Journalists working in newspapers frequently resort to retrospective reference to make news presentation more attractive and informative to the reader. Realizing the impact that the library can have on newspaper production, some newspaper managements maintain a library/inhouse information system for the provision of a comprehensive service to the editorial department. This study was undertaken with the objective of assessing the present state of newspaper libraries in Kerala with respect to their administrative set-up, organizational efficiency, library collection, technical processing, services, personnel and physical facilities. Libraries/information units attached to newspapers having a circulation of above 50 000 were chosen for study. Data were collected through questionnaires, interviews, examination of the relevant files and records, and by personal observation. The study revealed that the book collection of the newspaper libraries in the state of Kerala in South India is inadequate. Books are not procured regularly and even the reference books available are outdated, old editions. Newspaper managements do not seem to be enthusiastic about developing a library collection containing the latest edition of important reference books. The available materials are not properly classified and catalogued in most of the libraries and adequate measures are not taken for preservation of library materials. No comprehensive clippings indexing services are available in the majority of the libraries. Library personnel employed in the newspapers in Kerala are totally inadequate from the point of view of both quality and quantity. The problem of space is faced by almost all libraries and reading materials lie scattered in different places because of this shortage of space. Thus the picture presented by the libraries of the newspapers in Kerala is far from satisfactory.

Newspapers in university libraries have never fared well as a basic information resource. They are used rather to supplement an enlightened patron’s daily dose of gossip. It is the writer’s contention that newspapers provide more than this. They popularize knowledge and make it more accessible. They are important to research, fundamental to language and area studies as well as to scientific, legal and historical study. They are documents of history.

The result of this survey is organized in five parts: controlling, delivery of services, development, size and methods of handling, and display.

The findings indicate that newspapers are treated as serials and receive handling similar to that of serials. It also reveals one of the great distinctions libraries make between serials and newspapers: newspapers for the most part are not classified and therefore have not been fully integrated into the service provisions of the library. Therefore the university libraries’ newspaper collections should be organized for maximum use.

This is an exploratory study of public library services in Singapore for young people (defined as those people between thirteen to nineteen years of age) who are wheelchair bound. The research was carried out originally in 2000, but the study still informs policy makers in the Singapore system. Three main research questions are explored:
  • What are the information needs of wheelchair-bound young people?

  • What are their perceptions of libraries and library services?

  • What are the problems they face in using library facilities and services?

The study involves eleven wheelchair-bound people between the ages of twelve and twenty who were selected by means of a purposive sample.

Findings indicate that most participants enjoyed reading books but did not read newspapers. The computer was used primarily as a recreational tool, and the convenience of the Internet appealed to them. There were, however, problems in using computer equipment in the libraries. School libraries were generally inaccessible. There were also problems in using public library services and facilities as well as being in public places. Their use of public libraries was infrequent. They were unaware of the full range of library facilities and services.

The study concluded that there was a need and demand for library services by wheelchair-bound young people. Their information needs and reading habits were no different from those of any young person. Current library promotions were inadequate in stimulating or sustaining their awareness and interest. Transportation was the main obstacle in getting to libraries. The problems faced in using libraries were mainly related to architectural and physical access to library facilities and services.

In order to gain insight into the collection management of children's books by British public library services, five case studies were undertaken in 1989. These studies uncovered a diversity of procedures but no comprehensive provision of collection management policies. Reasons for compromising on the ideal were found to be related to inadequate staffing rather than to a lack of concern.

The traditional library organization for over forty years has been divided into technical services and public services. The age of automation, however, is bringing these two areas much closer together, and in some large academic libraries, the technical services librarian and the public services librarian are the same person. The work done in serials acquisitions and collection development is now available online in many libraries. Several libraries also have automated serials control and cataloging capabilities. With the advent of online access to serials, reference, interlibrary loan and library instruction services have simplified the work demands for the reference librarian. This conclusion suggests that cooperation between technical services and public services is the logical solution to provide the best possible service to the library patron.

ABSTRACT

Most library buildings were built thirty or more years ago. As a result libraries are sharing a common situation. There is little or no room to add more books onto the shelves, and there are odd spaces throughout the stacks which are not being used. Jackson Library, University of North Carolina at Greensboro, faced this challenge and grew space by utilizing what was available through a complete analysis of the collection and how much space is needed to house the growing collection. How this was accomplished is presented here so that other libraries might benefit from Jackson's experience.

This paper discusses the activities of Book Aid International (BAI) in Nigeria and commends it for its assistance with libraries. The development of libraries in a developing country like Nigeria is described as a Herculian task brought about by inadequate official support coupled with dwindling financial allocations. This paper also discusses the devastating effect of the economic depression of the early 1980s on libraries, as many could barely replenish their stock, either through local sources or through importation. BAI has been helping to end the book crisis in Nigeria through donations. Within the last four years, over half a million volumes have been shared among certain libraries. Various types of libraries have benefited from the project. Suggestions have been made that BAI should not limit its assistance to only books, but should also include journals and provide training for library personnel. Other agencies and organizations are being called upon to emulate BAI in assisting libraries in developing countries. The paper concludes by calling on the Nigerian government at various levels to be more committed to developing a comprehensive library system.

When attempted on a modest scale, local history col- lections can offer a unique component to the library's repertoire of reference services. Establishing a local history collection has both short- and long-term implications concerning library policies, space allocation, staff time, staff training, and budgets. Because of this, -. the small public library should clearly and realistically establish a collection policy which will not place an undue burden on its re- sources. Assessing community needs is a critical part of this pro- cess. Small public libraries should not attempt to duplicate or com- pete with other institutions for local material. Rather, the library should seek to fill the void in public service in cases where there is no extant collection available to the public.

Abstract

Administering special collections within an academic branch library presents challenges in the areas of public services, collection management, facilities planning, and staffing. In art and architecture libraries, special collections can include a variety of materials such as rare books, trade catalogs, builder's guides, graphic and visual materials, artists' books, archival records in many formats, and files of ephemera. Public service issues relating to the administration of special collections housed in an architecture branch library (and its off-site repositories) will be addressed. Collection care and access services will be examined in light of recent technologies.

By means of a mailed questionnaire, a study was undertaken to assess the collection development resources and procedures of public libraries in a developing country, Nigeria. Usable responses were received from nine of the nineteen public (state) library services in the country. The results show that Nigerian public libraries receive grossly inadequate funds, especially for acquisition of library materials. Consequently the libraries' collections are small. There is no uniform pattern of allocating staff to the acquisitions departments, which are over-staffed in relation to their workloads. It was found also that slightly differing acquisitions procedures are adopted by the various public libraries.
