了解和把握创新型企业技术创新的特征与倾向是创新政策制订的重要前提。运用客体法,对国家级创新型企业完成的突出技术创新项目进行全样本调查。从企业技术创新动机、创新类型、创新新颖度、创新经费支出、创新影响与效果等方面分析创新型企业技术创新的特征和倾向。调查结果表明,创新型企业作为一批产业创新领头企业已经呈现一些新的技术创新特征和倾向,如以市场需求驱动为主、创新类型以产品创新为主、以开发出新产品为第一目标、多数企业的创新新颖度达到国际市场新等,以及不同创新类型项目费用额度分布特点。同时还发现一些行业的企业对创新政策较不敏感,而其他一些却对创新政策较敏感等现象。基于此,提出了对创新政策制订与调整的几点启示。  相似文献

Existing economic theories show that continuing innovation, diffusion, and technical and managerial improvement are necessary for economic growth and international competitiveness in the industrially advanced countries. But knowledge of why, where and how governments should intervene in the processes of industrial innovations stems more from trial and error than from systematic empirical information of the nature and extent of the hindrances to economically and socially desirable innovations, and of the effectiveness of alternative government policies to remove them. Nonetheless, past empirical studies do offer some clues.Differences amongst industrial sectors. The sources of new technology vary widely amongst inustrial sectors: in the costs of innovation, in the relative importance of outside suppliers of equipment and materials, of large and small firms, and of full-time R & D departments as compared to part-time innovative activities (sect. 7, 8). Similarly, the conditions for successful innovation vary amongst sectors (sect.6). Thus, government policies designed to influence innovation are likely to act with different intensities in different industries.The management of innovation. Nonetheless, there are some features common to innovation in different industries. Considerable costs beyond R & D are often necessary before the innovations reach commercial use (sect.4). And the following managerial characteristics are in general associated with successful innovation: a deliberate policy of seeking innovations; close and careful attention to customer requirements; good personal communications both within the firm and with outside sources of relevant knowledge; a style of management that is ‘organic’ and ‘participatory’ rather than ‘hierarchical’ and ‘authoritarian’; strong project leadership; and a strong engineering capability (sect. 6).R & D managers are still unable to predict the outcome of R & D projects to a useful degree of accuracy and, in the literature on methods of project selection, very little attention is paid to market uncertainties. Furthermore, a greater use of conventional investment appraisal criteria in deciding on R & D projects may re-inforce the already observed tendency in industry towards short-term, low-risk projects, to the neglect of longer-term, high-risk projects (sect. 5).Governments should therefore examine whether the benefits of policies towards education and management advisory services for innovation might outweigh their costs. They may also have a significant role to play in financing longer-term research that is basic to the development of industrial technology (subsect. 12.5).The nature of market and production demands. The direction of industrial innovation is often very sensitive to market and production demands (sect. 3). This fact, together with the high degree of market uncertainty facing innovating firms (sect. 5), suggest that governments can potentially influence both the pace and the direction of industrial innovation through their influence on the scale of industrial, consumer and public service demands. However, this potential influence will become real only if users of innovations are able to specify the innovations that they need, or to evaluate those that they get. This is generally the case for industrial demand, but not in consumer and public service markets, where fashion, insensitivity to users' needs and lack of technical competence often prevail. Government-funded technological institutes and laboratories are ideally placed to provide such technical competence (sub-sect. 12.3).Economic incentives and rewards for innovation. A whole range of economic factors are said to influence the resources, the incentives and the rewards for innovation: for example, the degree of monopoly or the degree of competition, the patent system, the level of profits, the level of taxation, and the level of demand. The empirical evidence on the effects of most of these factors on industrial innovation is either inconclusive or non-existent. However, in the USA a close relationship has been observed between growth of industry sales and growth of industry-financed R & D activities (sect. 10). The rate of growth of demand is also one of the key factors influencing the rate of diffusion of innovations amongst their potential population of users (sects. 11, 12.2).The government-financed scientific and technological infrastructure. Scientific and technological knowledge from outside of innovating firms is often crucial to the completion of successful innovations, and three UK studies show that a significant proportion of this outside knowledge comes from government-financed technological institutes and laboratories, and from the universities (sect. 3). If the same is true in other countries, it should be an essential feature of any government policy towards industrial innovation to know how effectively government-funded laboratories and universities provide supportive knowledge to industry, and how government laboratories should be organised and financed (subsect. 12.4).Direct government-financing of innovative activities in industry. Governments specifically finance R & D activities in industrial firms, although these expenditures are less than those for general industrial development (sect. 13). These R & D activities in industry are relatively more important in France and UK, than in F.R. Germany and the Netherlands.In the four countries, more than 70% of all civilian government R & D activities related to industry are spent on aircraft, space, nuclear energy and electronics (subsect. 14.4). In all these high technologies, governments attempted in the 1960's to implement ‘policies for innovation’, involving government procurement, industrial mergers and attempts at European co-operation, in addition to the financing of R & D (subsect. 14.5). Government expenditures on civilian R & D related to other industrial sectors are very much smaller in all four countries (subsect 14.4).Where should governments intervene? A, number of attempts have been made to develop a formal framework of criteria to assist governments in deciding where they should intervene in industrial innovation. They all run into the following difficulties: dealing with multiple policy objectives; assessing national costs and benefits; comparing with alternative policies, choosing appropriate policy instruments (sect. 17).How should governments intervene? Very little information is available on the effectiveness of various policy instruments that have been used by governments in order to promote innovation in industry. Although it is often possible to measure the inputs into such policies, the measurement of their outputs (or results) is more difficult. Nonetheless, detailed studies would enable some such measurements to be made, and internationally comparable studies would increase the range of experiences and the number of cases that could be examined (sect. 18).Why should governments intervene? A full appreciation of the nature and scale of hindrances to industrial innovation, on which governments should act to remove, requires direct information on what innovations are (or are not) being introduced by industry, and why they are (or are not) being inyroduced. This information can best be obtained from analyses of the behaviour of industrial firms. They would differ from most existing innovation studies that concentrate on asking how firms must behave in order to make successful innovation, by asking what innovations are attempted, and why firms are stimulated to attempt them (sect. 19).  相似文献

This paper examines interdependencies between firms’ activities in the realms of open science and commercial product development. We present a theoretical framework that outlines when a firm’s involvement in academic communities enhances its innovative performance in terms of new products in development. We argue that the disclosure of more, valuable R&D work in quality scholarly publications and collaborations with academic partners positively affect firm innovation. We further hypothesize a differential effect of adopting open science strategies on the innovation type, being more pronounced for radical innovations than for incremental innovations. We empirically analyze a unique panel dataset containing information on the product innovation performance and R&D activities of 160 UK therapeutic biotechnology firms over the period 1998- 2009. Our results from count data models on the number of new products in development provide empirical support for our hypotheses.  相似文献

Although innovation is essential to build a competitive advantage and survive in the long run, some firms choose to exit, through mergers and acquisitions (M&As), or radically change their business portfolio and identity. This paper examines how innovative capabilities influence the decision of a firm to exit, among business closure, M&A, and radical restructuring. Using an analysis of a large and rich panel of Dutch manufacturing firms, we find that product and process innovation are equally important to lower the probability to close down activities, and this effect is stronger when product and process innovations are pursed in combination. We also find that process innovation reduces the probability of exit by radical restructuring, while product innovation, when not supported by process innovation, especially increases the probability of exit by M&As. Our findings suggest that exit strategies are intimately bound to the nature and synergies of innovative efforts.  相似文献

Sectoral patterns of small firm innovation, networking and proximity   总被引:1,自引:0,他引:1  
Drawing upon a sample of 597 small and medium-sized manufacturing firms, this article investigates the extent to which cooperation for innovation is associated with firm-level product and process ‘innovativeness’ and, where collaborative relationships are reported, the factors which influence their spatial distribution. With respect to the former issue, the data suggests considerable variety of association across Pavitt’s [Research Policy 13 (1994) 343] sectoral taxonomy and innovation type. However, the data also indicates the need for caution when developing network strategies or policies: the evidence presented here is unequivocal in noting that innovation is neither a necessary nor less a sufficient condition for innovation. Moreover, internal resources often act as complements to, or indeed appears to negate the need for, external resources. With regards to the spatial distribution of firm linkages, it appears that increasing firms size and export propensity are positively associated with external linkages at a higher spatial level. Moreover, the spatial reach of innovation-related linkages is also likely to be greater for firms reporting the introduction of relatively novel innovations (i.e. products or processes which are new to the industry). In contrast, smaller firms and firms engaged in incremental product innovations appear more likely to be locally embedded.  相似文献

Despite the widely acknowledged role of start-ups in economic development, little is known about their innovative activities compared with those of established firms. Drawing on a sample of 12,209 UK firms, we differentiate between services and manufacturing firms and, using a matching estimator approach, demonstrate that start-ups differ significantly from established firms in their innovation activities. We find that in services, being a start-up increases the likelihood of product innovations. However, in manufacturing, we find no significant differences in the likelihood of product innovation between start-ups and established firms. When examining the returns to innovation, we find that start-ups have a significant advantage both in services and in manufacturing. We explore the implications of these results for theory and policy.  相似文献

Innovation researchers have begun to look beyond how users develop tangible objects or product innovations and moved to investigate the existence and impact of intangible user-developed innovations in techniques and services in the household sector . In this paper, to incorporate technique and service innovations and other varieties of intangible innovations not yet described in the literature into an efficient and encompassing typology, we propose the new concept of intangible Behavioral Innovation as an overarching category that stands in contrast to tangible product innovation. Behavioral innovation is defined as consisting of one or a connected sequence of intangible problem-solving activities that provide a functionally novel benefit to its user developer relative to previous practice. We demonstrate in a pilot study using a relatively novel big data-gathering and semantic analysis approach that behavioral innovation exists and can be identified in user-generated content posted openly online in peer-to-peer discussion forums relating to household sector activities such as parenting. The preponderance (N = 138) of the 168 user innovations captured in our samples of discussion comments were intangible behavioral innovations, most of which were developed by women. The majority of behavioral innovations identified were diffused by their user developers in response to specific requests for help or advice from peers in their online community. Thus, incorporating the new concept of intangible behavioral innovation into studies of user innovation's scope and significance in the household sector can serve to clarify which users innovate in our communities of interest, what and how they innovate, why they are triggered to diffuse their innovations peer-to-peer, and how their innovative activities might impact social welfare.  相似文献

The fruit flies of innovations: A taxonomy of innovative small firms   总被引:1,自引:1,他引:1  
Taxonomies of patterns of innovation give a dominant role to large firms, and are often based on empirical studies that exclude micro firms. This paper proposes an empirical taxonomy of the innovative firms at the bottom of the size distribution, based on a new survey of 1234 small firms and micro firms in The Netherlands, in both manufacturing and services. These firms differ not only in their innovative activities, but also in their business practices and strategies, such as management attitude, planning and external orientation, that they use to achieve innovation. The taxonomy identifies four categories of small innovative firms: science-based, specialised suppliers, supplier-dominated and resource-intensive. It suggests a more diverse pattern of innovation of small firms than in Pavitt's [Pavitt, K., 1984. Sectoral patterns of technical change: towards a taxonomy and a theory. Research Policy 13 (6), 343-373] taxonomy, a pattern that is shared by both manufacturing and service firms. Finally, the research shows that taxonomies can be effectively used to map differences in the rates, sources and nature of innovation, with the differences in the business strategies of innovative firms.  相似文献

Using unique innovation survey data collected from a homogenous sample of firms in Pakistan, this paper presents an analysis of the firm level determinants of product innovation and its impact on firm performance. We employ a multi-stage structural model linking the decision of a firm to innovate, its innovation investment, product innovation, and firm performance using primary data from the textile and wearing apparel sector, which is the largest export sector of Pakistan. We find that product innovation leads to increased labor productivity as well as higher labor productivity growth. A 10 percent increase in innovative sales per worker is associated with a greater than 10 percent increase in labor productivity and labor productivity growth. On the determinants of innovation, we find that vertical knowledge flows from foreign clients and suppliers are important determinants of a firm's decision to innovate. Larger firms are more likely to engage in innovation, however, there is no significant evidence that they invest more in innovation. Exporting is positively associated with innovation performance and firms exporting to Europe and America are more likely to engage in innovation. There is mixed evidence on the impact of competition: foreign competition adversely affects a firm’s decision to innovate, whereas, local competition increases investment in innovation. Subsidies seem to have a crowding out effect since firms receiving national subsides invest less in innovation. Furthermore, firms that have higher investment in innovation, that are more productive, and that introduce organizational innovations have higher innovative sales per worker.  相似文献

This study deepens our knowledge of critical success factors in the innovation process of low- and medium-technology (LMT) industries. To accomplish this, it explores how the innovation process in LMT firms may depend on non-formal R&D activities and the use of external sources. The empirical analysis is based on a representative panel of Spanish manufacturing firms. The results strongly support the view that non-R&D activities such as design, the use of advanced machinery and training are crucial to understanding the innovation process of any firm. The study finds, however, that the impact of these activities is especially important in LMT industries, particularly for the achievement of product innovations. The empirical evidence also reveals the importance of external sources such as the use of consultants, the hiring of personnel, collaboration agreements and external R&D, with the greatest differences between LMT and high-technology (HT) firms being observed in process innovations.  相似文献

The Fraunhofer-Institut für Systemtechnik und Innovationsforschung (ISI) is at present engaged in evaluating a number of technology policy programs designed to promote research, development and innovation in small and medium-sized firms. These studies try to determine the extent to which these programmes have an impact upon the innovative activities of firms.In this connection, it was also attempted to measure the innovation output. The level of innovation of a firm is innovation ouput. The level of innovation of a firm is procedure involves a number of problems (self-assessment of firms in view of insufficient market transparency, distortion due to self-portraits reflecting the firms' own interests). We tried to mitigate such distortions by two approaches. Firstly, firms were asked for their technologically new products, the term “new” being applied (a) to the firm and (b) to the areas of product application. As a result of this two-tier procedure, firms supplied rather realistic answers. Secondly, supplementary questions were asked about sales figures, the competitive technological situation (nationally and internationally), expenditure on R&D, patents, stages of innovation, aims of innovation, etc.The paper presents the results obtained to date on the innovation output of firms within the framework of an evaluation of the largest programme at present devoted to promoting R&D and innovation in small and medium-sized firms . The results are based on a representative sample of approximately 4,500 small and medium-sized firms (up to 1,00 employees) with R&D activities in the Federal Republic of Germany.  相似文献

This study contributes to our understanding of the innovation process by bringing attention to and investigating the process by which innovators outside of firms obtain innovation-related resources and assistance. This study is the first to explicitly examine how user-innovators gather the information and assistance they need to develop their ideas and how they share and diffuse the resulting innovations. Specifically, this exploratory study analyzes the context within which individuals who belong to voluntary special-interest communities develop sports-related consumer product innovations. We find that these individuals often prototype novel sports-related products and that they receive assistance in developing their innovations from fellow community members. We find that innovation-related information and assistance, as well as the innovations themselves, are freely shared within these communities. The nature of these voluntary communities, and the “institutional” structure supporting innovation and free sharing of innovations is likely to be of interest to innovation researchers and managers both within and beyond this product arena.  相似文献

This paper explores the relationship between firms’ R&D cooperation strategies and their propensity to introduce environmental innovations.Previous literature has supported that environmental innovations differ from other innovations as far as externalities and drivers of their introduction are concerned, highlighting mainly the importance of regulation to trigger them. Using data from the Community Innovation Survey on Spanish manufacturing firms (PITEC), this paper investigates specificities that affect rather how they are developed, and in particular the higher importance of R&D cooperation with external partners.The econometric estimations, controlling for selection bias, suggest that environmental innovative firms cooperate on innovation with external partners to a higher extent than other innovative firms. Furthermore, cooperation with suppliers, KIBS and universities is more relevant than for other innovators, whereas cooperation with clients does not seem to be differentially important. Finally, the results bespoke of a substitution effect between cooperation activities and the internal R&D effort.  相似文献

This paper analyses empirically the relationship between environmental innovations, environmental management and patenting. In particular it tests a number of propositions on how environmental management systems and the interaction with environmentally more or less concerned stakeholders are associated with the probability of firms to pursue innovation in general (measured as patenting behaviour) and specifically environmental innovation (measured based on firm self-assessment and through patent data). In applying a negative binomial as well as binary discrete choice models the relationship is studied using data on German manufacturing firms. As a novel and important insight, the study finds that environmental innovation can be meaningfully identified using patent data and that environmental innovation defined this way is less ubiquitous than self-reported environmental innovation. It also reveals that the implementation level of environmental management systems has a positive effect exclusively on environmental process innovation, whereas it is negatively associated with the level of a firms’ general patenting activities. For environmental product innovation and patented environmental innovations a positive relationship with environmentally concerned and a negative link with environmentally neutral stakeholders is found.  相似文献

We investigate the determinants of innovation activity making a distinction between product and process innovations. We analyse a pseudo production function of innovations where among the explanatory variables, special attention is paid to firm and market characteristics. The study is applied to a large sample of Spanish manufacturing firms during the period 1990–1993. There are important implications arising from the empirical results: 1) Product and process innovations are intimately related independently of the model used in the estimation. 2) The control by unobserved firm effects as the ability and experience of manager is so important as to affect the conclusions on the managerial decisions about which type of innovation develop. 3) Given the feedback effects amongst innovation decisions and other factors determining them, it is also very important to consider a version of the model that allows correlation among those unobserved effects and explanatory variables. 4) The probability to innovate is higher in capital intensive firms and in firms with export activities. 5) Market competition encourages the decision to innovate up to a threshold. vi) The past firm experience and the managerial quality play a significant role in the probability to innovate. vii) Product and process innovation decisions are complementary.  相似文献

This paper redefines “frugal innovations”, particularly for physical products with relatively complex designs, by using a multidimensional framework that covers design, technological, and economic aspects of innovations, refining and broadening its initial definition as “low-cost innovations” for the unserved lower end of the mass market (ULM). By applying our framework, this paper clarifies and broadens the concept of frugal innovation. The applicability of this broadened concept is demonstrated by using this framework to illustrate two cases of radical frugal innovations in the automobile industry, Tata Motors Nano and Citroën 2CV, from an emerging country and an advanced country respectively.The study shows that frugal innovation may improve (rather than decrease) performance of the products deliverable to the ULM under extreme budget constraints by extensive architectural changes and creation of technological knowledge, that integral architectures may be adopted more frequently in frugal radical innovation of relatively complex products such as automobiles, and that such products may not be destructive for producers in the higher price segments.The study shows that the existing concepts of frugal innovation that emphasize “low cost/good enough” innovation of “simple products” need to be re-examined, because frugal innovation can also be treated as technological product innovation in the sense that it may improve the performance of relatively complex products deliverable through their architectural changes and creation of technological knowledge. This study shows that there is a domain of innovation policies and strategies activating frugal innovations that calls for integrative and strategic approaches, not only to R&D, but also to other value-adding functions of firms and industries.  相似文献

绿色技术创新已经成为驱动企业高质量发展的重要手段。多措并举的异质环境政策能否真正促进企业绿色技术创新,高管风险偏好又扮演何种角色?本文围绕环境政策与高管特征两个维度,以2013—2018年中国沪深A股重污染上市公司为样本,运用Stata15.1实证检验了激励型与惩罚型两种环境政策影响企业绿色技术创新的异同,以及高管风险偏好在其中的作用机制。研究发现:激励型环境政策与绿色技术创新存在倒U型关系,惩罚型环境政策与绿色技术创新存在U型关系;高管风险偏好能够促进绿色技术创新,且正向调节环境政策对绿色技术创新的影响。结果表明:异质环境政策的合理匹配与有序投放,再加高管冒险精神的适度提高,是促进重污染企业绿色技术创新驱动高质量发展的有益之举。  相似文献

Empirical studies of innovation have found that end users frequently develop important product and process innovations. Defying conventional wisdom on the negative effects of uncompensated spillovers, innovative users also often openly reveal their innovations to competing users and to manufacturers. Rival users are thus in a position to reproduce the innovation in-house and benefit from using it, and manufacturers are in a position to refine the innovation and sell it to all users, including competitors of the user revealing its innovation. In this paper, we explore the incentives that users might have to freely reveal their proprietary innovations. We then develop a game-theoretic model to explore the effect of these incentives on users’ decisions to reveal or hide their proprietary information. We find that, under realistic parameter constellations, free revealing pays. We conclude by discussing some implications of our findings.  相似文献

以2013年—2017年新三板创新层企业和创业板上市公司为样本,利用面板回归模型和处置效应模型,实证检验了服务中小创新创业企业的两个资本市场中企业创新投资的差异,并运用中介效应模型分别从企业内部“管理者短视”和外部“股票流动性”视角探究了影响该差异的作用机制。研究发现:新三板创新层企业的创新投资活动显著高于创业板公司;新三板企业低管理者短视在其中发挥了中介促进作用,而新三板的低流动性具有遮蔽抑制效应。本研究为全面判断与评估创业板和新三板企业的创新活动提供了新证据,对深化多层次资本市场改革和促进企业创新具有一定现实指导意义。  相似文献
