction of complex concepts to brief, noncontroversial interventions that may serve to mystify sexuality and unduly frighten students. Mandatory reporting, as it is frequently presented to teachers, can create further dilemmas by obscuring the ethical decisions inherent in the process, assuming consistently positive outcomes after reporting, and neglecting the context in which teachers work. The authors suggest that educators should be aware of these possible unintended consequences and dilemmas in order to maintain a broad perspective on child sexual abuse and to focus their efforts more effectively within a larger network addressing the problem.  相似文献

This paper uses poststructuralist theories of governmentality, agency, consumption and Barry’s (2001) concept of Technological Societies, as a heuristic framework to trace the role of online education technologies in the instantiation of subjectification processes within contemporary Australian universities. This case study of the unintended effects of the adoption and usage of an online educational technology (WebFreedom) for online examinations in an Australian university setting is analysed using poststructuralist theories of governmentality, agency and consumption. The analysis demonstrates how techniques of governing the learning practices of students via online educational technologies intersect with the agentive capacity of students who are relocated as consumers in the higher education marketplace. In particular the paper focuses on the production of unintended localized online examination behaviours resulting in a form of ‘subterranean ethics’ or cheating in online exams. The results from this case study raise critical questions concerning the ways in which both students and tertiary educators are constituted within neoliberal governmental thought, as well as the ways in which students produce themselves in practice as autonomous agents and educational consumers within tertiary education. Suggestions on the focus of future research in the area are discussed.  相似文献

It has been widely documented that accountability systems, including school inspections, bring with them unintended side effects. These unintended effects are often negative and have the potential to undo the intended positive effects. However the empirical evidence is limited. Through a European comparative study we have had the rare opportunity to collect empirical evidence and study the effects (both intended and unintended) of school inspections (a key system of accountability) in a systematic way, across seven countries. We present the findings of the unintended effects in this paper. Survey self-report responses from school principals in each country, with differing school inspection systems, are analysed to measure the prevalence of these unintended effects and to investigate the part played by pressure to do well in inspections. A key finding is that increasing pressure in school inspection systems is associated with the undesired effect of the narrowing and refocusing of the curriculum and instructional strategies. We also show that a proportion of school principals admit to misrepresenting the school in data sent to the inspectorate and show evidence for formalisation/proceduralisation (excessive focus on records) and ossification (fear of experimentation in teaching), although these factors are less related to changes in pressure.  相似文献

Cost-benefit analysis may be used as a heuristic framework for rationalizing the often confused thinking surrounding academic planning at the multicampus system and governmental levels. To illustrate the utility of this approach and to contrast it with prevailing approaches to academic program review and analysis, it is applied to the issue of the appropriate number, size and location of doctoral programs at the nine-campus University of California.The analysis indicates (though the evidence can only be summarized here) that, at the margin, some important benefits of doctoral programs have generally been understated. At the same time marginal costs with respect to doctoral enrollments (and thus potential savings from enrollment reductions) have tended to be exaggerated by higher education policymakers in recent years. Further, it is argued that, if funding criteria are properly designed, under current circumstances program and enrollment decisions can safely be left in the hands of the institutions without sacrificing accountability, thus preserving the advantages associated with managerial and political autonomy.The author wishes to thank Fred Thompson for helpful comments on this paper, and Thompson and Martin Trow for invaluable advice during the conduct of the study on which it is based.  相似文献

This article explores some of the neglected and unintended consequences of recent legislation in England and Wales designed to reform both education in schools and teacher education. The two sets of reforms are rarely considered together, though they are linked. It is argued that there is emerging an associated shift in the values and practices of teachers, called the new professionalism. Nine forms of change are explored as its sources. It is suggested that at the heart of the philosophy of the new professionalism is a synthetic relation between professional and institutional development. The new professionalism is seen as a driving force towards what has been called the post-technocratic model of teacher education, one for which many teacher educators are currently not well prepared.  相似文献

Standards-based education has now reached a stage where it is possible to evaluate its overall effectiveness. Several earlier papers in the special issue of Educational Measurement: Issues and Practice on "Test Scores and State Accountability" (Volume 24, Number 4) examined specific state policies and their effects on schools and students. This paper provides a context for understanding state accountability policies by briefly sketching the history of America's standards movement. It then situates the findings of the four special issue papers in the context of theories of how state policies exert their influence, focusing on school capacity building, governmental authority, and educator motivation. Broader forms of assessment may be needed to meet the goals of the standards effort. Several kinds of evidence that could better ground state decisions in knowledge of the actual functioning of schools and districts are suggested.  相似文献

Abstract

Interest in ‘performance budgeting’ is growing despite a lack of research on its effectiveness. U.S. states have largely used ‘incremental’ and ‘formula’ budgeting processes to fund higher education. However, more than half of them are experimenting with some form of ‘performance budgeting’. There have been similar attempts to reform budget practices in the U.S. in the past, but most of these processes have been largely abandoned. Governmental ‘performance budgeting’ for higher education assumes policy objectives are stable, complex decisions on budget trade‐offs can be made at governmental levels on the basis of data, institutions operate as bureaucracies, resources can be linked to outcomes, outcomes are identifiable and can be agreed upon, accountability can be achieved through budget policies, and current practices create incentives to enrol unqualified students. These assumptions are not realistic. Consequently, ‘performance budgeting’ will not meet proponents expectations and will suffer the fate of past budget fads.  相似文献

Rural colleges and universities in the USA struggle to recruit new students, as their geographic region is depopulating and costs to attend classes on campus are increasing. Online education using the Internet is rapidly expanding as an effective growth strategy to reach new groups of students. In this paper, we take the position that online education is a form of cultural imperialism and academic capitalism where curriculum developers and professors are motivated to enroll new students in order to maintain the credibility and strength of their programmes and host institutions. We argue that it is not our intent to be educational imperialists or capitalists. Rather these are unintended consequences of our actions. This argument is supported by political economy theory in that we are marketing a technical rational form of online education without awareness of its long-term cultural, economic or political ramifications. Even though we pride ourselves on developing a high-quality programme that in our eyes meet the needs of our students, understanding the political economy of online education is essential if our programme that has access to the global market is to go beyond the individual needs of students and address social, cultural and political needs. We conclude that one way out of this malaise is to understand our role as instructors and course designers as a first step towards understanding the intended and unintended consequences of online education.  相似文献

This article is concerned with theorising educational change. Working within a Marxist reproduction problematic, power and domination are theorised in terms of Social Forms—wage, state and civil‐forms—which are the product of capitalist social relations. Since these forms are a feature of the social formation, including the education system, a ‘translation effect’ between different levels of analysis can be identified. This approach entails recognition of the fact that reproduction is contested and has a political aspect, which is revealed by a ‘content‐theoretical’ model of educational change. This model delineates the relationship between the economic and political (the wage and state‐forms) as the dynamic for change, thereby demonstrating how the political makes possible the reproductive role of the education system. The utility of this model, and in particular its capacity to account for unintended consequences of educational change, is illustrated by reference to the recent introduction of the ‘new vocationalism’ into Further Education.  相似文献
