The dynamics of national innovation systems (NISs) are a source of considerable academic and policy interest, especially when to address new competitive challenges they involve changing institutions and relationships within successful systems. This paper examines the case of Taiwan which is embarking on a new phase in its approach to building its national innovative capacity through creating the infrastructure for a biotechnology industry. By examining the process and mechanisms by which new biotechnology innovation networks are being created, and contrasting their development with existing networks, we analyse the dynamics of Taiwan's NIS. The paper reviews the prospects for this new phase in Taiwan's transition from ‘imitation’ to ‘innovation’. The paper aims to add to the understanding of how innovation systems evolve. It is concerned with the contributors, processes and challenges of NIS evolution and the form and meaning of its dynamic changes.  相似文献

This paper addresses the question of the part that regulation plays in processes of innovation in sectors of technology. The politico-economic phenomenon of ‘Europe’ is partly constituted by regulatory regime-building, and new technologies are one of the major sites of regime-building. A constructionist social theory perspective shows that study of the conflictual processes of regulatory policymaking affords insights into the formation of the rules of engagement that constitute technology domains. Adopting the concept of emergent ‘technological zone’ in preference to industrial ‘sector’ or technoscientific network, the paper presents, using empirical research, a detailed account of the case of the debate and development of regulatory policy for therapeutic tissue engineering in the European Union's policy institutions and stakeholder networks. It describes how the jurisdiction of an emergent zone has been formed through such negotiations, providing a counter-example to the common view that regulation ‘lags behind’ innovation. The analysis takes account particularly of the part played by the malleability of the definition of the material technology itself in such constructive governance processes, and it also suggests various consequences for the array of producers of the technology, for market structuring and for the innovation pathways taken by tissue engineering technology. Concluding, the paper argues that there is conceptual advance to be made by bringing together constructionist social theory with innovation studies approaches that highlight the part played by non-firm, public institutions in shaping innovation ecologies.  相似文献

This paper revisits the ‘what causes innovation — market pull or technology push?’ debate to argue that the conceptualisation is flawed and that the firm is the only ‘agent’ capable of innovative action. The paper differentiates between ‘use’, ‘need’ and ‘intended use’ to obtain greater precision with respect to the technology-market matching process that is fundamental to innovation. The validity of the approach is demonstrated through empirical examples. These examples also show the value of distinguishing between two types of market concept used by the innovating firm. These are the ‘reference market’ which is a traded product that is a principal source of ‘use’ ideas for the mental construction of the ‘innovation market’ concept. It is the latter that can be thought to guide the construction of innovative production technology.  相似文献

This paper proposes to review and assess social scientific debate about the origins and nature of innovation in modern society. It focuses on three sub-sets of conceptualisation, critique and commentary that refer specifically to sub-national or regional innovation systems. Research in the latter field has grown enormously in recent years. Moreover, new perspectives from other disciplines than regional science have been promoted. One distinctive view of relevance in that it is focused on the role in innovation of specific ‘entrepreneurial universities’ in relation to industry and government is, of course, the ‘Triple Helix’ approach. This is reviewed and sympathetically critiqued. A second view, less sympathetically critiqued here, is one that itself attacks all so-called ‘new regionalism’ for stressing the importance of institutions, industry embeddedness and the micro-science of regional economic development. Dazzled by ‘Globalisation 1’ and the totalising power of ‘scale’ geographies, this rejection of the worth of spatial analysis at less than the global or national ‘scalar envelope’ is assessed for its potential insights into weaknesses of the regional innovation systems approach but found wanting in both technical accuracy and scholarly competence. Finally, the state of the art in regional innovation systems research is sketched by reference both to recent longitudinal findings and elaborations into specific technological fields, particularly but not only Bioregional Innovation Systems that help move us towards a newer theory of economic geography in the knowledge economy, based on ‘regional knowledge capabilities.’ The analysis conclusively proposes ‘Globalisation 2’, a ‘ground-up’ knowledge-driven evolution of the earlier ‘top-down’ multilateral trade institution and corporately driven ‘Globalisation 1.’  相似文献

Over the past two decades pharmaceutical industry interest in the development of vaccines against infectious diseases has grown. At the same time various partnerships and mechanisms have been established in order to reconcile the interests of private industry with the needs of public health systems (especially in the developing world). The general assumption is that, lacking resources and competences, the public sector has little or no role to play in vaccine development. Drawing on the concept of ‘lock in’, and the history of vaccines against poliomyelitis, this paper advances a different set of considerations relevant to the role of the public sector. It was thanks to public sector R&D, driven by technical and public health considerations, not commercial ones, that a vaccine that had been virtually ‘locked out’ of the world markets was improved, and expertise in its production sustained. This vaccine now plays a crucial role in current attempts at eradicating polio. It is suggested that despite subsequent changes in vaccine technology, their different incentive structure requires acknowledgement in current discussion of the potential contribution of public sector vaccine institutes to vaccine innovation.  相似文献

At the same time, economic research has stressed that this process is also likely to allow some reverse technology transfer and foster growth at home. As leading East Asian latecomer firms begin to compete on the basis of new product development and in-house research and development (R&D), they appear to confront a difficult strategic dilemma. Should they compete as R&D and brand leaders on the international stage or should they continue with their tried and tested formula of low cost catch up competitiveness? Most studies of East Asian firms focus on catch up innovation processes. By contrast, this paper focuses on the challenges facing latecomer firms in the transition phase from catch up to leadership status, in order to assess the ‘strategic dilemma’ argument and examine the nature of transition innovation. Based on in-depth interviews with leading Korean firms, the paper contends that the strategic dilemma argument is a misleading oversimplification of the main innovation challenges facing most Korean firms as they become more technologically advanced. Most of the major exporters (or chaebol) offer a portfolio of products, some of which are technologically advanced and others less advanced. Corporate innovation strategies tend to be executed in relation to the needs of specific products (or closely related product families) rather than ‘the firm’ in its entirety. In addition, many firms in many product areas have yet to reach the innovation frontier stage and even the leading chaebol continue to produce large volumes of products under sub-contracting and licensing agreements. Firm strategies tend to embody a mix of leadership, ‘followership’ and latecomer positions according to the product portfolio of the company in question. The study identifies various strategic options and difficulties facing Korean firms during the transition process and points to promising future research on latecomer transition.  相似文献

Science, technology and innovation have grown in importance over the last 50 years as we have moved towards a more knowledge-intensive society (the ‘knowledge society’). A number of new research fields have emerged in an effort to understand these developments and to offer advice to decision-makers in government, industry and elsewhere. This special issue focuses on studies of three relatively distinct though thematically related research fields (innovation studies, entrepreneurship studies, and science and technology studies). The first three articles use a particular methodology based on analysis of the references cited in the chapters to authoritative ‘handbooks’ to identify the core contributions in the three fields. A fourth article examines the relationship between the core literatures in three fields and how this has evolved over time. Other articles look at the evolution of innovation studies as reflected in highly cited papers, at the development of entrepreneurship as seen by a key ‘insider’, and at the creation of new centres in these fields and the difficulties they face. The last article in this special issue shows how interdisciplinary centres in innovation studies suffer from research assessment systems that are intrinsically biased against interdisciplinary research. This introduction presents a synthesis of the articles in this special issue, discusses similarities and differences between the three fields and their development over time, and considers challenges for policy and governance arising from the research presented here.  相似文献

Research on technological partnerships has traditionally sought explanation of their high failure rates in partner characteristics and relationship features. This study introduces the notion of a ‘bumpy road’ in technology partnerships which refers to undesired outcomes such as ‘partnership mal-functioning’ and ‘instability’ to the degree to which innovation activities are hampered. We explain how firm-level strategies can reduce the probability of a ‘bumpy road’ in partnerships. We also assess the impact of this ‘bumpy road’ on innovative performance. We find that firms that excel in diversification of external activities (in terms of different types of partners) perform best. Moreover, a persistent product oriented innovation strategy geared at developing new products, new markets, or higher product quality will yield more stable partnership outcomes. Our results confirm that engagement in partnerships is beneficial for innovative performance. However, firms that experienced a ‘bumpy road’ in their technological partnerships have to pay a price in terms of a negative effect on their innovative performance.  相似文献

This opening article in the special issue provides a reflexive overview of the nature and purpose of science, technology and innovation (STI) policy research at present, and makes a case for a collective and critical reflection on the means and ends of our research. The complex interaction between the past, present and future in the STI policy research field is one of the key themes of this article and of the special issue more generally. We first attempt to problematise what current STI policy research is, and then expand on the goals of the special issue. Besides summarising each article, we also discuss how these articles, individually and collectively, provide an overview of a number of epistemic, normative and practical challenges that confront us, articulating the main features of each of these. We end with a call for a sustained, critical and extensive ‘conversation’ among researchers in our field about the nature and purpose of STI policy research and the challenges we face.  相似文献

This article contributes to recent discussions in technology studies about applying insights from technology studies to policy decisions about the development and management of technological innovations. It does so by examining two approaches that can be used by policy makers to manage radical technological innovations in mobility and transportation: strategic niche management (SNM) and the PROTEE approach. The SNM approach uses protective ‘niches’ to develop radical innovations, whereas the PROTEE method is grounded in the assumption that technological innovations have a better chance of success if made “vulnerable” by subjecting them to risks and oppositions from the outset. Both SNM and PROTEE have, so far, been applied to retrospective case studies. This paper examines their potential effectiveness in the monitoring of real time innovation projects by comparing their conceptualizations of ‘learning’ and ‘experimenting’. It argues that the two approaches can draw upon each other to achieve a more refined conceptualization of learning and experimenting and in dealing with the problem of change and obduracy in the development of innovation projects.  相似文献

The recent policy debates about orientating research, technology and innovation policy towards societal challenges, rather than economic growth objectives only, call for new lines of argumentation to systematically legitimize policy interventions. While the multi-level perspective on long-term transitions has attracted quite some interest over the past years as a framework for dealing with long-term processes of transformative change, but the innovation systems approach is still the dominant perspective for devising innovation policy. Innovation systems approaches stress the importance of improving innovation capabilities of firms and the institutional settings to support them, but they are less suited for dealing with the strategic challenges of transforming systems of innovation, production and consumption, and thus with long-term challenges such as climate change or resource depletion. It is therefore suggested to consider insights from transition studies more prominently in a policy framework that is based on the innovation systems approach and the associated notion of ‘failures’. We propose a comprehensive framework that allows legitimizing and devising policies for transformative change that draws on a combination of market failures, structural system failures and transformational system failures.  相似文献

Management innovation and the consultants who promote and support it are both typically associated with the ‘new’, with departures from the norm and from standard approaches. Indeed, standardization is often seen as an impediment to innovation, especially in the current ‘post-bureaucratic’ era. This article challenges such a view, arguing that consultant-led management innovation is often highly standardized. Based upon qualitative research into internal consultancy in large business organizations, both standardizing agendas and standardized methods are identified from a range of consultant-led management innovation programs. The analysis then points to some of the structural and cultural features of organizations that lead to managers favouring incremental, standardized approaches to change, even if these are often contested. In conclusion, the article points to the need to consider a range of different dimensions in the relationship between standardization and management innovation.  相似文献

Integrating marketing and R&D inputs is one of the fundamental challenges in managing innovation. In the pharmaceutical industry, considering its reputed ‘technology push’ model of innovation, the challenge of integrating marketing and R&D could hardly be greater. Thus, the recent trend among pharmaceutical firms of implementing Marketing/R&D integrating mechanisms calls for upgrading our conceptualization of the innovation process in this industry. It also raises important questions regarding Marketing's contribution in new product development, and how to organize to assure that contribution is leveraged. We use the case of a pharmaceutical firm which recently implemented Marketing/R&D integrating mechanisms to examine Marketing's new roles. We find that the extreme conditions surrounding innovation in the pharmaceutical industry, notably the need to cope with Knightean uncertainty, highlight important contributions of Marketing input in R&D that deserve more attention. We suggest that Marketing's most important contribution under these conditions lies in ‘not getting it wrong’ rather than ‘getting it right,’ in setting minimum criteria in project evaluations rather than definite targets, and in refocusing the attention of R&D staff through the very process of providing this input. Given the value of these contributions, modern pharmaceutical firms would indeed be ill advised to think of drug discovery as merely a linear process. Drug development has become an interactive process where the timing, type and impact of Marketing involvement is balanced and managed via certain organizational mechanisms throughout the R&D process, which is an iterative one.  相似文献

This paper deals with information needs, seeking, searching, and uses within scholarly communities by introducing theory from the field of science and technology studies. In particular it contributes to the domain-analytic approach in information science by showing that Whitley’s theory of ‘mutual dependence’ and ‘task uncertainty’ can be used as an explanatory framework in understanding similarity and difference in information practices across intellectual fields. Based on qualitative case studies of three specialist scholarly communities across the physical sciences, applied sciences, social sciences and arts and humanities, this paper extends Whitley’s theory into the realm of information communication technologies. The paper adopts a holistic approach to information practices by recognising the interrelationship between the traditions of informal and formal scientific communication and how it shapes digital outcomes across intellectual fields. The findings show that communities inhabiting fields with a high degree of ‘mutual dependence’ coupled with a low degree of ‘task uncertainty’ are adept at coordinating and controlling channels of communication and will readily co-produce field-based digital information resources, whereas communities that inhabit fields characterised by the opposite cultural configuration, a low degree of ‘mutual dependence’ coupled with a high degree of ‘task uncertainty’, are less successful in commanding control over channels of communication and are less concerned with co-producing field-based digital resources and integrating them into their epistemic and social structures. These findings have implications for the culturally sensitive development and provision of academic digital resources such as digital libraries and web-based subject portals.  相似文献

This study examines antecedents and trajectories of advanced manufacturing technology (AMT) adoption in three categories: stand-alone, intermediate, and integrated technologies. Antecedents of adoption include prior investments in AMT, developments in firms’ manufacturing capabilities, technology strategy, absorptive capacity, and environmental pressures. Based on a sample of 87 Greek manufacturing SMEs, we find that AMT adoption follows an incremental, piecemeal progression from the least complicated through intermediate to integrated technologies. It is found that an increase in the firms’ quality and flexibility capabilities induces them to adopt further AMT, whereas advances in low-cost, innovation, and delivery capabilities appear negatively related to further AMT adoption. Absorptive capacity, technology strategy and environmental pressures play a central role in decisions for additional investments in AMT. In the context of a catching-up economy, these results support the notion of a ‘stepwise’ technology accumulation process as well as ‘satisficing’ technological change.  相似文献

As innovation is increasingly becoming an imperative for policymakers around the globe, there is a growing tendency to frame policy problems as problems of innovation. This logic suggests that we are unable to address grand societal challenges and ensure economic competitiveness because our societies, institutions, scientific activities or individual predispositions are not sufficiently geared towards innovation. In this paper, we analyze this “deficit model” of innovation in which a lack of innovation is routinely invoked as the main obstacle to social progress. Drawing parallels to research on the deficit model of public understanding of science (PUS), we develop a theoretical framework that captures the dynamics and normative implications of deficit construction, highlighting five salient dimensions: problem diagnoses, proposed remedies, the role of expertise, implied social orders, and measures of success. We apply this framework to three empirical case studies of recent innovation strategies in Luxembourg, Singapore, and Denmark. Attention to this deficit framing around innovation is important, we argue, because it is an essential part of how innovation transforms societies in the 21st century: not only through new technological possibilities or economic growth, but also by shaping public discourse, narrowing policy options, and legitimizing major institutional interventions. The implied pro-innovation bias tends to marginalize other rationales, values, and social functions that do not explicitly support innovation. It further delegates decisions about sweeping social reconfigurations to innovation experts, which raises questions of accountability and democratic governance. Experiences from the history of PUS suggest that, without a dedicated effort to transform innovation policy into a more democratic, inclusive, and explicitly political field, the present deficit logic and its technocratic overtones risks significant social and political conflict.  相似文献

Edwin Mansfield’s contributions to the economics of technology are summarized from the early 1960s through his death in 1997. Mansfield’s methodology is discussed, as are his contributions on: the diffusion of technical innovation, the effect of firm size on innovation, the role of academic and basic research in increasing innovation and productivity, international technology transfer and the inaccuracy of technological forecasts. The economics profession’s evaluation of the relative importance of Mansfield’s work is presented, using as evidence citation counts of his works collected from the Social Science Citation Index (SSCI). Identified as among Mansfield’s most important contributions are his work on the importance of academic research for industrial innovations, his empirical estimation of the rates of diffusion of different innovations, and his estimation of the private and social returns from investments in industrial innovations. Finally, we present Mansfield’s advice on the future of the economics of technology.  相似文献

The paper critically reviews the work of David Collingridge in the light of contemporary concerns about responsibility and accountability in innovation, public engagement with science and technology, and the role of scientific expertise in technology policy. Given continued interest in his thoughts on the ‘social control of technology’, and the ‘dilemma of control’, this attention is both timely and overdue. The paper illuminates a mismatch between the prevalence of citations to Collingridge’s work on the dilemma of control in the literature on responsible innovation, and the depth of engagement with his arguments. By considering neglected aspects of Collingridge’s substantive, methodological and philosophical analysis, important implications can be drawn for theory and practice relating to the governance of innovation and co-evolution between technology and society. The paper helps to improve understandings of wider political contexts for responsible innovation, especially in relation to anticipatory, participatory and institutional aspects of governance.  相似文献

We relate innovation to sales growth for incumbent firms in high-tech sectors. A firm, on average, experiences only modest growth and may grow for a number of reasons that may or may not be related to innovative activity. However, given that the returns to innovation are highly skewed and that growth rates distributions are heavy-tailed, it may be misleading to use regression techniques that focus on the ‘average effect for the average firm’. Using a quantile regression approach, we observe that innovation is of crucial importance for a handful of ‘superstar’ fast-growth firms.  相似文献
