The notion of merit-aid is not a new development in higher education. Although previous researchers have demonstrated the impact of state-adopted merit-aid funding on student decision-making, fewer studies have examined institutional pricing responses to broad-based merit-aid policies. Using a generalized difference-in-difference approach, we extend previous empirical work by examining the impact of merit-aid on institutional pricing strategies while considering both the institution’s tuition-setting authority and the relative strength of the merit-aid program. In this study, we find that colleges and universities with the authority to set their own tuition increased their in-state tuition and fees following broad-based merit-aid policy adoption; however, institutions with state-controlled tuition-setting authority respond to broad-based merit-aid policies by lowering their in-state tuition and fees. Our findings suggest that the incentives and dynamics of each state’s policy environment are significant determinants of institutional responses to state-level policy adoptions.  相似文献

This study examines an emerging trend in state higher education finance policy: the use of an index to establish tuition and fee levels at public institutions. Based on a national survey of tuition-setting policies, this study documents the increasing use of an indexing formula to determine tuition levels. Factors encouraging this trend are examined, and questions that must be addressed by state and institutional policymakers in adopting such a formula are discussed. Economic recessions impact higher education institutions in complex ways. Several analyses have examined the influence of the 2007–2009 recession on tuition, enrollments, revenues, and expenditures, but the connection of these resource allocation patterns to a student success outcome—namely, retention—is limited. This study examined relationships among institutional expenditures, tuition, and staffing patterns on first-year retention rates at private and public institutions in 2007, 2009 and 2011: before, during, and after the economic recession. Private and public institutions increased tuition during this time period and increased expenditures. Expenditures most directly educating students (i.e. instruction) and institutional selectivity were positively associated with retention. However, public and private institutions differed in how they allocated their expenditures. That the findings correspond with past research investigating relationships between resource allocation and retention illustrate principles of the resource dependency theory (Pfeffer and Salancik 1978): institutions impacted by external economic changes, adjust revenues, staffing, and expenditures during economic changes.  相似文献

This study explored the responses of students in different academic majors to tuition increase, with a particular focus on the relationship between tuition increase, and future earnings and college expenditures. We analyzed effects of tuition increase on enrollment in six academic majors—Engineering, Physics, Biology, Mathematics, Business, and Education—where disciplinary enrollment data were available. The main findings are that students are elastic to tuition level in Physics, Biology, and Business, but not in Engineering, where the rate of return is the highest among the six majors and the college expenditure are the highest. The findings suggest that student enrollment in various academic majors is affected differentially by tuition. Further, the findings support a cost-related tuition policy, one designed to charge students higher tuition for higher-cost majors and lower tuition for lower-cost majors.

We exploit changes in student funding policies across the four UK nations and the Republic of Ireland to conduct a natural experiment investigating the marginal effect of differing tuition fee levels on students' enrolment behaviour. Whilst previous international research suggests increases in fees suppress demand and disincentivise cross‐border educational migration, some studies in North America and Germany find an element of inelasticity of demand. In the UK, various commentators have predicted marked shifts in student mobility in response to variation in tuition fee prices by country, trends expected to sharpen following substantial planned rises in tuition fees from 2012. After outlining tuition fee policies in the UK and Ireland, we analyse data on student enrolment destinations across the five countries for the period 2000–2010. We find little evidence to support the notion that student mobility is driven by economic ‘rationality’. Enrolment rates have risen despite increases in tuition fees and there is a long‐term trend for students to stay at home. Students seem not to be ‘pushed’ out‐of‐country by higher fees, but may be discouraged from moving if fees are lower in‐country. Student mobility within the UK and Ireland follows well‐worn paths from and to specific countries and institutions. Finally, we consider the implications of our findings for student mobility in general and forthcoming changes to UK student funding policies in particular.  相似文献

As the borders between higher education systems continue to erode and competition for qualified students increases, many institutions are exploring variable pricing options, known in the USA as “tuition discounting.” The goal of tuition discounting is to use institutional funds to attract and retain desired students while maximizing net revenue to the institution. Recent changes in higher education funding and tuition structures in non‐US countries have led to interest in how to most effectively allocate institutional aid. This article outlines the basic concepts of tuition discounting, and shares insights for institutions that might be considering this option.  相似文献

Abstract

In the last decade, a majority of states has developed legislation or centralized policy directives which encourage the participation of older adults in institutions of higher education through tuition‐reduction or tuition‐waiver. However, very little research has been conducted to assess their impact on participation and program development. This paper is intended to analyze the awareness and impact of tuition‐waiver policies among older adults and institutions of higher education in the state of Virginia. In addition, this paper is intended to provide an expository framework for the synthesis of secondary data sources which address state policy issues in gerontology and higher education.

Results from the analysis indicate a high level of awareness among administrators at the institutional and state level in higher education and among state legislators, while somewhat less awareness is evident among older adults. In terms of impact, results indicate that older adult participation remains extremely low, and the priority of cost in participation decisions is not well understood. The actual financial burden on institutions is still relatively small; however, with no tuition or state reimbursed funds, the incentives for program development remain insufficient.

Several additional policy and research questions follow from the analysis. Questions must be raised concerning who is benefitting from the legislation and who should be benefitting, what kinds of incentives are necessary for institutions to develop programs, and what role the state should play in facilitating program development. Additionally, a re‐evaluation of tuition‐waiver policies versus other kinds of financial incentives is recommended.  相似文献

Regulation refers to governmental restrictions over enterprise in order to protect public interest. Research on governmental regulation in China primarily focuses on public utility, and inadequate attention has been paid to regulating college tuition. Currently, although the educational administrative agencies have successfully kept college tuition at the level of the year 2000, the governmental regulation on tuition has not achieved the effects expected because it has not been able to lower college tuition to the level that the public is willing to accept, and it has not established any internal scientific management system in colleges. The ultimate goal of college regulation should be establishing a healthy order among various social groups. After tuition is capped, the priority for constructing a scientific college management system is to define the goals for governmental regulation on college tuition. A feasible option for now is to replace cost analysis with intervention institutions and to improve the situation of asymmetric information. More than 40 years of research has found a positive relationship between increases in the proportion of non-resident students enrolling in an institution and increases in the tuition prices this institution charges to these same students. Notably, this line of research has consistently treated this non-resident student body as if they constitute a homogeneous group in terms of their socioeconomic well-being, when in reality these students come from states with differing levels of socioeconomic prosperity. Notably, given that tuition and fee charges to non-resident students are market-based, institutions charge what out-of-state students are willing to pay. Under this rationale, it follows that the wealthier the student body of an institution is, the more institutions will be able to charge them in terms of tuition and fees for their education. The purpose of this study is twofold. First, it offers a method to measure the level of wealth of the non-resident student body enrolling at an institution considering the level of wealth of these students’ home states, therefore creating a measure of heterogeneity of the non-resident student body. The second purpose is to evaluate whether this measure of heterogeneity is associated with larger increases in the net tuition and fee prices charged to these students compared to the increases related to the homogeneous structure that ignores these students’ home-state wealth. This twofold purpose was addressed utilizing a dataset built from regional, state, and institutional information of 1743 public and private not-for-profit 4-year institutions across the contiguous United States. Since all the outcome variables were found to be spatially dependent, spatial econometrics techniques were employed for model estimation. Results corroborated that treating non-resident students as a homogeneous structure rendered downwardly biased estimates of institutions’ abilities and/or decisions to set higher or lower tuition and fee prices compared to the estimates obtained using the heterogeneous structure. Considering current general disinvestment of states in higher education, the analysis of factors driving non-resident tuition and fee price-setting has become especially relevant for public policy officials and decision-makers at both the institution- and state-levels. In recent years, concerns regarding runaway college tuition and student loan debt have risen to the forefront of the public consciousness, undermining confidence in the value of a college degree. Ironically, the very issue that is now causing such alarm—high tuition—has been a signature feature of the financial model intentionally employed by the vast majority of smaller private colleges and universities in the United States, including members of the Council for Christian Colleges & Universities (CCCU). In the “high-price–high-aid” model, postsecondary institutions mark up their “sticker price” (meaning the publicized cost of attending per year) and then offset the tuition hike with sizable discounts that take the form of institutional grants marketed as scholarships. This article examines the institutional benefits and unintended consequences of tuition discounting, giving special attention to effects within the evangelical Christian segment of the private sector of American higher education. The article concludes by offering a set of principles for reforming tuition pricing and financial aid practices at Christian colleges and universities.  相似文献

Using hierarchical multiple regression analysis, this study examined the factors that contribute to the variation in students' subjective perceptions of the value of their tuition dollars. This study utilized data on 6,322 undergraduate students from 11 institutions in the Council for Christian Colleges & Universities (CCCU) who completed the Thriving Quotient questionnaire. The results revealed that psychological sense of community (β = .321) was the strongest predictor of students' perception that their tuition was a worthwhile investment. Financial difficulty was the second strongest predictor (β = –.245), and students' perception of institutional integrity was the third strongest (β = .161). These findings indicate that helping students develop a sense of community on campus and perceive that their institutions are meeting the expectations created during the admissions process are important elements of helping students appreciate the value of their tuition. Further discussion on the theoretical and practical applications of the findings are included.  相似文献

Although there has been a proliferation of free and reduced tuition programs for older adults in institutions of higher education, the existence of support services to facilitate these programs has not been well documented. In this follow‐up to their 1979 study, the authors indicate that a general lack of support services is common among institutions. The article gives an aperçu of the development of higher education in the Czech Republic from 1990 to 1993. The Higher Education Law of 4 May 1990 provides for the greater democratization of higher education structures and for increased institutional autonomy. Accreditation boards have been created. An Act of 9 July 1991 led to the creation of five new universities through the reform and amalgamation of pre‐existing institutions. Africa's higher education crisis has prompted the growth of private institutions. Enrollments are very low and in most African countries do not account for a significant proportion of university enrollments. The largest number of private institutions are in Kenya which is the subject of a case study. Private institutions provide professional training in fields of employment opportunity but also offer an education that emphasizes character building functions of higher studies. Private higher education is expensive to provide and costly to attend. Many private institutions are caught in a dilemma. They can not achieve significant efficiencies by reducing instructional costs without damage to the quality of their programs, and they are reluctant to raise tuition and accommodation charges because of the distorting effects on student recruitment. As long as public higher education is provided at low or no cost and private higher education is entirely self-supporting, the private sector will have a peripheral role in higher education in Kenya and other African countries.  相似文献

教师的教学能力直接影响着教学的实效性,师范教育阶段是教学能力生成的基础性阶段,期间构建与生成的教学能力决定着初入职阶段教学工作的起点,影响着教师专业发展的方向与空间。本研究运用自编问卷对两所部属师范大学的1368名首届免费师范生的教学能力进行研究。研究发现,师范生在教学设计能力、实施能力以及反思与矫正能力三个维度的水平存在差异,性别、曾就读重点高中类型、高师专业排名、专业以及实习的区域因素影响师范生的教学能力。提升师范生教学能力最主要通过拓展教育实践课程内容、课程实施中重师范生个体群体差异,培育师范生的学习共同体以及加强教育教学实习指导三个方面展开。  相似文献

This paper uses price-response measures derived from recent national studies to assess institutional pricing (tuition and student aid) alternatives in diverse institutional settings. It concludes that such analyses are viable, especially if an understanding of institutional contexts is used to frame and interpret simulation results. The analyses indicate there are limits to the viability of the “Robin Hood” pricing approach that has predominated in private colleges during the past decade. New alternatives, such as simultaneous tuition and grant reductions or the creation of forgivable loans, merit consideration in some settings.  相似文献

The Pell grant program is the largest federal program for college students, with support to over three million students at more than 6000 institutions. A prominent question in public debate is whether Pell grants tend to be appropriated by universities through increases in tuition—consistent with what is known as the Bennett hypothesis. Based on a panel of 1554 colleges and universities from 1989 to 1996, we find little evidence of the Bennett hypothesis for in-state tuition for public universities. For private universities, though, increases in Pell grants appear to be matched nearly one for one by increases in list (and net) tuition. Results for out-of-state tuition for public universities are similar to those for private universities, suggesting that they behave more like private ones in setting out-of-state tuition. Institutional responses in these latter cases appear at odds with federal grants-in-aid policy.  相似文献

Within the past 10 years a number of studies have been conducted on free and reduced tuition for senior citizens in the United States. Since George Miller's bench mark study in 1975 a body of research has been accumulating. The research has begun to show increasing differentiation as additional scholars investigate different facets of the topic. This paper provides an overview of some of the major research reported in the literature. At the present time most investigations on the subject seem to fall into one of five categories: surveys of institutions, surveys of coordinating boards, surveys and interviews of senior citizens, institutional self‐studies, and literature reviews or metaresearch. These approaches are noted and the methodology, scope, and focus of the research are discussed. The findings of different studies generally agree in broad topical areas such as enrollments, students, relationships with other students, kinds of programs, and course content. In addition some comments about the future research directions and needs are mentioned.  相似文献

This paper reports on an investigation of differences and similarities across the 50 states in approaches to the pricing and discounting, via student aid, of undergraduate education. To examine national patterns in tuition and aid policies, the analysis used recent state-by-state data and multivariate statistical methods. The results suggest that region, social and economic resources, and postsecondary governance arrangements each have distinctive connections to the nature of states' tuition and aid policies. Of particular interest are the results relating to high-tuition/high-aid policies at the state level, an approach termed by proponents therationalization of tuition and aid policy. Multiple regression analysis revealed rationalization to be primarily a regionally driven phenomenon concentrated in the Northeast and Midwest. Rationalization showed weaker, but still significant, connections to the states' population, personal income levels, extent of reliance on private postsecondary institutions, and governance arrangements. Implications of these findings for theory and policy are discussed.  相似文献

The marketization of higher education in the 15 countries that were formally part of the USSR has established a system model that is distinctive within world higher education, the dual-track tuition system. The foundations of this model were established in the economic liberalization of late Soviet period which facilitated a common pattern in higher education across the post-Soviet countries. Although a private sector has been established, the primary mode of marketization has taken place within the public sector. This remains dominant but has been split into two heterogenous segments in terms of funding and student selection. National systems, and individual institutions, have become divided between state-subsidized higher scoring students, and fee-paying lower performing students, creating different valuations and behaviours for the two segments. National standardized testing is an important instrument of marketization, shaping student selection and institutional differentiation and legitimating the unequal social outcomes that result. Empirical comparison across the 15 countries demonstrates a high level of privatisation of costs, largely because of private funding within public sector. This system model, which is incoherent and fosters a large-scale commitment to non-excellence, reflects a larger duality within post-Soviet societies and polities which remains unresolved. Higher education is riven between the Soviet egalitarian legacy of higher education as a public good, and the post-Soviet moment of the late 1980s and 1990s in which policy shaped by Anglo-American neoliberal thinking set out to turn education into a consumer choice on the basis of an abstract formula of the ideal market.  相似文献
