In this exploratory study, the censored Tobit model is applied on primary data collected amongst parents of primary school students in Penang, Malaysia to examine the determinants of participation and expenditures on private tuition (PT). Results of the marginal effects indicate that socio-demographic characteristics – ethnicity, household income, level of schooling, and marital status – affect the probability of participation and its corresponding conditional (amongst those whose spending is positive) and unconditional (overall) expenditures. Specifically, compared to ethnic Malays, households of Chinese and Indian descent are more likely to send their children to PT, whilst spending more on conditional and unconditional expenditures, ceteris paribus. Low-income households have a lower likelihood to enrol their children in PT classes and spend less on conditional and unconditional expenditures than higher income households. Upper primary students are more likely to attend PT and spend more on conditional and unconditional expenditures than lower primary students. Single-parent households spend more on conditional and unconditional expenditures than households where both parents are together, all else equal. Based on these findings, several observations in terms of comparisons to other studies and policy implications are noted vis-à-vis the demand for PT amongst primary school students.  相似文献

With the growing worldwide prevalence of private tutoring, the causes and effects of private tutoring have been drawing increasing attention both academically and policy wise. This study intends to draw policy implications by investigating the determinants of private tutoring participation of school-aged children and expenditures per child for such private tutoring. The logistic regression (for participation), OLS, and F.E. panel models (for expenditures) were adopted for the analysis, using the Korean panel data. The empirical findings indicate that private tutoring for children—both in terms of participation and expenditures—has a positive correlation with the mother’s educational attainment (preference effect), a negative correlation with the mother’s employment status (time constraint effect), and a positive correlation with the household income (income effect).  相似文献

Many households in developing economies seek to address poor learning outcomes by investing in private supplementary tutoring (PST). We examined the effects of PST expenditures on learning outcomes and possible heterogeneous effects related to the child’s gender and locality. We use instrumental variable, propensity score matching, and the Lewbel procedures, and a sample of 2095 households from the 7th Ghana Living Standard Survey. We establish that when families invested in PST at the basic school level, their children’s ability to read, write, and do written calculations improved significantly. PST expenditures benefitted boys and children residing in rural areas more than girls and those living in urban areas. PST may be useful for improving learning outcomes, especially for children struggling academically, but any policy integration should be done tactfully to avoid exacerbating existing economically-induced educational inequalities.  相似文献

The determinants and impact of private tutoring classes in Vietnam   总被引:3,自引:0,他引:3  
Private tutoring is a widespread phenomenon in many developing countries, including Vietnam. Using the Vietnam Living Standards Surveys 1997–1998 and 1992–1993 for analysis, this paper finds evidence that private tutoring in Vietnam is a necessity in the household budget for both primary students and lower secondary students, and the trend to attend private tutoring is stronger at higher education levels. There is no evidence of gender discrimination in expenditure on private tutoring. Ethnic minority students spend less on private tutoring at the primary level but not at the lower secondary level, as do students living in rural areas. However, spending on private tutoring would fall significantly if the qualifications of primary school teachers are increased. Private tutoring is found to have significant impact on a student's academic performance, but the influence is larger for lower secondary students. This paper contributes to the available estimation techniques by extending the simultaneous Tobit model of Amemiya [(1974). Multivariate regression and simultaneous equation models when the dependent variables are truncated normal. This paper presents data relevant to discussions on the financing of secondary education in Tanzania. The issue of financing is important because expansion in public schools is severely limited by budgetary constraints, high unit costs, and the fact that no part of public expenditures is currently recovered through fees. Given the financing difficulties, it may now be appropriate to reconsider the role of fees as a means of mobilizing private resources to supplement government funds. A prior question, however, is whether or not households already incur a significant cost even in the absence of fees, and further, whether or not they are willing to bear additional charges. The empirical analysis for Tanzania shows that although students pay no fees, their school related expenditure is in fact quite substantial, amounting in 1981 to US$139 for state students, and US$439 (including US$242 for fees) for private students. The results also show that students' expenditures vary more by enrollment characteristics than by family background, suggesting that given the substantial expenses involved, students do not spend more or less than what is necessary, regardless of their background. The large proportion of privately enrolled students in Tanzania indicates, however, that wealthier parents are both willing and able to bear a substantial user charge. A possible implication of these results is that user charges for public secondary education could potentially play an important role in mobilizing private household resources for the sector. Their actual relevance in Tanzania needs, however, to be confirmed by additional research.  相似文献

This article explores parents’ use of private tutoring services for their primary school children in Sydney, Australia's largest city. Using Bernstein's theories of invisible and visible pedagogies, we look, through the eyes of a small group of middle-class Chinese-background interviewees, at the tensions between certain pedagogic forms associated with private tutoring and schooling in contemporary contexts of educational competition. We show how some parents are openly seeking more explicit, visible forms of instruction through using private tutoring, to compensate for the perceived ‘invisible’, pedagogically progressive approach of Australian primary schooling. We argue that these parents’ enlistment of supplementary tutoring is a considered approach to their identification of a mismatch between (apparently) relaxed, child-centred classroom practices, and the demands of the more traditional examinations that regulate entry points to desired educational sites such as academically selective high schools and prestigious universities. Our findings show how paid tutoring is a contemporary pedagogic strategy for securing educational advantage, not just a ‘cultural’ practice prevalent among certain migrant communities, as it is often characterised. We suggest that an analytic focus on pedagogy can help connect issues of class, culture and competition in research on home–school relationships, offering a productive way for the field to respond to the tensions these issues engender.  相似文献

Teacher moonlighting (teachers working other jobs in addition to teaching) may have positive as well as negative implications. In the context of post-socialist countries, the provision of private tutoring is one of the common forms of teacher moonlighting. The aim of the paper is to analyse the prevalence and factors that are associated with a) having a paid job in addition to one’s regular teaching obligations; b) provision of private tutoring among teachers. Results are drawn from a representative sample of 494 Czech teachers of academic school subjects in lower secondary schools who responded to an online questionnaire survey. Male teachers working part-time, with shorter professional experience, higher household financial burden and lower satisfaction with teacher salaries were more likely to moonlight. The provision of private tutoring was only associated with shorter professional experience and the teaching of core subjects, suggesting that Czech teachers’ motivation to provide private tutoring is currently not primarily financial.  相似文献

Despite a large literature that investigates the effects of education savings plans on schooling outcomes, much less is known about how parents finance this saving and how it affects other household spending, including spending broadly related to child-rearing. To provide new insights on this issue, this paper estimates the spillover effects of contributions to an education savings plan on household spending and retirement saving behavior in Canada. The analysis uses a cross-sectional, nationally-representative household expenditures survey (N = 28,978) and, in an instrumental variables design, exploits policy-induced variation in education saving resulting from changes in federal matching contributions for low-income and middle-income households. The analysis finds that education saving has little effect on total household expenditures, donations, and home investments, and crowds in retirement saving among households with strictly positive net contributions in both types of saving vehicles. Only out-of-house childcare expenditures decrease as a result of education saving, suggesting that households substitute between educational investments and current spending on other child-rearing commodities. However, the dollar value of this substitution is small. These findings offer new insights into how households finance education saving for their children and suggest that different types of tax-preferred saving vehicles may be complementary rather than substitutes.  相似文献

Recent decades have brought global expansion of private supplementary tutoring, widely known as shadow education. Such tutoring consumes considerable resources and is usually viewed by participating households as an investment that will increase the recipients’ academic achievements. However, research on the effectiveness of tutoring has delivered inconclusive and even contradictory findings. Part of the reason lies in definitions and foci of research, since private supplementary tutoring may have many different formats, delivery mechanisms and intensities. As with other types of education, it is important also to investigate the qualities of the instructors and the motivations of the students. This creates a complex research arena, in which practical challenges arise from shortcomings in the instruments for securing data and limitations in methods for analyzing the data. This paper assesses the current state of the literature and makes recommendations for the future research agenda.  相似文献

More and more students attend private supplementary tutoring to improve their academic achievement. Private tutoring might be understood as a reaction to insufficient instructional quality in school, especially regarding individual support. However, it might also be possible that parents generally see insufficient grades as an indicator of lacking support and engage a tutor in hopes of improvement or to enhance a competitive edge for their children. So far, the relationship between tutoring attendance and perceived individual learning support during classroom lessons has not been tested. We used multilevel analyses based on N = 2,842 students in 102 Grade 5 classrooms at German academic track schools to test for a relationship between private tutoring in several subjects and students’ shared perception of the instructional quality in these subjects. On the individual level, we controlled for typical predictors of private tutoring such as academic achievement and family income, as well as for additional variables such as working behaviour and parental homework assistance. In classrooms with more individual support, students were less likely to start private tutoring in English. However, we did not find comparable relationships for tutoring in mathematics and German. Therefore, school principals and educational policy-makers should monitor the incidence of private tutoring and consider within-school structured tutoring programmes as an effective measure to improve academic achievement and to meet parents’ desire for individualised instruction.  相似文献

The study contributes to the literature on private supplementary tutoring by shedding light on this phenomenon in the Czech Republic. The aim of the paper is to identify the reasons for seeking out private supplementary tutoring and to assess the factors underlying its demand. In the representative sample of 1,265 senior upper-secondary school students from two distinct regions of the Czech Republic, 37% acknowledged participation in private tutoring lessons (provided by individuals) and 10% reported enrollment in preparatory courses for university admission (organized by institutions) during their upper-secondary studies. It seems that both enrollment in different educational tracks and specific school subjects are associated with different reasons for taking private tutoring lessons. The results of binary logistic regression suggest that the mother’s educational attainment, family income, students’ academic performance, residence in the capital city, and female gender are significant predictors of students’ enrollment and participation in the explored private tutoring activities. These findings confirm the strong influence of family background on educational attainment identified in previous Czech social-stratification research. In a wider European context, the patterns of private supplementary tutoring resemble those in neighboring countries.  相似文献

Family income is an important factor associated with children's educational achievement. However, key areas of UK research (for example, on socially segregated schooling) and policy (for example, the allocation of funding to schools) rely on children's free school meal (FSM) ‘eligibility’ to proxy family income. This article examines the relationship between children's FSM ‘eligibility’ and equivalent net household income in a nationally representative survey of England (the Family Resources Survey). It finds that children ‘eligible’ for FSM are much more likely than other children to be in the lowest income households. However, only around one‐quarter to one‐half of them were in the lowest income households in 2004/5. This is principally because the receipt of means‐tested benefits (and tax credits) pushes children eligible for FSM up the household income distribution. The implications for key areas of research and policy are discussed.  相似文献

Ireland’s fee-paying schools consistently rank highly in Ireland’s secondary school league tables. Evidence also notes that the alumni of fee-paying schools represent a large proportion of those in leadership positions in business, politics and the legal professions. This paper examines the factors that affect the decision of Irish households to enrol their children in fee-paying secondary schools in Ireland. The paper uses Irish Household Budget Survey data that cover three waves from the period 2004–2016. We examine the head of household’s education, occupation, income, marital status, the location of the household and temporal factors on the school choice decision. The main results indicate that fee-paying students are more likely to come from higher income, better educated and Dublin located households. This research highlights the significant driver that affluence may have in determining secondary school enrolment in Ireland. This self-selected affluent group effect may explain the performance disparities between fee-paying and non-fee-paying schools. The results enlighten any discussion around whether or not the Government should consider a transition to a fee-paying market or eliminate fee-paying schools altogether.  相似文献

Private supplementary tutoring is a widespread phenomenon. However, evidence that private tutoring has positive effects on academic achievement or about the specific conditions of successful private tutoring is rare. Adapting Carroll’s (1963) model for school learning to private tutoring, we expected to find positive effects of tutoring duration, tutoring intensity, and students’ motivation to attend private tutoring. In a sample of eighth-grade students in German secondary schools (N = 8510, 18.6% currently being tutored), we conducted regression analyses with multiple covariates and did not find a positive main effect of private tutoring attendance in any of the school subjects examined. Moreover, within the subsamples of tutored students, we were not able to identify positive effects of tutoring duration, tutoring intensity, tutoring content (such as a focus on homework completion, test preparation, or study behavior), or students’ motivation to attend private tutoring. Given these disillusioning findings, we primarily derive suggestions for future research.

This study used quantitative and qualitative data collected in rural Cambodia after road improvements to investigate whether children living along better-conditioned roads attend basic education school more. The quantitative analysis revealed that the road conditions did not influence children's attendance, while suggesting significant influences of school travel distance as well as household’s ownership of two-wheeled vehicles and its member composition. The qualitative analysis complemented these results by confirming that improved roads motivated households to purchase those vehicles for easing children’s schooling; and household members’ appreciation of education and socioeconomic characteristics influenced their children’s education attainment.  相似文献

ABSTRACT

The study establishes whether government spending on private universal secondary education (USE) schools is equitable across quintiles disaggregated by gender and by region in Uganda. The study employs benefit incidence analysis tool on the Uganda National Panel Survey (UNPS 2009/10) data to establish the welfare impact of public subsidy on different households. The results reveal that the richer households benefit more from the subsidy than the poor. Similar patterns are evident across gender and regions. However, the subsidy as a share of total household spending is higher (49%) for poor households than the richer (6%). The contrast in the findings could be because the richer seem to have more school going children and thus spend more on each student. The concentration curves reveal that there are minimal achievements by the state funding to redistribute incomes to the poor.  相似文献

The private tutoring industry has come forward as the third great sector of education. The common sense representation about private tutoring is changing. The growing search for supplementary educational support services and the technological innovation have created a new paradigm. This paper focuses on one of the most interesting faces of this new phenomenon: the rise of private tutoring through the internet. The very promising market is considered by some analysts as a true explosion on the offer and demand levels. Many families are feeling increasingly unable to provide their children the “extra help” they need to meet the requirements of further steps in the education system. So, for several reasons, they are outsourcing and even offshoring this so important and competitive task. The field is full of learning and market opportunities. This is the new globalized world of the less shadow and progressively growing private tutoring in the XXI century.  相似文献
