The national policies and historical roots of early childhood education (ECE) vary from society to society. In the Nordic countries, early childhood education and care (ECEC) policies have been built in the context of the welfare state. As such, they are closely connected to other welfare policy areas such as social policy, family policy and education policy, in addition to which a close relationship with labour policy is also evident. This article sheds light on the historical roots of Nordic ECEC policies by describing the commonalities and differences between the Nordic countries. The ‘Nordic model’ is commonly described as integrated. Education, teaching and caring form an integrated unit and the term early childhood education and care is therefore typically used when describing the ‘Nordic model’. It is also said to be based on a child-centred, holistic approach with an emphasis on participation, democracy, autonomy and freedom, while its track record of high quality ECE services is considered to be due in part to the use of a well-trained workforce. The Nordic countries are, however, developing and redefining their ECEC policies in the global economic and cultural context, in which governments have to choose their priorities. Pressure to standardize ECE services is also apparent, and signs of erosion of the key elements of the Nordic model have been seen in recent policy debates. This paper discusses the current direction of Nordic ECE policy making and the future of the Nordic model.  相似文献

One of the ongoing debates in Canadian higher education is the dilemma of the brain drain and the seemingly conflicting goals between the strategies and intentions of various government departments. While Citizenship and Immigration Canada aims to recruit the brightest students from across the globe to study in Canada and to enable their long‐term stay as permanent residents and ultimately as citizens, the Canadian International Development Agency is mandated to strengthen human capacity in developing countries. This paper provides a critical analysis of the brain drain problem by juxtaposing Canadian policies with Cuban policies as manifested in the two countries’ divergent approaches to international students and tertiary education scholarships for students from poorer countries. Following an overview of the existing scholarship programmes in both countries, ethical and philosophical considerations are examined that appear to underlie the two countries’ individual‐rights‐based and collective‐rights‐based justifications for making decisions about the terms on which students from other countries are permitted to study in Canada and Cuba.  相似文献

The changing context of higher education is altering the traditional means by which governments regulate their “research” universities. In a number of countries universities, which are increasigly subject to a global market, have discovered that they require greater management flexibility in order to compete effectively and are therefore seeking relief from traditional government regulations affecting both substantive and procedural matters. At the same time governments wish to assure that the actions of publicly funded universities are consistent with the social values of efficiency, equity, and academic quality. Designing public policies that effectively balance the competitive needs of the university sector with the public interest is a complex issue. The paper presents a general framework for analyzing these regulatory policy issues and illustrates the framework with policies from Europe and the US.  相似文献

There has been a sustained interest in the contribution of higher education in local, regional and national development in many countries. Along this line is the increasing internationalization and globalization of services to which the higher education sector is anticipated to respond through the updating and modernization of its offerings, changing of its formal structures and methods, policies regarding access, among others. The challenges of higher education in the global context anticipate the internationalization of this sector as a means that can provide an efficient response to and training for the evolving demands of modern society. This article reviews the programmes enacted by the Philippine government in response to the changing context of higher education with the move towards the knowledge-based society as central in policy. Issues relevant to the growing internationalism of education as seen through, among others, related human capital training, the role of research and development (R&D), and the increasing privatization of education as a result of the expansion of higher education will also be discussed.  相似文献

This paper reviews briefly the relationship between the South African government and higher education. This relationship, which has shaped the landscape of higher education, is looked at on the premise that public institutions depend to a large extent on government for funding and other resources, and as such there has been constant influence and interference in higher education affairs. Whereas under colonial rule, the relationship mimicked that of the Scottish and British universities, the postcolonial relationships had their own characteristics, emulating government policies under apartheid and confirming therefore the establishment of two‐tier university systems. Like most African countries, South Africa is currently faced with an immense task to bring together economic, social and political stability. This requires proactive national policies to develop particular skills and therefore a focused intervention and delivery within and through the institutions of higher education.  相似文献

This study provides insight into equity issues in post-secondary education by exploring and assessing the history, the reality and the potential developments in higher education for minority students in China, in comparison to post-secondary education for aboriginal students in Canada. It highlights access to post-secondary education by these minorities in both countries in terms of educational policy enactment, orientation, and its enforcement. The study examines both commonalties and differences in the educational policies of both countries to shed light on how each country is able to grapple with the issue of equity in their respective post-secondary educational systems in response to the principles of liberty, equity and dignity as outlined in the Universal Declaration of Human Rights. This study employs a historical approach to identify the common trends by examining issues concerning access to post-secondary education for ethnic minorities in China and the aboriginals in Canada. Specifically, the study employs a comparative method analyzing how access and equity are defined, how policies have evolved, and the impact that the policy has on the minority students in China and aboriginal students in Canada. The assessment of the access issues in these two countries not only reveals some common trends in the evolution of access norms in the post-secondary education of both countries, but also identifies certain differences in response to their historical traditions, national cultures, and diverse educational structures. The findings are presented in three sections: growth and gap, equality versus equity, and equity and the difference among the difference.  相似文献

There is a growing interest in educational innovation in universities at a global level, as a tool designed to create strategic changes in order to improve quality. This study evaluates the global improvement in universities as a result of educational innovation governance, as a pillar of the so-called world-class research universities and as a tool for continuous improvement in higher education. The methodology has been designed by different educational innovation groups from the Universidad Politécnica de Madrid, Universidad de Cádiz, and the International Project Management Association Spanish Board, and includes an analysis of 67 universities from 20 countries. The study is based on 32 universities in Spain, as well as 35 other international universities that carry out educational innovation activity. The results show that universities that have a more mature educational innovation governance in place, both in Spain as well as in other countries, are higher in the ranking of universities (Webometrics). These universities demonstrate a tendency to work on educational innovation projects, which are contributing to strategic changes that will permanently revitalise teaching, whilst also improving research and its links to society.  相似文献

This paper analyses the links between globalisation and education. The growth of the global economy has increased opportunities for those countries with good levels of education, but has made growth more difficult for countries with weak levels of education. Countries with good human resources, high savings and good economic policies (chiefly in East and Southeast Asia) have attracted foreign investment and technology, and have experienced fast growth in exports of manufactures and in output per capita. Developed countries find it increasingly difficult to compete with such economies unless they invest in good education, training and skills, leading to high rates of innovation and productivity. Countries with weak levels of human resources have found it more difficult to succeed—and many, especially in Africa, have experienced falling per capita incomes. Globalisation has made it more difficult to build up educational levels in these countries, as public expenditure has been cut during adjustment. Hence virtuous and vicious cycles of development have emerged, with a good spread of education leading to high growth and generating resources for further development of education and, conversely, countries with poor human resources having low or negative growth and reduced potential for building up their educational systems.  相似文献

ABSTRACT

Today, young adults from lower-income backgrounds are pursuing educational trajectories that would have been distant dreams for their parents. In many Global South countries, this expansion has followed a neoliberal logic in which private universities purport to provide students skills and increased earning capacity, and employers the necessary human capital to compete in global markets. This article examines these processes in Brazil, where federal policies have contributed to a dramatic growth in private, for-profit higher education in recent years. Building on ethnographic research in São Paulo’s expansive peripheries, our analysis examines three inter-related themes: higher education and life aspirations; intersectional identity construction; and political/community engagements. We argue that while neoliberal ideologies and policies are a key component of Brazilian higher education, many first-generation college students actively – and critically – challenge everyday oppressions and create new life possibilities in the context of enduring inequalities.  相似文献

This paper examines interactions between the global and the local in the context of Japanese mainstream schooling, by focusing on the development of local government policies to manage diversity in schools. This paper reveals how local governments developed education policies in interaction with grassroots professional groups, activists and schools, and by selectively incorporating national policies. These local policies are multicultural education policies but differ in two significant ways. The first is their predominant concern with human rights education, leaving celebration of cultural diversity as a marginal consideration, and the other is the official use of the term ‘foreigners’ in the title of these policies; both of which reflect the pre‐existing local context. The paper demonstrates that new immigrants do not unilaterally impact on supposedly ethnically homogeneous Japanese classrooms, but that the pre‐existing local contexts (national, local and institutional) have mediated global forces in effecting changes.  相似文献

The last decade has witnessed a significant growth of private higher education around the world. The growth included the number of private education providers, and also the growing number of students. While some countries are experiencing trend growth, others are witnessing decline. Some of the reasons for the decline include increased regulation and stringent accreditation and reaccreditation of higher education institutions and courses, government policies to encourage the growth of public universities, and acquisition of small providers by large private education institutions. The growth of private higher education has increased competition, and it has also established collaboration with public institutions. The growth of private higher education has also raised concerns about ethical governance, maintenance of academic standards, and mechanisms to plan, review, and improve educational outcomes. This paper focuses on Australia where despite growth, there is limited research about private higher education. This paper reviews literature on the global growth and decline of private higher education. It then analyses the trends in Australia and possible scenarios for the future of private higher education in the country.  相似文献

ABSTRACT

This paper is concerned with the process of innovation at both the institutional and personal‐professional levels. The focus is on the practical and moral dilemmas of managing innovation in the context of coercive policies imposed from outside. Innovation is defined as any activity or practice which involves human beings in changes to established routines. It is always embedded in a unique, multi‐level context. Qualitative methods are used to examine the case of five institutions in the UK working within a funded project to introduce more effective use of information technology in initial teacher education. The aim of the paper is to use the case to generate theories which, although they cannot be generalised to other contexts, can inform the thinking of those responsible for the management of innovation in other institutions.  相似文献

Internationalisation is no longer a well-recognised feature unique to higher education. It has permeated K-12 education. However, little research has been done on internationalisation at the K-12 level, particularly on offshore schools. This study examines how Canadian and Chinese policies regarding offshore schools have developed over the years, what values and objectives underlie such policies, and how they affect present and future development of Canadian offshore schools in China. The study identifies in/consistencies and priorities in policy-making and implementation and uncovers the trend of policy development through comparing stipulations on international cooperation of both countries. It shows that both countries are making policies and action plans based on their national interest in the international context without giving adequate attention to the legal, political, and social cultures of the other country. This leads to inconsistencies and confusions in their international educational cooperation and creates potential hindrance to its further development.  相似文献

The political economics of educational change are central to understanding reform in developing countries because of the role that education plays in relationship to economic and social policies. Given the uncertain association between the expansion of education and economic development, this paper explores the role which modernization policies of the State play in promoting contemporary conflicts between private and public interests in education. By first introducing Best's concept of the "New Competition" this paper examines the economic consequences for education in the larger context of the global market. Through case examples of Mexico and the US state of Oregon the effects of modernization policies are examined to understand how modernization policies are inappropriate to meet the social, political, and economic needs of both the periphery and core countries. The paper concludes by addressing the potential consequences for the public good of modernization efforts that promote the privatization of education on the basis of human capital theory rather than on that of a more comprehensive and humanistic approach to the development of social capital.  相似文献

Along with China’s economic growth, the notable rise of its universities and innovation system has inspired growing interest in how the higher education institutions (HEIs) of the European Union (EU) cooperate with Chinese HEIs. Beginning with a review of China-EU higher education relations, this paper presents a case study of a Sino-Danish collaborative programme in which cooperation and programme quality were limited by both partners’ different aims over time, and their alternate quality assurance systems. We suggest a proper collaborative level and discipline should be developed before the establishment of cooperation by taking relevant policies, merits and disadvantages of both partners, into consideration. This paper also points out that limits in collaboration can be alleviated, if a number of elements can be used effectively, such as China’s significant EU knowledge diaspora. Given this and other listed factors, including favorable policies introduced by the Chinese government, there are substantial prospects for extending China-EU collaborative relations and exchanges.  相似文献

In many countries, the development and introduction of educational software into general education is one of the key issues of national ICT policies. However, differently from other issues of ICT in education, this question is much more country-specific. Therefore, each state shall look for individual solutions that match its economic, social, cultural and other national requirements the best. This paper analyses the development of country-tailored policy for schools' provision with educational software and content. While having generic objectives, the research investigates the case of Lithuania. Initially, the paper gives a review of the Lithuanian context. Then, it analyses the policies and practices of other countries and abstracts potential solutions of the key strategic issues, relevant to the development and implementation of educational software into general education. In parallel with theoretical investigation, the research ratiocinates and demonstrates how each solution, proposed in the Lithuanian strategy of schools' provision with educational aids, has been adapted to the national peculiarities.  相似文献
