Background: The current global cohort of youth has been called ‘a generation at-risk’, marked by a dramatic rise in youth who are not in employment, education or training programmes. In 2010, youth were three times as likely as adults to be unemployed, with youth unemployment worsening in 2012 and 2013. Accordingly, there is an urgent need to examine educational structures that can promote greater labour market attachment and successful transition into employment for youth worldwide. Vocational and work-based education (WBE) has been identified as one of the most recommended and promising educational structures for curtailing youth under- and unemployment. However, WBE takes many forms, making it difficult to discern which WBE programme is most likely to meet the diverse needs of any individual at-risk youth. Moreover, there has been a dearth of theoretical conceptualisations to explain WBE as a context that promotes resilience for at-risk youth as they transition into the world of work.

Purpose: The purpose of this paper is to present a revised model for WBE as an enabling context for at-risk youth in transition from school to employment. Specifically, a person-in-context approach is used, situating youth-related facets (e.g. agency) in relation to systemic facets (e.g. political, cultural) to provide a comprehensive theoretical basis for WBE. The revised model maintains three overlapping domains – the individual, the social-cultural and the economic-political – to address a theoretical gap in the literature on transition systems while providing a foundation for practical efforts to prepare at-risk youth for engaging in a changing labour market.

Design and Methods: The model was constructed through a systematic and interdisciplinary integrative literature review that examined empirical, conceptual, policy-based and practice-based literature on at-risk youth transition from school to work. Articles and documents were analysed for both individual and contextual factors that influence transition, in order to contribute towards the development of a robust person-in-context model. Existing models of transition and other systems were also examined that addressed the needs of at-risk youth. A ‘person-in-context’ approach was selected for our model as it enabled representation of both macro- and microcosmic factors that shape effective WBE programming.

Conclusions: The model is organised around three critical domains that were identified as being influential for school-to-work transition: the individual domain, the social-cultural domain and the economic-political domain. Within each of these domains, multiple facets are described that shape youth transition. WBE is positioned at the centre of the model as an educational structure that can attend to the multiple facets that shape engagement in school and work. The paper concludes with an explicit research agenda linked to the model and practical implications for WBE programming.  相似文献

This article presents a critical analysis of mentoring for social inclusion. It traces its dramatic international expansion as a tool of education policies in the 1990s, and identifies a new model, ‘engagement mentoring’, which seeks to re‐engage ‘disaffected’ young people with the formal labour market, and to engage their commitment to dominant interests through shaping their dispositions in line with ‘employability’. Mentors are treated as vehicles for these objectives, their dispositions also subject to transformation according to gendered stereotypes of care. The model is illustrated by a case study of engagement mentoring, and feminist readings of Bourdieu and Marx are used to relocate it within the socio‐economic context from which it is usually disembedded. The article concludes that engagement mentoring constructs the habitus of both mentor and mentee as a raw material subjected to an emotional labour process.  相似文献

The rise of post industrial urban centers and global communication technologies has created a distinctive Urban Youth Culture (UYC) with roots in Black history and social activism. In the discourse on education and Black youth, UYC is rarely seen as a positive force promoting academic achievement and self esteem. Drawing on the voices of Black urban youth in an all-male high school mentoring program, this article offers an affirming view on the significance and pragmatism of UYC to a group of young men at an East Coast high school. Findings reveal that the young men related to and relied on UYC to help them negotiate school and establish positive academic and social identities for themselves.  相似文献

This article presents a comparative analysis of the determinants of early school leaving (ESL) at the country level. We decompose ESL rates into two components: a ‘primary’ rate reflecting unqualified school leaving from initial education, and a second component accounting for early school leavers who participate in training programmes. Both may be influenced by structural and policy determinants. We examine how the ESL rate is affected by macro-economic and social context variables such as GDP/capita, growth, poverty, and youth unemployment, as well as system characteristics of the education system (such as legal school leaving age, grade retention, early tracking, and size of vocational education) and the labour market and social protection systems (minimum wages, unemployment insurance).  相似文献

Mentoring programmes have gained increasing popularity in institutions of higher education to support undergraduates in community service or outreach efforts. Many of these programmes partner mentors with inner‐city youth, providing assistance in underserved communities while mentors gain experiences that connect theory and practice. Here we report on two years of fieldwork in a Community Technology Centre that created mentoring partnerships in which 36 liberal arts undergraduates engaged with local youth to design, create, and build technology projects involving graphics, video, music, and animation. We analysed over 200 field notes, which described their mentoring interactions over eight weeks and conducted exit interviews about their mentoring experiences. Our results indicate that mentors participated not just as more knowledgeable peers but also as facilitators, advisors, observers and, most importantly, as learners in this process. In the interviews, nearly all mentors reviewed assumptions about their own learning and mentoring, in addition to reflections about social issues. We discuss the importance of these findings for conceptualising mentoring as a partnership by creating more equitable interactions in service learning initiatives. We also address the role of constructionist activities in facilitating learning opportunities for both mentors and mentees.  相似文献

This study adopts a nationwide survey data set between 2005 and 2013 (Chinese General Social Survey) to explore the influence of the massification of higher education on the transition of Chinese youth into the labour market. Data analysis reveals two major findings. First, the economic returns to college education of recent cohorts of university graduates (those who have graduated from universities not more than 3 years ago) are lower than the cohorts who graduated in 2005 and 2006. Second, recent cohorts of college graduates are likely to work in the urban informal sector, unlike their senior counterparts. These findings could partially be explained by skills mismatch in the labour market but a comprehensive understanding of graduate unemployment in China could be obtained by bringing the broader political economy perspective into the analysis.  相似文献

Universities worldwide are developing peer mentoring programmes to assist first‐year students’ transition into university life. Awareness of the mentees’ experiences in the mentoring programme – the successes and challenges – contributes to ongoing planning for successful transition for first‐year students. Also, understanding the mentors’ experiences can contribute to the success of the programme and, more importantly, can lead to strong self efficacy for the mentors. This qualitative study appraises a mentoring programme for first‐year undergraduate students from the mentors’ perspective. The mentors’ experiences, both positive and negative, are discussed and a relational model of mentoring is presented. The results of this inquiry have implications for the development of future mentoring programmes, particularly in terms of mentor recruitment and preparation, if first‐year students are to be effectively oriented and supported in their transition to university study.  相似文献

ABSTRACT

The major objective of this introductory article is to set the wider policy context for the present special issue with a particular focus to examine how the massification and internationalisation of higher education has taken place in Asia. More specifically, this introduction highlights the major arguments of articles being adopted in this issue. The contributions have been selected and gathered from presentations in various regional and international research events held in the last few years. Having experienced the growing pressure for enhancing their global competitiveness, governments in Asia are determined to expand their higher education systems to provide more learning opportunities for addressing pressing educational demand, putting additional resources to internationalising student experience and raising the research profile in order to quest for regional education hub and world-class university status. However, the rapid expansion of higher education has indeed created more university graduates than the labour market could fully absorb. It has become problematic when the global market currently experiences economic stagnation. This special issue sets out against such a political economy context to examine issues related to changing labour conditions, youth mobility and challenges for education and urban governance.  相似文献

This paper uses data from the Scottish School Leavers Surveys to investigate trends in the transition from school at a time of deepening recession. The main change observed is the collapse of employment between 1979 and 1983. The paper also describes trends in the distribution of school‐leaver employment, in its industrial and occupational composition, in patterns of movement in the youth labour market and in the role of special programmes. Some of its general conclusions challenge ideas current among some British sociologists. First, youth unemployment (at least among recent school leavers) is no longer significantly connected with patterns of subemployment or frequent job‐changing. Secondly, unemployment has not fundamentally changed the ‘selective function’ of education; credentials have retained their labour‐market value in relative if not in absolute terms. Thirdly, the recent rise in school‐leaver unemployment is very largely a result of the recession—the decline in the aggregate demand for labour—rather than of underlying structural changes that disadvantage young people; most recent changes in the transition from school to work are in principle reversible if the recession ends. The paper assesses the implications of these findings for the sociology of education, and concludes with a discussion of the possible impact of the Youth Training Scheme.  相似文献

The aim of our study was to examine formalized mentoring as a learning strategy for volunteer sports coaches and to consider implications for other volunteer groups in the community. Despite the increasingly popular use of mentoring as a learning and support strategy across professional domains, and the sheer scale of volunteer sports coach activity in many communities, there has been comparatively little research on structured mentoring programmes in such settings. Data are reported from a 12-month longitudinal study of 6 mentors and 18 volunteer coaches who were organized into formal mentor partnerships in one region of the United Kingdom. Findings from our study revealed that mentoring was the result of continuous interaction between coach and context, and that context must be understood in both spatial and temporal terms. The implications for mentoring in other community based volunteer groups are explored.  相似文献

This article explores the process of mentoring in the context of the professional education of teachers and youth and community workers. Mentors and mentees from each professional group were interviewed in depth about their perceptions of the role of mentoring in work‐base learning. Analysis of the data indicates that effective mentoring should involve negotiation between mentors and mentees rather than the imposition of a ‘top‐down’ model of knowledge transfer.  相似文献

Abstract

Some critics have placed the blame for the rise in unemployment in South Africa at the doorstep of schools and universities since they are the initial formal education providers. This article argues that the notion that initial formal education should prepare the youth for the job market overlooks the core business of schools and universities, and the fact that the job market is not static. The article contends that schools and universities are there to prepare learners for life in all its spheres, through the development of literacy, numeracy and critical thinking skills. It attempts to put into perspective the breadth and depth of initial formal education as a foundation for life in its entirety, not just for labour. It argues that the said skills enable the youth to access the wealth of knowledge locked up in texts that attempt to explain the wide spectrum of human experience and possibilities. These skills are taught within broad contexts of specific study fields that open job and service provision opportunities in the labour market. The article maintains that in cases where initial education institutions had adequate resources to accomplish their role, South African education has earned international recognition and its graduates have accessed job markets both in South Africa and internationally. It further identifies possible causes of the perceived current high rate of unemployment among the youth of South Africa, for example, the economic climate of the country and the legacy of inequalities in educational provisioning among others.

The article concludes that the popular criticism that universities operate as ivory towers has long become a cliché, since universities, apart from the conventional academic and professional qualification programmes they offer, also provide a variety of career-specific short programmes for people already in employment.  相似文献

In recent years there has been a growing interest in the comparative study of youth transitions. National and international studies have analysed the role of individual and institutional (education and labour market) factors in shaping the transition from school to the labour market. Using data drawn from a cross‐national database of secondary school leavers and multilevel modelling, this paper aims to improve upon the existing research through the analysis of the effect of school factors (as well as individual factors) on pupils' post‐school outcomes. Results show that school variations in pupils' post‐school outcomes are mainly accounted for by curriculum type in the Netherlands, individual factors in Scotland and a mix of individual and school factors in Ireland.  相似文献

After reviewing (autobiographically) the post‐war historical context, this article outlines some of the key elements of the current assault on public education, especially in the post‐16 sector. It then seeks to identify some of the principles on which less defensive and more proactive curricula and policy responses to this assault might be developed. These, it is argued, need to include attempts both to establish more collective and critical notions of ‘vocationalism’ focused on domestic as well as industrial labour; and, given the extent to which the ‘the youth question’ has been politicized since 1979, to redefine ‘professionalism’ in ways which explicitly acknowledge the need for those working in the public education sector to move away from their more distanced, apolitical conceptions of their roles.  相似文献

‘Enterprise’ has increasingly become part of the United Kingdom’s political grammar and efforts to develop entrepreneurial traits and activities in young people have been a key strand of this policy focus. As the 2008 economic recession saw a curtailed youth labour market, enterprise emerged as an appealing policy ‘solution’ to youth unemployment. Traditional measures of enterprise chart the numbers of new businesses and their survival rates. This article argues these measures tell us little about new business owners: who they are, their motivations, experiences or, own definitions of success. Further, and crucially, such measures ignore the structural constraints surrounding enterprise and the range of social factors that may determine the extent of ambition, and willingness or capacity to take risks. This article argues that although gender and life stage were contributing factors, the young people’s structurally disadvantaged positions emerge as the most significant feature of why the move into self-employment did not tend to increase their economic stability as promised. This provides an important insight into the real-life experiences of young people who are engaging in enterprise activities in the contemporary economic context, as well as the role of third sector organisations in overseeing the transition from education to work.  相似文献

Traditional teacher education’s supposed failure to prepare prospective teachers for classroom realities (the transfer problem) is a widely discussed topic in the teacher education literature. Previous studies have focused on causal relationships between teaching and such factors as pre-service teacher education programmes, contextual factors in the practicum school, and transition shock; however, most of these studies have been set in developed countries, and have paid little attention to the interactions among such factors. This study, involving 35 East China Normal University pre-service teachers, explores the transfer problem in a rural/urban divide context, discusses the possible impacts of pre-service teachers’ previous educational experience (i.e. before teacher education) on their teaching, and examines the interactions among teachers’ previous education experience, teacher education, and practicum schools.  相似文献

In the wake of rising youth unemployment, Third World countries have been urged to diversify their schools' curricula by introducing programmes that link education with production (EWP) in an effort to prepare the youth more effectively for the working world. This study presents a typology of EWP programmes in the Commonwealth Caribbean and examines the extent to which they have achieved their stated objectives. Although programmes in the nonformal education system appear more effective in achieving economic objectives, the author advises against a rejection of EWP programmes in the formal system and draws attention to the plight of vast numbers of youths who do not have access to such programmes.  相似文献
