已有相关研究多集中于探讨经费收入与学术产出的关系,但经费无法直接转化为学术研究成果,对于这一过程的“黑箱”还未有明确认识。本研究尝试分析经费支出对大学发展的影响机制并优化经费配置路径。基于2007—2018年间58所教育部直属高校的校际面板数据,研究采用逐步法和双向固定效应模型分析了经费支出对学术产出的影响程度与作用机制。研究发现:从直接效应来看,经费支出规模对学术产出具有显著正向影响;就中介效应而言,经费支出通过专任教师、硕博士生、固定资产和课题等路径实现学术产出水平的提升,其中正高级教师、硕博士生和课题项目发挥着更大的中介效应。基于此,政府可继续增加对研究型大学的经费投入,并鼓励其多渠道筹措经费;政府还要减少经费使用限制,鼓励大学优化经费配置路径和方式,将更多经费用于教师、硕博士生等人员支出,并设置更多课题项目,从而在遵循高等教育发展规律的基础上,提高经费配置效率,为提升高水平研究型大学建设水平提供实证数据、理论依据和政策参照。  相似文献

Research funding has been undergoing a shift from recurrent, stable funding to competitive funding of projects. The system rests on the assumption that the best proposals or the best researchers receive the resources, i.e., that quality is not only necessary but also sufficient to win a grant. A comparative study of the conditions of fund acquisition was conducted to test this assumption. Qualitative interviews with 45 German and 21 Australian Experimental physicists were conducted. Although the quality of a proposal and the reputation of a researcher are important prerequisites for a successful acquisition of funds, the success of a funding proposal depends on several factors that are not linked to quality and cannot even be controlled by scientists. Scientists used adaptation strategies and universities applied institutional measures to increase their chances of external funding, but with limited success. Under the described conditions, grant acquisition is based on a Matthew Effect by rewarding the richly funded researchers and hindering entry or continuous funding for others. For these reasons it must also be doubted that external funding per se is a useful performance indicator.  相似文献

Abstract

Globally, performance-based research funding aims to support the most deserving academic institutions and researchers. However, overcoming entrenched assumptions about quality is a persistent challenge for higher education research policies worldwide; traditionally powerful institutions tend to maintain dominance. Research impact as a performance criterion presents an opportunity for position-taking through success according to non-academic criteria. Could impact-oriented research funding challenge institutional hierarchies? The UK university system presents an instructive case study for exploring this question. However, exposing the effects of such performance-based funding on institutional stratification requires focusing on the interface between institutions and disciplines. A Bourdieusian analysis of 53 cases of research-based impact on higher education policy/practice revealed the differential capital that researchers from more and less ‘prestigious’ universities mobilise when generating research impact. By uncovering how impact reinforces disparities in research power between UK institutions, the study contributes to understanding of sectoral reproduction through discipline-level mediation of research policy.  相似文献

This paper is a reflection on the current policy moment in educational research in Australia in the context of globalisation. Set against a consideration of the emergent structure of feeling, the paper draws on three case studies of research to draw out some lessons for educational researchers and the research community. The argument is put that the dangerous ‘we’ of AARE needs to support increased funding for education and for educational research and, for the latter, to support a range of funding sources, types of research, methodologies and dissemination approaches. Increasingly there are pressures upon such eclecticism because of governmental attempts to ‘instrumentalise’ relationships between educational research and practitioner needs as perceived by governments. While such research is necessary, there is also a need within a democratic polity for research framed by agendas set by researchers that critiques government-directed developments. The paper argues there is a complex relationship amongst researchers and educational policy and pedagogical practitioners and as such the concept of ‘impact’ as applied to educational research requires substantial theorising. Contemporary research policy has tended to inhibit the dissemination of academic research to educational practitioners, while educational policy has tended, inappropriately in the argument of the paper, to construct teachers as the mere recipients of policy and research done elsewhere.  相似文献

韩国、马来西亚和菲律宾等国的私立高等院校所占比例均在85%以上,在校生数占一半以上,高者达74%。这与所在国的高等教育发展政策、经费政策和管理政策是分不开的,其政府实施的经费资助政策更是私立高等教育发展、稳定与否的"晴雨表"。三国私立高等教育发展变化显示,私立高等教育发展与政府的经费政策,尤其是多元化教育投入有着很强的联系。  相似文献

We live in difficult times—socially, economically and politically—and it is right that learned societies, such as the British Educational Research Association, reflect on their purpose and direction. We cannot take for granted the social contract that supports the funding of social science and educational research. This paper reflects on enduring themes and new pressures and argues for special attention to: collaboration within and beyond the community of university‐based educational researchers; support for, and recognition of, the importance of reviews of research; the development of accessible forms of communication of findings and their implications, to guide sound decision making; more direct engagement with practitioners, policy makers and the public. It argues that it is time for communities of educational researchers to have confidence to become outward looking and strengthen alliances with other groups of researchers at home and abroad, across disciplines, with different types of research institutions and also with practitioners and policy makers. What drives this should be our principal aim to pursue educational research and its application for the improvement of education and the public benefit.  相似文献

This paper is the outcome of research conducted between June 2010 and January 2011 as part of understanding the building the education revolution (BER) a major policy initiative of the Australian Federal Government which commenced when Julia Gillard, now PM, was the Federal Minister of Education. The BER policy initiative was part of an economic stimulus package delivered in response to the global economic crisis. It saw funding distributed through State governments to schools to develop new learning spaces and facilities. In the Victorian context the timing of the BER came after years of research and development in learning space design and policy under the Victorian Schools Plan and the Building Schools for the Future policies. It outlines both the scope of the research projects undertaken by Deakin University’s Centre for Research in Educational Futures and Innovation with the Department of Education and Early Childhood Development, Victoria and the approach to using visual methodologies within these projects. The notion of the research as educational tourist is introduced in a discussion of using photographs as ethnographic field notes. As is often the case in such projects, timelines for research and delivery of research products is not always ideal for first wave rigorous analysis intended in the initial research proposals. In light of this the research team had generated, through researcher and participant photography, more data than could be reasonably dealt with. This paper explains the process and usefulness of photography as field notes to expedite research conversations and analysis in the writing of the case studies and construction of the portal. The construct of researchers as educational tourists is also theorised as a way of understanding how images mediate the ethnographically-informed research experience.  相似文献

The importance of university researchers from different disciplines working together with teacher educators and practitioners in schools has previously been emphasized. This paper outlines the collaborative procedures and outcomes associated with three physical activity and physical education interventions in schools. The three projects, supported by NHLBl funding, are long-term, multidisciplinary investigations (CATCH, M-SPAN, SPARK). The benefits of interdisciplinary collaboration far outweigh the perceived barriers.  相似文献

A gradual shift in United Kingdom research funding from blanket financing by government agencies towards more diversified income streams through activities funded by various customers is prompting academic research institutions to orient their research portfolios accordingly. Academic organisations such as university institutes are increasingly relying on the funding obtained through research projects paid for by other customers than national funding bodies, thus diversifying their operations. Wrong choices in this diversification process can, however, have serious financial or operational implications for the organisation. A framework is proposed that should help enable academic institutes to rationalise their decision-making processes when seeking external funding for their operations through project grants or research contracts and learn from projects.  相似文献

This paper is set against a history of school funding policies in Australia that begins with the first public policy recognition of the disadvantages experienced by government and non-government schools in the 1973 Schools in Australia (Karmel) Report. The paper traces a history of school funding policy linking it with the current backlash against public education and retaliatory backlash constructions of public schools as the new disadvantaged in an increasingly competitive and deregulated school funding policy environment. These backlashes, argued to be against the indiscriminate funding of independent schools policy by several protagonists of public education, are framed in terms equivalent to what Lingard and Douglas (1999) have called ‘recuperative’ politics. From the kind of recuperative statist politics considered in this paper, construing the backlash effects of public and private schools as damaging and unproductive as those emerging from the gender wars in education policy, I propose a move to an Australian school funding arrangement in which all schools, both public and private, are integrated into one deregulated and equally funded sector, as typify diverse school provisions in several OECD polities (Caldwell 2004, FitzGerald 2004).While briefly tracing a school funding policy chronology, this paper also concentrates on the current policy moment in relation to school funding, that signals the end of distinctive public and private education sectors, and in the context of which it argues that private schools should be funded equally to state schools, a trend in evidence since 1996. The focus on the current policy moment entails an abbreviated analysis of the Fitzgerald Report (‘Governments Working Together: A Better Future for All Australians’ 2004), which makes a number of recommendations to the Victorian and other governments in relation to the public funding of all Australian schools1. Abstract

Solutions for today's problems in an increasingly complex world require increased collaboration between different organisations. This is especially the case in regional planning at the supra-project level, involving different partners like governmental and non-governmental organisations, researchers, training and funding agencies, clerical organisations, etcetera.

The present article gives an overview of an experience in regional planning, as implemented during the last two years in Northern Cameroon, with special attention to the methodology of regional participative analysis and policy assessment. After an introduction to the country, the methodology is presented as well as results. The methodology was organised in such a way that interaction with representative organisations was structured, in order to generate information which addressed general concerns. During the regional analysis an assessment of opinions and options was made, resulting in the identification of key-issues and goal setting to be included in a regional policy. Regular workshops and feedback meetings facilitated a regional dialogue on development issues. This resulted in complementary efforts whereby both larger, centrally planned projects and local self-development activities conformed to a regional strategy and were mutually supportive. In addition, the regional position compared to the (inter-)national level was included in policy assessment, giving an impetus for actors at the regional level to become involved.

The aforementioned methodology resulted in the creation of an effective regional network in Northern Cameroon, which is committed to a regional policy. The process was strengthened by the present regionalisation policy of the government as well as the urgency felt at regional level to establish more effective collaboration. Environmental problems, the most important issue for this region, were elaborated upon by the network, resulting in a harmonisation of intervention methods, clearer linkage mechanisms between funding, research and development agencies, an identification of legislative support for sustainable development, and the assessment of more effective participation, amongst others. However, it is still to be seen if the new network structures can be maintained in the present political scene of Cameroon.  相似文献

Abstract

In order to determine the allocation of money for projects in continuing and vocational education, government agencies in the UK are providing more and more opportunities to bid for targeted funding. This article provides an overview of recent changes in funding policy in higher education and examines how such changes have impacted on continuing education deparatments in higher education, pointing up the increasing pressure to bid for UK government and European Union funds to develop provision which was once outside their sphere of operation. There appears to be little or no theoretical account of the effects of the growth in competitive tendering on continuing education, and so the impact of this relatively new funding strategy on staff and institutions is studied in order to assess its efficacy and significance for the sector as a whole. This study contextualises the familiar differences in culture between liberal adult education and vocational endeavours and between continuing education and ‘mainstream’ higher education. It also reinforces recent calls for a coherent policy of funding for continuing education.

This article is a case study of a community college that received federal funding for two different projects involving welfare-to-work participants and local workforce development. Despite sounding good on paper, the partnerships did not finish on a high note for either the college or the local community. Moving the field of Mind, Brain, and Education forward requires researchers and educators to reframe the boundaries of their own discipline in order to create knowledge that is both scientifically based, and of practical relevance for education. We believe that this could be done by co‐constructing research projects from the start. We present a case study of a noise‐reduction intervention in elementary classrooms, in which teachers and researchers worked together from the onset of study design. We examine the processes behind: (1) selecting research questions and measures, (2) planning interventions, (3) receiving ethical approval and funding, (4) recruiting schools, and (5) collecting data. At each step, our study provides suggestions for future collaborative efforts, keeping in mind broader theoretical and methodological implications. We believe that our concrete examples and suggestions will be useful for beginning and confirmed researchers, as well as teachers aiming to know more about research projects.  相似文献

贫困大学生资助项目需要顶层设计,而顶层设计亦能最终实现资助项目的可持续发展。以往研究者在对贫困生资助绩效进行研究、分析和评价时,视角较为宏观,缺乏具体的考核指标和有效的理论支撑,这给实践工作带来了相对的局限性。顶层设计的理念对高校贫困生资助绩效评估的工作理念、准确认定困难程度以及绩效评估工作机制都提出了新的要求。  相似文献
