This study analyzes online reader comments on top US newspapers’ stories related to former congressman, Anthony Weiner’s, August 2016 sexting scandal. Audience gatekeeping was seen through such discussion themes as gender bias and sexism, political scandals, and sex addiction. The analysis revealed that the majority of reader comments significantly diverged from the news topic, and many comments about US politicians were uncivil. Furthermore, online discussions “drowned out” newspapers’ intended message about Weiner’s inclusion of his toddler son into a sexually explicit selfie. This study argues that online commentary should not be perceived as a dichotomy—a negative or positive development, a contributor or preventer of public discourse—but rather as a continuum of citizen engagement.

RegulationRoom was an online discussion platform designed to help stakeholders historically missing from the conventional rulemaking processes, such as ordinary citizens and small businesses, engage in thoughtful and informed discussion about a proposed rule. To achieve the goal, RegulationRoom adopted a neutrally engaged and expertise-based facilatative moderation system. The RegulationRoom modertor helped commenters better understand the topic, engage in the discussion more effectively, consider opposing views, and substantiate their own comments. In this study, employing social network analysis (SNA), I analyzed one discussion hosted by RegulationRoom on a debt collection policy. I used crosscutting interaction between different interest groups as a proxy indicator to measure deliberativeness. The results showed that the RegulationRoom moderator played a pivotal role in facilitating active discussion, encouraging both within-group and between-group (crosscutting) interactions. Further research needs to be done to illuminate what moderation strategies are most effective in encouraging crosscutting interaction, how the quality of comments (or participation) is improved, and what roles the moderator plays in the process. RegulationRoom also showed that the diffusion of social innovation is not so much a matter of technological progress alone as of social, cultural, and organizational change, both inside and outside the rulemaking context.

Between Twitter revolutions and Facebook elections, there is a growing belief that information and communication technologies are changing the way democracy is practiced. The discourse around e-government and online deliberation is frequently focused on technical solutions and based in the belief that if you build it correctly they will come. This paper departs from the literature on digital divide to examine barriers to online civic participation in policy deliberation. While most scholarship focuses on identifying and describing those barriers, this study offers an in-depth analysis of what it takes to address them using a particular case study. Based in the tradition of action research, this paper focuses on analysis of practices that evolved in Regulation Room—a research project of CeRI (Cornell eRulemaking Initiative) that works with federal government agencies in helping them engage public in complex policymaking processes. It draws a multidimensional picture of motivation, skill, and general political participation divides; or the “analog” aspects of the digital divide in online civic participation and policy deliberation.

The adoption of electronic rulemaking by many federal agencies provides an opportunity for a greatly enhanced public role—both in terms of the numbers of people who might participate and the depth of their possible participation. This step towards E-governance poses several challenges for agencies: how they should structure their proceedings, how they can process the comments received and how they can foster and take part in the online communities of interest that will result from this activity. The online tools that may be applied to rulemaking and its ancillary activities—advisory committees, advanced notices of proposed rulemaking and enforcement—can also be used at earlier stages of the legislative process to increase public interest, involvement and commitment. This approach is relevant for all levels of government and for any issue on which public hearings are held or public comment solicited. It can provide an efficient and effective nonadversarial process in which officials and members of the public can mutually define problems and explore alternative solutions.

This article investigates user experiences with editorial control in online newspaper comment fields following the public backlash against online comments after the 2011 terror attacks in Norway. We analyze data from a survey of online news consumers focusing on experiences and attitudes towards editorial control set against a spectrum between “interventionist” and “noninterventionist” positions. Results indicate that interventionist respondents rate the quality of online comments as poor, whereas noninterventionist respondents have most often experienced being the target of editorial control measures and feel that editorial control has intensified after the terror attacks. We conclude that newspapers should pay attention to the different needs of participants when devising strategies for editorial control. Media professionals should also consider changes to increase the transparency of moderation practices.

Engaging the Social News User
One of the most common formats of audience participation in journalism consists of online reader comments in response to articles, weblogs, or online television and radio broadcasts. While initially the audience only commented on media platforms themselves, Facebook made it possible to outsource commenting to a third-party platform. The options users have, the rules commenters are obliged to follow, and the moderation regime they confront, could influence the quantity and quality of comments. In this study, we explore how news media deal with audience comments on Facebook and their own news site, and how this influences the quality and quantity of comments. We compared comments on news platforms and Facebook of 62 Dutch national and regional newspapers, public and commercial broadcasters, newsweeklies, national news programmes, and online news sites. Subsequently, we analysed the content of the comments with the qualitative text analysis tool MAXQDA. The results indicate that news media prefer outsourcing comments to Facebook although commenting on their own platforms is still possible. By discouraging anonymous responses, the quality of comments improved but above all the quantity of comments decreased after outsourcing comments to Facebook.

This paper aims to investigate the level of civility of Indonesians' political discussions on Facebook. Civility, which has always been an important concept in online political discussion, is particularly significant when there is diversity of opinions and disputation. While previous studies have focused more upon factors such as anonymity's role and its relevance to civility, this paper proposes two further important factors: (1) diversity of opinion and disagreement in discussion and (2) the cultural context of the country and how it determines civility and politeness in online debate. Qualitative content analysis of Indonesians' political discussions on Facebook revealed that polarized political views and the people's politeness culture were two significant factors underpinning the high level of civility in political discussion.

The digital transformation of journalism enables new modes of interactivity with the news. While user comments are nearly ubiquitous across news Web sites, there is little understanding about how to improve the quality of discussion spaces that many characterize as hostile and vitriolic. This study uses a keyword content analysis of user comments across 20 news Web sites to understand the organizational policies that encourage more productive dialogue. The findings show that specific policies regarding user registration, moderation of comments, and reputation management systems are effective facilitators of civil discussion.

Adopting a communication mediation approach, this study explores the role of overall social networking service (SNS) use in facilitating people’s participation in collective political action through the mediation of online and offline political discussions. The study also underscores the moderating effect on the mediation process of both social identity and geographical origin. Moderated mediation analyses reveal that the positive impact of overall SNS use on participation mediated by offline discussion is stronger for people with higher Hong Kong identity and for people from Hong Kong. This moderated mediation model specifies the socio-psychological mechanism of participation in collective political action in an immigrant society such as Hong Kong.

The effects of new communication technologies on election campaigns, and the effectiveness of media-centered campaign strategies more broadly, remain ongoing subjects for debate in political science. This study provides some of the first empirical evidence about the potential impact of social media on the 2012 U.S. presidential elections, by testing the association between “candidate salience” and the candidates' level of engagement in online social media sphere. We define “candidate salience” as the extent to which candidates are discussed online by the public in an election campaign, and have selected the number of mentions presidential candidates receive on the social media site, Twitter, as means of quantifying their salience. This strategy allows us to examine whether social media, which is widely recognized as disruptive in the broader economic and social domains, has the potential to change the traditional dynamics of U.S. election campaigns. We find that while social media does substantially expand the possible modes and methods of election campaigning, high levels of social media activity on the part of presidential candidates have, as of yet, resulted in minimal effects on the amount of public attention they receive online.

Adopting the Orientation–Stimuli–Reasoning–Orientation–Response (O–S–R–O–R) model of political communication effects, this study examines the mediating roles of online/offline political discussion and political trust on the relationship between social media information seeking and online/offline political participation in China and Hong Kong. Findings through structural equation modeling showed that the relationship between information seeking and online participation was mediated by online discussion for both samples. Moreover, the relationship between information seeking and offline participation was mediated by offline discussion, and offline discussion mediated the relationship between information seeking and online participation. Political trust did not mediate any of the relationships in China and Hong Kong and all significant paths involving political trust were negative. Implications of the findings for youth political participation in China and Hong Kong are discussed.

Past research on how discussions with non-like-minded others impacts political participation has focused mostly on structural attributes of discussion networks, and—as a result—has produced inconsistent findings. This study, therefore, introduced the concept of discussion orientation—one's willingness to express and listen in political discussion, even when disagreement exists—as a predispositional explanation of the impact of discussion heterogeneity on political participation. Based on the national telephone survey data, during the course of the 2004 election, we find a strong main effect of individual predisposition to express different opinions on political participation. In addition, the link between discussion heterogeneity and political participation is significantly stronger for those respondents who exhibit a willingness to express different opinions during those conversations.

Governments increasingly turn to the Internet to aid in transparency, accountability, and public participation activities, and there is growing interest in innovative online problem-solving models to serve the public good. One such model, the crowdsourcing model, leverages the collective intelligence of online communities for specific purposes. Understanding how and why people participate in these kinds of activities is important for developing better new media tools for the public good going forward. In 2009, the Federal Transit Administration supported the Next Stop Design project, an attempt to use crowdsourcing for public participation in transit planning. Based on interviews with 23 Next Stop Design participants, the present applied communication study discusses the motivations of those participants to engage the project.

This study examines the extent to which acculturation and enculturation orientations affect online political participation, political involvement and voting intentions among a sample of Turkish-Dutch immigrants. The study uses data from Turkish-Dutch participants. Structural Equations Modelling (SEM) is employed for assessing the relationships in the conceptualized model. The findings show that enculturation and acculturation influence online participation and involvement, which in turn, are related to voting intentions. The study further examines the mediating role of political involvement and online political participation. Political involvement mediates the relationships between enculturation and acculturation and voting intentions. The results further indicate the effect of online participation on voting intentions is mediated by political involvement. The study findings provide insights into offline and online cultural and civic engagement tendencies among an important immigrant segment that policy makers should consider in the future.

An experiment was conducted (N = 170) to determine the role of civility and anonymity in online comments received for a news story. Dependent variables were (a) interest in the discussion, (b) favorability toward the comments, (c) favorability toward the commenter, and (d) trust in the information. Participants exposed to uncivil comments viewed the commenter less favorably and reported less trust in the information in the comment. Anonymity had no effect on the dependent variables, in contrast to expectations derived from social presence theory. Findings revealed that politeness of comments affected participants’ overall perceptions of the content of the online discussion.

Political communication researchers have shown that social network site (SNS) use and online network characteristics can impinge on people’s political attitudes and behavior. Nevertheless, individual SNSs have varying site architecture, basic design features, and functionalities, which may influence usage and online network characteristics. This study thus examines whether site architecture matters for understanding the political implications of SNSs. Specifically, this article conceptualizes the distinction between public-oriented and private-oriented SNSs. It contends that the two types of SNSs would have varying impact on political behavior through the kinds of online networks that they tend to sustain. Analysis of a survey of university students in Guangzhou, China (N?=?897), shows that respondents using public-oriented SNSs tended to have a relatively more ‘public’ online network – larger, involving more strangers, and with more connections to public actors. Some of these network characteristics in turn affected political discussion behavior. The analysis thus demonstrates how SNS architecture can indirectly impinge on individual-level political outcomes.

This online survey conducted at a public university in the Northwest (N = 434) examines the influence of political involvement, information source attention, and online political discussion on young adults’ political efficacy. A factor analysis indicated that political information sources loaded into three factors including conventional and online hard news media such as newspapers, opinion and social media such as blogs or social networking websites, and public affairs websites including government and candidate websites. A path analysis revealed significant differences in their association with online political expression and external efficacy. As an entry point in the theoretical model, involvement in public affairs positively associated with attention to political information sources, online political expression, and external political efficacy. Attention to hard news and to public affairs websites positively predicted political efficacy. Attention to online opinion and social media and to public affairs websites positively predicted online political expression.
