The patterns of government subsidies to higher education in France, Germany, Netherlands, Sweden, and the United Kingdom (UK) are compared and contrasted. The subsidies are subsequently evaluated in the light of stated policy objectives, with particular attention to the objectives of efficiency and equity. Two extreme models of financing are considered; one in which public subsidy covers 100 per cent of the private costs of higher education, including income forgone by students, the other in which public subsidy to students is kept at a minimum. The study concludes that the ideal package from the standpoint of efficiency and equity is (1) a grants system in the last few years of secondary education; (2) a system of fees equal to about 30–50 per cent of institutional incomes and (3) an income contingent loan scheme (or graduate tax) for both undergraduate and postgraduate students.The research for this paper was sponsored by the United States Education Policy Research Center for Higher Education and Society under HEW Contract No. 300-76-0026. Parents in the United States have had the legal right to choose the school their child attends for a long time. Traditionally, parental school choice took the form of families moving to a neighborhood with good public schools or self-financing private schooling. Contemporary education policies allow parents in many areas to choose from among public schools in neighboring districts, public magnet schools, public charter schools, private schools through the use of a voucher or tax-credit scholarship, virtual schools, or even homeschooling. The newest form of school choice is education savings accounts (ESAs), which make a portion of the funds that a state spends on children in public schools available to their parents in spending accounts that they can use to customize their children's education. Opponents claim that expanding private school choice yields no additional benefits to participants and generates significant harms to the students “left behind” in traditional public schools. A review of the empirical research on private school choice finds evidence that private school choice delivers some benefits to participating students—particularly in the area of educational attainment—and tends to help, albeit to a limited degree, the achievement of students who remain in public schools. 相似文献

ABSTRACTHomeschooling is controversial for a variety of reasons. One concern is whether families are sufficiently equipped to serve students with disabilities. We investigate this issue by assessing parental satisfaction with the special education services that their child is receiving in various educational sectors (e.g., homeschool, traditional public, public charter, and private). Using a nationally representative sample of U.S. households from the National Household Education Survey, we find that parents who homeschool are more satisfied than parents of children in traditional public schools and a variety of private schools with the special education services that they are receiving. Despite obvious selection bias in our sample, we view parental satisfaction as one of many important indicators for the quality of special education services. The results from this study suggest that homeschooling is a potentially beneficial option for serving students with disabilities, though additional research examining other student outcomes would be invaluable. 相似文献

This study investigated the determinants of the demand for private tutoring (PT) in South Korea, especially focusing on the
effectiveness of governmental regulations regarding the operating hours of cram schools in decreasing expenditure on PT. Survey
data from 3,605 parents of 12th grade students were collected from 45 proportionally stratified high schools and analyzed
using Tobit and censored least absolute deviation models. Results showed that among student and family background characteristics,
students’ achievement level, household income, and parents’ educational level were positively associated with a higher consumption
of PT. At the school level, students attending schools with higher student–teacher ratios were expected to spend more on PT.
Urban schools under the high school equalization policy (HSEP) showed larger expenditure on PT than non-HSEP schools. Despite
the public perception of the ineffectiveness of government policy on PT, this study finds that the local governmental regulation
of PT positively contributes to decreasing the demand for PT. 相似文献

In Spain, the exercise of choice by parents of a suitable school for their children is not practised by all families in the same way. The evidence shows that an increasing social polarisation and a substantial disequilibrium in schooling are taking place in compulsory education. There is a high concentration of immigrant students in public schools in contrast with what happened in the centros concertados (private schools with public funding). This situation is especially unbalanced in some Autonomous Communities, such as the Community of Madrid, Catalonia, Valencia and Andalusia. The inequalities in the distribution of students in the network of public schools and private schools financed by public funds are producing significant responses from parents, teachers, experts, and also from other social groups. Some of the proposals made by different experts and by the Spanish Ministry of Education are analysed in order to reach to a quality education in more equitable conditions for all students. 相似文献

The relationship between key state policy variables — (1) relative (private–public) tuition prices, (2) state student-aid funding, and (3) public institution density — and the competitive position of private colleges and universities is examined. Elite private schools are found to be nearly impervious to state policy. Large and moderately selective private institutions are adversely affected by public institution density and low public prices. Such prices divert students who would otherwise prefer these private institutions to similar public schools. State student aid funding most affects the enrollment market shares of the small, low-selectivity private colleges enrolling the greatest proportions of minority and modest-income students. The findings suggest state policies in this era of strong demand for higher education and constrained public sector capacity should use price signals (student aid and public institution pricing) to encourage students to consider seriously whether private higher education might serve their needs as well as or better than public institutions. 相似文献

In recent years, there has been major growth in low-cost or affordable private schooling in South Asia. This has applied in both urban and rural areas. In Pakistan, some 25%–33% of all children now attend private schools. Further, there has been substantial, consistent, developing country evidence that students of affordable private schools outperform academically their counterparts in government schools. This seems to remain true even after account is taken of intellectual ability, home and family characteristics.In this paper we use 2011 data collected by Pakistan's Annual Status of Education Report (ASER, 2012) to address three questions:
- (a)Do Pakistan's rural private school students outperform their public school counterparts?
- (b)Do Pakistan's public–private partnership (PPP) school students outperform their public school counterparts?
- (c)Are higher private school fees associated with higher student achievement?
- •private school students in Pakistan, do outperform their government colleagues. This effect persists even after account is taken of other variables (child, household and school).
- •PPP students also outperform their government counterparts but this effect disappears when account is taken of private tuition.
- •students from the lowest-fee private schools outperform students from government schools and higher fee school students generally outperform the lowest fee schools but this latter difference seems attributable to factors other than solely the higher fee level itself.

We use first-grade lottery-based admissions to estimate impacts and cost-effectiveness of a subsidized comprehensive private school for low-income children in Mexico City, part of a philanthropic organization supporting and operating similar schools worldwide. Relative to students who did not win the lottery, CHM lottery winners gain additional 0.18 SD in literacy and 0.09 SD in numeracy over the first three years of elementary school. Parents of lottery winners are more likely to report children’s school is academically demanding, rate the school higher and have greater expectations of children’s college completion. Achievement gains come at an increased cost relative to counterfactual public schools of $1000/pupil-year, which suggests low cost-effectiveness. Higher cost is explained by greater array of services and few economies of scale. Despite the high per student cost, this robust case study suggests philanthropic private schools have great potential to improve achievement amongst the region’s most vulnerable students and reduce longstanding learning and opportunity gaps. 相似文献

This paper estimates the impact of private education on the academic achievement of low-income students in Chile. To deal with selection bias, we use propensity score matching to compare the test scores of reduced-fee paying, low-income students in fee-charging private voucher schools to those of similar students in public schools and free private voucher schools. Our results reveal that students in fee-charging private voucher schools score slightly higher than students in public schools. The difference in standardized test scores is approximately 10 points, a test score gain of 0.2 standard deviations. We find no difference in the academic achievement of students in the fee-charging private voucher treatment group relative to their counterparts in free private voucher schools. 相似文献

The purpose of this study was to examine how the implementation of after-school programs in Korea’s public schools is related
to educational equality and private tutoring expenses. The analyzed data was from the Survey on the Status of Private Tutoring
and the Study of the Policy Measures to Reduce Private Tutoring Expenses conducted by KEDI (Korea Education Development Institute)
in (International conference for exploring the ways to activate the after-school program, KEDI, Seoul, 2007). The Chi-square test was employed to investigate (a) the relationship between after-school participation and family income
and residential location of students (b) the association between after-school engagement and the reduction in private tutoring
expenses. The study found that: (a) in general, low-income and rural students participated more than higher income and urban
peers in after-school programs and (b) after-school participation was generally negatively associated with private tutoring
engagement and the impact of after-school participation on the reduction in private tutoring expenses was stronger for low-income
students in elementary and high schools and rural students in high schools. The overall findings provide further research
issue regarding whether after-school programs can help foster educational equality by offering more opportunities for learning
and achievement improvement for disadvantaged students. The results also imply the potential of after-school programs in reducing

The social background of Makerere students was analysed in order to gain some insight in the distribution of scarce higher education opportunities in Uganda and assess the ability of the students to finance part of their education cost in the process of massifying higher education without diluting the quality of instruction. The findings were that students from well to-do learned families in the more prosperous districts were enjoying the existing performance based subsidies (PBS) and the privately sponsored places and programs (PSPP) which Makerere University had introduced. The interaction of the social and school system acted to reinforce the inequalities at all stages starting from family background, the primary and secondary schools as well as the universities under the present PBS system of admission.The study recommends that while government must remain with the primary responsibility to fund higher education, the public subsidy should become more sensitive to equity and if need be introduced to cost sharing with capacity for positive discrimination. In order to implement this, the existing PBS should gradually be replaced by an equity based subsidy (EBS) starting with 50% of the funds. The funds for EBS should be allocated to the districts which should develop capacity for identification of the most needy students to get the EBS awards. Students from low income families should compete for both PBS at national level and EBS at their district levels. A loan scheme is also recommended for students who may not be sponsored under PBS and EBS as well as for living expenses which should be assumed by the beneficiaries. 相似文献

The voucher system in Denmark combines unrestricted generous subsidies with substantial autonomy of private schools as to schedule and teaching methods. This has produced a private school sector with a wide variety of school types. This paper uses data on eight cohorts of students (over 510,000 individuals) to compare educational attainment in public and private voucher schools, including religious schools (Catholic and Protestant) and various types of non‐religious schools. The findings suggest that, after controlling for individual and peer characteristics, the average public student would attain moderately higher levels of education if he/she attended grammar or Catholic school, relative to the public alternative. Attainment of students at Protestant, international and German minority schools is not different from public schools. However, attending free, boarding and, particularly, little and Waldorf schools is associated with substantially lower completion rates at the upper secondary level, which is probably at least partly due to the clustering of special education students in these school types, which cannot be controlled for. At the tertiary level, differences between private and public schools generally vanish. 相似文献

This research study investigated the perspectives of teachers on student creativity. A group of 15 teachers from public schools and 24 teachers from private schools completed an Early Childhood Creativity Rating Scale (ECCRS) on four of their students. A total of 156 students were rated on this ECCRS. The major question asked in this study was: How do teacher perspectives of student creativity differ in public and private schools, between kindergarten and grade 3, and are these perspectives influenced by teacher characteristics. Results found that private school teachers rated their students higher on creativity, third grade students were rated lowest on creativity, and teachers who perceived themselves as most creative also rated their students as most creative. 相似文献
