Researchers and policy makers today are too preoccupied with school effectiveness--with finding out what works and how to replicate it. Not enough attention is given to the fact that the schools serve a variety of personal and societal purposes and that these purposes are deeply contested. This article develops a political economy framework for mapping and interpreting the competing purposes of schooling, and then applies this framework to explain 5 basic paradoxes in the national policy debates addressing class size in public elementary schools. The framework presented argues that there are 4 distinct answers to the question, "What kind of an economic good is education?" Education can be seen as a service industry, as a producer of durable goods, as a system of investment in human capital formation, or as the conduit for passing cultural legacies between generations. While business leaders and government officials are trying to secure durable educational achievement, students and their families are often concerned more with the quality of service received at their local school, with rate of return on their financial and effort investments, or with the cultural value of the legacy that participation in the schools is generating for the next generation. Because the major stakeholders in public education hold different views regarding which of these economic goods is of highest priority and which should be vouchsafed by governmental policy, policymakers are tempted to adopt inconsistent and even incoherent policies trying to placate all important constituency groups. Specific contradictions in class size reduction policies can be directly interpreted from the perspective offered herein.  相似文献

The last 10 or 15 years of this century have been a time of great challenge as well as considerable excitement for educational systems around the world. Governments everywhere have been embarking on substantial programmes of reform in an attempt to develop more effective school systems and raise levels of student learning and achievement. We see in these policy initiatives an unfortunate paradox that inhibits them from realising their aspirations. The community of educational change researchers and practitioners has finally begun to learn something about how ongoing improvement can be fostered and sustained in schools. However, government policy on education has not taken adequate account of this knowledge about school development, with the result that an enormous potential source of synergy has been lost and student learning continues to lag behind its potential. Our argument in this article is that as a consequence of this gap government efforts to improve schooling are less effective than they might be and that many school improvement efforts have to swim against the current of government regulation. Following our analysis of this central irony in educational policy, we go on to outline an approach that would be more likely to help governments achieve their educational objectives by building policy initiatives more explicitly on the knowledge base of school development.  相似文献

Abstract

As the Professional Learning Community (PLC) process becomes embedded within schools, the level of district support has a direct impact on whether schools have the ability to re-culture and sustain highly effective collaborative practices. The purpose of this article is to share a professional learning community conceptual framework from the US, and to highlight recent findings relating to district level support for the PLC process in schools. The professional learning community conceptual model is organized around five dimensions: shared and supportive leadership, shared values and vision, collaborative learning and application, shared personal practice, and supportive conditions. The overarching question guiding this qualitative research study is: How do school district personnel (central office staff) support schools in the professional learning community process? Findings reveal the importance of transformative and proactive district involvement, and the use of transparency, trust, accountability, and autonomy in school re-culturing. It was also found that developing leadership capacity, embedding professional development, and focusing the culture on student success were critically important. As districts provide support for the PLC dimensions and themes, school leaders will have a foundation of curricular strategies, collaborative skills, and necessary resources to serve teachers and students through continuous school improvement.  相似文献

ABSTRACT

Within the context of fierce global economic competition, school diversification and specialist schools have been seen by governments as cornerstones of education policy to engineer school improvement in both England and Singapore for more than a decade. In both systems, the policy has manifested in different school types, school names and sometimes buildings – in England, specialist status schools, academies and most recently free schools; and in Singapore, specialist schools and niche schools. Diversification is promoted by each school emphasising distinctiveness in its curriculum – often with implications for its funding and degree of autonomy – which differentiate it from others. There is normally the intention to scale-up curricular innovations school-wide. The paper addresses three aims in respect to both countries: first, it profiles the evolution of specialist schools' policies in both states in relation to school improvement and secondly, social justice; thirdly, it undertakes a comparative policy analysis in order to draw conclusions as to how the relationship between central government and schools has re-configured in both countries – arguing that the policy in England is radical, that in Singapore, conservative.  相似文献

Abstract

The article contains a support experiment in a series of schools, aimed at making them increasingly inclusive, i.e., capable of responding to all their boys and girls needs. The study follows the school improvement approach in which school assessment does not mean control or supervision but is a previous phase to the introduction of changes which improve how the school operates. The project, promoted by UNESCO, has been undertaken in eight countries located in different continents. In the article, particular emphasis is placed on the importance of each school context and the meaninglessness of attempting to carry out assessment and support processes for the improvement of schools within a totally homogeneous framework. In the project one of the support techniques shown to the teaching staff was the presentation of a series of scenes within schools in very varied countries, providing them with the opportunity to reflect on their practice by comparing it with others.  相似文献

ABSTRACT

Current data indicate that there are six million young people of school age with disabilities in China. Of these, only about 50 per cent attend any form of schooling, with approximately 220,000 of them enrolled in special schools and classes. The remainder attend regular classrooms. This means that there are about three million students with disabilities who at present lack any access to education. In May 1996 it was declared that in order to improve this situation, over the next five years, China plans to provide school places for 80 per cent of its disabled youngsters. In order to achieve this goal, the Chinese central education authorities have announced a significant change in policy direction towards integration. Instead of their previous commitment to the establishment of increasing numbers of special schools, it is now planned that the current number of about 1,400 special schools will be increased to 2,000, so that all regions of the country have access to at least one. At that point, no more special schools will be built. The extra places needed to increase the school attendance rate of youngsters with disabilities will be created in regular classes in regular schools. This paper gives an overview of the curriculum arrangements in China's four types of special schools, including their historical development, subjects taught, teaching arrangements and management. A number of difficulties confronting China's special education policy‐makers are canvassed and reasons suggested for their increasing commitment to a strategy of integration. It is proposed that China enjoys three advantages in the pursuit of an integrated school system.  相似文献

The specialist schools programme is currently seen by policy makers as a way of transforming the comprehensive education system, and meeting the local needs of parents for diversity and excellence. Insofar as this policy has an evidence-base this has been provided by studies showing higher levels of attainment among existing specialist schools. This article shows that if these advantages occur then there is a danger that they do so at a cost in terms of inclusion. The existing specialist schools have also shown a greater tendency to take proportionately fewer children from poor families over time, especially where these schools are also their own admission authorities. If this trend continues it will exacerbate the pre-existing social and economic segregation in the education system. The article ends by considering some of the implications for school organisation.  相似文献

Abstract

Policy makers in the UK are trying to improve school meals, by focusing on eating well. This article explores the way policies are framed by academic performance and health as a reason for providing school lunches. Using Nussbaum’s capability approach we argue that the purpose of schooling should be to provide young people with the ability to lead a life of choice. We argue that school meals are an important social good, which allow young people to develop critical skills around food which they can then use throughout their lives. We draw on evidence from two ethnographic research projects on food in schools, conducted in England. We question whether the collocation between healthy eating and learning should be the focus of school food reform and contemplate the role of society and government to provide children with healthy meals, irrespective of learning outcomes. ABSTRACT

This article focuses upon differential strategies for school development and improvement. It argues that much school improvement work has placed an emphasis upon systemic change and has neglected to consider the extent to which schools have different capacities for change and development. We suggest in this article that different improvement strategies and types of intervention are needed for schools at different stages of growth. Our position is based upon a substantial body of school improvement research which has demonstrated the importance of differential strategies for schools at various developmental stages. We hope that this article will stimulate further discussion, debate and enquiry about the importance of differential approaches to school improvement.  相似文献

There is growing concern that almost 20 years after the 1988 Education Act, top‐down, large‐scale reform has stalled. The policy mix of choice, competition, markets, regulation, accountability and leadership seems not to have closed the gap between advantaged and disadvantaged areas and individuals, while most variations in school performance can be explained in terms of intake differences. This paper reviews policy and progress since 1988 and assesses the extent to which central government has achieved its educational aims. Unacknowledged tensions and contradictions are identified in structures and practices that are supposed to constitute a reliable framework for sustainable improvement. The conclusion is drawn that since 1988 the national government apparatus has itself become an important obstacle to further progress. An independent review of policy‐making and implementation is recommended so that schools and colleges are enabled to contribute more effectively to improvements in the quality of education.  相似文献

Educational research has been criticised by governments and practitioners. For some politicians and policy makers, there is a tendency to look for direct links between research and successful, effective and efficient practice. Research is needed to inform their evidence-based practice as policy makers, and to provide the kind of research teachers need to base their practice on the best available evidence for doing ‘x rather than y’ (Hargreaves 1996) or predicting the ‘size of the effect of A on B’ (Blunkett 2000). There is no doubt that both teachers and policy makers do make decisions on a daily basis based on some form of evidence. This paper explores Hargreaves’ notion of evidence-based practice, providing a range of criticisms. It also examines Carr’s historical account of ‘praxis’ and ‘poiesis’ to suggest a notion of evidence-based praxis based partly on the historical notion of ‘phronesis’ — practical wisdom. The basis for this is the argument that wise and practical ethical and moral judgements are central to an understanding of teachers’ daily work. What to do in a specific educational situation cannot be determined solely by theoretical beliefs or by ‘techne’. However the ethical dimension is not the only consideration. The paper suggests that evidence-based praxis use Stenhouse’s notion of ‘actionable evidence’, which includes the ethical dimension, but also Thomson’s concept of ‘thisness’, which describes the unique contextual characteristics of a school. If disadvantaged schools can make some sort of difference to learning opportunities for students, it is argued that teachers might engage in evidence-based praxis which involves them in reflecting on, and theorising what is happening in classrooms, schools and neighbourhoods. This ‘praxis’ also involves them in modifying their theories, critically analysing ‘what works’, questioning how they know and developing ideas about how things might be done differently. There will be an element of developing knowledge about teaching and learning strategies (Hargreaves’ ‘body of knowledge’), but it will be in the context of the ethical and moral dilemmas associated with education. It will take up the question of local differences as well as a realistic approach to what constitutes actual school improvement. Evidence-based praxis is also essentially a collective activity not an individual approach. Future development of the notion of evidence-based praxis might also include involving students in a more reciprocal and open learning process like that highlighted by researchers who focus on student participation linked to school reform.  相似文献

Education reform in England has seen many policies and initiatives introduced by central government. This article discusses two such policies, performativity and creativity. Performativity has been central to the government's agenda of raising standards and includes monitoring mechanisms such as Office for Standards in Education (Ofsted) inspections, performance management and school league tables, all of which are used to measure or judge the value or worth of a school or individual teacher. At the same time as policies on performativity have been implemented, policy makers have introduced a number of policies to encourage creativity in education. This article foregrounds teachers of design and technology (D&T) at secondary level (11–16 years), describing how they struggled to implement both strategies. Teachers valued creativity and thought it was an important part of the subject, but the pressure to be seen to be performing and getting favourable positions in school league tables and Ofsted inspections meant the teaching of D&T became rather formulaic, which allowed very little opportunity for creative learning. Individual interviews were conducted with 14 D&T teachers across six schools and an open‐ended email survey was conducted with a further 17 D&T teachers from 15 schools during the preliminary phase of a research and intervention project. In addition, 69 D&T teachers across eight schools completed a questionnaire at the start of the main intervention period. Data from 126 student interviews across six schools are used to support the teacher data outlined above.  相似文献

ABSTRACT:  The article presents the findings from a survey of over 400 young people in metropolitan areas in the Netherlands and England concerning their views on identity and school history. The research explored pupils' ideas about which facets of history were of interest to them, what history they believed should be taught in schools, and their views on the purposes of school history and history in general. The coding of the data made it possible to delineate between those from different ethnic minority backgrounds, boys and girls, age and level of education and first or second generation of migration. The study revealed significant differences between young people's ideas about history and identity, and those advanced by politicians and policy makers in the Netherlands, England and elsewhere. The concluding section of the paper considers the implications of the findings for policy makers in the field of history education in schools.  相似文献

Researchers and policy makers agree that the relation between school and work is an important characteristic of vocational education and training (VET) and needs attention. The relation itself poses several challenges for research to be successful and useful for policy makers. In this article, we outline these challenges and answer the following question: What needs to be considered when researching the relation between school and work? Our central claim is that research on the relation between school and work needs to (1) take into account contextual conditions of the VET system, including identifying the central actors and their responsibilities within a VET system, (2) take into account the characteristics of VET itself, (3) define the quality of the relation between school and work (depending on the context, characteristics of the VET system and VET itself), and (4) be consistent with respect to chosen research aims and paradigms. To illustrate how these aspects can be taken into account an example of empirical research conducted in the German dual apprenticeship system is described. The readers are provided with guidelines for researchers and policy makers to carry out high quality research on the relation between school and work in VET systems that enables policy makers to make use of the results to improve the relation between school and work in VET systems.  相似文献

Abstract

This article argues the importance of adopting a “learning to learn” perspective in secondary agricultural education: school organisational development should take place in the perspective of active learning by students. Three factors affecting innovation processes are discussed: school policy-making capacity, school in-service training policy, and professional orientations of teachers. Moreover, a program to support schools for secondary agricultural education while implementing a “learning to learn” approach is presented. The implementation process is tuned to the individual teacher and teacher coaching and in-service training are provided. In this respect, the need for school management and school policy reflecting a clear educational perspective is stressed: fostering the quality of students' independent learning should take a central position on all levels in the school. Therefore, the school organisation as a whole should become a “learning organisation”.  相似文献

ABSTRACT

Migration to Ireland is continuing, albeit at a much slower pace, and migrant children continue to have a strong presence in Irish schools. How well these students integrate into the Irish education system depends, at least partially, on the support measures the schools have put in place for them. This article draws on the results of a large-scale empirical study on academic and social support measures available in Irish secondary schools, and contributes to the debate on challenges, in terms of inclusivity, posed by immigration into Ireland. The article discusses approaches taken at government and school level in addressing the needs of new arrivals, offering a comparative perspective of various support models in the EU. While there is a growing body of research on the experiences of migrant children and young people in schools, few previous studies have drawn on a nationally representative data set and focused specifically on the support measures migrant students can have access to.  相似文献

Since 2008, all Australian students in Years 3, 5, 7 and 9 have been assessed in literacy and numeracy through an annual National Assessment Program—Literacy and Numeracy (NAPLAN) test. In 2015, a team of mathematics education researchers across Australia conducted a nationwide research project to identify school practices and policies that were consistent between schools that showed growth and/or improvement in their NAPLAN numeracy results. This paper reports findings from three case study schools, using a school improvement framework to interpret evidence gathered from the schools’ principals and school leaders. The study has particular implications for policy makers and school leaders who may be seeking ways to improve mathematical practices in their own jurisdictions and schools.  相似文献

Following the post-election violence in Kenya an attempt to bring about educational change through a peace education programme was launched by the MoE, UNICEF and UNHCR. The programme, which was aimed at building peace at the grassroots level, targeted the areas most affected by the post-election violence. Teaching plans were designed for all levels in primary school, and teachers and head teachers at schools in the Rift Valley were trained in the materials. Whereas the MoE assumed that the schools, having recently experienced the post-election violence, would have an innate motivation to implement the programme, this paper argues that the reality on the ground was more complicated. The formation and the implementation of the programme will be analysed from the perspective of policy makers and school populations. The paper argues that there are challenges related to additive and reactive peace education policies. Further, the paper argues that perceived relevance, school location, school leadership and perceived policy influenced the implementation processes on school level. In sum, the paper argues that the top-down approach taken when designing and implementing the programme led to less impact than the programme otherwise could have had, due to the lack of adjustment to local school contexts.  相似文献
