Language, language policy and curriculum issues occupy very important and strategic places in educational planning in any society. In a multilingual Nigerian society as well as in similar countries like Australia, India or even in seemingly homogenous linguistic societies like Britain, language planning, development and policies are sin qua non. In this paper, the author has tried to look from the perspectives of the provisions of the National Policy on Education （1981） and the Constitution of the Federal Republic of Nigeria （1979）, and examine the curriculum issues arising from the language and policy aspects in achieving the national educational aims, goals, objectives and development. This paper takes a cursory look at the constitutional and policy documents as well as the realities on ground in the secondary schools. It is discovered that, this sub-sector of education is characterized with language implementation crisis. The disturbing issue is that, since the language of instruction is bedeviled with crisis, the whole educational system itself becomes a failure. The paper recommends that, Nigeria should carry out a language policy reforms that will be acceptable and effective bearing in mind the role of language and language policy in education. 相似文献

Increasing and uninterrupted supply of high-level manpower has become a fundamental pre-requisite for social and economic development of any nation. Hence, the direction of the university education in Nigeria is intensifying and diversifying its programmes for the development of high-level manpower within the context of the needs of the nation. To achieve this, the government of Nigeria initiated higher education policy reforms that intended to bring its university system more in line with international good practices. It is however disheartening to note that the quality of university graduates in Nigeria has continued to decline due to inadequate funding. During the decision-making process, especially in multi-disciplinary complex cases, assessment technique is needed to assist policy-makers in making the right decision. Many of such assessment techniques have been developed for policy-makers, but the inevitable subjectivity of policy-makers often becomes the main obstacle in making the right or proper policy. Interlink decision-making index （IDMI） is a newly proposed assessment method with the advantages of being simple to use and having less human interference over other methods, as it does not require a weighting process of each selection criterion. This paper implements IDMI to assist with decision-making in national or regional low-carbon development, using China as a case study. The Chinese government has annotmced its carbon emission reduction target along with other development targets by 2020. Many policy settings can be chosen in order to achieve those targets. The problem is how to determine the best setting and the means by which decision-makers can avoid subjectivity and extremes. A number of policy setting options are generated carefully by a system dynamic model under different policy scenarios. The IDMI demonstrates a perfect way to assist in selecting the ＂best＂ among all the options that can achieve the goals within the acceptable range. 相似文献

To promote economic and personal growth, higher education students＇ employability, ensuring their preparedness for the workforce, is emphasized. From the employer＇s perspective, judging whether a graduate is employable depends upon whether the graduate exhibits the attributes which employers value. Yet, with the growing emphasis on lifelong learning, it is important for higher education to re-consider and reframe the development and assessment of attributes of graduates in the context of lifelong learning. In this paper, these attributes will be explored in that context, and the issue of how assessment helps the development of graduate attributes is to be considered. Student engagement is proposed in this paper as the holistic, useful approach for the development of employability and lifelong learning. The holistic approach reflects the fact that what is required in a workforce is not the acquisition of knowledge, skills and dispositions per se, but the capability to make an engagement through which knowledge, skills and dispositions are connected as a whole. The lack of emphasis on students＇ engagement could lead to mistakenly selecting as important for the focus of assessment simply the acquisition of skills, knowledge or dispositions, rather than the holistic connection of these to their application in the workforce. 相似文献

The urban developments have been carried out by only professionals for a long time because of efficiency and safety. However, most residents are ordinary people. Therefore, it is necessary to change the awareness of sustainable living environments, not only on the construction side but also the residents. In recent years, the number of cases of residents’ participation in planning, maintaining, and repairing increased. However, sometimes youths and children, who might spend a lifetime longer than adults in a city after the developments have been done, are not included in this “Residents”. Concerning youth and children’s participation, CFC (child friendly city) is one of the good practices for sustainable development. It was launched by UNICEF (United Nations International Children’s Emergency Fund) and UN-Habitat in the Habitat II in 1996. City governments, especially in European countries, started to view CFC as their key concept for preservation and/or sustainable development. CFC means not only being “Children” friendly but also “All people” friendly. Various effects have been reported since the Historic Cities/districts included CFC in their city planning as a common concept, especially in education, community re-development, and operation and maintenance by the community. It is expected that better city planning in preservation and sustainable development can be achieved by adding CFC concept. In this research, an ideal way of city planning involving resident participation and the possibility in the future are analyzed based on case studies. The Internet penetrates deeply into the everyday life due to the availability of broadband networks and mobile devices. The widespread of the Internet, along with the development of innovative services, social networking, and tools （known as Web 2.0）, gives rise to the phenomenon of the digital world. A university striving not to be ＂an ivory tower＂ should meet the needs of the ＂Net Generation＂, prepare the graduates for professional work and life in the digital world and comply with the social demand for providing lifelong learning services, especially, in the vulnerable crisis times. MESI （Moscow State University of Economics, Statistics, and lnformatics） started implementing ICTs （information and communication technologies） both in the academic and administrative processes more than 15 years ago. Today, its unified e-learning environment allows rendering educational services to students of all levels and forms （both on-campus and off-campus） and 24 × 7 × 365 support （24 hours-7 days in a week-365 days in a year）. Information system for administration comprises electronic document management systems, students＇ records, and the results of their individual learning activities for the current, interim, and final assessment. The university management system empowers centralized management of its Moscow headquarters and branches, as well as regulation of teaching/learning process. This essay begins with a brief introduction to the changes in foreign language education policy and the main motives for those changes in the context of socio-political circumstances. It then examines the development of language education system in a new college of a university in China over a period of ten years in relation to the issue of internationalization and globalization.The study shows that the language education system of the new college has developed in parallel with the recently-emerged trends in language education in China.
