运用空间计量经济学的空间变系数回归模型--地理加权回归模型,在全国31个省级区域创新系统的大背景下,着重对首都区域创新及其影响因素进行了空间计量经济分析。全域估计结果发现:中国31个省域创新能力的贡献主要是由企业研发投入实现,大学研发对区域创新能力没有明显的贡献,大学研发与企业研发的结合也没有对区域创新表现出显著的作用。局域地理加权回归计量分析结果显示:首都地区的企业研发能力和人力资本对首都区域创新能力具有正向促进作用,首都强大的研发成果没能近距离扩散,对首都创新能力的形成没有提供应有的贡献。寻求建立大学研发与企业研发之间的技术转移渠道及相互作用机制是目前首都地区大学、企业研发与区域创新联动面临的一个关键问题。  相似文献

This paper examines the relationship between university research and development (R&D) activities and the Bayh-Dole Act. This act made it much easier for universities to obtain patents from research funded by the federal government and may have provided universities with an incentive to alter their R&D activities. The Act may provide an incentive to reduce basic research (which does not generate licensing fees) and increase applied research (which does generate patents and licensing fees). In addition, industry might be more willing to fund university R&D projects since the results would now be easier to patent. This paper differs from the existing literature which uses patent data (a measure of research output) by using research and development data (a measure of inventive input) to examine the effect of the Act.  相似文献

The ‘triple helix’ of the university-industry-government relationship and habitat are accepted as important determinants of innovation and entrepreneurship. However, empirical explorations of the effects of these variables and their interrelationships on regional entrepreneurial activities are highly limited. To fill this gap, we investigate the effect of the triple helix system and habitat on birth and death rates of U.S. firms at the state level. As expected, we find that industrial R&D expenditure plays an important role in promoting regional firm birth. However, university and government R&D also generate a synergistic effect that indirectly influences regional firm birth rates. In addition, we find that the synergy between university and industrial R&D enhances the sustainability of firms, while the interactions between (1) university and government R&D and (2) government and industrial R&D are associated with an increase in firm death. Other factors linked to more favorable conditions for firm formation include higher educational attainment in a region, lower tax rate, and habitat factors affecting quality of life, such as lower housing prices and higher rates of health insurance coverage. In regions with high entrepreneurial activity, we find positive synergistic effects of the interactions between (1) university and government R&D and (2) university and industrial R&D on firm birth rate, suggesting that university R&D plays an important role as an ‘entrepreneurial mediator’ among the three spheres in the triple helix system. In low entrepreneurial regions, the only triple helix system factors significantly influencing firm birth rate were tax rate. This finding suggests that the independent and interdependent components of the triple helix system and habitat are less powerful in low entrepreneurial regions.  相似文献

We investigate country-level determinants of Official Development Assistance (ODA) in health R&D with a focus on levels and types of human suffering as well as levels and types of medical absorptive capacity. Using latest data from a range of sources and various tests on large numbers of countries in receipt of health R&D ODA, we find support for the central assertions that human burden has a direct positive impact on receipt of health R&D ODA and that medical absorptive capacity in the recipient country moderates this relationship. The relationship between human burden and health R&D ODA receipt does not hold for countries low in medical absorptive capacity. Additional analysis reveals: (1) medical absorptive capacity that involves regular patient contact has the strongest moderating effect on the burden – funding relationship, (2) receipt of health R&D ODA under low levels of medical absorptive capacity explained not by human burden but by small country bias, and (3) the importance of nurses to health R&D ODA in countries with high levels of human suffering and health R&D ODA but voids of doctors and clinical trials.  相似文献

Several notions of a R&D paradox can be found in the literature. In the Swedish Paradox version, the emphasis is normally on high and growing levels of business R&D connected to comparatively low GDP growth rates. This paper examines whether this pattern is consistent over time and, more importantly, which sectors drive the aggregate patterns. Based on an investigation of the entire Swedish economy 1985-2001, there is clear evidence that the paradox occurs only in fast-growing manufacturing and service sectors. Fast-growing sectors show an increasing gap between R&D and value-added growth, while the slow-growing sectors do not. This paradox is not interpreted as a sign of failure of the national innovation system, as the largest gap would then be for the slow-growing sectors, failing to transform R&D to economic growth. The gap between R&D and GDP is consistent with the idea of diminishing marginal returns to R&D investment in high-investing sectors. The evidence does not rule out, however, that rendering the innovation system more effective could yield better outcomes. As the findings of a gap are quite consistent over time, it seems fair to conclude that businesses have good reasons for their high R&D investments, despite not being on par with their production growth.  相似文献

A quantitative graphical method is presented that identifies a set of technologies within an agricultural production sector that best serves a number of socio-economic goals. Technical research objectives that are derived from this set of technologies can be used by agricultural R&D policy planners as a guide when deciding on the selection and encouragement of specific research programmes.The application of this approach is illustrated with an example from sheep husbandry and wheat cultivation in a semi-arid zone in Israel. It is shown that the set of socio-economically viable technologies includes some of those that are applicable today as well as those that require more research. Despite the fact that some technologies do not meet all the goal criteria, they are currently applied for various reasons.It is suggested that the approach developed here can serve to bridge a communication gap between the agricultural development administration and the research establishment when evaluating agricultural R&D policy. It can also be used to determine the socio-economic limits to technological development in a given situation.  相似文献

    “官产学研”融合是新时代创新型国家建设的重要举措,有效释放政府研发资助的调节红利至关重要。本文借助理论模型阐释高校创新活动与地方创新发展之间的逻辑关系,揭示政府研发资助对高校创新溢出的调节影响可能存在较为复杂的动态机制。采用Hansen的门槛回归方法以及中国30个省份的面板数据实证研究发现,高校创新能力提升对区域创新发展具有积极影响,但在不同水平时影响弹性系数有所差异,高校创新能力处于(0.275 3 0.560 3\]区间的溢出效应最佳。政府研发资助对高校创新溢出具有动态调节作用,当资助强度高于0.085 3门槛阈值,高校创新才会释放正向溢出的“挤入效应”,并且随着研发资助强化,溢出轨迹呈现出边际递增规律。相应研究启示在于,定位高校创新溢出的最佳区间,跨越政府研发资助的约束门槛,才能有效撬动“官产学研”的内生驱动,加速区域创新转型。  相似文献

R&D employees frequently must split their limited time between explorative R&D and exploitative operative tasks. This article explores the influence of this multitasking (pursuing both R&D and operations) on employee R&D performance. The article also analyzes how the relationship between multitasking and individual R&D performance interacts with the degree of access to internal and external resources. We hypothesize that multitasking positively affects R&D performance. Furthermore, we assume that the internal resources (funding, facilities, and support) are increasingly relevant when employees combine R&D and operative activities. However, multitasking employees may show less of a need for external resources (access to networks) in comparison to more focused colleagues. The results of a survey of 332 surgeons from 20 academic medical centers in Germany support our hypotheses. We conclude that managers should ensure that their R&D workforce is also involved in daily operations. Output will be optimized if these employees are not only engaged with explorative tasks but are also involved in exploitative activities. However, managers should also ensure that the appropriate organizational support is provided to individuals who attempt to combine exploration and exploitation. Multitasking individuals benefit the most from access to internal resources, whereas external resources are more efficiently allocated to explorative-only employees.  相似文献

An exploratory study of 2308 R&D professionals working for U.S. based laboratories belonging to 24 large corporations finds inverted-U relationships between the technical, administrative and total hours R&D professionals work per week and the extent they innovate and help manage the innovation process. These relationships suggest that R&D professionals can increase the extent they accomplish these performance objectives by working up to an optimal number of weekly hours and by combining technical hours with up to an optimal number of administrative hours. When R&D professionals work 60 weekly hours by combining 50 technical hours with 10 administrative hours, they maximize the extent they innovate. When R&D professionals work 60 weekly hours by combining 35 technical hours with 25 administrative hours, they maximize the extent they help manage the innovation process. The implications of these findings for having R&D professionals increase the extent they accomplish these performance objectives and, therefore, develop their careers, are discussed.  相似文献

Do firms in the same sector converge towards the same R&D intensities? Previous research has often assumed this to be true. A closer examination, using microdata from the EU Industrial R&D Investment Scoreboard for the years 2000–2015, shows considerable heterogeneity in R&D intensities among firms in the same sector, and that this heterogeneity persists over time. Statistical tests of convergence show that the variation in R&D intensities does not decrease over time (i.e. no σ-convergence), although firms with an R&D intensity below the industry average do seem to catch up with the leaders (i.e. evidence of β-convergence). Overall, firms in the same industry do not converge to a common R&D intensity. Policy implications are discussed.  相似文献

This paper analyses the freeriding behaviour in the case of public finance for R&D activities in enterprises. It will start with a brief discussion about the concept of freeriding and its importance to justify public support measures and offers a review of the methods, indicators and results reflected in the evaluation studies.In the second part of the paper, the impact of the Spanish low interest credits for R&D projects for individual firms will be analysed. A profile of the “freerider firms” will be offered, defined as those supported firms whose innovative efforts do not depend on public aid and probably would or could have carried out the same level of innovative activities without public support. Moreover, the paper presents some evidence that firms with a freerider behaviour show a lower level of goal achievement related to their technical and commercial objectives and consider the learning effects as less important than the other firms. This could suggest, indirectly, that freeriders generate fewer externalities available for the production system as a whole—than the non-freerider firms.  相似文献

To investigate whether there is a similar relationship between R&D intensity and growth in high-tech and non-high-tech small and medium-sized enterprises (SMEs), we examine two samples of SMEs in manufacturing industries, applying the two-step estimation method. Our findings are that R&D intensity restricts the growth of high-tech SMEs at lower levels of R&D intensity and stimulates their growth at higher levels. However, R&D intensity restricts the growth of non-high-tech SMEs regardless of the level of R&D. The relationships obtained between other determinants considered in the literature and the growth of high-tech and non-high-tech SMEs allow us to conclude that (i) smaller, younger, non-high-tech SMEs grow more quickly than larger, older, non-high-tech SMEs, which does not occur in the case of high-tech SMEs; and (ii) financing restrictions are especially important in financing the growth of high-tech SMEs, compared with non-high-tech SMEs.  相似文献

Defense R&D represents the largest component of US public R&D spending and historically has promoted a wide range of civilian innovations. However, the empirical evidence on the impact of defense R&D is scant and it does not provide conclusive results on the possible crowding-in (-out) effects on private R&D investment. Exploiting a longitudinal dataset linking public R&D obligations to private R&D expenditures for US states, we investigate the impact of defense R&D on privately-financed R&D. To address potential endogeneity in the allocation of funds, we use an instrumental variable identification strategy leveraging the differential exposure of US states to national shocks in federal military R&D. We document considerable crowding-in effects with elasticities in the 0.11–0.14 range. These positive effects extend also to the labor market, when focusing on employment in selected R&D intensive industries and especially for engineers.  相似文献

The objective of this paper is to contribute to the empirical literature that evaluates the effects of public R&D support on private R&D investment. We apply a matching approach to analyze the effects of public R&D support in Spanish manufacturing firms. We examine whether or not the effects are different depending on the size of the firm and the technological level of the sectors in which the firms operate. We evaluate the effect of R&D subsidies on the subsidized firms, considering both the effect of subsidies on firms that would have performed R&D in the absence of public support and also the effect of inducement to undertake R&D activities. We also analyze the effect that concession of subsidies might have on firms which do not enjoy this type of support. The main conclusions indicate absence of “crowding-out”, either full or partial, between public and private spending and that some firms - mainly small and operating in low technology sectors - might not have engaged in R&D activities in the absence of subsidies.  相似文献

Professorial entrepreneurship has recently attracted much attention. This paper draws upon historical research, a survey of faculty, and an Internet-based methodology for identifying professorial affiliations with entrepreneurial firms at two of the premier electrical engineering and computer science departments in the US, The University of California, Berkeley and Stanford. We employ the concept of “nested embeddedness” to explain why the faculty members in these two institutions have different levels of entrepreneurship and corporate involvement. EE&CS faculty at both universities were found to be socially embedded in departments and disciplines that supported and placed value on entrepreneurial activities. However, while being embedded in a university environment with a history of success and high level of support for entrepreneurship, EE&CS faculty at Stanford had a significantly greater level of corporate involvement, including the founding of start-ups. Although significantly less than Stanford, the level of corporate involvement among EE&CS faculty at Berkeley was also substantial. This suggests that being embedded in an academic department and disciplines with cultures that are supportive of entrepreneurial activity can help counteract the disincentives created by a university environment that is not strongly supportive of these activities.  相似文献

We analyse whether public subsidies supporting collaborative research and development (R&D) projects in small and medium-sized enterprises (SMEs) are able to encourage persistent R&D investment and interorganisational networking more than subsidies supporting individual R&D projects. Adopting a counterfactual approach to policy evaluation, we compare subsidies for collaborative R&D and for individual R&D implemented in the same Italian region in the same period. Our findings suggest that, once public support is no longer available, the two subsidies have different effects on different types of SMEs. If the policymakers’ objective is to increase the number of R&D-performing SMEs over time, they should provide subsidies for collaborative R&D to firms with modest R&D experience. If their objective is to increase the amount of spontaneous R&D investment over time, they should target SMEs with some prior R&D experience, using either subsidy. Finally, if their objective is to induce SMEs to network with external organisations, subsidies for collaborative R&D projects should be preferred to subsidies for individual R&D projects.  相似文献

In this study, the determinants of private R&D investment are examined at the level of firms in the Turkish manufacturing industry. We focus our attention on the effect of public R&D support programs. Our findings indicate that public R&D support significantly and positively affects private R&D investment. There seems to be even an “acceleration effect” on firm-financed R&D expenditures. Smaller R&D performers benefit more from R&D support and perform more R&D. In addition, technology transfer from abroad and domestic R&D activity show up as complementary processes. Given the scarcity of studies on R&D support in technologically weaker economies, our hope is that the less-developed countries can exploit these findings in constructing socially beneficial technology policies.  相似文献

R&D activities in the United States, as in other advanced economies, are geographically concentrated in certain types of locations. This study presents data on the location of four dimensions of R&D in the U.S.: industrial R&D laboratories, scientists and engineers engaged in R&D, scientists and engineers employed by the federal government, and research universities. Industrial R&D is much more concentrated in large urban areas than the other dimensions, and appears to locate more in response to the location of manufacturing activity than to the location of research universities and federal research facilities. The location of R&D employment, which includes government university, and industrial employees, is associated with facilities for all three types of R&D. Because of these factors, R&D in the U.S. is found on a significant per capita basis in 44 of 177 urban areas, most of them in the northeastern portion of the country. When two dimensions, industrial R&D laboratories and R&D employees, are combined as a measure of R&D concentration, the locational pattern is less clustered regionally. Ten urban areas in all regions of the U.S. are identified as important complexes of R&D. Since the location of R&D is a major indicator of comparative advantage for technological activities and the economic potential of urban regions, only a few areas of the U.S. are likely to remain important in the generation of innovations.  相似文献
