Basic research is the main powerhouse of a country’s potential for continuous economic growth, and national-level scientific research funding is an important source of capital that supports this basic research. Given these observations, this paper takes micro-level data from projects funded by the Department of Management Sciences in the National Natural Science Foundation of China between 2006 and 2010 to examine the relationship between the efficient use of research funding and the level of concentrated funding in certain research institutions. In contrast to the positive externalities produced by the concentration of R&D activities, our study finds that the accumulation of scientific research funding at the institution level is negative correlated with the knowledge output of the principal investigators of projects within the research institution. We explore the sources of the negative correlation and discuss some policy implications.  相似文献

In the present paper an attempt of data exchange between the institutional repository based on DSpace and the Academy Resource Planning System (ARP) of Chinese Academy of Sciences (CAS), which is the information environment for management of scientific research in CAS, was described. It includes the development of a tool based on browser which imports data from EXCEL into DSpace and a tool which exports data from DSpace into EXCEL. Consequently, data can be exchanged between ARP and DSpace through EXCEL. In addition, the way to customize the input form and the display page according to different types of documents was introduced.  相似文献

Abstract

The purpose of this paper is to examine librarians' perceptions of knowledge management, including its concept, potential applications, benefits and major challenges of its applications in Indian academic libraries. A structured questionnaire, containing both open and close-ended questions, was sent by postal mail to 30 librarians of academic libraries in India of which 15 questionnaires were returned. Respondents were asked to define knowledge management and answer questions on its potential applications, benefits and major challenges of implementation in academic libraries. Respondents were also allowed to specify their own views on the subject. The findings of the study show that the levels of understanding of KM concepts among librarians are varied and most of them view KM as the management of information resources, services and systems using technology or specific processes for the capture and use of explicit knowledge, rather sharing and using tacit knowledge. They have positive attitudes towards the applications of knowledge management into academic library practice, and not only because this can bring academic libraries closer to their parent organization, but also because it may help them to survive in an increasingly challenging environment. Although, librarians in the present study acknowledged that they are involved in the practices of knowledge management but these were perceived as basic information management activities. Lack of understanding of knowledge management concepts and its benefits, knowledge sharing culture, top management commitment, incentives and rewards, financial resources and information technology infrastructure are perceived as the major barriers for incorporating knowledge management into academic library practice.  相似文献

Government webportals are central to governments' web strategy. They are designed to be nodal hubs, or gateways, for encountering government, and as such position government in the online world. Yet the designs of government webportals, particularly their location within wider web ecologies are scarcely studied. In additional to these web ecologies, this paper conceptualises webportals as being located within wider information and institutional ecologies. Methodologically, it comparatively examines the hyperlink structures of the national government webportals of the top ten e-government countries: Australia; Canada; Finland; France; Japan; Netherlands; New Zealand; Singapore; UK; and USA. Different ways governments approach this task are analyzed using webcrawls of the webportals and their neighboring webpages. Variations are considered in relation to the constitutional structures of the countries (i.e. unitary vs federated; centralized vs decentralized).This research highlights information referral versus information repository webportal designs, the latter of which appears to arise more in unitary and city states, than federal states. The hyperlink networks also demonstrate the important structural role of commercial social media websites in half of the countries, revealing a new interactive webportal design. Despite being constructed as whole-of-government entryways, national government webportals typically fail to connect to regional and local tiers of government. The paper provides the basis for assessing the effectiveness of different portal designs and investigating how portal designs arise out of varied government institutional settings.  相似文献

Library managers in Iran have always been concerned with a low level of knowledge sharing among librarians. Identifying effective factors on librarians' knowledge sharing behavior helps us to understand and improve the situation. Organizational factors are one group of these factors. The effect of organizational climate, employees' motivational drives, and leadership empowerment on the subjective norms, attitude, intention, and knowledge sharing behavior among librarians in public libraries in Iran was studied. A conceptual model was designed in light of the Theory of Reasoned Action. Ten hypotheses were formulated. Data were collected by using a questionnaire and were analyzed using structural equations models. The findings showed that constructive organizational climate and positive motivational drives in public libraries, as well as personal and organizational knowledge sources strengthened by the librarians' ability of leadership have a positive and significant effect on subjective norms, attitude, intention, and knowledge sharing behavior. Such conditions facilitate the process of knowledge sharing in public library environments. Moreover, the study highlights the effect of the librarians' leadership empowerment on their attitude to knowledge sharing behavior by motivational drives.  相似文献

Evaluative bibliometrics is concerned with comparing research units by using statistical procedures. According to Williams (2012) an empirical study should be concerned with the substantive and practical significance of the findings as well as the sign and statistical significance of effects. In this study we will explain what adjusted predictions and marginal effects are and how useful they are for institutional evaluative bibliometrics. As an illustration, we will calculate a regression model using publications (and citation data) produced by four universities in German-speaking countries from 1980 to 2010. We will show how these predictions and effects can be estimated and plotted, and how this makes it far easier to get a practical feel for the substantive meaning of results in evaluative bibliometric studies. An added benefit of this approach is that it makes it far easier to explain results obtained via sophisticated statistical techniques to a broader and sometimes non-technical audience. We will focus particularly on Average Adjusted Predictions (AAPs), Average Marginal Effects (AMEs), Adjusted Predictions at Representative Values (APRVs) and Marginal Effects at Representative Values (MERVs).  相似文献

Open access to scientific knowledge is considered as a new neo-liberal project in the globalized world. The advantages and disadvantages that members of the open access obtain are described. Open access greatly facilitates monitoring, analysis, and control of scientific research by global institutions and transnational corporations, and enables them to identify promising branches of knowledge on the periphery of the global science system that are obtained outside of the “mainstream” and use them for their interests. In 1996 five Loyola University faculty members proposed limiting the term “social justice communication research” exclusively to studies whose designs focused on “usable knowledge.” For them, that criterion necessitates that a legitimate social justice research project entail immediate action recommendations and direct researcher intervention in the interests of immediate study participants. This essay contends that such a litmus test restricts acceptable research to short‐term case studies aimed at immediately measurable outcomes produced by the researcher him‐ or herself, qualities that do not necessarily match the complex nature of problems of social in(justice) or exclusively yield the type of research outcomes that most powerfully address such problems. Widespread acceptance of their criterion: 1) limits scholarly influence to those few sites of struggle where a researcher's location and finite schedule allow extended personal engagement; 2) encourages counter‐productive dependence by lay social justice advocates on Communication researchers; 3) works against discovering and integrating broader, long‐term systemic solutions or effectively empowering advocates in other social justice struggles; 4) discourages the innovation of “the scholarship of discovery” with respect to social (in)justice issues in favor of the safer, predictable strategies of responsible “scholarship of application” (and vice versa) by necessitating the combination of conflicting objectives in a single scholarly project; and 5) promotes dysfunctional isolation and territoriality within the Communication discipline.  相似文献

Inspired by “sleeping beauties in science”, we proposed that the awakening effect in knowledge diffusion is ubiquitous, whereas the “prince” paper has the strongest effect. To test this hypothesis, a three-layer super-network model depicting the knowledge diffusion trajectory is designed and the diffusion path of the awakening effect (defined on the basis of influential strength) is simulated. In detail, the model is built based on the citation network and collaboration network of 63785 publications in the library and information science domain. Through meta-paths in this super-network, the influential strength of a paper and the awakening effect from neighboring papers can be quantified into 36 numerical features. By testing the effectiveness of these features in citation counts prediction, we try to prove our hypothesis. Thus an effective predictor in machine learning is trained upon these features. Using this predictor, we showed that most neighboring papers in the super-network had effects on future citation counts. The effectiveness of these features is again demonstrated through experiments on papers with different publication years. We also did a case study on papers that were significantly affected by the awakening effect, and found that the model proposed in this paper can also be used to explain some common phenomena in knowledge diffusion. All results show that the awakening effect could be not only ubiquitous but also quantifiable.  相似文献

The knowledge production provided by universities is essential to sustaining a country’s long-term economic growth and international competitiveness. Many nations are thus driving to create sustainable and effective funding environments. The evaluation of university knowledge, productivity and research quality becomes critical, with ever increasing share of public funding allocated on the basis of research assessment exercises. Nevertheless, the existing methods to assess the universities’ knowledge production are often affected by limits and biases, extensively discussed in the scientific literature.In this paper we study how to reduce the effect of size-related bias due to university size on the indicators of knowledge performance used in evaluation exercises. We propose an innovative utilization of the scale-free property of the power laws as a scaling relationship, to normalize research productivity indicators, and provide results independent by the university size. Our method has evident policy implications and gives a contribution for the future design of assessment exercises.We apply our findings in a recent Italian research assessment exercise.  相似文献

This paper reports on the development of a realistic knowledge-based application using the MOBAL system. Some problems and requirements resulting from industrial-caliber tasks are formulated. A step-by-step account of the construction of a knowledge base for such a task demonstrates how the interleaved use of several learning algorithms in concert with an inference engine and a graphical interface can fulfill those requirements. Design, analysis, revision, refinement and extension of a working model are combined in one incremental process. This illustrates the balanced cooperative modelling approach. The case study is taken from the telecommunications domain and more precisely deals with security management in telecommunications networks. MOBAL would be used as part of a security management tool for acquiring, validating and refining a security policy. The modeling approach is compared with other approaches, such as KADS and stand-alone machine learning.  相似文献

Abstract

University libraries provide support for institutions to achieve their objectives. To realise these objectives, universities allocate considerable funds for the library’s development and provision of needed resources that support teaching/research activities. This is for the simple reason that a university’s excellence is synonymous with the effectiveness of its library services. Hence, there is a need for continuous training and retraining for retention of librarians who manage the libraries to achieve the university’s objectives. Of the few on-the-job training models, mentoring as a Continuing Professional Development programme for librarians in a university library has often been overlooked. This study surveys the uses of mentoring in knowledge transfer for cataloguing, managerial, and research skills development for cataloguers in Nigerian academic libraries. The findings show that mentoring as a tool for knowledge transfer influences cataloguers and their skills development. The result indicates that mentoring in knowledge transfer has a moderate to strong correlation with skills development, and it improves catalouers’ proficiency and overall development.  相似文献

This article reports on a survey of archivists from 20 provinces and municipalities in China to investigate their professional skills and knowledge needs. It analyzes their responses concerning the educational advantages and disadvantages archivists face and the relationship between their skill levels and knowledge needs. In conclusion, it points to several solutions to these problems: preprofessional curriculum design better addressing actual archivists?? needs, increasing continuing education to address archivists?? needs to maintain professional skills, and archivists?? desire for custom-built training to specific technical requirements.  相似文献
