Education systems struggle to staff schools in rural areas or in areas with high concentrations of poverty. Potential policy solutions include financial incentives, mandatory rotations, and local recruitment drives, among others. First, this systematic review provides evidence on challenges with teacher staffing in certain types of schools. We observe lower teacher skill and higher teacher absence in rural areas in many countries. Second, the review synthesizes available experimental and quasi-experimental studies of government-implemented policies to increase the quantity or quality of teachers in hard-to-staff schools in low- or middle-income countries. Financial incentives—the most evaluated policies—are often effective at increasing the supply or reducing the turnover of teachers in hard-to-staff schools, and well-designed incentives can also increase the quality of teachers in these schools. Impacts on student outcomes are often positive. Although there are fewer evaluations, behavioral and informational interventions have been cost-effective in reducing vacancies in two countries.  相似文献

Monetary and non-monetary incentives for rural teacher recruitment are a prominent feature of developing-country education systems. Despite the widespread use of incentives, there is little theoretical or empirical evidence on their effectiveness. This paper interprets incentive policies within the framework of the economic theory of compensating differentials. The discussion clarifies the implicit assumptions of incentive policies and aids in organizing further empirical work on their effectiveness. Existing evidence on compensating differentials, mainly in the United States, shows that teachers tend to trade off monetary wages against non-monetary aspects of their jobs, such as geographic location and class size.  相似文献

In this article we examine the economic case for merit or performance-based pay for K–12 teachers. We review several areas of germane research. The direct evaluation literature on these incentive plans is slender; highly diverse in terms of methodology, targeted populations, and programs evaluated; and primarily focused on short-run motivational effects. It is nonetheless fairly consistent in finding positive program effects. The general personnel literature highlights potentially significant selection effects of employee compensation systems. This is particularly relevant for teaching, because a growing body of production function research points to large, persistent, but idiosyncratic differences in teacher productivity. Thus, along with motivation effects, there is potential for substantial positive long run selection effects from teacher performance pay systems. The evaluation literature is not sufficiently robust to prescribe how systems should be designed (e.g., optimal size of bonuses, mix of individual vs. group incentives). However, it is sufficiently positive to support much more extensive field trials, pilot programs, and policy experiments, combined with careful follow-up evaluation.  相似文献

Several studies have found that teacher–student gender matching has positive effects on student achievement. However, the underlying mechanisms that explain this effect have not been empirically explored. This paper studies the impact of same gender teachers on academic achievement for a large sample of 8th graders in Chile. I provide evidence that girls benefit from being assigned to female teachers, while there is no negative effect on boys. More importantly, I provide evidence that the positive effect is due to role model effects and not to teacher bias effects.  相似文献

Over the last decade many districts implemented performance pay incentives to reward teachers for improving student achievement. Economic theory suggests that these programs could alter teacher work effort, cooperation, and retention. Because teachers can choose to work in a performance pay district that has characteristics correlated with teacher behavior, I use the distance between a teacher's undergraduate institution and the nearest performance pay district as an instrumental variable. Using data from the 2003 and 2007 waves of the Schools and Staffing Survey, I find that teachers respond to performance pay incentives by working fewer hours per week. Performance pay also decreases participation in unpaid cooperative school activities, while there is suggestive evidence that teacher turnover decreases. The treatment effects are heterogeneous; male teachers respond more positively than female teachers. In Florida, which restricts state performance pay funding to individual teachers, I find that work effort and teacher turnover increase.  相似文献

The effects of systematically varied teacher verbal and nonverbal evaluative behavior upon student willingness to self-disclose were studied within an experimental microlesson. Subjects were 126 sixth-grade students who were removed from their classrooms to participate in a vocabulary lesson with one of the four experimental teachers (two male and two female). Within each experimental condition, the teacher employed one of four evaluative styles: (1) verbally and nonverbally positive, (2) verbally positive and nonverbally negative, (3) verbally negative and nonverbally positive, or (4) verbally and nonverbally negative. The data analysis indicated that teachers' verbal behavior influenced self-disclosure. The magnitude of student self-disclosure scores was a direct function of the positiveness of teacher verbal behavior. Nonverbal behavior also influenced self-disclosure, interacting with student sex. This effect varied across individual teachers, however, and no consistent pattern was evident.  相似文献

This study investigates the reliability and validity of the Questionnaire on Teacher Interaction (QTI) in three countries: Singapore, Brunei and Australia. The QTI maps student perceptions of interpersonal teacher behaviour and is based on the circumplex Model for Interpersonal Teacher Behaviour (MITB) that investigates the teacher–student relationship in terms of the two dimensions of influence and proximity. Students' perceptions of their teachers in the three countries are also compared. Results show that the QTI scales are represented by two independent dimensions and that scales can be ordered in terms of a circular structure. However, empirical scale locations differ from their theoretical positions as hypothesised by the circumplex model, and among countries. Differences in teacher influence and proximity are also found among the countries.  相似文献

There is a vast body of literature on school size but comparatively few high quality empirical studies comparing outcomes in schools of different sizes. This systematic review synthesizes the results of the published research from 31 studies on the effects of secondary school size from OECD countries since 1990. Overall the directions and patterns of effect vary for different outcomes. For pupil attainment measured by exam results, and for attendance, larger schools appear to do better up to some optimal school size but estimates of this point or range are insufficiently precise to be useful. The implications of different school sizes on student behaviours are equivocal, but teachers and pupils at smaller schools are more likely to have a positive perception of their ‘school environment’. Costs per pupil appear to decrease as school size increases. The results of the review suggest that there is little empirical evidence to justify policies that aim to ‘change’ or mandate particular school sizes. However, given the evidence that there do appear to be optimal sizes for some outcomes, stakeholders should be made aware that dramatic changes in a school's size may change the characteristics of a school's learning environment.  相似文献

Measuring the impact of information and communication technologies (ICTs) is a contemporary question of interest. Despite the general acceptance that ICTs are changing ways of learning, empirical research conducted to date does not consistently verify the efficacy of such changes. Several studies supporting positive impacts of ICTs on achievement relate mainly to developed countries. Focusing on tertiary education in Tunisia, this article attempts to highlight the gap in knowledge about the effects of ICT on education in developing countries by providing evidence from this region. Using survey data involving 377 college students and teachers, a multilevel analysis was conducted to measure the impact of ICT access and use with other student, university, and teacher attributes that may affect academic performance. The results provided evidence for a distinctive, though negative, effect of ICT on performance. These findings raise questions about the effectiveness of educational policies in Tunisia. The findings suggest also that overall university support is essential in increasing ICT learning impacts.  相似文献

This study examined the effects of individual student factors and classroom factors on elementary science achievement within and across five countries. The student‐level factors included gender, self‐confidence in science and home resources. The classroom‐level factors included teacher characteristics, instructional variables and classroom composition. Results for the USA and four other countries, Singapore, Japan, Australia and Scotland, were reported. Multilevel effects were examined through Hierarchical Linear Modelling, using the Trends in International Mathematics and Science Study 2003 fourth grade dataset. Overall, the results showed that selected student background characteristics were consistently related to elementary science achievement in countries investigated. At the student level, higher levels of home resources and self‐confidence and at the classroom level, higher levels of class mean home resources yielded higher science scores on the TIMSS 2003. In general, teacher and instructional variables were minimally related to science achievement. There was evidence of positive effects of teacher support in the USA and Singapore. The emphasis on science inquiry was positively related to science achievement in Singapore and negatively related in the USA and Australia. Recommendations for practice and policy were discussed.  相似文献

‘Motivation’ is a significant concept for teachers and students during programmes of learning which lead explicitly to high stakes assessments and examinations. This systematic literature review surveys current research evidence to find out how secondary school teachers use motivational strategies specifically in respect of student academic assessment and performance. Six research studies were identified describing the behaviours secondary school teachers engaged in to improve student performance in assessment. Taken together, the studies presented show the importance of teacher behaviours to students’ academic performance, with both positive and negative impacts. The review highlights a need for further research on teacher knowledge of the effects of teacher behaviour upon the motivation of students. The review recommends collaboration between teachers and students specific to the context of learning programmes that lead to high-stakes assessments, in order to provide a locally sensitive knowledge base for teachers’ practice.  相似文献

Nearly every state evaluates teacher performance using multiple measures, but evidence has largely shown that only one such measure—teachers’ effects on student achievement (i.e., value-added)—captures teachers’ causal effects. We conducted a random assignment experiment in 66 fourth- and fifth-grade mathematics classrooms to evaluate the predictive validity of three measures of teacher performance: value-added, classroom observations, and student surveys. Combining our results with those from two previous random assignment experiments, we provide additional experimental evidence that value-added measures are unbiased predictors of teacher performance. Though results for the other two measures are less precise, we find that classroom observation scores are predictive of teachers’ performance after random assignment while student surveys are not. These results thus lend support to teacher evaluation systems that use value-added and classroom observations, but suggest practitioners should proceed with caution when considering student survey measures for teacher evaluation.  相似文献

Inquiry-based education receives much attention in educational practice and theory, since it provides pupils and teachers with opportunities to actively engage in collaboratively answering questions. However, not only do many teachers find this approach demanding, it also remains unclear what they should do to foster this type of education in their classrooms. Our research question was: Which teaching strategies are used by K-12 teachers when promoting inquiry-based education in their classrooms and what are the reported outcomes?After searching for empirical studies on this topic, we examined 186 studies investigating different ways in which teachers can promote inquiry-based education. Analyses revealed varying teaching strategies, differing with regard to direction (teacher directed, student directed and mixed) and different perspectives of regulation (meta-cognitive, conceptual, and social regulation). Results show that important teacher strategies in metacognitive regulation are: focussing on thinking skills, developing a culture of inquiry, supporting inquiry discourse, and promoting nature of science; in conceptual regulation: providing information on the research topic and focussing on conceptual understanding; and in social regulation: bridging the gap between high and low achievers, organizing student learning in groups and focussing on collaboration processes.  相似文献

西部农村边远地区教师数量不足、流失严重,影响着义务教育均衡发展。本文基于劳动经济学中的补偿性工资差别理论首先探讨了教师个体偏好与行为选择,并在此基础上分析了西部农村教师供求机制及政府激励教师供给的政策选择。然后,依托"西部地区基础教育发展项目"课题调研数据,对补偿性工资理论给出的教师工作条件与收入间的理论关系进行了验证。结果表明,那些在艰苦县学校工作的教师,确实得到了额外的补偿性收入;但在较差办学条件、高生师比等工作条件差学校任教的教师并没有获得经济上的补偿或是获得了更多的培训机会,本文认为这是造成农村偏远地区教师短缺的主要原因。最后,结合理论与实证分析,给出吸引与激励教师在西部农村地区任教的政策建议。  相似文献

Some researchers have suggested that reducing class size may result in increases in student achievement. However, the empirical evidence about class-size effects from experimental or quasi-experimental studies has been mixed overall. This study sheds more light on whether class size reduction impacts reading achievement in eight European countries: Bulgaria, Germany, Hungary, Italy, Lithuania, Romania, Slovakia, and Slovenia. We examine class size effects on reading achievement using national probability samples of fourth graders. All eight European countries had participated in the Progress in International Reading Literacy Study (PIRLS) in 2001, 2006 and 2011. Overall, the results indicate that class size effects on reading achievement are not significant across countries and years. One exception was Romania where class size effects in 2001 and 2011 were significant and negative suggesting that reducing class size corresponded to increases in reading achievement. Trends in class size effects over time were not observed.  相似文献

The dynamic approach (DA) suggests that professional development should be differentiated to meet teachers’ individual needs while engaging participants into systematic and guided critical reflection. Previous experimental studies demonstrated that one-year interventions based on the DA have a positive impact on teacher effectiveness. The study reported here investigates the impact that a long-term programme based on the DA can have on quality of teaching. In-service primary school teachers were randomly allocated into two groups. The first group received a three-year programme based on the DA whereas the second acted as the control group. Pre- and post-measurement of teaching skills was performed each year. Offering the DA for a longer period resulted in bigger effects on improving teaching skills but no change in the skills of the control group was observed. Differential effects for teachers situated at different levels are also reported. Implications of findings are drawn.  相似文献

The `Vinson Report' on Public Education in NSW has become received wisdom. The report's recommendation on class sizes has attracted more attention than any other. This is unfortunate because it is on this issue that the Report is weakest. A thorough appraisal of the research on class sizes reveals that many studies have methodological problems that make their application in a real world context doubtful; many studies have introduced other reforms such as curriculum changes at the same time as class size reduction, making their individual effects impossible to determine; the large majority of studies have found no significant effects of class size on student achievement, while the remainder have shown small benefits, usually only when classes have less than 20 students; class size has less effect when teachers are competent; and the single most important influence on student achievement is teacher quality. Research shows unequivocally that it is far more valuable, both in educational and fiscal terms, to have good teachers than lots of teachers. It must be ensured that the current and incoming teaching force is the best it can be, before seeking to expand it.Key Words: child development, class size, public education, student achievement, teacher quality, teaching methods  相似文献

In everyday school life, teachers need a wide range of judgment competencies to accurately assess student characteristics, learning and task requirements. The purpose of this literature review is to synthesize the methodological, empirical, theoretical, and practical knowledge from 40 years of research on the accuracy of teacher judgments. We define the accuracy of teacher judgments and differentiate the term from other related constructs. We explain the methodological approaches and summarize the main research findings on the accuracy of teacher judgments of student characteristics and task difficulties. Furthermore, we empirically demonstrate that teachers tend to overestimate student achievement on standardized tests. We discuss possible moderators of teachers’ judgment accuracy and show the effects on teaching and the learning of students. We present the main theoretical approaches that can explain the empirical findings and describe ways to improve teacher judgment accuracy. In the discussion, we address important implications for research and practice.  相似文献

Science education in recent years has increasingly emphasized the connections between knowledge and matters of social importance. Socioscientific issues (SSIs)—complex, often controversial issues linked to the development of science and technology—are widely recognized as a valuable arena for the school curriculum to foster students’ scientific literacy. This paper reviews the research literature on how science teachers teach socioscientific issues with 25 empirical studies published between 2004 and 2019. The results show that teachers generally hold a partially informed understanding of SSI-based teaching. Multifarious challenges facing teachers in teaching SSIs are mainly at the teacher, student, and policy levels. However, our findings suggest that teachers lack explicit strategies to cope with these challenges and that SSI-based teaching should not rely on individual teachers alone. We argue for more support for teachers to improve the quality of their implementation of SSIs. This review has implications for education policymakers, teacher educators, school leaders, and teachers to respond to the challenges facing teachers in teaching SSIs collaboratively. Potential directions for further research are also discussed.  相似文献
