Public research institutes (PRIs) have played an increasingly prominent role in leading radical inventions, which are considered a major source of long-term economic growth. However, there is little empirical evidence on the factors affecting radical inventions in PRIs, which have been at the forefront of scientific research and technological development. This study fills this gap by providing an empirical analysis of radical inventions at the Chinese Academy of Sciences (CAS), a conglomerate of PRIs in China. Based on a newly compiled data set on CAS patents, this study explores the effects of knowledge path dependence, external network connections, and their interactions on radical inventions in PRIs. Our empirical findings reveal that knowledge path dependence negatively affects radical inventions; there is an inverse U-shaped relationship between external network connections and radical inventions, and weak external connections can alleviate the hindrance originating from knowledge path dependence, thus prompting radical inventions.

The mobility of inventors leaves behind their patented inventions at sourcing firms, yet there is little scholarly insight into how firms handle those intellectual properties. We investigate this important issue by developing a framework of tacit-codified knowledge interdependence. We theorize that tacit and codified knowledge offer the intellectual and legal pillars of corporate inventions, which complement each other in value creation. Inventor mobility decouples the two pillars and reduces the maintenance likelihood of the left-behind patents. The negative impact is greater for inventions that are complex or rely less on internal prior art because the tacit knowledge loss is more destructive and unrecoverable. However, when inventors move to competing or litigious target firms, the relationship between mobility and patent maintenance becomes less negative or even turns positive because the left-behind patents can be leveraged to hedge against the risk of knowledge leakage. Applying a two-stage Coarsened Exact Matching approach to construct a sample of 36,204 U.S. patents with comparable leaving and staying inventors from public firms between 1983 and 2010, we find strong evidence supporting our framework. Our findings highlight the intricate interdependence of tacit and codified knowledge in corporate inventions and add to the literatures on inventor mobility and intellectual property management.

Patent applicants and examiners do not always have the same views about what constitutes a patent's relevant prior art. We propose that the processes of categorization and classification variably shape the interface between applicants and examiners by influencing assessments of similarity between new and existing technologies. Some inventions sit in technological domains that cut across the categorical boundaries implied by examiners’ patterns of specialization. Some sit in domains wherein the classification system that guides examiner searches is more volatile. In either of these circumstances, heightened ambiguity leads to more examiner-added citations on patents that are granted. We test and confirm our predictions in a sample of patents granted to semiconductor firms in 2005.

Patents are an important signal of the unobserved quality of young, innovative firms. We study patents that protect radical inventions associated with high earnings potential but also a high risk of failure. These previously disregarded signals convey positive and negative information simultaneously, i.e., strong signals that have a dark side. We argue that whether firms that send such signals are attractive investment targets for venture capital (VC) investors depends on the characteristics of the investors. Reputable VC investors are attracted to the strong quality signals of patents protecting radical inventions and are better able than other VC investors to deal with the dark side of these signals through syndication. These effects are stronger in the first financing round than in follow-on rounds, as the (positive and negative) informational value of patents protecting radical inventions diminishes over time as information asymmetries between young firms and prospective VC investors are reduced. We test these predictions using a sample of 759 young life science firms and 555 VC investors. Econometric estimates from a matching model support our predictions.

Mapping technologies into industries is frequently required in empirical innovation studies, but many concordances only provide coarse mappings. We develop a novel concordance between industries and technologies making use of linked inventor-employee data for a large sample of German patents filed at the European Patent Office between 1999 and 2011. Inventors listed on these patents are matched and disambiguated with German social security records. Employment data recorded in this database include detailed industry codes describing the industrial activities of the inventors’ establishments. These linked microdata allow us to identify the precise industrial origin of inventions, combine them with technology classifications from the inventors’ patents and to generate novel concordance tables. We evaluate our approach by comparing the concordances with existing work. Moreover, in an empirical application, we find that patent based indicators represent valid proxies for the innovation performance of industries and thus help to measure innovation in the absence of other survey based indicators. Service sector innovation activities, however, appear to be barely represented by the patenting activities of inventors and establishments.

We develop a valid definition of technological radicalness which states that a successful radical invention is: (1) novel; (2) unique; and (3) has an impact on future technology. The first two criteria allow us to identify potentially radical inventions ex ante market introduction; adding the third condition, we can ex post determine if an invention served as an important change agent. Empirically testable condition selected 6 of 581 tennis racket patents granted between 1971 and 2001. Two of the identified patents - the oversized and the wide-body rackets - are considered radical inventions by industry experts. Applying our definition and operationalization would allow researchers to achieve greater generalizability across studies, avoid endogenous definitions of radicalness, and study predictors of market success for radical inventions.

This paper revisits the patents debate and considers the role of intellectual property rights and their impact on society in the context of inventions designed to protect global common pool resources (CPRs) such as public health and the environment. A review of the theoretical and empirical literature suggests that there has never been a clear consensus among researchers on the benefits of the patent system and intellectual property rights. As Robinson notes, “The patent system introduces some of the greatest of the complexities in the capitalist rules of the game and leads to many anomalies.” We explore these anomalies by specifying a taxonomy of patents for different classes of inventions, including inventions to protect CPRs. This includes vaccines and inventions that reduce externalities, such as, CFC gases and greenhouse gas emissions. In these instances, the effectiveness of innovations depends critically on rapid global diffusion. Our theoretical analysis utilises Ostrom's CPR dilemma to analyse the complexities surrounding innovation and CPRs.We find that the effectiveness of innovations to protect CPRs depends on industrial characteristics and the wider regulatory environment. Empirical evidence is brought to bear on these conclusions via 2 case studies that each embodies a natural experiment; one on vaccines pre- and post-TRIPS and one on environmental technologies to reduce CFC gases and CO2 emissions with and without an agreed UN Protocol. The insights gained are explored in our policy section. Our analysis suggests the need for a more nuanced approach to patent policy that is embedded in the wider context of innovation systems and takes account of the anomalies raised by CPRs. For CPR protecting innovations subject to positive network externalities, we advocate that policy should prioritise diffusion over private incentives for R&D and use alternative policies to patents to stimulate investment in R&D.

The theoretical literature on technological changes distinguishes between paradigmatic changes and changes in trajectories. Recently several scholars have performed empirical studies on the way technological trajectories evolve in specific industries, often by predominantly looking at the artifacts. Much less - if any - empirical work has been done on paradigmatic changes, even though these have a much more profound impact on today's industry. It follows from the theory that such studies would need to focus more on the knowledge level than on the artifact level, raising questions on how to operationalize such phenomena. This study aims to fill this gap by applying network-based methodologies to knowledge networks, represented here by patents and patent citations. The rich technological history of telecommunications switches shows how engineers in the post-war period were confronted with huge challenges to meet drastically changing demands. This historical background is a starting point for an in-depth analysis of patents, in search of information about technological direction, technical bottlenecks, and engineering heuristics. We aim to identify when such changes took place over the seven different generations of technological advances this industry has seen. In this way we can easily recognize genuine paradigmatic changes compared to more regular changes in trajectory.

Do capabilities evolve differently as a function of the firm's unique ties or through the cumulative exposure to specific types of knowledge? We view capability evolution with respect to a firm's accumulation of knowledge-derived assets—patents. This study proposes that capabilities evolve by way of a firm's solo and joint invention experiences, and contends that these capabilities are uniquely shaped by the firm's history of patenting with two specific types of ties, upstream and downstream partners. Using a sample of 11,593 patents produced by 256 biotechnology firms from 1985 to 2006, we find that prior joint invention experience diversifies the capabilities of the firm and broadens its strategic options. In uncovering an inverted ‘U’ relationship, we also find that capabilities evolve differently according to the firm's unique joint invention experiences. Moreover, firms that continue to engage in more joint invention experiences develop broader capabilities than firms that retreat from this strategy and pursue solo inventions, whereby more specialized capabilities develop. Focusing on how R&D strategies impact capability development, our findings extend research on capabilities by accounting for how the path dependent role of shared property rights influences the technological trajectory of the firm.

The study examines the role of a patent filed by government scientists in regard to the dissemination of scientific discoveries in government laboratories. While a patent filed by government scientists decreases the rate of follow-on patents in a technological area that overlaps with the areas of the focal patent, it increases the rate of follow-on patents in non-overlapping technological areas. The increase in follow-on inventions is attributed to risk-taking inventions, that is, inventions involve a high chance of resulting in either impactful or failure patents, rather than incremental inventions. It is also characterized by inventions with a high level of originality. Inventors in distant locations in terms of geographical and technological proximity are most affected by the patents filed by government scientists. The patent effect is pronounced when the government scientists involved in the focal discovery have fewer social connections and when the scientific field is less familiar in the industry. These findings are consistent with the idea that patenting by government scientists helps facilitate the dissemination of technological information or potential of scientific discoveries in government laboratories. Policy and managerial implications are also discussed.

Does the adaptation of incumbent firms to new methods of inventing follow similar patterns across industries and inventions? We investigate this question in the context of the revolutionary scientific advances enabling biotechnology and nanotechnology, both of which represent inventions of methods of inventing for incumbent firms. We hypothesize that an incumbent firm's ability to exploit these new methods of invention depends initially on access to tacit knowledge on how to employ the new methods. Over time, however, as firms learn and/or the knowledge becomes codified in routine procedures or commercially available equipment, inventive output is more highly dependent on traditional R&D investments. We empirically test these hypotheses on two longitudinal samples over the 21-year time period between 1980 and 2000: 80 incumbent pharmaceutical firms generating 15,607 biotechnology patents, and 249 firms across a diverse set of industries that were granted a total of 3236 nanotechnology patents. We find broad support for our conjectures.

We set out to determine if independent inventors can be considered “heroes” or “hobbyists”, that is, if they produce the most or the least influential inventions in a product category. We study patented inventions by independent and firm-based inventors by comparing patents along four dimensions: Patent citation impact, detail, scope, and maintenance. Examining 225 tennis racket patents granted in the US between 1981 and 1991, we find that independent inventors are a heterogeneous group who generate inventions that are overrepresented both among the most impactful and the least impactful patents. The metrics we develop provide insight into ex ante identification of the importance of inventions.

A frequently made claim in the innovation literature is that important inventions involve the transfer of new knowledge from one technological domain to another. This study uses U.S. patents granted from 1976 to 2006 to identify the role of knowledge acquired from outside each patent's technological domain. Our results do not seem to support the claim above. Increasing citations to external prior art is a significantly less important predictor of forward citation frequency than citing prior art that is technologically closer. This result is robust across several model specifications and ways of defining whether each flow of knowledge is external. The result is even stronger in the most highly cited technology categories. We discuss possible explanations for this apparently negative impact of external knowledge—including both measurement issues and challenges associated with assimilating disparate knowledge.

Specialists of different domains have to collaborate whenever technically demanding product innovations are developed. Their respective knowledge contributions need to be integrated into a functioning whole. Two approaches provide insight into how this is achieved: the dominating cross-learning approach assumes that the specialists of different knowledge domains have to intensively learn from each other in order to be able to jointly develop the new product. This cross-learning implies that groups of specialists transfer their specific knowledge, which encompasses different concepts (theories), methods and world views, among each other. However, some researchers argue that intensive cross-learning between specialists is a considerable expense in time and effort and, therefore, inefficient. They insist that integration of specialists’ knowledge is achieved through structural mechanisms that significantly reduce the need for cross-learning. This article is based on one of the latter approaches. We argue that the mechanisms of transactive memory, modularization and prototyping in combination can considerably reduce knowledge transfers. This assumption has found empirical support for incremental innovations. On the basis of a comparison between incremental and radical innovation projects in an electrotechnical company, we analyze whether the assumption that, on the basis of structural mechanisms, specialists can integrate their knowledge without having to intensively learn from each other, also holds for radical innovations.

Business cycles modify firms’ incentives to innovate and the direction of innovation. By introducing a new measure of patent unconventionality this paper explores the impact of the business cycle on firms’ technological search strategies. We find that during upturns firms generate inventions characterized by a higher level of technological unconventionality. We also find that financially resilient and diversified firms produce more unconventional patents. While patent unconventionality is associated with technological impact and market value, firms extract more value by investing in unconventional inventions in downturns.
