内蒙古改革开放30年的农业发展历程依据产出变化可以划分为三个阶段四个时期。1978—1988年处于传统农业阶段,是一个产出低速增长期;1989—2003年为内蒙古农业起飞前的准备阶段,包括一个高速增长期和一个低迷徘徊期;2004—2008年为内蒙古农业的起飞阶段,是又一个产出高速增长期。在未来的农业产业化发展中,“农畜结合”是内蒙古农业实现腾飞走向成熟的必然选择。 相似文献

笔者以卢卡斯人力资本外溢模型为理论基础,以内蒙古自治区1978-2010年统计数据为依据,研究了内蒙古人力资本与经济增长之间的关系。实证分析显示,内蒙古人力资本的产出弹性较低,人力资本外溢效应显著程度较低。而相较于人力资本投入,经济增长对物质资本投入更为敏感;因内蒙古的科技教育较为落后,人力资本对经济增长的贡献率也比较低,物质资本仍是经济高速发展的主要拉动力。鉴于此,笔者提出了加大教育投资,优化教育结构,重视积累人力资本等建议。 相似文献

以C-D生产函数为基础,利用河南省1990-2009年间农业投入产出数据,计算出各种投入要素的产出弹性,并通过索洛余值方法对河南省农业科技进步贡献率进行测定。研究表明,河南省农业科技进步贡献率呈阶段性特点：第一阶段（1991-1999年）呈波动性增长状态;第二阶段（2000-2009年）呈＂正负＂震荡交替式状态。 相似文献

对口支援西部地区民族教育的工作可分为三大阶段,即初创阶段（1949-1980年）;迅速发展阶段（1980-1999年）;新世纪的飞跃发展阶段（2000年-）。西部大开发政策颁布实施后,教育部加强了对西部民族地区高等院校的支援协作,特别是北京内蒙古高等院校对口支援工作取得了飞跃式发展。北京内蒙古高等院校对口支援工作大力推动了我区高等教育和职业教育的区域协调发展,提升了我区高校和职业院校的办学质量,为内蒙古自治区各类少数民族人才培养做出了突出贡献。今后这一工作要确保政策的统筹性,保证各项政策的协调,并构建双赢机制,同时进一步加强管理力度。 相似文献
