This paper presents a model of practice for analysing the internationalisation of higher education, and for better providing teaching service and support to both the internal and external other. It is derived from the theoretical analysis of the rationales, concepts and developments of the internationalisation of higher education, and from a New Zealand case study that exemplifies the current trend in the internationalisation of higher education—a shift from aid to trade. In the paper, the author examines the impacts of globalisation and the knowledge economy on the shifting currency of the rationales. The paper concludes that, because of increasing numbers of resident immigrant students, ‘the international (other)’ is no longer beyond national borders but is within them. Therefore, universities would do well to revisit neglected social and cultural dimensions in the provision of higher education services.  相似文献

Building on international migration theories and the literature on the dynamics of student mobility, this study sketches a two-dimensional framework and examines its utility to understand the rationales of in-bounding student mobility in Turkey. The empirical part of the study was conducted with 331 international students studying in public universities of Turkey. The results suggest that private rationales are prominent for students coming from Western and economically developed countries. In contrast, economic and academic rationales are prominent for students coming from Eastern and economically developing countries. The study suggests three insights which are instrumental in re-interpreting the position of the countries in the periphery in international student mobility. First, the nature of cultural, political, and historical proximity between home and host countries determines the size and direction of in-flowing student mobility in economically developing countries. Second, for developing countries pre-departure pulling rationales at private level are more prominent than public rationales. Third, despite the general trend that student mobility flows from economically less developed toward economically developed countries, this study suggests that in the periphery there are regional hubs attracting students largely originating from other countries of the periphery.  相似文献

In the current context of globalisation it seems inevitable that the international openness of universities would also lead to efforts to attract foreign students. In the case of Spain, this is more necessary, insofar as the drop in population, the existence of other quality educational offerings, and the greater number of public and private universities have made students a target to compete for. Cutbacks in public funds have accentuated this trend. This article analyses the international demand at Spanish universities in order to determine whether there are significant differences because of the level of local competition faced by universities and public or private ownership. The Herfindhal index and analysis of variance are used to this end. Using data from the Statistics on University Students for the 2005‐2006 and 2011‐2012 academic years, we found that the creation of the European Higher Education Area partially affected international demand at Spanish universities. The overall international attractiveness of the Spanish university system improved considerably and universities have assumed an international view, regardless of the competition in their respective areas. Therefore, local competition is no longer a decisive factor to explain the international demand. In contrast, although public or private ownership does not determine the international attractiveness of universities, it does serve to explain their type of international demand.  相似文献

Modern liberal rationales continue to inform a majority of teaching and learning in English art classrooms. In a postmodern Western society increasingly informed by neoliberal globalisation this approach begins to look either like an anachronism or an act of outmoded pedagogic resistance. What is certain is that the modern liberal tradition is increasingly irrelevant to a young generation of learners, but while alternative paradigms have subsequently been suggested none have come to replace the stubbornly established rationales of modernism and liberalism. This article suggests novel futures for the justification and relevance of art education that move beyond those currently prevalent. Preferable futures are suggested that synthesise postmodern practice with liberal ideals in a paradox requiring creative consideration. While the difficulties of drawing upon such contradictory rationales are noted, a case is made that if such a purpose might be accepted and imbedded in art educational futures, then there may result a more relevant and sustainable future for art education in England.  相似文献

For many universities around the world, internationalisation means the recruitment of fee-paying international students (so-called export education) for primarily commercial reasons. For UK universities, international (non-European Union) students account for approximately 13% of their annual revenues, making them highly dependent on international student recruitment. This paper discusses the attempt by one UK university to change direction and develop a new approach to internationalisation which puts an international learning experience for all students at the heart of its new strategic plan. It discusses the obstacles to changing direction in this way and shares some of the lessons learned about how to roll out an alternative university-wide internationalisation strategy.  相似文献

The globalisation of higher education brings together learners and teachers from differing systems, creating a heterogeneous and diverse environment. Yet many higher education institutions typically rely on foreign students themselves to adapt to their new higher education environments. An investigation was undertaken as to whether traditional approaches are effective and efficient in meeting the needs of the internationally mobile student. Using data from the last ten years (1999 to 2009) from a post‐1992 University in the North West of England an analysis of over 15,000 postgraduate assessments found a significant performance difference between home country students and international mobile students. Results found that home country students perform significantly better than international students, although the latter perform better in examinations than in coursework. However, there is a substantive improvement during the dissertation stage for both groups. Possible reasons for such variations in performance are explored.  相似文献

This paper describes and critiques a study tour to China of undergraduate and postgraduate business students in a large business faculty in a university with an emerging focus on internationalisation through building links with global business and industry. The study tour was designed to fit with the emerging trend towards internationalisation of business education wherein universities perceive themselves as being international universities based in one city rather than city-based universities who have international students. The literature on the difficulties of cross-cultural understanding and adjustment when business people sojourn to other countries is well documented. Yet, the same difficulties being encountered by students on short-term cultural immersion tours are yet to be adequately documented. This paper serves to address this gap in the literature by examining the experiences of 50 Australian and international students when confronted with a three week immersion into China's business, cultural and social practices. The paper explores the contributions of the study tour to academic understanding of globalisation.  相似文献

Under the slogan of internationalisation, Korean universities have opened international colleges as a way to better attract and accommodate foreign students. However, due to a lack of foreign student recruiting capability, the majority of the students who enrol at one such international college are not foreign, but Korean. Contradictions arise when the English-language medium enforced by the foreign faculty members of the college conflicts with the linguistic practices of the mostly Korean student body. This article uses an international college in South Korea as a case study for the examination of the role of English on student life at Asian universities pursuing internationalisation strategies via the recruitment of foreign faculty members. Paradoxically, by establishing an international college that aggressively enforces the English language medium, the Korean university has created an environment where students avoid using English at all.  相似文献

ABSTRACT

Are intra-national student flows driven by the same forces as international student mobility? This paper addresses this question by analysing cross-border student mobility in the UK. The paper identifies four principles that one might expect to drive the destination choices of students from Scotland enrolling in English universities. Following a statistical analysis of student destination choices, it is argued that cross-border moves from Scotland to England are stimulated by some of the same global forces as international student mobility (such as a desire to accumulate cultural capital), but in terms of destination choice the imaginaries held by Scottish students of ‘good’ places to study in England to accumulate cultural capital are constructed differently from the imaginaries of international students.  相似文献

Universities, as part of the neoliberal regime imposed on them, are being co-opted into a ‘war for talent’, in which national economic success is heavily invested. We examine part of this ‘war’ that affects universities directly – the recruitment of ‘the brightest and the best’ internationally mobile students and their subsequent retention by the host country as high-skill workers. After an account of this war for talent and its implications for higher education, we review the literature on study-migration transitions by international students and identify gaps in both data and theorization. We propose a three-part model that uses the notion of ‘flows’ to organize a research agenda in this field and the possible roles of universities in implementing it. We conclude that only by resisting full recruitment into this global talent war can academic researchers continue to maintain the integrity and value of their professional and disciplinary calling.  相似文献

As the number of globally mobile students has expanded, governments are assumed to be consistently and intentionally competing for talent, in what has been called a “great brain race”. While the notion of competition has become dominant, there is little evidence on long-term policy dynamics in this field, not only across jurisdictions but also over time. We seek to address this gap in this paper through a longitudinal analysis of the politics and public policies impacting international students in four major recruiting countries—Australia, Canada, England and the USA. Through this comparative analysis of the period 2000 to 2016, we demonstrate that international student numbers across the jurisdictions have grown steadily but that this appears to be decoupled from political and policy changes. We also discuss how “internationalization” initiatives provide an insufficient policy umbrella for policy action on the recruitment and retention of international students. Public policy impacting international students spans multiple government agencies or ministries, encompassing different policy fields. This requires greater policy coordination, which remains elusive for the most part.  相似文献

This qualitative study explores how to better attract international students as perceived from the viewpoints of both international students and university administrators. The 7Ps marketing mix conceptual framework and thematic analysis were utilized to analyze qualitative data solicited from both focus group discussions involving 75 international students and in-depth interviews with four administrators at two public universities in Yunnan province, China. The results indicate that two factors mainly affect students’ decisions on an international education destination: geographical location (Place) and cost of study (Price). Furthermore, the study recommends applying the 7Ps as a totality in university recruitment practices.  相似文献

This study investigates China’s international student recruitment strategy and policies as a dimension of its present approach of using higher education internationalisation for soft power and image enhancement. An exploratory survey of international graduate students in English instruction programmes in education-related majors in three Chinese universities has been conducted to analyse their attitudes towards China’s approach. Quantitative analysis has been conducted on the survey data based on Holmes’s four-pattern taxonomy for analysing contextual features, which includes normative patterns, sociological laws, national conditions, and deep cultural roots. Qualitative data have been collected and analysed as a supplement. This study attempts to reveal the relations between international students’ source-country contextual features, identified based on Holmes’s taxonomy, and their attitudes towards China’s approach in international student recruitment. This article investigates strategies for internationalisation at technical universities in the Nordic countries. The study explores the institutional rationales for internationalisation, the stories told in the strategy documents, the importance of leaders, faculty, administration and students for implementation of the strategy, and barriers and key components of successful internationalisation. We studied the strategic work with internationalisation across 27 technical universities in Denmark, Finland, Iceland, Norway and Sweden. This work reflects both global trends of competition and the traditional Nordic model of cooperation. Overall, the universities incorporated internationalisation in their strategies in order to increase quality in research and education, and to establish strategic partnerships and networks. There is a shift in rationales from a more traditional approach of internationalisation to a new integrated form.  相似文献

Universities around the world are increasingly focusing on entrepreneurial activities (Slaughter and Lesley 1997; Clark 1998). In Australia, the growth of international entrepreneurial activities has resulted in the creation of a significant export-oriented sector. These activities include the recruitment of international students to Australian campuses, the development of Australian university campuses in offshore locations, and the delivery of Australian degree programs at both onshore and offshore locations in partnership with universities, professional associations and private corporations. In 2000, Australian universities received A$770 million from international student fees (Maslen 2000a, p. 10). Australian universities currently receive on average around eight percent of revenues from these sources, with some depending on international entrepreneurialism for as much as one-third of revenues (DETYA 1998a). Managing these activities in an efficient, effective and sustainable manner has thus become critically important to virtually every institution in the Australian higher education sector. As is the case when businesses become international, universities are faced with the need to manage the complexities, risks and challenges associated with international operations. To date, little empirical work has been undertaken which explores and examines how Australian universities are managing their international entrepreneurial business operations. The aim of this study is thus to respond to this research gap by exploring how Australian universities, particularly in terms of their Faculties of Business, organise and manage international entrepreneurial activities. The research examines management approaches, practices and processes at five Australian universities. A Strategic Advantage Model of Internationalisation is presented representing a theoretical and conceptual synthesis of the findings.  相似文献

Fuelled by globalisation, the internationalisation of higher education in Canada is happening at a rapid pace. One manifestation of internationalisation is the increasing enrolment of international graduate students in Canadian institutions. Many of these students face challenges and barriers in integrating into Canadian academic environments including isolation, alienation, marginalisation and low self-esteem. This case study investigates a programme at a large Canadian university intended to help international graduate students with their adaptation to an unfamiliar academic environment. The research shows that the programme was successful in creating a transnational learning space where international students developed a sense of belonging, increased cross-cultural understanding and raised awareness about global issues. More importantly, it helped international students with their integration into a Canadian learning community. The findings have important implications for the development of programmes to provide appropriate levels of support for international students and for building internationally inclusive campuses.  相似文献
