This article aims to describe the general framework of the teacher training system and its recent reform in Japan. As elsewhere, Japanese society is moving into an era of mass higher education provision. Since initial teacher training is provided by universities, the reform of teacher training is a part of the higher education restructuring that is also under way. At the same time, Japan is facing educational problems in compulsory education. The Educational Personnel Training Council of Japan is recommending reforms, which attempt to create a new type of teacher to cope with these educational problems. This opens the way for the Japanese state to develop more direct control over the curriculum and assessment of teaching staff in universities. The Ministry of Education is attempting to develop new control methods of 'Evaluative State' strategies. The reform of teacher education system exemplifies this shift.  相似文献

This is a comparative study of English language education in Japan and Singapore and the role English plays in both countries. English language education in Japan has not been very effective. Although the communicative approach to teaching English was introduced in the 1980s, schools still use the grammar-translation method and most Japanese do not possess the communicative skills necessary for interacting with foreigners. Government rhetoric has also been hesitant in encouraging the learning of English due to concerns about English becoming a threat to the Japanese language and Japanese identity. This paper uses the case study of the Singaporean Chinese to point out that unlike in the Singaporean case, the chances of the Japanese shifting towards the English language and the values associated with it are relatively low.  相似文献

In this paper we consider the negotiating positions adopted by the US and Japan for the liberalisation of trade in educational services under the General Agreement on Trade in Services (GATS). We argue that the US adopts a position of hegemon and freerider in the development of a liberalisation regime in education. The aggressive character of the US position is profoundly influenced by: (1) a strong federal government level faith in service liberalisation; (2) high levels of domestic privatisation in the fields of higher education, training, testing and evaluation; (3) active lobbying by educational services providers. Nonetheless, the US is cautious about allowing foreign competition into domestic education markets. This stems in part from active resistance of the public education sector; and in part because of the delicate jurisdictional questions it would raise given the constitutional right of states to control educational policy. Ironically, US reticence also seems to be related to the relatively high levels of private educational expenditures in the US. In contrast, the Japanese government's approach is motivated primarily by bet‐hedging and legitimation concerns. Japan is not a net‐exporter of educational services and cannot be said to have comparative advantage in this field. However, three things seem to be influencing what might be seen as Japan's surprising decision to join the group of only four (World Trade Organization)WTO member nations who have submitted negotiating proposals for trade in educational services. First, the Japanese are strongly interested in the expansion of trade in other service areas, and may be willing to negotiate in education in order to further negotiations in these other areas. Secondly, Japan's decade‐long economic crisis has contributed to an important policy shift in the government's plans for higher education. Questions about the relevance and competitiveness of Japanese higher education have recently led the Japanese government to commit itself to this sector's ‘internationalisation’. To this end the government is also considering legislation that allows for the accreditation of 282 K. Mundy & M. Iga foreign higher education within Japan. Nonetheless, the Japanese government's negotiating proposal on trade in educational services is much more tentative than that presented by the European Union (EU) and New Zealand, for example. Japan places unique emphasis on the importance of regulatory control mechanisms for foreign service providers. As in the US, at least some part of the Japanese reticence seems to be driven by relatively high levels of private educational expenditure in the country. This paper is organised as follows. In Sections I‐V we briefly trace the history of the WTO, the GATS, and the inclusion of educational services in the GATS. Here we emphasise the strong role played by the US in the inclusion of services in international trade negotiations, and its part in the collapse of ‘embedded liberalism’ as a foundation for a multilateral trade regime. We also look briefly at the contentious aspects of the current round of negotiations in the education sector and describe their current state of play. In Sections VI and VII, we look more closely at the political economy of the negotiating positions adopted by the US and by Japan. We situate the negotiating approaches of these two countries within a comparative analysis of their relative share of current trade in educational services. In our concluding section, we begin to answer two questions. First, what theoretical framework best explains the content and direction of the American and Japanese negotiating frameworks? Second, what can the negotiating positions of these two important WTO members tell us about the overall direction and likely outcomes of the Doho round of negotiations on educational services?  相似文献

This paper traces the history of education in South Korea in terms of various forms of control and their impact on democracy and rights. Three periods are identified: pre-colonial, colonial (Japanese occupation) and post-colonial (dependent capitalism). Democracy and rights have been highly politicised and education to promote these is still part of a struggle by various teachers' and parents' movements. A history of abuses of student rights and the oppression of teachers has begun to be challenged since 1993. Nonetheless, teachers remain reluctant to use the terminology of democracy and human rights, and some corporal punishment is still in evidence. Korean teachers have little autonomy, as the system remains centralised, competitive and bureaucratic. To establish a culture of peace and non-violence, the paper argues for a change in school ethos, a change to school regulations and education laws, a wider spread of democracy to media and community and the publication of manuals on education for democracy and human rights.  相似文献

This article is a summary of the survey questionnaire about 'biochemical engineering' education in Japanese universities. The questionnaire was distributed to the academic professors whose research fields include, whole or partly, biochemical engineering, within the author's understanding. Almost all these professors are members of a section specializing in biochemical engineering research, a suborganization of the Society of Chemical Engineers, Japan. Some of these professors are also members of the Society for Bioscience and Bioengineering, Japanese Society for Food Science and Technology, etc. The surveyed fact data are from 35 questionnaires returned from 50 dispatched. This number is considered sufficient to realize the present status of biochemical engineering education in Japan.  相似文献

This paper aims to consolidate the major themes which emerge from the contributions to this special issue on democracy and education. It traces links between democracy in education and wider social formations, and charts possible directions for the processes of democratisation. It asks whether such moves are just a 'democratic face' to mask economic neo-liberalism, or represent real shifts towards social justice and equality. The paper looks first at the connections between democratisation of schooling and three dimensions of the social structure in a country: the political system and governance; wealth and poverty; and gender relations. It draws the obvious conclusion at this point that education is necessary but not sufficient to achieve radical change in these areas. Secondly, the paper synthesises nine of the emergent processes and avenues for democratisation in education: definitions of democracy; legislation and policy for democracy; decentralisation of education; teacher education; teacher unions and networks; governing bodies and parental participation; student associations and networks; partnerships with outside agencies; and research. The conclusion raises another set of questions about strategy within education, with so much clearly depending on the history of democracy (or its absence) in a country, and on what sorts of definitions, networks and allegiances are possible. Internationalisation and 'cosmopolitan democracy' will certainly become increasingly important in establishing the values involved, and comparative education has a significant role to play here.  相似文献

The aim of the special strand on ‘Revisiting the rhetorical curriculum’ is to explore the educational potential of a new rhetorical perspective, specifically in relation to different traditions within educational and rhetorical studies. This implies that we do not only look at education in rhetoric, but that we position education also as a rhetorical practice. In this introductory article, we introduce a broad perspective on rhetoric by exploring concepts from new rhetoric to set the scene for this special strand. We elaborate briefly on the relationship between rhetoric and education, which is reflected in the classical concept of paideia. We specifically relate the new rhetorical perspective to curricular issues and introduce the different contributions that are part of this special strand. The article ends by discussing what can be learned from (new) rhetoric about language, culture and education in a post- (or anti-) foundational world.  相似文献

In Canada’s first-ever strategy, international education (IE) is linked to immigration policy with international students (IS) recruited as ‘ideal’ immigrants. This paper engages in policy sociology and Ball's concepts of 'policy as text' and 'policy as discourse' (10). It follows three stages of critical policy discourse analysis. The first a simple tally of the most commonly used words/phrases in the Strategy; the second analyses it using Van Leeuwen’s framework and the third presents results from a study on the perception and experiences of IS, exposing the gap between policy rhetoric and practice. The paper concludes that critical discourse analysis is a powerful tool to uncover policy values/ideologies, identify legitimation strategies and reveal perpetuation of power relations/status quo within Canadian society.  相似文献

ABSTRACT

This study examines how origami has been implemented, practised, and developed in the early childhood education of Japan over the past 140 years. Historically speaking, paper-folding has been part of Japanese symbolic art, craft culture, and religious ceremonial artefacts since paper and paper-folding techniques were first imported from China during the seventh century. By the eighteenth century, paper-folding provided a form of mass entertainment in Japanese society. During the 1870s, paper-folding was dramatically transformed into a pedagogical tool within Japanese kindergartens after Friedrich Froebel’s (1782–1852) kindergarten system and its curriculum was transferred to Japan from the West. “Papier-Falten” (paper-folding) comprised an element of Froebel’s Occupations – which was a series of handiwork activities – in his kindergarten curriculum, whereby various folding techniques and models were derived from European traditional paper-folding and introduced into a Japanese kindergarten curriculum that was associated with the concept of Froebel’s kindergarten. Particularly seen in early childhood education in Japan, what we now call origami developed as a new form of paper-folding. This gradually emerged through the marriage of Western (German) and Eastern (Japanese) paper-folding cultures. The study highlights the benefits and uniqueness of cultural transmission and transformation when developing origami in early childhood education in Japan.  相似文献

In the so-called 'global age', the issue of how children learn to locate themselves in the world is an important one. Working from a foundation of theories related to globalisation, identity development and citizenship education, this paper describes the findings of a research project which explored elementary school children's geographical and affective location of the self in Japan, Macau and Hong Kong. Analysis and discussion of Japanese education policy is then presented in an attempt to explain the finding that Japanese children are far less likely than their counterparts in Hong Kong and Macau to locate themselves in an international sphere.  相似文献

This study analyzes the theoretical and practical political frameworks behind the two main approaches to civic education in America, 'civics' and 'service'. The first focuses on educating students about the formal political process. It is associated with liberal political theory and also with a justice-oriented, distributive politics that in practice has increasingly become consumer-oriented--fights over 'who gets what'. The second, 'service' (or community service or service learning) is associated with communitarian political theory and also with politics known internationally as neo-liberalism or the 'Third Way'. Neither liberalism nor communitarianism has been able to mount a significant alternative to what editors of a recent CJE issue call 'educational Darwinism' in education, in which less powerful groups are losers; to the spread generally of marketplace ways of thinking in every arena of society; or to the increasingly militarist and unilateralist foreign policy of the United States and the UK. Only the articulation of a different politics--best described as populist or civic populist in the United States, and 'popular democratic' in South Africa and elsewhere--can generate the power, political energy, and vision of a serious alternative. Populist politics has a different definition of politics itself, including productive as well as distributive dimensions. It has a different view of civic education, focused on the habits of public work, the skills of empowerment, and democratic organizing for cultural change in government, as well as educational and other mediating institutions. Finally, it has a different foreign policy, based on a patriotism that is internationally oriented and cognizant of global interdependence.  相似文献

Little is known about the impact of Western educational ideals in Japan during the Meiji (1868–1912), Taisho (1912–1926) and Showa (post‐1926) eras, although, in reality, there was considerable interest among Japanese educators in Western thought and practice and there were numerous attempts to disseminate these ideas widely. This article highlights some of the more significant of these developments and attempts to assess their impact and their interpretation in a Japanese context. Translations of foreign philosophical and educational works on the one hand and the publication of teachers' magazines on the other were the two viaducts for what became little short of a Japanese educational movement that was one of the stepping stones to the modernisation of Japan and which has resonated down to the present. In this article this process is described through its chronological phases, during the period which saw Japan's transition from an intellectually isolated, inward‐looking society into one which developed as a democracy and saw the coming of industrialisation before moving into a period of Fascist supernationalism.  相似文献

The paper examines the potential role of adult education in the empowerment of civil society in Botswana. It shows that adult education can be instrumental in the empowerment of trade unions as organs of civil society in a liberal democracy. It argues that the country's democratic tradition can be sustained by a strong civil society. The paper traces the history of trade unions in Botswana showing that the state has mostly weakened them through legislation. It is contended that individuals participate in trade unions as their mouthpiece when they are in trouble with capital. Most trade union members reported not being aware of adult education activities in Botswana. The paper explores some of the weaknesses of the unions and suggests how adult education provision from adult basic education to adult and continuing education at the university could help to redress the workers' problems. It concludes by mapping out some practical ways in which adult education could empower the unions in Botswana as it has done elsewhere.  相似文献

Drawing primarily on the work of John Dewey, Kathy Hytten argues that rethinking democracy can help us to respond more productively to the challenges of globalization. Dewey maintained that democracy is much more than a political system; instead it is a personal way of life, a mode of associated living, and a moral ideal. Yet this is not the vision of democracy prevalent today, especially within the rhetoric of globalization. Hytten begins by describing some of the challenges of globalization. She then shows how Dewey faced similar challenges, discussing why Dewey's ideas are still relevant. Hytten goes on to trace how Dewey's conception of democracy can help us to think differently about these challenges. She concludes by arguing that Dewey offers us some valuable democratic habits, dispositions, and visions that remain important resources in building a pluralistic, socially just, inclusive, and enriching community within our globalized world.  相似文献

Although governments and universities worldwide recognise the value of study abroad as a means to prepare graduates to live and work in a globalising world, there is a wide gap between the rhetoric and reality. The reasons for this are complex, but one factor, not often discussed, is the role academics play in study abroad. This paper explores academics' perceptions of study abroad in universities within two higher education systems: Australian and Czech. Findings from both countries are considered across four themes: academics' perceived value of study abroad; ‘internationalising’ academic staff; academics' concerns about student equity and integrating study abroad into the curriculum at home. 众所周知,毛泽东在新民主主义革命时期就已经开始探索中国未来的政治发展道路,并在实践中逐步形成了系统的民主政治理论,成为毛泽东整个思想理论体系中的重要组成部分,整理和发掘毛泽东在民主革命时期的民主政治思想便是一个比较复杂而有意义的过程。首先,从理论源流的角度来看,毛泽东民主政治思想既是对中国传统封建政治思想优秀成分的吸收,也有西方近代资产阶级的民主成分,同时马克思主义的政治理论也是其思想的重要来源;其次,毛泽东思想并不是仅仅停留于理论的阐述,而是付诸了我国新民主主义革命和社会主义建设时期的民主政治实践,在实践中经受检验了的毛泽东民主政治思想,使得我们能够根据实践来总结其优缺点;最后,我国现在仍然以毛泽东思想作为指导思想,研究毛泽东的民主政治思想,反思其优缺点,对于加强中国现阶段的民主法制建设仍然具有重要意义。  相似文献

STEM教育由于强调跨学科融合和创新人才培养的理念而受到世界各国的广泛关注。我国学者的国际视野主要集中于欧美国家,而对日本的STEM教育研究甚少。造成这一现象的主要原因在于当前主流文献数据库并不支持对日语文献的检索,因此有必要借助KH Coder这一支持日语文献分析的文本数据挖掘软件来探索日本STEM教育研究的特色,以期为我国的STEM教育研究提供借鉴。通过对中日两国STEM教育研究主题高频词表与主题词共现关系网络的分析发现,日本的STEM教育研究更偏向于实践,且注重进行实证研究;实践指向下的开发主要关注教材开发,且非常注重与地方特色产业相结合;同时倡导和重视国际间合作开展STEM实践,不断输出和引进可贵经验。反观我国的STEM教育研究,则偏向于介绍国外特别是美国的STEM教育经验,课程内容偏向于STEM教育的理念及其设计等理论层面问题,非常缺乏融入本地境脉的实践和实证研究。为了更好地推进我国STEM教育的实践发展,我国学者应该借鉴日本STEM教育研究模式的特色,从实践与实证相结合、建立国际合作、融入地方境脉三方面探求STEM教育研究模式的转变。  相似文献

This paper addresses the relationship between theory and practice in preservice teacher education. Using Giroux's (1994) distinction between a "pedagogy of theory" and a "pedagogy of theorizing", it explores the difference between prospective teachers learning about education in teacher preparation courses and learning from it by critically reading the educative process in their own preservice education classrooms. Challenging the idea that preservice education is merely preparation for a practicum conducted elsewhere and in the future, this paper proposes that teacher education classrooms become practicum environment in-and-of-themselves, where practice gets theorized and theory is not only considered for practice but is indeed practiced as it interrogates practice.  相似文献

Despite overseas' observers praise for Japanese education over the last 20 years, within Japan the school system has become the focus of increasing discontent because of its supposed rigidity, uniformity, and exam-centredness. This discontent has given impetus to a series of educational reform proposals and policy measures during the late 1980s and 1990s. These reforms have gone under the slogan of 'stress on individuality' (kosei j shi), and are purportedly aimed at encouraging creativity by introducing more freedom and choice into the education system. However, critics have alleged that the emphasis on 'individuality' masks a neo liberal agenda driven by business demands. This article analyses the reform measures and the surrounding debate. It concludes that Japan's Ministry of Education remains cautious in its approach to reform. The main reform measures to date have favoured a progressive rather than a neoliberal direction.  相似文献
