The Weibull distribution has been widely used in reliability fields. A mixed Weibull distribution represents a popu- lation that consists of several Weibull subpopulations. In this paper, a new approach which combines the least-squares method with Bayes’ theorem, takes advantage of the parameter estimation for single Weibull distribution is developed to estimate the pa- rameters of each subpopulation. The estimates given by this paper also satisfy the maximum likelihood equation. The estimates of the failure rate of the mixed Weibull population are given. An actual test data is computed by using the proposed method. The Kolmogorov-Smirnov goodness-of-fit test turns out that the proposed method yields more accurate result.  相似文献

These results are discussed in relation to research results of different recent publications. For almost thirty years Australian tertiary education was administered by independent statutory commissions of one sort or another. They were based on the buffer principle of having an intermediate organisation between governments and institutions; a format that owed its origins to the British UGC model. The most recent of the commissions - the Commonwealth Tertiary Education Commission (CTEC) - was established in 1977 and made responsible for all sectors of post-secondary education. For the first eight years or so of its existence CTEC functioned as a relatively self-contained entity in the commonwealth bureaucratic arena and enjoyed a very high degree of authority over the development of the nation's colleges and universities. It earned an impressive reputation for stability, coherence and high standards in policy-making. During the mid-1980s, however, policies introduced by the newly elected Hawke Labor government to counter a rapidly deteriorating economic climate had a significant impact on tertiary education as a whole and on CTEC in particular. Under Labor, tertiary education came to be viewed as a vital infrastructure resource for industrial development. Federal government departments, which had previously taken little interest in tertiary education, became actively involved in the affairs of universities and colleges. This involvement eventually undermined the viability of CTEC's role. First, a variety of demands were imposed upon the Commission which it found impossible to meet. As a consequence it was depicted as unresponsive and incompetent. Second, a number of agencies developed new policy initiatives in the tertiary education sphere over which CTEC had no control. The outcome was a fragmented and confused policy environment. Third, initiatives introduced by departments provided fresh sources of external funds for institutions. The sudden availability of this finance created divisions within the tertiary education community which seriously compro-mised the Commission's planning procedures. By mid-1987 the combined influence of these developments had substantially attenuated CTEC's effectiveness as a policy-making body. At the end of 1987, as part of a wide-ranging series of reforms, the government decided to disband the Commission and transfer most of its functions to a newly created super department. The presiding minister now possesses direct control over the activities of universities and colleges. This situation amounts to a significant change in the style of policy formulation and implementation in Australian tertiary education.  相似文献

ABSTRACT

Internationally, over the last 20–30 years, changing the procedures and processes of assessment has come to be seen, by many educators as well as policy-makers, as a way to frame the curriculum and drive the reform of schooling. Such developments have often been manifested in large scale, high stakes testing programmes. At the same time educational arguments have been made about the need to provide students with good quality formative feedback, and informative reports about what they have achieved. The chimera of a perfectly integrated and functioning curriculum and assessment system has been pursued, but such ambition far outstretches systemic capacity; it is neither feasible nor desirable. The national testing and examination system in England is an exemplar case. As national results have improved, much evidence suggests that, if anything, actual standards of achievement are falling, and grade inflation is undermining public confidence in the whole system. The paper will review these issues and tensions, and argue that a different model for developing curriculum and assessment is urgently needed.  相似文献

While the European Parliament is increasingly involved in EU governance, its role in policy developments in domains of strategic importance for the EU has not been the focus of many studies. In this article, we analyse a new digital dataset containing more than 10,000 speeches delivered in the European Parliament plenary between 1999 and 2014 and identify patterns related to temporal increase or decrease in the Parliament's focus on higher education, the topics linked to higher education discussions and patterns concerning the country and party group affiliation of the European Parliament members who speak about higher education. Our findings suggest that the total number of speeches, either specifically dedicated to higher education, or mentioning higher education when addressing other issues, did increase over time and particularly during the adoption of action programmes and related budgetary decision. Furthermore, higher education was less referred to in the Parliament speeches as a stand‐alone issue than in relation to other policy areas in which the EU has strong jurisdiction. Finally, our findings indicate that the variance in whether a Member of the European Parliament speaks about higher education is more closely linked to country of origin than party affiliation, highlighting the persistent national dimension of higher education discussions at the European level. These findings attest to the increasing – yet largely overlooked – role of the European Parliament in higher education policy making.  相似文献

In light of the focus placed on English education by the colonial government, and the petition signed by 70,000 local inhabitants of the Madras Presidency, Lord John Elphinstone, the Governor, made efforts to disseminate English education during his governorship (1837–1842). Spurred on by the petition, Elphinstone wrote two fundamental educational minutes, in 1839 and 1841, and established Madras High School. Later, the School was transformed into Presidency College and became the first home of the University of Madras. Elphinstone’s planning led to the first systematic effort by the Madras government to impart English education. Subsequently, Elphinstone emphasised the dissemination of secular education and inclusion of native people in educational administration. Against this background, this paper discusses the contribution of Elphinstone to the educational development of Madras. It also questions the historiographical neglect of Elphinstone and challenges the established post-colonial discourse that the establishment of English institutions was a ‘colonialist’ imposition.  相似文献
