ABSTRACT

This article focuses on the interplay between institutional arrangements, family strategies, and market devices in the transition to higher education (HE) in France with a view to documenting both persistent features of the French ‘conservative’ educational regime and recent changes, in particular those related to neo-liberal influences. Using a theoretical model inspired by research on welfare regimes and integrating key elements of the sociology of networks, institutions, and markets, as well as data from a comprehensive qualitative study, the article focuses on three main topics: the impact of both institutional stratification and family choices on segregation and channelling into HE; the framing of students’ choices generated by impersonal policy instruments and personal human guidance; the role of private providers and agencies, as well as the devices they use to influence students’ transition to HE. The conclusion emphasises the impact of these different processes on the perpetuation of educational inequalities.  相似文献

Patterns of participation in higher education (HE) in the UK, as elsewhere, have been marked by social inequalities for decades. UK Governments have responded with a plethora of policies and agendas aimed at addressing this broad social issue. However, little is known about how higher education institutions (HEIs) interpret and ‘enact’ these policies in relation to institution-specific contexts. Drawing on concepts from policy sociology this paper examines how HEIs in one nation state, Wales, enact its Government’s policy on ‘widening access’ to higher education. Interviews with a range of ‘policy actors’ along with analyses of institutional ‘widening access’ policy documents, reveal divergences between HEIs in how this policy agenda is interpreted and delivered. These differences reflect institution-specific contexts – not least their internal politics and assumptions about the type of students they admit, but also their interests and priorities in relation to their positions within a global, marketised, HE system. The implications of this for the reproduction of university hierarchies in the UK, as well as social inequalities more generally are brought to the fore.  相似文献

Increasing mature students’ access to higher education (HE) is a worldwide priority. In Portugal, the 23+ policy which was launched ten years ago opened HE to these students. A critical analysis of eight years’ data on the universe of mature candidates in HE in Portugal shows that this “opening” varies in inverse ratio to the social prestige of institutions and subject areas. The private polytechnics and the soft sciences display a greater receptiveness than the public universities and the hard sciences. This article demonstrates that mature students save the HEIs that are less sought-after by “traditional” students and argues for fairer access to the most prestigious HEIs and programmes.  相似文献

Government policies are central factors shaping the environment of higher education institutions. European governments have included in their higher education political strategies the principal goal of implementing the European Higher Education Area (EHEA). The perceptions that key actors of higher education institutions (HEIs) have about political developments are important as they may influence the achievement of government policy. The Bologna Process is at the heart of policy coordination, the instrument selected at European and national levels to establish EHEA. This article seeks to discuss empirically the views of institutional actors about the Bologna Process, taking into consideration the achievement of EHEA. The discussion is based on the analysis of the EHEA implementation in seven HEIs located in four higher education systems — Germany, Italy, Norway and Portugal. This paper draws on the theoretic-methodological approach of the policy cycle to analyse the perceptions of HEIs' constituencies about Bologna.  相似文献

ABSTRACT

Official policy texts in England have long assumed that students make their Higher Education choices in an individualized, rational and context-free manner. Under the Conservative-Liberal Democrat Coalition government (2010–2015), a greater emphasis was placed on accomplishing higher levels of widening participation in elite institutions. Those who do not progress to such institutions, or to HE at all, are presented as having ‘low aspirations’. Using data from an ESRC funded narrative inquiry of socioeconomically underrepresented Further Education students’ HE decision-making and choices, I demonstrate how they aspired highly while initially showing competitive and individualized choice strategies. However, financial constraints led to the renegotiation of their aspirations over time, leading them to compromise for ‘reasonable’ rather than ‘preferred’ HE options. Subsequently, this had negative impacts upon the participants’ subjectivities. The article provides support for arguments against current individualized conceptualizations of ‘aspiration’ presented by policy, and proposes approaches to move away from this.  相似文献

Higher education institutions (HEIs) strive to meet international students' needs and expectations regarding their learning environments. Current literature covers a wide range of needs, expectations, and HEIs' responses. However, there doesn't seem to be a consensus about the needs and expectations to be addressed. A coherent theoretical framework may help HEIs identify areas of need and provide additional resources and comprehensive services. We performed a systematic review to obtain an overview of international students' needs, expectations, and experiences regarding their learning environments as described in the literature. We categorized students' perspectives into dimensions. Subsequently, we investigated whether these dimensions related to the three key domains outlined in the theoretical framework and the coverage of these key domains by HEIs. Sixty-three studies were eligible for inclusion. We identified 18 dimensions of international students' needs, expectations, and experiences that could be mapped onto the framework. Based on these results, the content of the three domains could be summarized as goal direction, relationships, and supporting services. Thirteen studies covered one domain, 14 covered two domains, and 36 covered three domains. To provide optimal support, HEIs should cover all three domains. Our study may help to better understand and optimize learning environments for international students.  相似文献

Articulation across the further education/higher education (FE/HE) interface is of vital importance in addressing the government's widening participation agenda. Many institutions are grappling with how best to prepare students to make this transition particularly when they are direct entrants and join ongoing cohorts of students who are already familiar with the HE environment. At one new Scottish university, the generic module ‘Next steps at university’ aims to prepare students for life at university and to help them acquire the necessary key skills for coping with HE delivery and assessment regimes. This paper presents an overview of the basis on which the ‘Next steps’ module curriculum was designed with respect to content, delivery methods and assessment then analyses the performance and progression outcomes for 103 students who successfully completed the module. These outcomes are set within the context of institutional figures and the beneficial impact of ‘Next steps’ is explored in quantitative terms with respect to progression, retention and performance statistics.  相似文献

Low application rates of state school students to elite universities have been identified as a factor in their limited participation in elite universities. This article explores the role of teachers in state schools and colleges in guiding higher education (HE) choice. Drawing on qualitative research with teachers and students in six institutions, we identify differential practices that corroborate explanations of an ‘institutional habitus’ shaping students’ likely pathways to HE. However, we suggest that attention is paid to teacher habitus, demonstrating how teachers’ political and ethical dispositions as well as their social capital are potential factors shaping students’ decision‐making about HE, and elite university applications in particular.  相似文献

Diversity has been an important topic of research for some time in higher education, though the purposes underlying this attention have varied across national and regional contexts. In many parts of the world, the term diversity has been emphasized with regard to variety among the programs or services provided by academic institutions, and differences among the types of institutions themselves. It is particularly important to discuss whether different dimensions of diversity may influence the degree of effectiveness of higher education (HE) in fulfilling its contribution and relevance to economic and social development. We are particularly interested in analyzing whether unitary or binary systems present significant differences in different dimensions of diversity that may be relevant to enhance higher education institutions’ (HEIs) contribution to territorial cohesion, notably by enhancing the local stock of human capital and contributing to the social and cultural development of their regions. Therefore, we propose the following research questions: *Are there relevant patterns regarding different dimensions of diversity between unitary and binary HE systems? *In the case of binary systems, is it possible to find relevant differences in different dimensions of diversity between universities and more vocational HEIs? By looking at these questions, we aim at contributing both to the literature on HE institutional diversity and to the study of the role played by HEIs on regional development.  相似文献

Drawing on Bourdieu’s theory and using Durkheim’s concepts of ‘social fact’ and ‘regulation’, this article examines the place held by public universities within the French higher education (HE) system, breaking with the purely bureaucratic vision prevailing in France today. By setting aside some of the main received ideas about the effects and meanings of student selection and drop-out, the article suggests that public universities play an essential role in regulating the successive flows of first-generation students through French HE. It is precisely because public universities are non-selective that they are able to play this role. Finally, the distribution of HE choices and students’ dropping out are both considered as products of a structural and institutional process of regulation.  相似文献

During its time in office, the UK’s Labour government gave a strong message that having caring responsibilities for a young child should not be seen as a barrier to engaging in education and training. Its widening participation strategy included a specific commitment to increasing the number of mature students in higher education (HE) – students who are more likely than their younger peers to have caring responsibilities for dependent children. Furthermore, considerable resources were devoted to encouraging teenage mothers to return to education and training soon after the birth of their child. Nevertheless, despite this policy focus, there have been relatively few studies of the experiences of ‘student-parents’ within HE. This paper draws on findings from a cross-national study (funded by the Nuffield Foundation) to explore the support currently offered by UK universities to students who have parental responsibilities for one or more children under the age of 16. It compares this support to that offered by Danish institutions, to assess whether differences in ‘welfare regime’, the structure of the HE system and pervasive assumptions about gender relations have any discernible impact on the way in which student-parents are both constructed within institutional cultures and assisted by institutional practices.  相似文献

For many UK higher education business schools, the continued recruitment of UK, EU and international students is crucial for financial stability, viability and independence. Due to increasingly competitive funding models across the sector, many institutional leaders and administrators are making decisions typical of highly marketised consumer environments. Thus, this paper explores academics’ perceptions of the impact of consumerisation in UK higher education business schools. To achieve this, 22 business school academics were interviewed within three UK higher education institutions (HEIs) in the North of England. Participants had a minimum of three years teaching experience. Data was analysed using template analysis taking an interpretive approach. The findings indicate that academics perceived the introduction of tuition fees to have been the catalyst for students increasing demonstration of customer-like behaviour: viewing the education process as transactional, with the HEI providing a ‘paid for’ service. It is argued that these changes in UK higher education have created tensions between university leaders and academics, creating genuine dilemmas for those with decision-making responsibilities who must balance academic integrity and long-term institutional financial viability.  相似文献

This paper explores some of the issues and benefits surrounding the process of accreditation of prior experiential learning (APEL) as one key institutional 'building block' for meeting the needs of adults who wish access to UK higher education institutions (HEIs) course provision. Arguments are advanced whereby APEL could help to 'unlock doors' to HEIs for those (mostly part-time students), who have traditionally been denied access or advanced standing to HE courses because of personal, socio-economic or institutional constraints. The paper also provides a basis for APEL based on educational grounds. Reference to a three year study/project in a Canadian institution, where criteria were evolved that eventually led to the establishment of APEL policy and procedures along with the evolution of the necessary infrastructure, is also made. APEL is also presented as a human resource/career development process that can gather momentum, gain commitment and support from the private sector.  相似文献

Higher education institutions (HEIs) in the UK and elsewhere are having a hard time, pushed into the marketplace with the turn to ‘academic capitalism’ and now suffering the effects of the economic downturn. Increasingly, the discourse of ‘excellence’ is being invoked as HEIs are held to account and public funding for research is predicated on the basis of ‘impact’. What effect is this having on the long‐established ideals appealed to in the idea of a university (if such an idea can be said to exist)? This paper adopts an autoethnographic approach in order to examine the ways in which dominant discourses are operationalised in the university through everyday communications and how, in turn, this impacts on the development of academic identities. The aim of this paper then is to examine the often uncomfortable point of insertion between the personal and the institutional in and through which subjectivities and identities are constituted as a means to understand the state we're in.  相似文献

Amid growing debates around international assessment tools in educational policy, few have critically examined how students themselves are cast in policy tool production processes and discourse. Drawing on Stuart Hall's concept of representation, we show how higher education (HE) ‘students’ are constructed, fixed and normalized by the Organisation for Economic Co-operation and Development's (OECD) Assessment of Higher Education Learning Outcomes (AHELO) initiative. Based on an analysis of AHELO texts, we argue that the OECD, during the early stages of test production, fixes and circulates the meaning of ‘students’ as represented objects. We identify and analyze two distinct representational practices at work in AHELO texts: classifying and organizing, and marking. We posit that by fixing images of the student as an object of learning and as a consumer–investor subject, the OECD creates ‘usable’ representations of ‘students’ to claim jurisdiction over teaching and learning in HE and to justify intervention through standardized testing.  相似文献

ABSTRACT

The National Student Survey (NSS) seeks to measure how ‘satisfied’ students are with their programmes of study and educational experience. Ongoing NSS data demonstrates that global satisfaction scores are increasing; however, when this is separated into disabled and non-disabled students, downward satisfaction trends for disabled students are apparent. Around half of these students will have dyslexia. This ‘snapshot’ documentary analysis evaluates the currently publicly available information outlining the support services that are available for students with dyslexia. The survey focuses upon a sample of higher education institutions (HEIs) in England. Findings indicate that there are notable differences in the types and consistency of support offered across the sample institutions. The most frequently used model is that of additional learning support (ALS), where support is provided outside of the usual class contact time. Mentoring provides benefits for students with dyslexia but fewer than half of the institutions surveyed offered this. Subject specialist mentoring is particularly beneficial but there is little evidence of this taking place. There is a level of support in all the institutions that appears to meet the requirements of the Equality Act (2010) but this does not necessarily indicate that dyslexic students are supported in the most effective way.  相似文献

The considerable focus on capturing the ‘student experience’ has not been matched by investigations into the views and experiences of those teaching and managing programmes. This study aims to contribute to redressing the balance. An online survey of staff responsible for Postgraduate Taught (PGT) programmes in the UK elicited 382 responses from staff in 60 different institutions. Findings relating to perceptions of challenges their students face, students’ preparedness for Master's level study and the influence of institutional culture are reported. PGT students were seen as dealing with complexity and juggling multiple demands. A gap between PGT students’ readiness for study at this level, the QAA's vision of Master's study, and institutional assumptions about student support required was identified. For this gap to be closed, we suggest a review of institutional practices is required.  相似文献

The restructuring of higher education (HE) according to neoliberal market principles has constructed the student consumer as a social category, thereby altering the nature, purpose and values of HE. In England, a key government attempt to champion the rights of the student consumer has taken the form of institutional charters which indicate the level of services students can expect to receive and what they will be expected to do in return. Pierre Bourdieu’s conceptual framework is applied to analyse the dynamics of practice in the context of the intensification of marketisation in English universities. The impact on student identities and learning processes, on the curriculum and on the academic practices of faculty is explored. By studying the production of institutional information related to charters, a particular image of the ‘good’ student is promoted to prospective students, which simultaneously regulates current student expectations. We argue that the marketisation of learning may result in passive and instrumental learners, a reduction in the range of disciplinary knowledge and a deterrence of innovation in teaching practices, all of which impact on the public good functions of universities.  相似文献

This paper examines the impact of introducing a Research Evaluation Exercise (REE) on Italian undergraduate students’ enrolment choices. We investigate whether subject groups in higher education institutions (HEIs) that performed better in the REE also benefited from more student enrolments and the enrolment of students with better entry qualifications. To this aim, we use a before-after estimator that exploits differential treatment intensities across HEIs and subject groups. Our analysis demonstrates that the REE had a positive effect on student enrolment, but only in the top-performing HEIs. The effect was larger for high-quality students, namely those with better high school final marks or coming from the academic track. Further exploratory analysis suggests that there was a reversal in the effect with the second REE, with only medium- or bottom-performing HEIs gaining more enrolments as a result of improving their performance.  相似文献
