Abstract

Recent news cycles have illuminated the disparate, racialized experiences of Black people in the United States but university leadership responses have been reactionary, or worse non-responsive. This study examines how university responses to national racial incidences such as the police brutality affect how faculty of color in one discipline understand the university’s commitment to diversity and ultimately how it affects the faculty experience. Illuminating how university actions affect not only faculty attitudes, but also faculty work has implications on broader university diversity outcomes and rectifying the racist, colonial founding of universities as national institutions. Findings show that there was increased race-related service taxation that was paired with resiliency and resistance tactics, and self- and community-driven coalition building. There are implications for institutional leaders around increasing a diversified student body through attention to community incidences and redefining community relationships to the university.  相似文献

Abstract

Accounting for front‐page news puts pressure on analytical resources, especially when news‐making is characterised by features such as overt political intervention in visual (photographic) and verbal (attribution) news data; explicit references to and investment in visual news to support political claims about news‐makers; and significant changes over time to a story, moving it from public scandal, through media disclosure to political defence. This article offers an account of how I tackled these analytical challenges in my research into the ‘children overboard’ affair in Australian newspapers.

The affair was generated from a false claim by Liberal Party ministers that asylum seekers threw their children overboard to coerce the Australian Navy into rescuing them. The story became front‐page news in October, 2001, helped to provide the Coalition with another term in office and greatly influenced public discourse about refugees and border protection. The article shows how I analysed semiotic resources such as voicing (in verbal news) and framing (in visual news) to track changes in this affair. It argues that political interventions in these semiotic resources (what I call ‘first‐order discourse') were pivotal in the management of news about asylum seekers. The article concludes by highlighting some implications of the methodology for critical analysis of multimodal news discourse.  相似文献

Abstract

Popular media shapes societal perceptions and discourse. The growing use of news media in higher education practices (outreach, admissions, and campus communication) have heightened the need for institutional leadership to not only understand the general impact of popular media but also to comprehend students’ representation, as well as the acquisition and dissemination of media content. In this study, authors present a media content analysis of newspaper coverage of the Black Lives Matter (BLM) movement in the well-known periodical, the Chronicle of Higher Education. Ultimately, this study demonstrates (1) organizational leadership can be influenced and disrupted to promote racial justice and (2) the discursive treatment of the BLM in popular media and, and by extension, in the United States’ public imagination. Overall, this study suggests that in situations where institutional policies perpetuate racial inequity, BLM student movements have the capacity to complicate existing discourse about Blackness in higher education and catalyze substantial social change.  相似文献

ABSTRACT

Reformers in developing countries increasingly seek to raise education quality. Yet we know little about the politics of improving education. One significant and instructive case of reforms designed to boost education quality comes from Chile, where in 2016 the government enacted a sweeping reform of teaching careers. This paper first uses a quantitative analysis of appearances in the news to identify key stakeholders and then turns to process tracing to analyze how and when these stakeholders influenced reform dynamics. Comparatively, the Chilean case differs from similar reforms elsewhere in Latin America due to the absence of business, the strong role of policy networks, and the final negotiated settlement with the teacher union. Theoretically, the analysis confirms general theories that emphasize the roles of distributive politics and policy networks.  相似文献

Abstract

The news media is an essential player in the policy making process. Social work students learning how to scrutinize, and influence, the complex world of social policy can benefit from an educational model that incorporates the media. This article first examines the theoretical framework for understanding the media's role in public policy formation. This framework is then used to construct a classroom exercise for analyzing the public discourse using basic content analysis of media texts. A case example drawn from a study of welfare reform and the media is described. By exploring how social problems are translated into public conversations, students can enrich their knowledge of social problem formation, and learn more effective rhetorical techniques and strategies for influencing the public debate.  相似文献

I argue that analyses of racial(ised) discourse and policy processes in education must grapple with cultural disregard for and disgust with blackness. This article explains how a theorization of antiblackness allows one to more precisely identify and respond to racism in education discourse and in the formation and implementation of education policy. I contend that deeply embedded within racialized policy discourses is not merely a concern about disproportionality or inequality, but also a concern with the bodies of Black people, the signification of (their) Blackness, and the threat posed by the Black to the educational well-being of other students. Using school (de)segregation as an example, I demonstrate how policy discourse is informed by antiblackness, and consider what an awareness of antiblackness means for educational policy and practice.  相似文献

ABSTRACT

While the ‘natural hair movement’ has grown in popularity and criticism, educational researchers have not attended to how Black adolescent girls with all textures of natural hair are navigating the implications of foregoing chemical alterations to their curl patterns. This article reports on an investigation of self-talk in 56 internet video logs constructed by Black adolescent girls with natural hair, describing the messages of self-love, hair care, and counter narratives to dominant discourse that emerged from an in-depth ethnographic content analysis. Hair politics may seem irrelevant to the field of education, but findings suggest that the topic should matter to anyone who cares deeply about the social and academic worlds of Black adolescent girls.  相似文献

ABSTRACT

Millennial Black women teachers wrestle with two simultaneous burdens: disrupting the racist and sexist status quo of schooling through curriculum, and employing tactics to survive school politics among their majority White women colleagues. This article describes how the Sisters of Promise (SOP) curriculum aligned with Black feminism and Black feminist pedagogy, and how it did not. This curriculum was created for Black girls within the margins of school by a millennial Black woman teacher and other Black women teachers. Analysis of the SOP curriculum revealed that even with the best of intentions, and even for relatively self-aware millennial Black women teachers, it is possible to present Black girl students with contradictory messages, due to a lack of exposure to Black feminism, Black feminist pedagogy, and the work of Black women educational scholars, in their curriculum studies. Included are implications and recommendations for millennial Black women teachers creating curriculum for Black girls.  相似文献

ABSTRACT

Discourse has featured in studies of educational policy as an analytic and methodological tool, theoretical frame, realm of implication, and even a foundational definition of educational policy itself (e.g.) Despite the centrality of discourse as a frame for exploring educational policy and its implications, the ways that discourse is defined or operationalized in educational policy research are often left implicit which can lead to murky relations to larger onto-epistemological questions of how we construct findings from data as well as the nature of policy. In this interpretive analysis, we synthesize a corpus of 37 peer-reviewed journal articles that bring together educational policy and analyses of discourse from varying theoretical and methodological perspectives in order to better understand the breadth and scope of how discourse is defined and operationalized in studies of educational policy, including in ways that are sometimes incommensurate with authors' stated theoretical and methodological positions. After first laying the theoretical groundwork for analyses of discourse in the field of educational policy, we then illustrate how discourse analysis is used differently, and sometimes inconsistently, within contested paradigmatic landscapes. We conclude with an argument for discussions across theoretical frameworks and methodological paradigms about how the concept of discourse lends itself to different epistemological vantage points on educational policy.  相似文献

ABSTRACT

This article discusses contested discourses of youth citizenship in Birmingham, UK, in the early twentieth century. It explores how socially committed Quakers and labour and co-operative activists in the city drew on transnational social and political critiques of the urban, and a powerful discourse of nature as facilitator of a morally and physically healthier citizen, to adopt pedagogic responses aimed at securing a more peaceful and egalitarian world. Taking the British Camp Fire Girls and a local fellowship of the Woodcraft Folk as case studies, the article considers the role of the natural world in the pedagogy of youth citizenship, and how organisational rhetoric at a national level was translated into practice locally. It analyses the political and religious motivations of the adults who developed these initiatives, and argues that suburban south Birmingham provided a very particular pedagogic landscape in which alternative conceptualisations of youth citizenship were possible.  相似文献

Public education discourse in the USA has been characterized by messages of crisis shaping education policies across national contexts. Education policy solutions target a lack of qualified teachers and insufficient oversight of teacher practice as central factors in the crisis, placing teacher identity as knowledgeable, authoritative professionals at the center of educational reform debates. Mainstream news media is a key site for education policy debate. I employ critical discourse analysis of education news published in a major US newspaper, uncovering how grammar patterns in news discourse situate teacher identity in relation to knowledge and authority. I demonstrate how the paper's discourse frames teacher identity in terms of Accountability and Caring and discuss how, in the context of larger economic and social policy debates, Accountability gains authority over caring to shape education policy. I call for teachers to integrate critical participation in public education debates as key element of professional identity.  相似文献

ABSTRACT

The one-drop rule refers to the process of being racialized Black when someone contains any amount of Black ancestry, i.e. one drop of Black blood. In this article, I use what I call ‘the new one-drop rule’ to explain how even the smallest presence of white discourse can disrupt racial equity work in schools. Based on a critical race study in a racially desegregated elementary school, I illustrate how one drop of white discourse from even one less racially literate white teacher can cause usually more racially literate white teachers to support white supremacy. I also share how collaborative research utilizing critical race theory (CRT) can help schools build greater racial literacy and resist white discourse. I argue that critical research on race with in-service teachers should not forefront the consciousness-raising of resistant white teachers but rather center the wants, needs, and racial knowledge of racially literate teachers and especially teachers of color.  相似文献

ABSTRACT

Recent ‘obesity’ preventions focus heavily on children, widely regarded as the future of society. The National Child Measurement Programme (NCMP) is a flagship government programme in England that annually measures the Body Mass Index (BMI) of children in Reception (aged 4–5) and Year 6 (aged 10–11) in order to identify ‘at risk’ children and offer advice to parents. Using Foucauldian discourse analysis this study explores how discourses within the programme construct fatness. The NCMP materials contain three key interrelated themes (concerning the hidden threat of ‘obesity’, the burden of ‘obesity’, and bodies that pose a greater risk) that combine to construct a ‘grotesque discourse’ of apocalyptic public health. ‘Obesity’ is constructed as a social and economic catastrophe where certain bodies pose a greater threat than others. We argue that this discourse has the potential to change health service policy in markedly regressive ways that will disproportionately impact working-class, Black, Asian, and mixed race families.  相似文献

This paper documents local practitioners'divergent understandings of the purpose of one language arts innovation‐Extension with Parallel Block Scheduling. This study posits that the strikingly different lessons they learned from the innovation grew out of a potent legacy of past policy and the active and underspecified climate of current instructional policy. Further, both the structural features of the innovation itself and the lack of shared discourse across the district impeded practitioners’ ability to construct shared meanings. The author speculates how the innovation might have provided opportunities for practitioners to learn from their divergent understandings in order to deepen and enact reformed language arts

ABSTRACT

Southern womanism is the theory that evokes a self-reflexive process to challenge scholars, teachers, and activists to reconceptualise the agency of ‘workers.’ Southern womanism claims that theoretical knowledge resides within the histories of southern Black women workers which developed as they transitioned from enslavement to domestic work to birthing a generation of African ascendant scholars and artists. Within their work is the theoretical possibility of exploring these women as agential subjects whose intellectual history is found in the intersections of region, regional identity, race, gender, sexuality, nature, art, food, and spirituality.  相似文献

ABSTRACT

This essay examines how the 1977 International Women’s Year Conference (IWY), a historic gathering of women in Houston, Texas—tasked to put forward a series of policy recommendations, many informed by a feminist perspective—undercut its own intersectional impulse by leveraging collective memory of U.S. suffrage activism. I analyze the conference program, a document distributed to every conference attendee, that called up early woman’s movement history and suffrage memory in its language, ephemera, and image to constitute a certain narrative for the 1977 IWY audience. I argue that by linking the IWY conference to a specific narrative of women’s rights and suffrage activism, the planners made the conference more explicitly political and feminist, and imbued the event with historical significance and legitimacy. At the same time, the deployment of suffrage memory ultimately positioned white women as mobile and engaged in social movement while effacing Black women and women of color who had been involved in suffrage activism, thus rendering them immobile, invisible, silent, and locked in the past. I conclude by examining a concurrent counter-narrative, one not included in the program, as a productive, intersectional rupture in suffrage memory at IWY.  相似文献

ABSTRACT

Policy elites use rhetoric in speeches and press releases to provide framing that is intended to influence public opinion. These rhetorical events can be treated as instances in which speech usefully promotes particular discourses. Indeed, elected officials are able to influence how individuals think about problems and solutions through speeches and press releases. Two important rhetorical events in which political elites advance frames for social issues are annual state of the state addresses (SoSA) given by U.S. governors and gubernatorial press releases that inform media reporting about state policy. This study employed policy discourse and rhetorical analyses to examine SoSAs and press releases as rhetorical events within the context of educational policy. Our findings show that governors framed the roles of state government, governors, and educational stakeholders within a discourse that perpetuates a neoliberal version of education. In this framing, governors situated education’s purpose as being workforce and economic development, ignoring its role in addressing social issues and preparing informed, engaged participants for democratic society. Given that individuals make decisions about how to address social issues and understand public institutions based on framing provided by political elites, these findings raise implications for state educational policies and the public purposes of education.  相似文献

This article aims to explore the relationship between gender and 'race' when teaching a course on 'race', class and gender to women's studies students at a university. It will explore how the racial background and gender of the lecturer may affect the relationship she has with the students and how they see her role as a teacher of 'race' and gender. It will examine how teaching can be and is related to our personal subjective experiences such as our gender, 'race', class, sexuality and age. Whilst most students welcomed the opportunity to discuss issues around 'race' and racism, for some (mostly Black and Asian students) this was often seen as a painful experience based on past experiences. For others (mostly white women) the opportunity to discuss and hear about the experiences of Black and Asian women was something they valued. The article goes on to argue that teaching students about sensitive subjects such as 'race' can be affected not only by the personal experiences of the lecturer, but also by their racial identity and their gender. Indeed, such identities can also affect how students feel about such subjects and how they, in turn, experience their learning.  相似文献
