In this paper, we examine how ethnically diverse, inclusive schools manage their legitimacy in an educational quasi‐market. These schools are often threatened with a loss of legitimacy as ethnic majority parents perceive an ethnically diverse student population and radical pedagogical practices as signs of lower quality education. However, precisely legitimacy in the eyes of ethnic majority parents is crucial to acquire resources, motivate staff members and maintain their ability to offer quality education, necessary to minimize the majority–minority educational attainment gap in the long run. Drawing on a theoretical approach combining neo‐institutional and impression management theories, we empirically investigate how four ethnically diverse, inclusive secondary schools embedded in the highly exclusive Flemish educational quasi‐market manage their legitimacy. Comparing their legitimacy management strategies, we find that maintaining legitimacy is related to (1) formally conforming to dominant norms, decoupling their radical practices by relegating them to the informal sphere; and (2) proactively manipulating perceptions of the school's ethnic diversity and radical pedagogical practices. However, our findings suggest that an ambiguous version of these strategies might be sufficient to achieve this aim.  相似文献

The present study examined the relationship between ethnic diversity in school and educational outcomes, social-emotional functioning, and citizenship competences for bi-ethnic students. The focus of this study is bi-ethnic children with 1 non-migrant parent (with 2 non-migrant grandparents) and 1 migrant parent (with 2 foreign grandparents). It was found that the educational outcomes, social-emotional functioning, and citizenship competences of bi-ethnic students were not related to ethnic diversity. We also focused on the relationship between ethnic diversity in school and educational outcomes, social-emotional functioning, and citizenship competences for mono-ethnic students to determine whether this relationship is different for bi-ethnic and mono-ethnic students. Whereas the relationship was not significant for mono-ethnic minority students, mono-ethnic majority students’ educational outcomes, social-emotional functioning, and citizenship competences were related to a school’s ethnic diversity. This study indicates that the outcomes and social functioning of bi-ethnic students are not related to attending an ethnically diverse school.  相似文献

Inclusive school contexts can promote psychological and social adjustment and enhance learning among students. Changing demographics and 21st-century workplace needs suggest that ethnic diversity is one important dimension of inclusion to consider. This article presents 4 suggestions for how schools can facilitate inclusivity for ethnic diversity that are recommended to be employed in conjunction with one another: (a) school and classroom ethnic composition (i.e., increased ethnic diversity), (b) positive ethnic identity for ethnic minority students, (c) multicultural/diversity training and cooperative learning, and (d) the promotion of social competence and prosocial behaviors. Developmental considerations are discussed and a case is made that improving individual students’ functioning can ultimately promote inclusivity for all students. Assisting students to be ready and able to form friendships with peers from ethnically diverse backgrounds provides them with valuable experience and skills that they can carry forward to new educational, community, and workplace settings.  相似文献

Despite national policies, de facto school segregation for racial/ethnic minority students in the West and East has continued to deepen. In Hong Kong, the segregated school system was abolished in 2013, while from 2004 reformed School Places Allocation Systems encouraged minority students to choose mainstream primary and secondary schools. However, de facto ethnicity-based school segregation continues to prevail. Most minority students in the mainstream system are stuck in low-status schools where they face discrimination and institutional exclusion. This has led many of them to retreat to a limited number of schools that have traditionally catered for minority communities. Such segregation calls forth scholarly attention to the paradoxical correlation between the physical mixing of diverse students and equality of educational opportunity, especially equal access to post-secondary education (PSE)—a key for minority youth to function in the competitive labour market. This study employed the theory of school-based social capital (SBSC) and compared the ways in which PSE-relevant institutional resources and support were rationalised and enacted by staff in de facto segregated and desegregated school contexts. Case studies of two secondary schools lead us to argue that desegregation is only effective when institutional structure, culture and agents empower minority students through access to instrumental resources and support for the pursuit of PSE. The findings confound the desegregation policy and call for structural/institutional interventions to ensure instrumental SBSC is accessible to PSE-bound minority students in all schools, and thus increase the effectiveness of school desegregation.  相似文献

This article reports on a qualitative study investigating a group of novice ESL teachers’ teaching experiences with ethnic minority students in secondary schools in Hong Kong. It finds that, while teachers argue that society has not been tolerant enough of ethnic minorities, they nonetheless believe that ethnic minorities should comply with societal expectations in order to gain respect and more opportunities. In passing judgement on ethnic minority students’ learning style and life attitudes, and in urging that they be changed, the teachers have, perhaps unconsciously, perpetuated and reified underlying societal stereotypes. It is found that the accented English spoken by ethnic minority students has been devalued and delegitimized, which may disempower them in educational settings and prevent them from expressing and defending their ideas. Implications for education pre-service and novice ESL teachers working with ethnically diverse students are discussed.  相似文献

This paper investigates the role of ethnic majority staff in the perpetuation of monocultural education that excludes non-western, ethnic minority cultures and reproduces institutional racism in schools. Based on qualitative data collected through semi-structured interviews in four ethnically diverse schools in the Flemish educational system, we specifically investigate the role of ethnic majority staff in the reproduction of monocultural school practices through a discursive theoretical lens. The study advances the current literature on institutional racism by showing how situated meanings of monocultural school practices at the micro level of individuals are discursively inter-linked with the macro-level monocultural model of education.  相似文献

This paper explores factors influencing parents' choices of single‐sex or co‐educational schools in the independent sector. In doing so, it explores two relatively under‐researched aspects of school choice by focusing upon gender and upon the middle classes. The paper draws upon research conducted in three independent schools—a boys' school, a girls' school and a co‐educational school. Data were generated via questionnaires (225 responses) and semi‐structured interviews (15 sets of parents). The findings suggest that the reputation and exam results of schools are key features guiding parents' school choices. However, whether a school is single‐sex or co‐educational is an important factor for many parents. Furthermore, the long‐held view that single‐sex education has advantages (especially academic) for girls, whilst co‐education has advantages (especially social) for boys, still prevails.  相似文献

Many Hong Kong schools are concerned about the growing number of ethnic minority students. How they are supported and how the diversity of their pastoral needs is fulfilled become critical. This article examines teachers’, students’ and parents’ narratives of the cross‐cultural experience of ethnic minority students from India, Pakistan, Philippines, Nepal and Thailand, and the diversity of those students’ pastoral needs. The qualitative data were collected from interviews, through which the constructs of 32 teachers and 32 students from three secondary schools were explored. Four groups of focus‐group interviews were conducted, in which 15 parents were involved. This article argues that to implement the ethos of caring, it is not only necessary for the school to promote the intercultural sensitivity of all practitioners, but equally important to develop a connected school system where ethnic minority students and parents can be consistently supported in the subsystems of classroom, school and home.  相似文献

In this paper the focus is placed on cross‐level relationships within effective schools in secondary education in the Netherlands. Three hypotheses have been formulated. The outcomes related to the contingency hypothesis make clear that the managerial capacities of schools in secondary education are of great importance with respect to the effectiveness of schools, especially when a school's position gets under pressure at the local (student) market.

Results show the affirmation of a congruency hypothesis with respect to the extent of production orientation of management and teaching staff, and the overall congruence of school and classroom policy. Results of contextual hypothesis suggest that the average intelligence of the school population exerts no effect on school careers in general or on careers of low/high intelligent pupils in particular. However, a school environment with a relatively low average socio‐economic status is positively associated with the school careers of pupils from families with low socio‐economic status. No positive effects are found regarding school careers in general, or ethnic minority careers in particular, when the number of ethnic minority pupils was increasing.  相似文献

One of the challenges facing Hong Kong schools is the growing cultural diversity of the student population that is a result of the growing number of ethnic minority students in the schools. This study uses semi-structured interviews with 12 American, Canadian, Indian, Nepalese and Pakistani teachers working in three secondary schools in the public sector to examine how school teachers are handling this challenge. The study uses these interviews to establish a model for the creation of culturally responsive environments that may help to improve the academic performance and promote the personal growth of students in Hong Kong's secondary schools. Five aspects of cultural responsiveness are identified: conceptualising cosmopolitanism, raising sensitivity to “minor acts of racism”, managing the diverse learning needs of students, promoting a deep understanding of cultural values and helping students deal with the challenges of trilingualism. This study argues that ethnic minority teachers are engaged in a continuing cross-cultural process through which they make sense of the cultural diversity of students and re-learn their own beliefs and practices. The implications for the creation of a culturally responsive environment are also presented.  相似文献

美国高等教育入学机会中存在明显的种族差异 ,白人的中学毕业生比黑人和西班牙裔的中学毕业生更容易进入大学。对于影响高等教育入学机会的因素 ,教育经济学集中研究家庭收入和政府财政支持对入学机会的影响 ,把高等教育看作一种投资来分析投资回报率、大学学位的收入等对学生入学选择的影响。本文以社会资本理论为框架 ,提出家庭内部及家庭与学校之间的社会关系和社会网所产生的资源 ,对美国少数民族学生高等教育入学机会产生显著影响。笔者以长期跟踪调查研究的美国两万多名学生为样本 ,运用因素分析法测定社会资本的各个指标 ,同时分别从学生和学校两个维度进行多层次分析。多层次分析结果表明 :在学生水平上 ,家庭的社会经济地位、中学的专业成绩和中学选修的课程对美国少数民族学生的高等教育入学机会产生显著影响。在学校方面 ,学校社会经济地位的平均水平、教会学校以及家庭的教育期望也深刻影响着美国少数民族学生的高等教育入学机会。  相似文献

The enactment of the revised School Places Allocation Systems at the compulsory stage in 2004 had the aim of desegregating Hong Kong's non-Chinese linguistic minority (NCLM) students by including them into ethnic Chinese-dominated mainstream primary and secondary schools. Because of the presumed cause-consequence relationship between “desegregated” school participation and academic achievement, in specific second language Chinese (CSL) acquisition, the challenges that such students face in participating in mainstream education and learning Chinese, no doubt, deserve to be examined. This qualitative study conducted in-depth interviews with 18 secondary students of South Asian/Southeast Asian minority backgrounds enrolled in mainstream schools. Drawing on both cultural and institutional paradigms of explanation for educational achievement, we argue that the reasons inhibiting the minority students' academic involvement are not simply their linguistic challenges but also the institutional constraints in the mainstream education system unique to this population. This study calls for a shift in school desegregation arrangement from one focusing narrowly on physical desegregation to a more comprehensive set of policies that embrace the institutional factors including teacher expectation, resource availability, and bilingual support, crucial to reduce racial differences in achievement.  相似文献

This study examined out‐of‐school suspensions (OSS) in a large, ethnically diverse school district using both quantitative and qualitative procedures. Pearson product moment correlations and semi‐partial correlations were used to identify those school‐level variables that showed the strongest relationships to the duplicated OSS rate among elementary schools (n = 97) and secondary schools (n = 45). Additionally, interviews were conducted with administrators and student support personnel from the 24 schools in the district with the highest suspension rates and 24 demographically matched schools with significantly lower suspension rates. The majority of these schools served a high percentage of children from low socioeconomic backgrounds. Although the correlational analyses indicated that student demographic variables (e.g., percentage of White students, percentage of Black students, percentage of students receiving free or reduced price lunch) were strongly related to a school's suspension rate, the school comparisons showed that not all schools serving a high percentage of children placed at risk have high suspension rates. Gender and sexually diverse (GSD) students face unique challenges in schools due to the privileging of cisgender and heterosexist norms in these settings. In particular, GSD youth who belong to ethnically and racially minoritized groups face further challenges within school environments that disregard their cultural contexts and intersectional identities. It is important for school psychologists to ensure safe and high-quality mental health, educational, and behavioral supports for these students. One possible avenue for building these types of supports is through school consultation. When school psychologists collaborate with other professionals in a culturally competent, participatory way, their work has the potential to bolster behavioral, academic, and mental health outcomes at the individual, group, and/or systems levels. Adapting Ingraham's multicultural school consultation model, this article proposes a multicultural, GSD affirming school consultation framework that also approaches the experiences of racially and ethnically minoritized individuals through the lenses of intersectionality and minority stress frameworks. Across its five domains, this adapted framework aims to give practitioners and researchers a conceptual foundation to support GSD students of minoritized ethnic and racial identities by considering interactions among consultants, consultees, and clients within their wider school contexts.  相似文献

Lack of racial and ethnic diversity in the school psychology workforce has been a concern since the profession's inception. One solution is to graduate more racially and ethnically diverse individuals from school psychology programs. This structured review explored the characteristics of studies published from 1994 to 2017 that investigated graduate student retention and school psychology. An electronic search that included specified databases, subject terms, and study inclusion criteria along with a manual search of 10 school psychology journals yielded two published, peer‐reviewed studies focused primarily on graduate student retention and school psychology over the 23‐year span. Two researchers coded the studies using a rigorous coding process with high inter‐rater reliability. Findings suggest that mostly Black and White individuals served as participants, undergraduate students represented the largest group sampled, and key school psychology stakeholders’ views were missing. Additionally, programs interested in retaining racially and ethnically diverse students should have a commitment to multicultural issues, expose students to diverse professional networks and mentorship, and cultivate an inclusive program environment. Implications point to a need for more studies focused on school psychology graduate student retention in general and in specific relation to retaining racial and ethnic minoritized students.  相似文献

This paper studies the relationship between ethnic school composition and classroom disruption in secondary education in the context of migration policies. We measured classroom disruption using students’ reports from 3533 schools in 20 countries provided by cross-national PISA (Programme for International Student Assessment) 2009 data. We employ the migrant share and the ethnic diversity net of the native share as indicators of the ethnic composition of a school. The MIPEX (Immigrant Integration Policy indEX) is used as an indicator of migration policies. Our results show a positive association between ethnic school diversity net of the migrant share and classroom disruption. Furthermore, we show a negative interaction term of the migration policy and ethnic diversity. Consequently, our results indicate that students in countries with a more inclusive migration policy are at least less harmed by influence of ethnic school diversity regarding classroom disruption. Findings partly support the “contact hypothesis” and reject the “threat hypothesis” in an educational context.  相似文献

Because ethnicity is a basis for defining peer crowds in ethnically diverse American high schools, some may question whether crowds foster discrimination and stereotyping or affirm minority youths' positive ties to their ethnic background. Through examination of both self- and peer ratings of crowd affiliation among 2,465 high school youth aged 14–19 years, this study assesses the likelihood that African American, Asian American, Latino, and multiethnic adolescents are associated with ethnically defined crowds. Crowd affiliations are related to friendship patterns among all groups, positive features of ethnic orientation for Asian and Latino youth, but also some aspects of stereotyping and discrimination for Latinos. Results emphasize ethnic diversity in the role that peer crowds play in minority adolescents' social experiences.  相似文献

In 2003, the Japanese Ministry of Education accredited the high school diplomas of most “ethnic high schools,” which are schools by and for specific ethnic minority populations, such as Korean, Brazilian, or Chinese students in Japan. Prior to this policy, diplomas from most ethnic high schools were not recognized by the Japanese government as valid, and if graduates wanted to apply to universities or colleges, specifically national universities, they were required to take a high school equivalency exam. This article examines the policy's evolution toward championing equity for equal treatment, a concept that ensures that individuals with similar levels of schooling have access to similar levels of status. Through heated debate and resistance, the policy furthered equity for some ethnic minority students while maintaining inequitable circumstances for others, specifically students in ethnic high schools that serve North Korean communities. The analysis reveals four important features of the policy's development that furthered equity: (1) protesting by non-governmental actors, (2) taking advantage of a policy window, (3) using strategic value-laden language, and (4) facilitating incremental change. Often, Japanese education policies rightfully are critiqued as assimilative and discriminatory. However, this article reveals some potential to move the conversation beyond these critiques and offers suggestions to promote and iteratively come closer to educational equity for ethnic minority students.  相似文献
