The adoption of e-governing practices has revolutionised the administrative machinery of governments worldwide by improving efficiency, transparency, and accountability. Researchers and administrators often aim to identify emerging research fronts and the timeline of the evolution to forecast and implement technology. In this work, we systematically investigate the trajectory of the global evolution and emerging research fronts as well as the prospects for e-governance using citation network analysis. The growth curve fitted to the number of articles published per year shows that the research activities are still in the ascendant phase. We visualise the global main path of the citation network and investigate the patterns to trace the knowledge diffusion path, major milestones, and emerging research fronts. The cluster analysis identifies the major topics of research as administration and information system management, e-governance framework design, efficiency or quality evaluation, and the application of social networks and open data leading to e-democracy. The adoption of open data and social networking for user interactions with government that leads to participatory governance are the emerging research trends. We also identify research that can have a future impact based on network parameters. The results contribute to the literature by setting the focus of future research, and assisting administrators in selecting suitable models and methodologies, and manufacturers with the development of required technical devices suitable for the upcoming phase of symbiosis.  相似文献

As the negative environmental impacts of cities continue to grow, citizens must be involved in climate change mitigation initiatives. A range of policy instruments can be used by municipal policy makers to encourage citizens to engage in environmentally responsible behaviours. Information and communications technology (ICT) is an important lever for changing individuals' behaviours and thus is increasingly found among the policy approaches adopted by cities. This research focuses on cities' use of ICT-enabled persuasion. Combining the unimodel of persuasion with the persuasive system design framework, the research develops and tests a theoretical model explaining how dimensions of the user context (green identity, goal intention) and technology context (integration support) influence the persuasiveness of city-sponsored applications with respect to environmentally responsible behaviours performed in the home and community. A survey of 203 individuals in North America shows that goal intention and integration support provided by the applications significantly influence perceived persuasion effectiveness for environmentally responsible behaviours at home. For environmentally responsible behaviours in the community, all three independent variables have a positive influence on the perceived persuasion effectiveness. The research extends the digital government literature by investigating an emerging policy intervention and providing a novel theoretical explanation of how elements within an ICT-enabled persuasion event come together to affect individuals' behaviours. Furthermore, the research provides municipal policy makers with new insights into how to design an ICT-enabled policy instrument for encouraging greater environmental citizenship.  相似文献

The impact of mobile technology on governance and development has attracted significant interest in Information and Communication Technology (ICT) for Development and Electronic Governance communities. There is growing consensus that governance mechanisms must complement access to technology to achieve greater impact on development. However, few or no rigorous research exists to show how such mechanisms can support the delivery of mobile services to vulnerable groups. This study fills this important gap by first providing a conceptual framework, based on the Choice Framework and the Structuration Theory, to elaborate on the relationship between ICT, governance and citizen capabilities. Second, the framework is applied to analyze livelihood needs of 45 women head porters interviewed in Accra. Third, as all women under study have access to mobile phones, we determine which governance mechanisms are needed to support the delivery of mobile services to them. Results show that three governance mechanisms enable the contribution of mobile technology to meeting the livelihood needs of this group: 1) updating financial and telecommunication regulations to enable the provision of mobile-based services e.g. mobile microfinance, to vulnerable groups; 2) mobilizing local communities in the production of local contents; and 3) engaging non-governmental organizations in building capacity of government agencies in mobile service delivery and in training vulnerable communities in effective use of mobile technology to access information and services critical to their needs. We conclude by discussing the use of the Structuration Theory along with the Choice Framework to shape development processes based on citizen needs and by discussing the applicability of our framework to similar vulnerable groups.  相似文献

Many adjectives are used in the context of transforming government including making it more open, transparent, participative, agile, responsive and so forth. Most, if not all, of these adjectives are either in themselves public values or reflect one or more underlying public values. This paper examines the relationship between information and communications technology (ICT), transformative government and such public values and proposes a framework for further research. A study of the literature on public values is used to develop a typology of public sector values likely to be affected by ICT. This impact is examined for a number of these values. For others hypotheses about the impact of ICT on other values are then posited. It is argued that ICTs can and do have transformational impacts on public values, though not always for the better, concludes that values are a potential powerful lens for considering such impacts and sets out a programme of research into these relationships.  相似文献

The literature on e-governance has highlighted the potential of ICTs to enable good governance and socioeconomic development by leveraging stakeholders and resources within and outside the government to address specific challenges. A significant challenge in many developing countries is the inability of large segments of the population—particularly, the vulnerable poor—to receive and benefit from services or public provisions because they lack a means of formal identification. Various digital identity projects worldwide have attempted to address the problem through an umbrella approach dubbed identification for development (ID4D). However, little is known about how digital identity advances e-governance by enabling socioeconomic development through inclusion. This study examines the inclusion and developmental significance of digital identity by drawing on thematic analysis of secondary data from 40 published studies based on the empirical context of India’s Aadhaar—the world’s largest digital identity scheme which enables service delivery to over 1.2 billion people. From our analysis, we identify themes of digital identity and socioeconomic inclusion and develop a theoretical account of their relationship. The resulting framework contributes towards advancing e-governance for development by showing how digital identity might enable inclusion.  相似文献

The purpose of this paper is to offer a critical discussion of information system adoption in the public sector (often referred to as e-government) and to contribute to the debate by offering a public value perspective. The paper points to the public value paradigm as an alternative approach to studying ICT-enabled public sector reforms. This paradigm, we argue, proposes an alternative way of framing the nature of the problems faced when ICT enabled public sector reforms are initiated and studied. The public value perspective proposes a new and richer context in which to study and research these phenomena. It also calls for the redefinition of the ways we assess e-government in the context of public sector reforms. It is therefore seen as vital to evaluate the socio-political impact of ICT adoption in the public sector.  相似文献

More and more public administration emphasizes how Information and Communication Technology (ICT) can be used to support transformational change in governmental functions globally to achieve efficiency and cost-effective service delivery to citizens. Bangladesh public administration employs energies to achieve this goal. Experience in some developing countries has shown that e-governance can improve transparency which leads to, among other things, corruption control and poverty reduction. This article examines the role that e-governance can play in the modernization of public administration for efficient and effective service delivery to the citizens of Bangladesh, as well as its potential to control corruption and reduce poverty. Based on the lessons learned from successful practices in developing countries and literature review, it suggests that e-governance can play a significant role for corruption control and poverty reduction, and thus offers opportunities to cost-effective service delivery to the citizens in Bangladesh.  相似文献

Evidence from literature reveals that good governance practices influence citizens' attitudes and behaviours towards the government. Therefore, grounded on the good governance theory, the current study aimed to empirically examine how good governance practices promote public trust with the underlying mechanism of perceived government response on COVID-19 (PGRC) and moderating role of government agency's provision of quality information on social media (GQS). The data was collected from 491 followers of the Facebook account, Instagram, and Twitter pages of a government news agency, i.e., Associated Press of Pakistan and were analyzed using measurement and structural model by employing SmartPls 3.3.0. The results revealed a direct and indirect association of good governance practices with the public's trust in government via PGRC as mediator. Likewise, results showed that GQS interacts with PGRC and augments public trust in government. This study tried to contribute to the body of knowledge while addressing the gap related to the dearth of literature regarding government use of ICT during the COVID-19 pandemic to harvest benefits from social media while communicating with citizens on a larger scale. Moreover, the current study offers valuable practical and strategical recommendations to agencies and policymakers.  相似文献

Information communication technology (ICT) in government agencies as well as educational and research institutions facilitates an efficient, speedy and transparent dissemination of information to the public and other agencies for performance of government administration activities. The importance of ICT in governance has been recognized the world over. E-governance highlights several elements of good governance such as transparency, accountability, participation, social integration, public financial management reform and development. This study is based on research and personal interviews of selected representatives of the Government of National Capital Territory of Delhi. The findings of this study highlight the role of Internet, particularly the World Wide Web (WWW), which has made it easier for citizens to locate and download official information and to conduct transactions. Information management agencies such as libraries and knowledge centres play a vital role in supporting transparent and accountable governance in this digital era. E-government needs to be integrated into the broader public management framework so as to make a substantial change in the government to citizen (G2C) relationship.  相似文献

An attempt is made in this paper to gain an understanding of the current and potential impact of the new information and communication technologies (ICTs) on the Small Island Sates of the Caribbean, in particular those populations living in rural communities. The introduction briefly examines the impact of ICTs on society and calls for alternative channels for government to serve rural communities through the use of Multi-Community Access Centres (MCACs) or information kiosks available at libraries, police stations, tourist information centres and post offices, as an e-governance initiative in the creation of “smart communities” and as a grassroots effort. No analysis of ICTs on government's functions would be complete if we did not address the growing debate on the digital divide. In this paper a section is devoted to this and it summarily addresses the growing divide between the developed and the developing world and the potential of these islands to leap–frog barriers to information flows and access. The heart of the paper examines the impact of the Internet on small island economies and the growing use of the Internet in key sectors of each economy. Since this paper is about governments’ use of ICTs to transfer business transactions onto the Internet to service their populace, some discussion is undertaken and considers ways in which innovation has impacted on governments’ services and the early attempts by some Caribbean administrations to implement e-governance. E-Voices illustrates how certain government measures affect some vulnerable groups in society and ways in which they can broker power to participate in the process. This study investigated the impact of using community radio stations to extend information and communication technology (ICT) benefits to poor communities in South Africa. Six community radio stations in six rural South African communities were studied, using face-to-face interviews, community conversations, and observation method. The study found these radio stations have ICT presence, but because of a lack of resources they are only able to allow their stakeholder communities' indirect access to these technologies. It concludes that for these stations to realize their full development potential of extending ICTs to poor rural communities in South Africa, collaborative innovative strategies will have to be instituted.  相似文献

To lay the foundation for the special issue that this research article introduces, we present 1) a systematic review of existing literature on the implications of the use of Artificial Intelligence (AI) in public governance and 2) develop a research agenda. First, an assessment based on 26 articles on this topic reveals much exploratory, conceptual, qualitative, and practice-driven research in studies reflecting the increasing complexities of using AI in government – and the resulting implications, opportunities, and risks thereof for public governance. Second, based on both the literature review and the analysis of articles included in this special issue, we propose a research agenda comprising eight process-related recommendations and seven content-related recommendations. Process-wise, future research on the implications of the use of AI for public governance should move towards more public sector-focused, empirical, multidisciplinary, and explanatory research while focusing more on specific forms of AI rather than AI in general. Content-wise, our research agenda calls for the development of solid, multidisciplinary, theoretical foundations for the use of AI for public governance, as well as investigations of effective implementation, engagement, and communication plans for government strategies on AI use in the public sector. Finally, the research agenda calls for research into managing the risks of AI use in the public sector, governance modes possible for AI use in the public sector, performance and impact measurement of AI use in government, and impact evaluation of scaling-up AI usage in the public sector.  相似文献

This paper discusses the results of analysis of mapping ICT-enabled social innovation initiatives promoting social investment across the European Union. The key goal of the research is to provide a deeper understanding of how EU Member States can make better use of ICT-enabled social innovation to implement the actions suggested in the EU Social Investment Package (SIP). The findings of the analysis shed light on the main characteristics and patterns of the initiatives assessed according to an original conceptual framework, and taking into account the characteristics of different welfare systems and service models. Building on the analysis, the paper draws conclusions in terms of the contribution made by ICT-enabled social innovation to the implementation of social investment policies. It also provides recommendations for future research, and outlines implications and possible directions for policy. The conclusions are set to help policymakers and practitioners to use ICT-enabled social innovation to modernise EU welfare systems, providing better and more efficient social services and increasing the wellbeing of citizens. At the same time, the documented research design, its proposed terminology, theoretical framework and empirical findings contribute to the growing scientific interest and debate about ICT-enabled innovation in the field of social services and social policy redesign within the scope of the emerging discussion on the renewed agenda for Social Innovation being shaped as part of the debate on the future of Europe.  相似文献

Although much has been written about formal archival spaces, little scholarship has addressed the physical spaces of community archives. This paper asks: How do community members imagine the physical spaces that steward identity-based community archives? Based on focus groups with more than 54 community archives users at five different community archives sites across Southern California, this paper examines how members of marginalized communities conceive of the physical space inhabited by community archives representing their communities. The sites explored range from a prominent location on a university campus, to storefronts, strip malls, and small cinderblock buildings. Yet across sites, users spoke about community archives spaces as symbolic and affectively moving locations. Many users described their community archives site as a “home-away-from-home,” marked by intergenerational dialog and a profound sense of belonging. For other users, community archives sites were described as “politically generative spaces” which foster dialog and debate about identity, representation, and activism and enable the community to envision its future. And yet, while the very existence of community archives is political, many participants felt that the full political potential of these sites is not yet realized. By listening to the voices of the communities represented and served by community archives, our research both indicates that a shift is warranted in archival metaphors of space and reveals how community archives are personally and politically transformative spaces for the communities they represent and serve.  相似文献

The objective of this paper is to examine the capacity of the Canadian federal government to effectively harness information technology (IT) as an enabling force in its efforts to meet the present and emerging challenges of a digital age. The main thesis of this paper is that this necessary transformation in public sector governance and accountability is likely to be blocked by an administrative culture that may be ill suited for a digital world. In terms of how governments respond, our two sets of explanatory factors will be determinant. First, partnerships, and the emergence of new collaborative dialogues within government, between governments, and across sectors are a critical dimension. The second, and quite related variable lies in the necessary leadership of people –new skill sets, and new leaders will be required to both empower knowledge workers and defend experimental action. Yet, it is not only the skills composition of workers altering in a digital era, but rather the broader transformations of both everyday and organizational life that are also at play. In this sense, digital government must reposition itself to become an engaged and constructive partner in shaping the new governance patterns that will otherwise render it rudderless. Government must produce a new “culture” in order to harness the enormous potential of digital government.  相似文献
