This paper introduces a Gini‐type index for measuring ‘attainment equity’ in schools; that is to say, how far a school (or group of schools) is from having a ‘fair’ proportion of its examination success attributable to a fair proportion of its student population. Using data from the National Pupil Database, the Index is applied to more than 20,000 students with matched attainment records at KS2 and KS4 in two ‘statistical‐neighbour’ local authorities in England, capturing the extent to which they are meeting a public policy notion of equity. It is then combined with existing contextual value added measures to analyse school and local authority performance in terms of both attainment equity and context.  相似文献

In British Journal of Sociology of Education Volume 29 number 3, 2008, Connolly presented what he termed a ‘critical review’ of some of our previous work on the relative attainment of male and female students in UK schools. He proposed three general areas for criticism – our use of attainment gaps, our consideration of outcomes other than at specific thresholds, and our querying of the idea of student ‘underachievement’. These problems, he claimed, have ‘given rise to a number of misleading conclusions that have questionable implications for practice’. However, those of his ‘criticisms’ with any merit are actually the same as our own conclusions, transmuted by Connolly from our papers that he cites, while his remaining ‘criticisms’ are based on faulty elementary logic. In case readers have not read our work and were somehow misled by Connolly, we give here a brief reply to each criticism in turn. This matters, because a greater understanding of patterns of attainment and of the nature of underachievement is a precursor to the design of successful initiatives to overcome inequalities in educational opportunity and reward. The conjunction of equity and market logics in contemporary education has created new and different conditions of possibility for equity, both as conceived in policy discourses and as a related set of educational practices. In this editorial introduction, we examine how equity is being drawn into new policy assemblages and how, in the context of marketisation, equity is evolving and being enacted in new ways across education sectors. Different conceptions of equity are considered, including the increasingly influential human capital perspective promoted by the Organisation for Economic Cooperation and Development (OECD). We argue that, separate from critiques of neoliberalism and its deleterious effects on equity in education, it is necessary to analyse carefully the increasing rationalisation of equity agendas in economic terms, the associated effects on education governance and policy-making, as well as on the work of educational institutions and educators. Providing an overview of the contributions to this Special Issue, we direct particular attention to the multiple, complex and often contradictory effects of the current education reform agenda in Australia, which has prioritised equity objectives and intensified performance measurement, comparison and accountability as means to drive educational improvement and reduce disadvantage.  相似文献

This article draws on the sociology of Basil Bernstein to show how his detailed theories of ‘recontextualisation’ and the ‘pedagogic device’ provide useful analytic levers to examine the politics of educational change. We focus on recent policy developments that have significantly impacted Australian school education: the Program for International Student Assessment; the National Assessment Programme for Numeracy and Literacy; and the government’s public dissemination of school achievement data through the MySchool website. The analysis illustrates the ways in which the logics of economic rationalism not only have become ubiquitous in Australian education policy, but have come to recontextualise – or reshape – discourses of social and educational equity through new norms of competition, standardisation and commensurability. In doing so, the paper highlights the value of a Bernsteinian approach to understanding the vernacular character of neoliberalism in contemporary educational policy.  相似文献

Background Over the past four decades there have been a number of controversies arising from the discussion of ‘equity’ and ‘equality’. These concepts are often invoked by policy analysts, policy-makers, government officials and scholars in order to justify or critique resource allocation to different levels of the educational system.

Purpose By creating a new equality–equity goal-oriented model, which allows the combination of different dimensions for each concept with different stages of the educational process, this paper aims to achieve two purposes: (1) to clarify among researchers, educators, evaluators, policy analysts, and policy-makers the notions of ‘equality’ and ‘equity’; and (2) to encourage researchers and evaluators to critically examine and synthesize equality/equity-based research.

Sources of evidence A review of the literature concerning the meaning, goals and assumptions of the concepts ‘equity’ and ‘equality’, and their implications for social and public policy, is presented.

Main argument A survey of recent and earlier debates on ‘equity’ and ‘equality’ among scholars and researchers reveals disagreement and confusion about what those concepts really mean and what they involve in terms of goals and results. It is debatable whether we can have ‘equity’ and ‘equality’ in a society that prioritizes efficiency in resource management over social justice. Certainly, such questions have shaped and guided many discussions and theoretical debates among scholars, policy analysts and policy-makers.

Conclusions Most of the definitions of ‘equity’ and ‘equality’ are frequently used by many researchers, evaluators, policy-makers, policy analysts, scholars and educators as if they were interchangeable. Instead of arguing for a unique or simple conception of ‘equity’ and ‘equality’, a set of definitions of those concepts as well as a discussion related to theoretical and policy issues associated are presented. In order to avoid that confusion, the equality–equity model developed in this paper suggests several new directions for analysis and research. It provides some ideas about how ‘equity’ (i.e. ‘equity for equal needs’, ‘equity for equal potential’ and ‘equity for equal achievement’) and ‘equality’ (i.e. ‘equality of opportunity’, ‘equality for all’ and ‘equality on average across social groups’) could be treated and measured in future research in relation to different features of the educational process (availability of resources, access, survival, output and outcome).  相似文献

This paper comprises five sections. Section 1 is concerned with the aims of education and definitions of pupil success and pupil failure, including criteria for determining success/failure; and section 2 proposes a model of pupil ssuccess/pupil failure which is analysed in terms of (i) ‘within-child’ characteristics and previous learning experiences, (ii) the physical, social and educational environment, and (iii) the extent to which there is a match or mismatch between educational provision and educational needs. The different criteria for measuring success/failure (educational attainment and pupil progress; pupil behaviour; pupils’ self-concepts and expectations of success; attitudes to school; number of pupils assessed as having special educational needs) are identified in section 3, and sources of evidence are analysed. Section 4 traces the legislative basis of educational provision from the 1944 Education Act, through the Education Act of 1988, which introduced the National Curriculum, to the present, while section 5 examines current developments in education.  相似文献

ABSTRACT

This paper explores some of the fundamental contradictions related to the commercialisation of education and how Pearson plc – ‘the world’s leading multinational education company’ – is trying to overcome these challenges through discourse and semiotics. Pearson’s Efficacy Framework is a semiotic-calculative device created to measure the impact of educational products and services sold by the company. This paper examines the ways in which the efficacy programme and tools developed by Pearson represent a type of ‘social fix’ intended to resolve contradictions linked to education commercialisation by demonstrating the ‘measurable impact’ and ‘outcomes’ resulting from its educational products and services and communicating that to customers, shareholders, policymakers, state managers and partners. Efficacy will be analysed as it relates to a hegemonic ‘knowledge brand’ in the making in education that is being actively promoted and appropriated by Pearson. Pearson, therefore, aims to construct a corporate brand and reputation around efficacy based on legible measures of performance, which this paper argues is in response to risks and contradictions associated with the commercialisation of education.  相似文献

Educational balance refers to the ideal that educational organizations and people who receive education enjoy equal treatment in educational activities under the thought of fair education and principle of educational equity, and the educational policy as well as legal system that guarantee its actual operations. The essence of balanced education development is to pursue educational equity and realize fair education. In terms of macroanalysis, it is the balance of educational supply and demand. In terms of mesoanalysis, it is the balance of educational resource disposition. In terms of microanalysis, it is the balance of school teaching processes, including the balance of the internal curriculum teaching resource disposition, and the balance of educational results as well as educational evaluation. Balanced education development is a historical category, which can be divided into four stages according to its achievement level. It is of great actual significance to establish the balancing index of fundamental educational development, especially the compulsory educational development, which is suitable for our national conditions and realities, to scientifically select the elements and to clarify the target of fundamental balanced education development. Pupil mobility,attainment and progress in primary school   总被引:1,自引:0,他引:1  
This article presents an analysis of the association between pupil mobility and educational attainment in the 2002 national end of Key Stage 2 (KS2) tests for 11‐year‐old pupils in an inner London education authority. The results show that pupil mobility is strongly associated with low attainment in the end of key stage tests. However, the negative association with pupil mobility is reduced by half when account is taken of other pupil background factors known to be related to educational attainment (such as special educational need and socio‐economic disadvantage), and is eliminated entirely when account is also taken of pupils' prior attainment as indicated by end of KS1 test scores at age 7. Thus there is no indication that changing school has a negative impact on educational progress during primary school. Pupils who join their school during KS2 from other schools in England are more likely to be ‘at risk’ of low attainment due to higher levels of socio‐economic disadvantage, a greater need for support in relation to English as an additional language, a higher incidence and greater severity of special educational needs and pre‐existing low attainment at the end of KS1. A key factor in understanding the relationship between mobility and attainment is the reason for mobility. One‐third of mobile pupils had arrived from schools outside of England, often as refugees, asylum seekers or economic migrants, and these pupils accounted for the major part of the effect ascribed to ‘pupil mobility’. The low attainment of these pupils is the result not of ‘changing school’ but of a broad range of factors including substantial cultural, educational and social adjustment.  相似文献

Advocates of teacher value-added modelling (VAM) argue that this technique can provide evidence on teacher effectiveness to inform teacher policies and broader education system reforms. Critics contend that value-added is a poor proxy for teacher quality and as such is of questionable utility, especially where teacher accountability is concerned. In low- and middle-income countries, and especially sub-Saharan Africa, where the challenge of the ‘learning crisis’ is most severe, a lack of longitudinal data has precluded extensive debate on the matter. In this paper we explore the potential of value-added analysis for diagnostic purposes in the context of Ethiopia. We make use of data from the Young Lives longitudinal study – specifically two rounds of school surveys conducted in Ethiopia between 2012 and 2017 when pupils were in grades 4–8. Learning levels in the Young Lives sites in Ethiopia are very considerably below curricular expectations. Like many countries in sub-Saharan Africa, Ethiopia faces a significant challenge in terms of a ‘learning crisis’ and in terms of the attendant need to develop policies to improve educational effectiveness within the confines of very limited resources. We discuss the background to VAM models and their use, including in relation to the context of Ethiopia. The paper shows that learning progress in primary schools varies widely between classrooms, and between pupils within the same classroom. Some schools and teachers are more successful in raising overall attainment by ‘raising the floor’ of learning and narrowing the dispersion. Others are more successful by ‘raising the roof’. Less effective teachers appear to be particularly ineffective for pupils with higher scores at the start of the year. In contrast, the most effective teachers showed high levels of ‘value-added’ for pupils at all levels of prior performance. Diagnostic analysis of teacher value-added has potential, we argue, to aid understanding of contributors to low levels of learning such as: (i) over-ambitious curricula; (ii) absence of ‘teaching at the right level’; (iii) within class heterogeneity and pupil grouping strategies; and (iv) teaching and learning strategies – such as ‘differentiation’ or ‘mastery’.  相似文献

ABSTRACT

This article reviews some of the strengths and limitations of the comparative use of meta-analysis findings, using examples from the Sutton Trust-Education Endowment Foundation Teaching and Learning ‘Toolkit’ which summarizes a range of educational approaches to improve pupil attainment in schools. This comparative use of quantitative findings has similar characteristics to umbrella reviews which provide a succinct but applicable summary of the current state of evidence to inform practice or policy. Meta-analysis helps to identify which approaches have, on average, made the most difference to tested learning outcomes, in terms of effect size. We suggest that any comparative inferences made between meta-analyses should be treated cautiously, but taken seriously. Additionally, we present alternative ways of interpreting effect sizes, security ratings and cost-estimates to make research findings accessible, whilst retaining appropriate accuracy which is discussed using the ‘Toolkit’ as an example. We conclude by arguing that we should consider the available information not as ‘what works’, but ‘what has worked’ to understand its value and limits in terms of supporting the development of research-based practice.  相似文献

Background: Recent effectiveness studies have investigated the relationship between two dimensions of effectiveness – namely, quality and equity. Specifically, the question of whether effective schools can also reduce the initial differences in student outcomes attributed to student background factors has been examined. In this context, the Dynamic Approach to School Improvement (DASI) makes use of theory and the research findings of effectiveness studies to try to improve school effectiveness in terms of quality and equity.

Purpose: This study aimed to examine whether the implementation of DASI in primary schools in socially disadvantaged areas in four European countries (Cyprus, England, Greece and Ireland) was able to promote student learning outcomes in mathematics and to reduce the impact of student background factors on student achievement in mathematics.

Design and methods: A sample of 72 primary schools across the four countries was randomly split into experimental and control groups. At the beginning and at the end of the school year, mathematics tests were administered to all students of Grades 4–6 (n = 5560; student ages 9–12 years). The experimental group made use of DASI. Within-country multilevel regression analyses were conducted to evaluate the impact of the intervention and search for interaction effects between the use of DASI and student background factors on final achievement.

Results: In each country, the experimental group achieved better results in mathematics than the control group. At the beginning of the intervention, the achievement gap based on socio-economic status (SES) was equally large in the experimental and the control groups. Only in the experimental group did the achievement gap based on SES become smaller. However, DASI was not found to have an effect on equity when the equity dimension was examined by focusing on the achievement gap based on either gender or ethnicity.

Conclusions: Implications of findings are drawn and the importance of measuring equity in terms of student achievement gaps based on different background factors, rather than only on SES, is emphasised. We propose the evaluation of the impact of interventions on promoting equity by the use of various criteria.  相似文献

公平是共同发展、共同富裕和共同幸福,最终标准和方式是平等与效率相互促进的关系状态,是不同公平标准和方式的和谐统一。公平的不同目标追求、理论基础、评价标准和实践方式形成不同结果。道德公平的目标、理论、标准和方式是人格平等,趋向是理想多于现实。经济公平的目标、理论、标准和方式是能力平等,结果是现实多于理想。政治公平的目标、理论、标准和方式,在不同时期有不同特点,但其永恒主题不仅是平衡稳定与发展、平等与效率的关系,形成它们相互促进、持续不断提高水平的公平的关系状态,而且总是在道德理想与经济现实的矛盾中博弈和寻找平衡。教育公平与社会公平互为基础、相互制约、相互促进,教育公平对促进社会公平有重要意义,社会公平对促进教育公平有重要意义。追求崇高的道德理想是扶贫帮困、慈善仁爱的理论基础,追求互利和双赢是在能力和劳动面前人人平等的理论基础。整个社会道德追求的主流对教育公平具有决定性作用。分数面前人人平等的公平具有两面性,并未涉及导致分数差距的经济和社会根源。在政治、道德平等和经济不平等情况下,以不平等的方式促进落后地区经济和教育的发展才是公平的。追求公平既有对能力、经济等有优势的人的权利、利益缺位的关注,也有对能力、经济等处境不利人群的权利、利益缺位的关注,但通常情况其核心是对后者的关注。实现教育公平必须协调道德、经济和政治公平的标准和方式。以人格平等的道德标准和方式,实现教育平等。以能力平等的经济标准和方式,提高教育效率。以平衡道德公平与经济公平关系的政治标准和提供机会、过程公平的方式,形成教育平等与教育效率相互促进的关系状态。通过整合道德、经济和政治的公平标准和方式,形成持续不断提高平等与效率相互促进水平的高水平的教育公平。公平与正义、公正从社会发展中协调各种利益关系的最高目标看,具有完全相同的本质,追求和实现教育公平就是追求和实现教育正义、公正。  相似文献

This article explores the school inspection as a political ritual for the management of tensions between competition and equality inherent in neo-liberal educational regulatory regimes. At the centre of the article is a case study of how teachers in an allegedly failing working-class English primary school coped with issues of social class, educational success-and-failure and an Office of Standards in Education (OFSTED) inspection and related accountability measures. National educational policy – relative performance data and inspection – generated a crisis within the school, and intervened in teacher discourse about the role of social class in pupil attainment. Whereas previous scholarship on OFSTED and inspections has emphasised their harmful effects on teachers and teaching practice, the current article broadens the focus from regulatory to political issues, from specific schools to the stability of the educational order more generally. Based on this case study, situated within a broader analysis of shifting discourses about social class and education in English educational policy, I argue that (1) the current regulatory regime makes ‘failure’ inevitable, thereby posing a symbolic problem for policy-makers and politicians; (2) by identifying failure and allocating blame, the inspection ritual fulfils an important symbolic function; which (3) serves to buttress the legitimacy of the neo-liberal educational order.  相似文献

The present paper examines male and female teachers’ language practices in relation to ‘censuring’ talk in the primary classroom, in the context of the debate around boys’ ‘underachievement’ and the ‘feminisation’ of primary school culture. Through an analysis of classroom observations with 51 men and women teachers, it looks to see whether gender differences could be found in the ways individual men and women teachers communicated in terms of their ‘censuring’ comments of pupils’ work or behaviour. Secondly, the paper takes issue with the notion that teachers operate within a ‘feminised’ educational culture, by looking at the ways in which teachers’ classroom talk can be seen to be constrained by two contrasting discourses relating to the power relation between teacher and pupil: a ‘traditional’ disciplinarian discourse, and a more ‘progressive’ liberal discourse. Both discourses have complex gendered and class dimensions, challenging the conception of a ‘feminised’ primary school culture.  相似文献
