The Internet has provided OCLC with another delivery mechanism to support its chartered public purpose of ex- access to the world's information and reducing rising information costs. This network of networks has helped OCLC and its member libraries reach electronically a new audience of end users with new products and new technologies designed especially for them. OCLC offers three reference products via the Internet: The First - Search Catalog, the EPIC service, and The Online Journal of Current Clinical Trials. All can be accessed using the Internet from an enduser's home, office, dorm room, laboratory, hotel room-or any other location with a modem nearby-as well as from a library. FirstSearch is a new online information service designed for library patrons, with an end-user interface that allows patrons to move through the online search process in just a few simple steps, without special training or online searching experience. The EPIC service is an online information service with a command interface designed for the advanced searcher. Both of these services offer access to a number of databases, including the OCLC Online Union Catalog, an electronic card catalog of 28 million records used by more than 16,000 libraries.  相似文献

Europe is gradually embracing freedom of information principles while at the same time restricting dissemination of information generated by public agencies through electronic databases. Both Britain and Germany are moving to adopt freedom of information laws, and the European Commission has published a regulation allowing access to European institution materials. These developments are important for the rest of the world, including the United States, because the Internet is already becoming a vast virtual library facilitating global access to statutes, court decisions, and administrative agency decisions that make up the raw ingredients of a rule of law. Meanwhile, however, the European Commission issued a directive limiting certain uses of electronic databases, broadly enough drafted to include electronic repositories of primary legal information. This kind of state-sponsored monopoly over public information is inimical to a rule of law and democratic values. Europeans and Americans should work to realize the increased transparency promised by the freedom of information developments, and work to minimize the extent to which the database directive and similar proposals on this side of the Atlantic restrict redissemination of primary legal information.  相似文献

Abstract

With the transformation of the card catalog into the online public access catalog came the expectation of its increased functionality. For the most part, today's online catalogs perform an expanded list of tasks quite effectively. Bibliographic utilities, system vendors, and individual libraries continue to improve bibliographic retrieval by providing new and better services through the catalog. In spite of these improvements, many observers believe that online catalogs have reached their maturity. Today's information environment includes a wealth of material to which online catalogs cannot provide universal and up-to-date access. Increasingly, librarians are turning to federated searching portal applications to find a means of managing the flood of digital information that threatens to engulf users. This chapter describes essential functionality of such tools, suggesting directions and strategies for improving them. The author concludes that, while the online catalog will continue to function as the principal tool for access control of the library's physical collections, the federated searching portal will ultimately serve as the library's principal Web gateway to digital resources.  相似文献

The creation of electronic collections is changing the nature of libraries. Until recently an electronic collection meant providing an on-line public access catalog and a few CD-ROMs. Now the technologies exist to network CD-ROMs, load databases on Integrated Library Systems and access a number of commercial databases across the Internet for a fixed fee. With this responsibility comes a need to understand electronic information and options for its access. This article deals with three electronic information formats: CD-ROM, tape loads, and on-line hosts; reviews some of the hardware platforms used for accessing information in these formats; and, discusses some of the issues involved in interconnecting computer systems to increase access to electronic collections.  相似文献

Australia has a well-established history of access to government information and publications by citizens, much of it through libraries. The changes in the 1990s and 2000s with the move to electronic publishing and Internet access have led to significant changes in the accessibility of information. In 1997, the Australian Government framework for electronic delivery of information service was established by the report Management of Government Information as a National Strategic Resource. Since this report, there has been a rapid increase in the availability of government information, including government publications. There has also been an increased demand for public libraries to support access. The paper reviews establishment of the initial framework and changes in the past decade. Trends in production of government information, citizens' use of electronic Australian Government publications, satisfaction with online government services, and implications for libraries are analyzed.  相似文献

As the largest single producer, consumer, and disseminator of information in the United States, the Federal government has enormous power to influence the development and diffusion of new information technologies. Through the use of electronic information systems, it also has the opportunity to make more government information readily available to more public users. Defining the appropriate uses of, and controls on, this power are of critical importance in determining whether the government will be a positive or a negative force, particularly with respect to the private sector. Although there has always been, and probably always will be, some competition between government and private sector information products and services, there is agreement that the laws and policies regulating government information practices do not, and should not, require or permit a Federal agency to provide information products and services in the same manner as a private company. Federal agencies must be careful not to exploit the power inherent in electronic data systems by providing nonessential services to the public simply because the capability to provide such services exists. Instead the government should assume an affirmative obligation to review each electronic information activity carefully in order to avoid unnecessary government interference in the marketplace for information products and services. Further, as the government becomes increasingly involved in the use of electronic collection and dissemination, it must also learn to differentiate among levels of service and requirements of various user communities. Positions of the Association of Research Libraries, the National Commission on Libraries and Information Science and the Information Industry Association are presented and are shown to be in surprising harmony with the policies of OMB Circular A-130 and the views of the House Committee on Government Operations. The Securities and Exchange Commission's EDGAR system and recent development in distribution og government information on CD-ROM are reviewed as examples of the implementation of these policies.  相似文献

Library access to justice programs and services help people who need legal information and who cannot afford an attorney. Librarian mediation is a critical component in the provision of access to justice services. However, the value of library mediation, or assistance with using library resources, is often unrecognized, particularly where members of the public are trying to access electronic legal information sources, online legal forms, and other law technologies. This article will explore the role of librarians in providing access to justice services from the perspective of the work of Richard Susskind, which emphasizes technological approaches to providing legal services. While there is a place for technology in access to justice services, there is also a valuable role that librarians play in contributing to access to justice.  相似文献

The State Information and Reference Center of the California State Library provides a number of special services for its partons. These services include compilation and distribution of publications such as Management Trends, a selective annotated bibliography focusing on current trends in business and management, and Special Topics, an irregular series focusing on topics of current interest such as childcare, biotechnology and illiteracy. Other services include providing patrons with direct access to the University of California's online catalog, and indirect access to hundreds of commercial databases. In most countries, a key figure in the provision of public information at the central government level is the government information officer (GIO). These individuals may be known as spokespersons, press officers, press attachés, public affairs officers, or public information officers. A GIO contributes to public understanding of government policies and raises awareness of the roles of decision makers and purview of state institutions, the availability of social services, noteworthy trends, and risks to public health and safety. In Central and Eastern Europe, a GIO's responsibilities typically include: monitoring media coverage of public affairs; briefing and advising political officials; managing media relations; providing information directly to the public; sharing information across the administration; formulating communication strategies and campaigns; and researching and assessing public opinion. Because of the region's communist heritage, GIOs in Central and Eastern Europe confront a number of special challenges, starting with poorly performing public administrations. Other problems include immature media, secrecy and political influence, and a lack of training and skills. However, as democratic, market, and media practices in Central and Eastern Europe come to resemble those in Western Europe, the activities and attitudes of GIOs in the former region are becoming more like their counterparts in the latter.  相似文献

Web information systems are having a profound effect on the way information is being disseminated today. Current technological advances have caused many government agencies to re-evaluate their practice of contracting with private sector vendors who have traditionally repackaged and marketed the agency's raw data. These new opportunities for government agencies wishing to make information publicly accessible have blurred the traditional distinctions between public and private dissemination activities. Low-cost public dissemination of information has resulted in private sector vendors arguing that public electronic distribution and publication creates unfair competition. New partnerships, such as the recent venture between the National Technical Information Service (NTIS) and the commercial search engine, Northern Light, in developing the “usgovsearch” product are also being explored. From another viewpoint, library associations are strongly supporting legislation that would broaden, strengthen, and enhance public access to electronic government information. Key issues to be discussed are: (1) the debate concerning public vs. private access to government information; (2) Does electronic access to government information eliminate the need for printed documents? and (3) Joint efforts — when should the government team up with private sector allies to charge for information services and access?  相似文献

Since the late 1990s, governments at all levels have launched electronic government projects aimed at providing electronic information and services to citizens and businesses. Although Web sites are becoming essential elements of modern public administration, little is known about their effectiveness. The objective of this paper is to study the quality and usage of public e-services to citizens in Europe.According to the results of this study, e-government seems to be following a more or less predictable development pattern ranging from a stage in which interaction is limited to what is shown on the screen to stages in which there is two-way communication and service and financial transactions can be completed with a satisfactory level of protection of personal privacy. At present, e-government in almost all the cities studied is merely an extension of the government, with potential benefits in speed and accessibility 24/7. Despite the limited degree of development observed, online access has advantages that are impossible to replicate offline. Even though few expect e-government to completely replace traditional methods of information, e-government is becoming a powerful tool of transformation that has become embedded in the culture and in the agenda of the public sector.  相似文献

Nearing its 50th anniversary, the Defense Technical Information Center (DTIC) continues to support the conduct of DoD research, development, and engineering programs. DTIC provides a full range of information services, providing its customers with document services, database services, and information analysis. Included in its mission are the investigation, experimentation, and application of advanced information science and technology, permitting it to be a leader in the use of the World Wide Web in the Department of Defense. Scientific and technical information (STI) remains DTIC's primary area of concern, but DTIC's organizational and professional culture of providing information content and DTIC's information technology infrastructure have permitted DTIC to extend its customer base beyond the science and technology communities. DTIC now provides external access to publicly releasable defense informaion such as DoD public affairs, environmental, and economic security information.  相似文献

Abstract

Jacksonville State University's (JSU) Houston Cole Library (HCL) has always provided access to required course readings for its nursing program. In the past, HCL only offered print reserves. Now, as JSU's nursing programs move to the online arena, the Library's presence will be needed even more. Along with providing access to required course readings via an electronic reserve system, Docutek's ERes, the move to an online environment will require assistance in navigating the online system. Through a survey instrument, the authors determined the percentage of the JSU nursing faculty currently using the electronic reserve system. The authors also surveyed the JSU nursing students to determine the impact of the system on their studies.  相似文献
