Abstract

Over the last years, the European Commission has heavily promoted various forms of digital education. In this article, we draw upon two recent European policy documents as key articulations of Europe’s contemporary governing apparatus: Opening Up Education and the Digital Education Action Plan. The article more particularly conceives of both policy documents as offering a point of departure to analyze how this apparatus is presently seeking to enact a specific mode of existence of the contemporary learner. We argue that this educational mode of existence is being enacted by the fabrication of highly specific sorts of time and space. In order to highlight the particularity of the enacted sorts of time and space exemplified in the policy documents, we start this article with a discussion of how a traditional, modern governing apparatus aims to fabricate linear time and institutional space. The article proceeds by arguing that the present-day European governing apparatus that is concerned with digital education fabricates different sorts of times and spaces, namely potential (rather than linear) temporalities and ecological/networked (rather than institutional) spatialities. Likewise, the concrete instruments (such as platforms, portals, credits and certificates) presently adopted in order to do so largely differ from modern instruments. Conclusively, we argue that the presence of these newly emerging (often digital) instruments, and the times and spaces that are fabricated through these instruments, call for an opportunistic mode of existing as a contemporary learner.  相似文献

This article examines the emergence of ‘digital governance’ in public education in England. Drawing on and combining concepts from software studies, policy and political studies, it identifies some specific approaches to digital governance facilitated by network-based communications and database-driven information processing software that are being discursively promoted in education by cross-sectoral intermediary organizations. Such intermediaries, including National Endowment for Science, Technology and the Arts, Demos, the Innovation Unit, the Education Foundation and the Nominet Trust, are increasingly seeking to participate in new digitally mediated forms of educational governance. Through their promotion of network-based pedagogies and database-driven analytics software, these organizations are seeking to delegate educational decision-making to socio-algorithmic forms of power that have the capacity to predict, govern and activate learners' capacities and subjectivities.  相似文献

ABSTRACT

Online education and in particular Massive Open Online Courses (MOOCs) are often regarded as a way to solve global educational challenges. In this article, we highlight the students’ uptake of such a ‘digital solution’. Presenting initial findings from a research project in Germany, we situate our investigation in the specific context of digital educational offers for refugees, using Kiron Open Higher Education as an example. Kiron has designed an innovative academic model, with MOOCs at its core, to ease refugees’ access into higher education. Drawing from student data of 1375 Kiron students we look at students’ actual usage of the offer and the accompanying support services as well as the difficulties refugee students face while navigating online higher education. Results show, amongst others, rather low completion rates in the online courses and point to a much more nuanced picture of how students make use of the offer – putting online education as an easy, straightforward formula to the integration of disadvantaged students into question.  相似文献

Open methods for coordinating (OMC) education policies in the EU rely on a number of techniques, one of which is policy learning. This article examines how policy learning and governance transform each other. More specifically, policy‐learning in the education OMC becomes differentiated into four distinct learning styles: mutual, competitive, surface and imperialistic learning. While they overlap with some forms of policy learning discussed in the literature, they are also different by focusing upon interactions and political dynamics between the European Commission and the member states. In seeking to understand how governing through learning occurs, we argue that any ‘impact’ of EU‐level policy‐learning is co‐constructed by both the European Commission and the member states. The analysis of this article is grounded in a discourse analytical and institutionalist perspective. It draws on qualitative data derived from semi‐structured interviews with officials from the Directorate General for Education and Culture in the European Commission and on EU documents generated during policy‐learning activities.  相似文献

Abstract

The advent of the single European market has generated new demands for training and consultancy, and many further and higher education institutions have been anxious to exploit the commercial opportunities that have been created. In general, however, institutions have been more successful in providing training for the public sector than they have been for the private sector. A survey of FHE reveals the kinds of single‐market training that are on offer, and suggests that the training that is available needs to be more precisely geared to the requirements of business if colleges and universities are to make further inroads into the private sector. It is argued that much training is currently ‘supply led’ rather than ‘demand led’, and that institutions need to recognise important differences between information needs, skills needs and qualifications needs in the design of their single market provision. There are, however, examples of good practice, and institutions’ perceptions of their own needs in improving their European training are also discussed. The article concludes with some practical steps that institutions might consider in order to improve their single‐market training.

The words belong to the then Minister for Further and Higher Education, Robert Jackson, and were spoken in 1990 at the launch of the Department of Education and Science‐funded PICKUP Europe Unit ‐‐ an initiative designed to help further and higher education (FHE) to meet the training needs of industry and business in anticipation of the changes heralded by the single European market (SEM). Helping industry and business to respond to the challenges of the enlarged European market fitted well into the PICKUP scheme, which was intended to encourage FHE institutions to make their expertise and resources available for the purposes of updating and reskilling the labour force. It reflected the Government's desire to build a stronger link between education and wealth creation, and to foster competence‐based, as well as knowledge‐based, aspects of educational provision. The 282 measures associated with completion of the single market have made it increasingly important that workers at all levels are familiar with the new Europe in which they will produce goods and services, but just how effectively are further and higher education institutions facing up to their own challenge, and providing the ‘training for Europe’ that is considered so important in ensuring that British businesses exploit the opportunities of the single market?  相似文献

What do we expect from Vocational Education and Training (VET) systems? Is it different from 25 years ago? This article argues that the focus has increasingly been placed on strategies for lifelong and life-wide learning that seek to reinforce continuity among the subsystems of learning, but that VET systems are, nevertheless, still expected to address many and sometimes conflicting agendas, needs and priorities. The last 25 years or so have been critical for the development of VET in Europe. Making VET more attractive and increasing its parity of esteem in relation to general secondary education have been major, recurring themes in European countries, as part of, at least conceptually, more comprehensive approaches to lifelong and life-wide learning. From 1989 to 2003, the European Journal of Education (EJE) published a special issue on ‘Trends in Vocational Education and Training’ every two years and has continued to publish on VETrelated topics. This article revisits the major themes and challenges as they were observed and discussed by the authors who wrote in those special issues and in later articles. Many were directly involved in advisory positions to governments; held key decision-making responsibilities; undertook studies and consultancy and brought technical assistance across several countries. Their articles are moments of reflection nourished by experience on the ground. This article explores how the European Journal of Education has contributed to European reflection on VET systems, policies and preoccupations in recent decades – what can we learn that is useful for shaping and formulating our present ideas about new policy from our colleagues writing about the same or similar issues 20 years ago? A key theme concerns the role of the Europe Community (and subsequently EU) as a change agent supporting bottom-up exchange and top-down stimulus for reform through an increasing integration of education and training in the socio-economic strategy of the EU.  相似文献

The initiation of the Bologna Process was accompanied by a radical transition of governance in higher education throughout Europe from government to governance. This article argues that this shift in the design of governing was connected to the need to subtly bypass the European Union (EU) subsidiarity principle that kept education out of the EU’s legislative reach. The new mode of governing is orchestrated through the Open Method of Coordination (OMC), which constitutes the policy ontology of the Bologna Process. The OMC presents the ambition to harmonise education systems through standardisation as a main technology to govern performance. This article argues that the Bologna mode of governance is powered through the follow-up mechanisms that work as a material-affective infrastructure of the policy ontology. These monitoring techniques are affectively wired. They produce an affective politics of naming, shaming and faming that ignites a competitive, mimetic desire making the Bologna mode of governance feasible.  相似文献

In the present study we provide an interpretation of a general narrative of transnational governance of higher education. All the elements of the narrative – competition, ranking autonomy and accountability – are visibly present in contemporary higher education policy agenda. We examine these not as separate ideas and practices but as an interlinked whole, bringing an amount of coherence to transnational governance of higher education in Europe. All the elements, as they are currently represented in policy statements by the European higher education establishment, are premised on social atomist ontology and ideology of competition. Consequently, drawing on textual evidence we argue that the recent trend for increasing universities' institutional autonomy and accountability has been justified by reference to competitive logic, which, in turn, has been strengthened by the practice of comparative ranking. The article contributes to diagnosing potential misconceptions that frame the current higher education policy-making in Europe.  相似文献

This article presents a horizontal perspective on the dynamics of governance sites currently active for the European of Knowledge and places the Bologna process in this wider European level context. It introduces two dynamics of change in political organisation: a) institutional differentiation and specialisation and b) the interaction between institutional spheres and sectors. Signs of sectoral differentiation are identified in the history of European integration that is relevant to the Europe of Knowledge. The argument is that the nature and sequence of the differentiation process are key to understand current governance processes. It is illustrated by showing how a horizontal dynamics has been played out in the case of the EU's Lisbon strategy and in particular the cooperation taking place in the framework of the EU's “Education and Training 2010” work programme. The analysis shows how the Bologna process, although perpetuated as a sector internal governance site, has co-evolved and interacted with this strategy, partly as an object of emulation and source of support and partly as a competing governance site. A horizontal dynamics of change is also evident in the larger Lisbon strategy as it lifted research and higher education policy to the centre of the European integration project. It resulted in the development of several governance sites with different foci targeting European higher education. A more prominent place on the political agenda came together with demands that research and education should be integrated with the overall political and economic objectives of the EU.  相似文献

ABSTRACT

The influence of the European Commission (EC) expert groups on policy coordination within the European Union has received a growing interest among researchers, who have assessed their role in policy-making processes, their participation patterns, their transparency, and their knowledge-generating process. This article interrogates the structural configuration of the networks, and the relationships between the actors, formed through the Commission expert groups on adult learning, and under the Education and Training 2020 work programme, respectively, by means of a Social Network Analysis. So attention is paid on the mutual-constitutivness of a social network and its members, or the potential power within a network, and of a network, to influence member states’ domestic adaptation of communitarian policies. Our analysis points at noticeable differences between the connectivity of each of the Commission expert groups, and the groups emerging from the two forms of network governance these produce in the adult learning, and education and training domains. A key result, however, is that two actors (i.e. Flemish Department for Education and Training, Ministry of Education and Culture of Finland) stand out as fully embedded in both forms of network governance, and represent highly connected ‘informal’ brokers across policy domains.  相似文献

The importance of private higher education (PHE) is increasingly clear globally. But does Europe fit the global generalisation? This question can be assessed with reference to two major considerations: the size of PHE and the degree of private-public difference. The growth of PHE in Europe has been delayed and limited compared to that in most of the world, though still significant. For the 27-member European Union, the PHE share is best put at 12%, with a modestly higher share for Europe more broadly defined. Europe's PHE share is thus less than half that of the global share. The regional share is considerably higher in Eastern than in Western Europe. In terms of distinctiveness, European PHE differs from public higher education in important respects that reflect world patterns. Inter-sectoral differences are decisive in finance. Though less quantifiable, they appear fundamental albeit blurred in some but not all aspects of governance and activities. Blurring in activities, governance, and even finance occurs through changes within both sectors, especially through partial privatisation within the public sector. Still, Europe's private sector is far from simply isomorphic to the public sector. Considering together size and distinctiveness, a reasonable assessment is that PHE has moderate and increased importance in Europe.  相似文献

Theoretical foundations in website design courses can facilitate students learning the genres of Internet communication. Genre theory and activity theory provide opportunities for emphasizing the social context of websites in ways that emphasize for students the identity-laden nature of sites that can often appear to be anonymous and addressed to multiple audiences. After proposing ways that these theories can be integrated into website design courses, the article focuses on two students' website portfolios and ways they utilize theories discussed in class to produce websites in two different fields.  相似文献

This article describes a collaborative action research conducted by a lecturer and several primary school art teachers, who between 2001 and 2006 created the Visual Arts Education Web (‘iii web’) in Hong Kong. The creation of the ‘iii web’ was accomplished through research that employed questionnaires, focus group discussions and individual interviews. Teachers' perceptions of using websites in teaching were examined, art education websites from Hong Kong, Taiwan, Mainland China and the USA were compared, in order to create a website that could meet the needs of Hong Kong primary school art teachers. Inquiry‐based learning is one of the important teaching approaches that were introduced during the Hong Kong Education Reform in 2003. An example of using the ‘iii web’ to teach public art is described to illustrate how the teacher and students used inquiry‐based learning in art education.  相似文献

For this study of social work degree programs, data were drawn from the Council on Social Work Education (CSWE) website, the Group for the Advancement of Doctoral Education (GASE) website, and the websites of 841 U.S. social work programs, including the 763 programs accredited (or in candidacy for accreditation) by CSWE when these data were collected. This article provides a context from relevant literature, enumerates the structures of social work units, identifies the most common departments and schools where they are found, and analyzes several factors associated with structure and placement of those units. Implications include the benefits of independent social work units rather than placement within a host department, and association with professional rather than liberal arts disciplines.  相似文献

‘Europe’ has been increasingly ‘invented’ and ‘reinvented’ in discussions about education, curricula and identities over the last five decades. The ‘European dimension in education’ was a term increasingly used by the European Union and the Council of Europe to denote their educational policies encouraging national educational systems to endorse a European dimension in order to prepare young people for an increasingly integrated Europe. However, it has also been a contested term in academic writing, as some researchers critique the elitist, exclusionary and Eurocentric educational implications it may have; others welcome its pedagogic and intercultural potential. This article presents the findings of a content analysis of the history and geography curricula and textbooks used in state Greek-Cypriot primary schools and explores the possibilities of using the European dimension as a tool to alleviate ethnocentrism and traditional pedagogies in these curricula and textbooks, by presenting the application of some principles which have been used for the development of a curricular intervention in the two subjects.  相似文献

In this article, we discuss the recent evolutions of science and engineering doctoral and postdoctoral education in Europe. Indeed, Ph.Ds are crucial to the conduct of research and innovation in the national innovation systems, as they provide a large amount of input into creating the competitive advantage, notably through basic research. First, we show that Asia, and notably China, is producing more Ph.Ds than the United States and Europe. In many EU countries, the number of Ph.Ds has levelled off or even declined recently in many natural sciences and engineering fields. Second, we discuss the European situation in the international competition for talents. We study the European brain drain question, mainly at the doctoral and postdoctoral level. We find that there is an asymmetry in the flows of Ph.D students and postdoctorates between Europe and the United States, at the advantage of this latter country. These two points — production of Ph.Ds, international flows of doctorates and postdoctorates — lead us to be concerned about the future growth and innovation in Europe. In conclusion, we outline some European policy responses in the perspective of building the European Research Area and the European Higher Education Area.  相似文献

《国家中长期教育改革和发展规划纲要(2010-2020年)》将教育信息化发展纳入国家信息化发展整体战略,强调信息技术对教育发展具有革命性影响。国内许多高校及广播电视大学都希望将各自的远程教育网站打造成提供优质教育资源的"资源中心"。但是当前我国远程教育网站存在使用不便、更新慢、不稳定、利用率与易访问率低等情况,用户满意度不高。复杂网络动力学研究动力学模型在不同网络上的性质及其与网络的静态统计性质之间的联系。以复杂网络动力学视角考察远程教育网站的生命力特征,是衡量网站是否具有源动力、是否具有维持网站正常运作活动能力及生存发展能力的一种方法。从网站架构、管理及内容三个角度分析国内外远程教育网站的生命力特征发现:目前远程教育网站存在泊松分布和幂律分布两种架构;泊松分布的远程教育网站网页链接比较随意、均匀,具有较差的抗攻击能力,适合随机免疫的防病毒机制;幂律分布的远程教育网站网页联系紧密合理,对随机攻击具有较强的鲁棒性,但对蓄意攻击和病毒的防护力较差,适合熟识者免疫的防病毒机制。以社团架构的形式梳理和安排网站内容与链接,有助于提升网站自身的生命力。  相似文献
