教育公益性的内涵包括两方面,即教育符合社会公共利益和举办教育坚持公益性。对于社会效用较大且受教育者是弱势群体的教育层次和类型,须坚持教育供给上的公益性。民族中等职业教育的效用外溢性和受教育者的弱势地位决定其公益性属性。四川藏区"9+3"免费职业教育模式是民族中等职业教育公益性独创性的实现形式,在管理模式、经费投入、资源分配、就业等方面公益性特征突出。 相似文献

In this article, we explore issues related to how scholars attempt to enact public pedagogy (i.e. doing ‘public engagement’ work) and how they research public pedagogy (i.e. framing and researching artistic and activist ‘public engagement’ as public pedagogy). We focus specifically on three interrelated issues we believe should be addressed by scholars as they continue to theorize, enact, and analyze public pedagogies in the broader public sphere: (a) power dynamics embedded in individualized versus more collective enactments of public intellectualism; (b) conflicting and complicated conceptualizations of the relationship between the public pedagogue and the public, and how that relationship should be enacted; and (c) ethical issues surrounding the framing of public engagement and activist work under the umbrella of ‘pedagogy’. 相似文献

ABSTRACTUrban schools in many OECD countries are contending with policy trends that squeeze budgets and incentivize parent fundraising. The trend may be most pronounced and longstanding in the US, where parent groups and local education foundations have turned increasing attention to raising funds to support additional services, staff, or programs for schools to which admittance is primarily based on residence. This article argues that private fundraising for public schools contributes to the creation of what public economics, public choice, and urban planning theorists have described as ‘clubs’ that may exacerbate inequality. It examines two school districts that have adopted policies aiming to curb this potential inequity: the Santa Monica Malibu Unified School District in California and Portland School District in Oregon. A case study approach was used to detail the policies adopted and explore their potential for de-clubbing as well as resistance encountered to reallocation of dollars at the district level. 相似文献

This essay considers the challenges that neoliberalism raises for conceptual models and practices of a multiple public sphere. Engaging difference and attending to inequality, a multiple public sphere facilitates the circulation of a dynamic public good that may articulate mutual standing and relationships among people to enable the construction of a collective “we” for coordinated action. Weakening relationships among people and devaluing coordinated action, neoliberalism envisions a public of atomistic individuals who compete with one another for comparative advantage. Flattening difference and obscuring inequality, a neoliberal public presumes a universal subject that obscures its own particularity and discounts the uneven burdens faced by those who cannot seamlessly identify with its mode of subjectivity. Further, for a neoliberal public, inequality serves as the condition and end of competition. Resistance to neoliberalism may arise in the networked locals of a multiple public sphere, as advocates reclaim connections that neoliberalism seeks to deny. 相似文献

This paper calculates the public savings (financial benefits) from greater public investments in the education of African-American males. Over one-fifth of each age cohort of black males in US is not a high school graduate. We identify five interventions that would—based on credible research—increase the graduation rate; we also report the public cost of each intervention. We then calculate the lifetime public benefits in terms of increased tax revenues and lower spending on health and crime. In present values, for a black male aged 20, these public benefits amount to $256,700 per new graduate and the median intervention would cost only $90,700. The benefit/cost ratio is 2.83. Simply equating the high school graduation rate of black males with that of white males would yield public savings of $3.98 billion for each age cohort. These results suggest that increased investments in education for black males at risk of dropping out of high school should be an economic priority. 相似文献
