In 1974, Brown University’s Department of Anthropology denied tenure to assistant professor Louise Lamphere. Convinced that her dismissal was the product of sex discrimination, Lamphere filed suit against Brown. Lamphere and three other female scholars who joined her suit successfully pressed Brown into an out-of-court settlement in 1977. Significantly, the settlement required Brown not only to provide redress to the plaintiffs but also to take sweeping action in rectifying its faculty’s inequitable gender ratio. While Lamphere’s case marked a rare victory for academic women in the male preserve of the Ivy League, this study concerns the bearing of the lawsuit on academic freedom. It argues that academic freedom entails two interlocking principles: freedom of inquiry and departmental autonomy. Lamphere emphasised the former while Brown advocated the latter. Ultimately, the Lamphere case illustrates how academic freedom loses its efficacy when freedom of inquiry and departmental autonomy are decoupled.  相似文献

In changing times for higher education that are dominated by a neoliberal ideology, we set out to uncover how Heads of Departments (HoDs) perceive their role with respect to supporting their staff and their academic freedom. Freedom to pursue academic research is seen as key to the generation of new knowledge yet it is potentially constrained by funding regimes and university accountability systems. As HoDs operate at the interface between university systems and individual academic projects, how they perceive their role can have a profound influence on the working environment of their departmental staff. The research study is located in two successful departments in a research intensive university in England. The study shows that the HoDs were not captured by the neoliberal discourse and aimed to protect their staff so they could ‘get on with their work’. In so doing they interpreted university demands to the best advantage of their departments but were not active in challenging university driven changes, thus raising questions about the effects of accommodating to change, so risking incremental change, and of how less successful departments might be able to protect their staff and their academic freedom.  相似文献

The correlates of the rate of faculty advancement through steps within ranks were examined in a sample of 40 departments on two campuses of a large state university system. The proportion of departmental faculty moving through steps at faster than normal speed was positively correlated with the political power of the department on the campus and, in some cases, with the proportion of the faculty in the department who were at more senior ranks. The rate of departmental growth, the level of the department's scientific paradigm, or departmental national prestige had no effect on faculty career speed. The evidence suggests that it is important to broaden the study of faculty salary and other rewards to include structural as well as individual variables, including departmental affiliation and characteristics of the department.  相似文献

This article is based on a comparative study of working-class students’ experiences in English and Irish higher education. It highlights the lack of comparative studies on this topic based on qualitative research and why filling this gap is important in understanding access and widening participation. Drawing on biographical interviews with 139 people in a range of elite and non-elite institutions, the article discusses similarities as well as some differences between the data from the two countries in terms of class, identity and how working-class students view and value higher education. It maps out how the research relates to recent debates over social class and outlines the theoretical implications of these findings.  相似文献

Using questionnaire data from the 2010 Survey of Academic Chairs, the study focuses on decision autonomy, a component of the power wielded by science, technology, engineering and mathematics (STEM) department chairs in U.S. research extensive universities. A “power index” is developed to measure chairs’ decision autonomy, specifically their control of resources employed in negotiations with faculty job candidates. The study asks: What determines the degree of decision autonomy power possessed by department heads; and, what are the strategic implications of department heads’ degree of this particular aspect of power? Results of an ordered logistic regression model show that having more power is associated with being hired from outside the current university, being male, and with department size. The power index is employed to predict departmental strategic priorities. Results show that the power index is positively associated with a strategic priority for research. The results show a negative relationship between degree of chair decision autonomy and a priority to increase faculty lines. A student-focused strategy is not predicted by the power index but is related to the size, with larger departments placing less emphasis on numbers or quality of students.  相似文献

The UK public sector has been exposed to competition as a means of enhancing its performance. HE institutions now compete for resources on the basis of research. In this competitive environment the crucial question is not why one HE institution is more successful than another at research but why some institutions are home to a large number of departments that are successful. The answer lies in exploring what gives competitive advantage at the level of the department, discipline and nation. Porter' three layer ‘diamond’ model of competitive advantage is proposed as a framework for this exploration. This identified four major components: factor conditions (research orientation and accumulated wealth of institution); demand conditions (demand by academy for departmental research as measured by ability to secure external income/research students); related and supporting departments (research strength of institution and presence of a relevant cluster of research‐strong departments) and departmental strategy, structure and rivalry (ability to focus departmental attention on the successful training of research students and publication in refereed journals). This article is the result of research into the tension between structural planning and individual autonomy in the teaching of English and the dynamics of English departmental work in secondary schools. Because higher education serves both public and private interests, the way it is conceived and financed is contested politically, appearing in different forms in different societies. What is public and private in education is a political–social construct, subject to various political forces, primarily interpreted through the prism of the state. Mediated through the state, this construct can change over time as the economic and social context of higher education changes. In this paper, we analyze through the state’s financing of higher education how it changes as a public/private good and the forces that impinge on states to influence such changes. To illustrate our arguments, we discuss trends in higher education financing in the BRIC countries—Brazil, Russia, India, and China. We show that in addition to increased privatization of higher education financing, BRIC states are increasingly differentiating the financing of elite and non-elite institutions.  相似文献

This paper reflects on the geography of Australian educational research in the context of the ERA 2010 and 2012 assessments results. These results reflect significant changes to the nature of educational research over the past decades, where this research is conducted and by whom. We recap the historical changes to the formation of educational institutions and their impact on research outputs to demonstrate that interdisciplinary work is growing in a context where there has been a shift in research outputs away from the traditional area of school education. The ERA results demonstrate a high level of research activity in the intersections between previously distinct discipline areas, particularly in the scholarship of teaching and learning. The future of ERA itself is addressed in order to propose interventions that might make a difference to an ecology that is anchored in traditions and tends towards inertia. Finally, we argue that efforts by universities to build research capacity are likely to continue to be competitive, to focus on the individual rather than on departments and schools, and to be subject to an increasingly pervasive culture of accountability. Against this discourse of accountability, and an accompanying loss in autonomy and creative ‘think-time’, we propose that academics in education actively engage in a community of research. We conclude with interventions designed to build a high-quality, analytical and theoretically intensive research culture to underscore educational research in Australia.  相似文献

Universities are coming under increasing pressure to develop and implement Indicators of Performance in order to demonstrate their efficiency and to facilitate institutional planning. In this paper a number of possible indicators for monitoring individual and departmental performance in teaching and research are explored. Preliminary studies indicate that while it is possible to identify both ‘excellence’ and relatively poor performance, it is very difficult, at least in the present circumstances, to effect positive changes in the latter. A sensitive yet economical system of Indicators of Performance could ensure that the professional development of individual academics, as well as departmental and institutional planning, could proceed on a more realistic and rational basis.  相似文献

This article examines student accounts of credentials, talent and academic success, against a backdrop of the enduring liberal ideal of an education-based meritocracy. The article also examines Bourdieu’s account of academic qualifications as the dominant source of institutionalised cultural capital, and concludes that it does not adequately account for comparative differences in the social structure of competition and ideological shifts in class (re)production in different national contexts. This analysis is based on an empirical investigation of elite students at Oxford University and Sciences Po in Paris. We investigated how they understand the competition for a livelihood and whether they see themselves as more ‘talented’ than students from non-elite universities. This investigation revealed important similarities and differences between British and French students that have significant sociological implications for the (re)production and legitimation of educational and labour market inequalities.  相似文献

Creating desirable academic departments for individuals’ well-being and quality scholarship is an important effort as well as a novel idea. The focus of this reflective article is twofold: (a) We present a social capital theory of social justice covenants as a product and process of community building, and (b) we share the multiple lived experiences of three scholars within the context of our department's covenant ideology and practice. We explore how faculty can promote community and civility by not only developing but also enacting an internally generated covenant while operating within a larger institutional context that produces tension. As related to our purposes, we examined the relevant literature on social capital, capacity building, workplace environments, and organizational covenants to frame our discussion of community-driven action in education. We include an extended application of a covenant that guides our departmental faculty's social outlook, interpersonal behavior, scholarly work, and communal activism. Although our focus is on change-oriented, grassroots activity within higher education, the public schooling context is considered.  相似文献

The changing structure of higher education in economics is discussed in the context of the dual elements of control exerted through the Universities Funding Council (UFC) research assessment exercises and the Economic and Social Research Council (ESRC) recognition exercises. The evidence points to a major restructuring taking place within the old university sector with the majority of economics departments making up a second 'mixed' tier while the new universities are primarily but not exclusively 'teaching' institutions. On the whole 'research' tier departments have achieved overall excellence but there are a few cases where a departments position is based on a specialist niche in the subject. While departmental size is linked to research output there is evidence of research excellence throughout the Higher Education (HE) sector and the paper argues against a severe rationalization of research funds. The significance of the changes for course delivery are briefly discussed.  相似文献

ABSTRACT

Academic labour markets around the world are increasingly globalised and tied to transnational circuits of neoliberal capital. Universities in New Zealand are closely aligned with these trends and an academic labour force has developed over time that reflects these economic flows and currents. This labour force is characterised by an exceptionally high number of multinational academic staff, many of whom contribute to research and inquiry aimed at maintaining and broadening the influence of their institutions abroad. Pacific faculty, however, experience the micro-geographies of New Zealand universities in different ways from other migrant scholars, especially those who hail from the global North. They are rarely included in academic ‘prestige economies’ or elite scholarly networks and are often isolated in their academic departments. This paper draws on a study about the experiences of senior Pacific academics in Aotearoa New Zealand and explores how they formulate pan-Pacific solidarities within the neoliberal and settler-colonial milieu of higher education. We focus on the often fraught dynamics of encounters between Pacific scholars, white academic elites and indigenous Māori colleagues as they map academic identities on to institutional space.  相似文献

This article describes results from a study of academic productivity in Australian higher education. It estimates the output (in terms of quantity of publications) of individual staff and academic departments across different subject areas and types of institution. Concerning research productivity, Australian academics resemble their colleagues in other countries: the average is low, while the range of variation is high. Most papers are produced by few academic staff. Several potential correlates of productivity, including level of research activity, subject area, institutional type, gender, age, early interest in research, and satisfaction with the promotions system, are examined. A model linking departmental context to personal research performance through department and personal research activity is developed and tested. The results support the view that structural factors (such as how academic departments are managed and led) combine with personal variables (such as intrinsic interest in the subject matter of one's discipline) to determine levels of productivity. There is also evidence that research and teaching do not form a single dimension of academic performance.  相似文献

A profound change is now taking place in British universities which challenges the traditional academic values of autonomy and self-regulation: regular and systematic appraisal of both individual academics and departments. This case study reports an in-depth analysis of departmental appraisal in the Faculty of Science at the University of Birmingham. The different expectations, concerns and reactions of those directly involved are highlighted and explored. China’s key science and technology universities are modelled on the French école Polytechnique. As such, they are utilitarian institutions, rooted in the concept of cultivating manpower for society’s economic progress, and tending to ignore the development of the individual. As China’s elite higher education system took in a rapidly increasing number of students in the recent massification process, China’s key science and technology universities underwent reform to become more comprehensive in curricular offerings and more research-oriented in function. The authors have uncovered an interesting phenomenon: Despite repeated discussion in academic circles, this transformation was never actually a conscious strategic choice for universities. Only when the Chinese government launched a program of higher education “massification” did universities develop their own unique reform strategies in a move to become more comprehensive and more research oriented. The authors have adopted a multi-stream analysis framework to describe and analyze three case study universities: University of Science and Technology of China (USTC), Huazhong University of Science and Technology (HUST), and Northwest Agriculture and Forestry University (NWAFU). It was found that Chinese universities already have quite a high level of autonomy, but that the government still has the power to make strategic decisions. Each university’s decision-making mechanism has been an independent process within the constraints of the political economic structure over this period, and policy-making has combined top-down and bottom-up processes.  相似文献

当前,受政府高权管制思维和高校治理能力不足的“双重束缚”,我国高等教育领域“放管服”改革面临着沦为政府规制强化的工具和合法化“外衣”与侵害高校自治权限的风险。与此同时,高等学校自主办学能力的低下则进一步制约了“放管服”改革的实施。《高等教育法》第32条到第38条规定高等学校享有办学自主权。办学自主权的落实呼唤政府监管模式的重塑与高等学校自主办学能力的强化。一方面,破除管制型政府的窠臼,促进高等教育管理领域法治型政府、责任型政府与服务型政府的建设;增强对高等学校办学自主权监管体系的合法性控制,明确政府的法定责任,提升政府的服务能力,真正实现政府权力“放得下”;将“放管服”改革纳入法治轨道,避免地方政府或某些政府部门以“放管服”为名变相设置新的审批权或其他监管权限。另一方面,强化高等学校办学自主权的内控体系建设,建立健全高校自主办学的风险预防与管理体系及法人治理结构,充分保障高校扩权后能够“接得住”。  相似文献

A number of studies analyzing publication productivity of criminology and criminal justice scholars have emerged in recent years. More specifically, this body of literature applies varied cross‐sectional and longitudinal methodological approaches to demonstrate the publication productivity of scholars. Furthermore, these studies often diverge in their operationalization of the key construct of interest (publication productivity); however, one relative consistency is the list of “elite” criminology and criminal justice journals. This study seeks to explore the elite publication productivity among recent executive board members of the American Society of Criminology and the Academy of Criminal Justice Sciences along with the board members of Academy of Criminal Justice Sciences’ regional affiliate associations. Comparisons are made between and within organizations/associations, and individual board member rankings are also presented. The results of this study indicate that publishing in the elite criminology and criminal justice journals is rare and there is variation across organizations/associations and variation among their respective members in the rate of publishing in these elite journals. Suggestions for future research examining publication productivity are also discussed.  相似文献
