What hampers innovation? Revealed barriers versus deterring barriers   总被引:1,自引:0,他引:1  
Innovating firms are likely to face several challenges and experience different types of barriers. In this paper we argue that it is necessary to distinguish between two kinds of barriers to innovation. The first corresponds to what we describe as revealed barriers and reflects the degree of difficulty of the innovation process and the learning experience consequent on the firm engaging in innovation activity. The second type of impediment, which we label deterring barriers, encompasses the obstacles that prevent firms from committing to innovation. We use data from the 4th UK Community Innovation Survey (CIS4) to investigate the relationship between firms’ engagement in innovation and their assessment of the barriers to innovation. We show that the relationship is curvilinear in the case of costs and market barriers. These results have important implications for innovation policy and innovation management.  相似文献

In this paper, we argue that those firms with higher levels of absorptive capacity can manage external knowledge flows more efficiently, and stimulate innovative outcomes. We test this contention with a sample of 2265 Spanish firms, drawn from the Community Innovation Surveys (CIS) for 2000 and 2002, produced by the Spanish National Statistics Institute (INE). We find that absorptive capacity is indeed an important source of competitive advantage, especially in sectors characterized by turbulent knowledge and strong intellectual property rights protection. The implications for management practice and policy are also discussed.  相似文献

Patent trolls, or NPEs, appropriate profits from innovation solely by enforcing patents against infringers. They are often characterized as relying on low-quality patents, an assessment that, if correct, would imply that eradicating such patents would effectively terminate the NPE business. In this paper, we shed light on this issue by empirically analyzing NPEs’ patent acquisitions. We draw on a unique dataset of 392 U.S. patents acquired by known NPEs between 1997 and 2006, which we compare to three control groups of 784 U.S. patents each acquired by practicing firms. We find that the probability that a traded patent is acquired by an NPE rather than a practicing entity increases in the scope of the patent, in the patent density of its technology field and, contrary to common belief, in the patent's technological quality. Our findings thus support recent theoretical propositions about the NPE business model, showing that NPEs procure patents that are more likely to be infringed, harder to substitute for, and robust to legal challenges. The fact that NPE-acquired patents are of significantly higher quality than those in the control group implies that elevating minimum patent quality will not put an end to the NPE business, and suggests that this business is sustainable in the long run. We furthermore discuss the fact that NPEs are peculiar players on markets for technology insofar as they are solely interested in the exclusion right, not in the underlying knowledge. We posit that transactions involving NPEs may only be the tip of the iceberg of “patent-only” transactions, a conjecture with strong implications for the efficiency and the study of markets for technologies. We identify and examine the assumption of information determinism that is commonplace in policy arenas: that mere access to the “right information” will precipitate desired actions. Our analysis focuses on implications of information determinism in three cases: California disaster response plans in the 1980s, an Indian development project in the 1990s, and an education project directed at the Global South in the 2000s. Our analyses shows that planning based on information deterministic assumptions tends to overlook the sociomaterial circumstances of information production and circulation, including how social structures and materiality shape information in practice. Further, they imbue what we call “information” with the agency to bring about change. While we do not deny that “information” can be useful, we argue that policy needs to move away from information deterministic thinking and its singular focus on information access to address the needs of marginalized and vulnerable populations.  相似文献

In spite of often compelling reasons for why people should seek information, they persistently engage in lower levels of it than might be expected, at times seeking no information at all. The idealized model reflecting dogged persistence, pursuing rational search strategies, until a high-quality answer is found is often assumed in the design of information systems. However, many people confronted with health problems engage in avoidance and denial, making a health care system dependent on proactivity problematic. This essay explores six conditions, the idealized model, avoidance, bewilderment, serendipity, ignorance is bliss, and indolence, that arise from low and high effort strategies when typed by good, contingent, and bad health outcomes. Since a substantial proportion of the population does not act in accordance with our assumptions, it may be time for policy makers, system designers and researchers to revisit their approaches to facilitating health-related information seeking.  相似文献

The recent outbreak of the COVID-19 pandemic has posed a significant threat to the healthy lives and well-being of billions of people worldwide. As the world begins to open up from lockdowns and enters an unprecedented state of vulnerability, or what many have called “the new normal”, it makes sense to reflect on what we have learned, revisit our fundamental assumptions, and start charting the way forward to contribute to building a sustainable world. In this essay, we argue that despite its significant damage to human lives and livelihoods, the coronavirus pandemic presents an excellent opportunity for the human family to act in solidarity and turn this crisis into an impetus to achieve the United Nation’s (UN) Sustainable Development Goals (SDG). In this article, we will highlight the six relevant themes that have evolved during the pandemic and the corresponding topics that future researchers could focus on. We conclude by issuing a call for more research attention on tackling SDG through developing the concept and practice of digital sustainability.  相似文献

We consider the managerial and policy implications of the rise of spin-offs at public research institutions (PRIs), based on a knowledge-based view (KBV) of the firm. This framework highlights the importance of knowledge in the creation and development of spin-offs. We argue that in order to understand the development of spin-offs, researchers should focus on “knowledge gaps” these new ventures encounter. Knowledge gaps can occur at different levels of aggregation, including the PRI, spin-off, team, individual, incubator, and at different stages of spin-off development. Based on this framework, we synthesize findings from previous studies and papers in the special issue and offer some suggestions for additional research on spin-offs from PRIs.  相似文献

The effect of violent video games is among the most widely discussed topics in media studies, and for good reason. These games are immensely popular, but many seem morally objectionable. Critics attack them for a number of reasons ranging from their capacity to teach players weapons skills to their ability to directly cause violent actions. This essay shows that many of these criticisms are misguided. Theoretical and empirical arguments against violent video games often suffer from a number of significant shortcomings that make them ineffective. This essay argues that video games are defensible from the perspective of Kantian, Aristotelian, and utilitarian moral theories.  相似文献

What national policies are most efficient in promoting the commercialization of university-generated knowledge? We address this question by characterizing and evaluating the policy pursued in Sweden and the US, two countries that put a great deal of resources into university R&D, but follow very different models for commercialization. Despite a leading academic record, there is an impression of laggard rates of commercialization of academic research results in Sweden. Although there exist no micro data to evaluate this impression, we argue that it is likely to be true in part due to the top-down nature of Swedish policies aimed at commercializing these innovations as well as an academic environment that discourages academics from actively participating in the commercialization of their ideas. This sits in stark contrast to a US institutional setting characterized by competition between universities for research funds and research personnel, which in turn has led to significant academic freedoms to interact with industry, including significant involvement in new firms.  相似文献

This paper examines the various methods through which firms benefit from interactions with universities, arguing that such benefits are instrumental in nurturing the multiple facets of a firm's absorptive capacity. We bring together data collected from a survey of UK firms that collaborated with universities, and firm-level data on past partnerships with universities. The results show that benefits from interactions with universities are multifaceted, including enhancement of the firm's explorative and exploitative capabilities. Results also indicate that firms’ R&D commitments, geographical proximity to and research quality of university partners have a distinct impact on the different types of benefits from interactions with universities. We find geographical proximity is crucial for assessing problem-solving as an important benefit, while interactions with top quality universities have a positive influence on the benefits associated with firms’ downstream activities. We discuss the implications of these findings for research and policy.  相似文献

The objective of this paper is to contribute to a perspective on economic performance, i.e. the interaction between norms specific to a company, the knowledge basis of the company and innovation.The questions we will try to shed light on in this article are: what is the connection between norms specific to the company, the knowledge basis of the company and innovation?We will argue that norms specific to the company, knowledge development and innovation strategies are closely linked, in order to promote competitive advantages at the company level. We will present and discuss a model in this connection. At the end of the article we will integrate this model and develop policy implications. We will see norms specific to the company in the light of social autopoiesis theory. It is this theory which will be used when evaluating the importance of knowledge development and innovation.The main thesis in the article is that a company's capabilities are primarily developed on the basis of social norms and values already existing in the social relations of the company. This in turn influences how the company develops and applies the knowledge basis, thus influencing innovation strategies.  相似文献

This essay begins with a recounting of the rise of the Mass Production techno-economic paradigm and the emergence of the systemic economic crisis in the early 1970s. It then explains how this crisis was stemmed by the deepening of globalisation, which accelerated during the 1980s. However, shortly before the turn of the millennium, the internal fissures of the paradigm became more apparent, resulting in a renewed slowdown in growth and global financial crises. In the context of these global developments, most emerging economies are confronted by two structural problems. The first is the prevalence of a massive informal sector; the second is the erosion of the possibilities for a flying geese policy replicating the export success of China. However, crisis presents both challenge and opportunity, and three sets of innovation opportunities are addressed in the paper. These are the largely unrecognised innovative potential within the informal sector, the possibilities opened up by growing regional and South-South trade, and the transformative potential of the heartland technology driving the new techno-economic paradigm, ICTs. Building on seminal contribution to ideas by Freeman, we argue that these are important pillars to build an innovation agenda for inclusion in developing countries. The essay concludes with a discussion of the main policy implications to maximise the development impact of these new opportunities.  相似文献

Models for chemical reaction kinetics typically assume well-mixed conditions, in which chemical compositions change in time but are uniform in space. In contrast, many biological and microfluidic systems of interest involve non-uniform flows where gradients in flow velocity dynamically alter the effective reaction volume. Here, we present a theoretical framework for characterizing multi-step reactions that occur when an enzyme or enzymatic substrate is released from a flat solid surface into a linear shear flow. Similarity solutions are developed for situations where the reactions are sufficiently slow compared to a convective time scale, allowing a regular perturbation approach to be employed. For the specific case of Michaelis-Menten reactions, we establish that the transversally averaged concentration of product scales with the distance x downstream as x(5/3). We generalize the analysis to n-step reactions, and we discuss the implications for designing new microfluidic kinetic assays to probe the effect of flow on biochemical processes.  相似文献

We explore how an incumbent firm's internal knowledge and organization structure influences its strategic alliance formation. We propose that the firm's knowledge breadth and the centrality of its R&D organization structure positively influence its absorptive capacity, and consequently, its propensity to form strategic alliances. We also argue that the centrality of the R&D organization structure may be a substitute for the breadth of the knowledge base. We validate our ideas using data on 2647 strategic alliances formed over the period of 1993-2002 by 43 major biopharmaceutical firms in the U.S. and Europe. Our discussion focuses on the application of the knowledge-based view of the firm to strategic alliance research. The implications for public policy in the biopharmaceutical industry are also emphasized.  相似文献

In this paper, I discuss the "inconvenient truth" strategy of Al Gore. I argue that Gore's notion of truth upholds a conception of science and policy that narrows our understanding of climate change discourse. In one notable exchange, Gore and NASA scientist, James Hansen, disagreed about whether scientific statements based on Hansen's computer simulations were truth or opinion. This exchange is featured in An Inconvenient Truth, yet the disagreement is edited from the film and presented simply as an instance of Hansen speaking "inconvenient truth". In this article, I compare the filmic representation of Hansen's testimony with the congressional record. I place their exchange in a broader historical perspective on climate change disputation in order to discuss the implications of Gore's perspective on truth.  相似文献

Management literature has identified high-skilled human capital as a crucial dimension of innovation processes at the firm level. In this study, we introduce an alternative view of human capital based on the tasks that firms’ workers perform. We propose a measure of cognitive analytical and interpersonal tasks: the degree of abstractism. We argue that the level of abstractism of a firm has an effect on a firm's propensity to innovate and on its product innovation performance. We hypothesize that while the degree of abstractism has a linear positive relationship with the propensity to innovate, the relationship between abstractism and product innovation performance follows an inverted u-shaped relationship. We find partial support to our hypotheses using data from more than six thousand Portuguese firms. We discuss how these results change our understanding of the relationship between human capital and innovation at the firm level.  相似文献

As innovation is increasingly becoming an imperative for policymakers around the globe, there is a growing tendency to frame policy problems as problems of innovation. This logic suggests that we are unable to address grand societal challenges and ensure economic competitiveness because our societies, institutions, scientific activities or individual predispositions are not sufficiently geared towards innovation. In this paper, we analyze this “deficit model” of innovation in which a lack of innovation is routinely invoked as the main obstacle to social progress. Drawing parallels to research on the deficit model of public understanding of science (PUS), we develop a theoretical framework that captures the dynamics and normative implications of deficit construction, highlighting five salient dimensions: problem diagnoses, proposed remedies, the role of expertise, implied social orders, and measures of success. We apply this framework to three empirical case studies of recent innovation strategies in Luxembourg, Singapore, and Denmark. Attention to this deficit framing around innovation is important, we argue, because it is an essential part of how innovation transforms societies in the 21st century: not only through new technological possibilities or economic growth, but also by shaping public discourse, narrowing policy options, and legitimizing major institutional interventions. The implied pro-innovation bias tends to marginalize other rationales, values, and social functions that do not explicitly support innovation. It further delegates decisions about sweeping social reconfigurations to innovation experts, which raises questions of accountability and democratic governance. Experiences from the history of PUS suggest that, without a dedicated effort to transform innovation policy into a more democratic, inclusive, and explicitly political field, the present deficit logic and its technocratic overtones risks significant social and political conflict.  相似文献

In this paper we discuss expected and reported effects on care provider-patient relations of the introduction of electronic patient records (EPRs) in consultation settings by reviewing exemplary studies and literature on the subject from the past decade. We argue that in order for such assessments to be meaningful, talk of effects of “the” EPR needs to be replaced by an “unpacking” of EPR systems into their constituent parts and functionalities, the effects of which need to be assessed individually. Following from this principle, the paper discusses EPR systems ranging from simple data entry and retrieval systems to more sophisticated multi-user and multifunctional on-line systems. On a second level, our analysis of the literature is informed by the question which model of ideal patienthood underlies the assessment of effects of EPRs. To this end, we identify three “models of patienthood” implicit in writing about benefits and drawbacks of EPRs for patients: the autonomy, the consumer, and the holistic models, and argue that assumptions concerning these models need to be reflected upon more critically to improve understanding of what exactly EPR use does to the doctor-patient relationship.  相似文献
