This research note presents an analysis of TV programming in south Korea over a period of five years. The paper is concerned with the changing face of public service broadcasting due to the effects of the new commercial situation. It includes a brief summary of Korea's TV history and a comparison of the programming strategies employed by the public broadcasting network and its commercial rivals. The author concludes by suggesting that Korean public broadcasting needs to reappraise its current response to the multi‐channel environment, and to develop a service aimed at promoting a sense of national community.  相似文献

In this article, we examine content supply as a public service strategy in Finland, one of the forerunner countries of digital terrestrial television in Europe. Regarding digitalization, European broadcasters face several options from full service to a specialized mission. The case at hand is the first full digital year of 2002 in Finland. The focus is on one of the traditional principles of public service broadcasting, the diversity of programming, as it is realized in the new, digital, multichannel environment. We examine content diversity by comparing channel profiles as well by analyzing indexes of the horizontal and vertical breadth and dissimilarity of programming. In a market of two public service and two commercial analogue generalist TV channels, the five new thematic digital channels have radically altered the amount of system-wide supply, but the diversity of programming has not suffered. This is due to the specializing strategy of the public service broadcaster. Its approach to focus on factual programming is clear in its digital output but can be detected in moderation also in its analogue supply. However, with the expected increase on commercial digital supply also in terrestrial networks, there is the possibility of the generalist public service broadcaster to turn into a fragmented one.  相似文献

Where are diverse makers and subjects most likely to be found in U.S. TV documentary? This study compares commercial and public TV series, and also anthology formats (“authorial” series) and executive-produced formats. A content analysis for characters and makers showed that public TV authorial series are more diverse than either commercial or other public TV series. Independent documentaries have diversity value both in commercial and public TV settings.  相似文献

This study examines channel choice and public service delivery in Canada, comparing e-government to traditional service delivery channels such as the phone or visiting a government office. Factors studied include the digital divide, the nature of the citizen interaction with government, public service values, and satisfaction with services received by citizens. These factors are used to determine whether they impacted choice of channel and satisfaction with that channel. This study, through logistic regression of a public opinion survey of Canadian residents, found indications suggesting a digital divide in accessing e-government; found that government websites were most commonly used for information purposes, while the phone was most commonly used to solve problems. In regards to citizens' satisfaction, the apparent digital divide was bridged when females and older Canadians were more satisfied with their contact with a government website. In addition, a positive experience with service delivery and positive public service values lead to greater website satisfaction. The results of this study imply that the phone is a more effective service channel for solving problems, and the website is more effective for getting information. Therefore, governments need to provide multiple contact channels for citizens, depending upon their task at hand, while ensuring consistency of information and service response across channels. Creating a positive experience for citizens when they received a service translates into a more satisfied experience with e-government.  相似文献

Public service producers are heavily investing in the development and implementation of more efficient new digital channels to engage users in citizen sourcing efforts, such as the reporting of public service-related issues. Nevertheless, user-reporters have continued to favor earlier implemented channels including traditional (e.g., phone, office) and e-government channels (e.g., web, email) over new digital channels such as m-government channels (e.g., mobile applications). Drawing on channel choice literature and theories, this study aims at explaining users' reporting behavior by examining the role of users' personal factors, including digital divide determinants, users' service experience, and channel satisfaction. We use a combination of survey and log data on actual reporting behavior among smart bike-sharing users to explain users' channel choice. Using a multinomial logistic regression, we found that the digital divide predicts user-reporters' channel choice. Moreover, user-reporters with a longer service membership favor traditional and e-government channels, over the newly implemented m-government channels. Finally, user-reporters' satisfaction with the mobile application is negatively associated with the user-reporters' choice of traditional and e-government channels. Our results expand and update the empirical evidence on channel choice at the user level, and provide insights for public service producers who aim at enhancing public service delivery through digital users' engagement.  相似文献

目前图书馆界关于有偿服务问题的研究存在两大局限:一是多在理论的层面上进行,实地调查较少,导致论辩中的经济、社会效果缺乏真切的数据支撑;二是基础研究缺乏实证,虽争论热烈但缺少创新的模式和具体的系统设计措施。作者对全国省级公共图书馆进行了问卷调查,依据得到的数据进行了初步分析,进而提出自己的看法:(1)有偿服务应界定于补偿性服务范畴,并严格区分非赢利性服务和以赢利为目的的市场经济行为;(2)规范有偿服务的收费标准和价值体系;(3)有偿服务不能为公共图书馆提供长期运转资金,图书馆发展仍必须依靠国家、社会的支持。  相似文献

The paper addresses two propositions: (1) that by publishingnews stories about the electoral strength of parties or candidates,the mass media contribute to shaping the voters' expectationsabout the likely outcome of an upcoming election; (2) that theseexpectations in turn stimulate a bandwagon effect, i.e. theyinfluence vote choice to the advantage of the apparent futurewinner of the election. Analyzing media content and survey datagathered during the campaign for the first all-German nationalelection of December 2, 1990, it can be shown that (1) interestin the media's political reporting as well as interpersonalpolitical communication contributed significantly to convertingvoters to the view of the election outcome that was constantlypresented by the mass media; (2) this belief in turn causedparticularly unsophisticated independent voters to vote forthe apparent winner of the election. Referring to the conceptualframework of ‘low information rationality’, thisbandwagon effect is interpreted as ‘majority-led proxyvoting’. Since public opinion polls play the key rolein its definition, the media portrayal of the competing parties'electoral prospects can be assumed to be fairly accurate, sothat voters relying on such information in casting their voteare not misled.  相似文献

In their public messages, United States politicians often invoke America in an attempt to unite citizens and build electoral coalitions. Such an emphasis is particularly common in presidential debates, which are climactic “media events” late in campaigns for the White House, when candidates take questions from journalists and citizens while addressing millions of voters. We analyzed the connection between (a) candidates' highlighting of national identity in presidential debates and (b) mass public opinion since 1960. We expected and found that (a) candidates increased their emphasis on the nation during times of heightened national uncertainty, (b) Democratic presidential candidates invoked the nation more often than Republican candidates, and (c) comparisons across elections among incumbents suggest that national uncertainty was more important than partisan identity in eliciting invocations of the nation.  相似文献

Many library return on investment (ROI) studies have been conducted in the United States. Most rely on “cost savings” approaches to determine the marginal benefits of library services. These methods fail to logically have a meaningful relationship to theoretical benefits estimation. Adaptations of the contingent valuation method (CVM) to this application are discussed in reference to the well-known National Oceanic Atmospheric Administration panel guidelines and recent literature. A CVM technique is used to estimate median annual household benefits for Minnesota public library services. Results indicate that CVM likely leads to more conservative estimates than “cost savings” approaches, which is probably due to the realities of available substitutes and low patron marginal benefits from additional transactions. Evidence is provided to limit the usual concerns of the utilized methodology. Focusing on programs for low income and education households may create higher returns more directly attributable to these services.  相似文献

This article elaborates on research suggesting that the VCR is a time shifting device leading to more selectivity. It argues that time shifting can lead to time reduction or time filling and that selectivity can entail diversification or concentration of the TV diet. In both cases, however, no significant difference in TV viewing may occur as well. Data from a representative sample of 909 Flemish respondents showed no evidence of time‐reduction. The VCR is mainly used as a time‐filling device. VCR‐use does not seem to lead to concentration, but rather to diversification of the TV diet. Authors have claimed that the VCR is a device which allows better management of the viewing experience and which liberates viewers of the constraints of viewer or program availability. This article suggests instead that it may be more productive to look at the VCR as another channel (albeit it with peculiar characteristics). It influences the viewers’ TV consumption only to the extent that it is part of the viewers’ “channel repertoire” for selecting programs.  相似文献

Sensation seeking, a biologically‐based personality variable, is strongly related to both drug use and preferences for highly novel, arousing, and/or unconventional messages and TV programs. This connection is the basis of a targeting strategy in an anti‐marijuana public service announcement campaign in a medium‐sized market aimed at high sensation seeking adolescents. Data from the first half of the media campaign suggest that the anti‐marijuana PSAs are reaching the target audience's marijuana‐related beliefs, attitudes, and behaviors in the experimental city when compared to the control city. Implications for future campaigns are discussed.  相似文献
