The Matheson Report sees the medical library as playing a key role in a network of interlocking information bases that will extend from central repositories of medical information to each physician's personal records. It appears, however, that the role of security in this vision has not been fully delineated. This paper discusses problems in maintaining the security of confidential medical information, the state of the applicable law, and techniques for security (with special emphasis on the UNIX operating system). It is argued that the absence of security threatens any plan to build an information network, as there will be resistance to any system that may give intruders access to confidential data. 相似文献

In 1990, the Republican Scientific-Medical Library (RSML) of the Ministry of Health of Armenia in collaboration with the Fund for Armenian Relief created a vision of a national library network supported by information technology. This vision incorporated four goals: (1) to develop a national resource collection of biomedical literature accessible to all health professionals, (2) to develop a national network for access to bibliographic information, (3) to develop a systematic mechanism for sharing resources, and (4) to develop a national network of health sciences libraries. During the last decade, the RSML has achieved significant progress toward all four goals and has realized its vision of becoming a fully functional national library. The RSML now provides access to the literature of the health sciences including access to the Armenian medical literature, provides education and training to health professionals and health sciences librarians, and manages a national network of libraries of the major health care institutions in Armenia. The RSML is now able to provide rapid access to the biomedical literature and train health professionals and health sciences librarians in Armenia in information system use. This paper describes the evolution of the RSML and how it was accomplished. 相似文献

为了解中国医学科技期刊数字出版的现状以及集约化发展的意向,通过问卷星向国内医学期刊管理者发放数字出版平台建设的集约化发展调研问卷。调研结果显示,中国医学科技期刊在出版传播领域已经完成了除结构化排版外的重大系统的信息化改造。大部分期刊编辑部认可通过加盟行业联盟或者数据库的方式实现数字出版。在各数字化系统的调研中,愿意加盟和已经加盟的期刊占了绝大多数,其中结构化排版为93.91%,网刊系统为92.07%, App建设为91.46%,采编系统为89.64%;不愿意加盟的期刊占比不大。在新的历史时期,科技期刊出版人已经认识到单一期刊出版模式在期刊规模、资金投入、人才储备、社会分工、商业模式上均存在明显短板,可持续发展潜力较弱,集约化出版平台的建设是科技期刊发展最重要途径。同时,作为集约化平台方,须采取更灵活、平等、便捷的策略供期刊选择加盟。 相似文献

Information science is changing from an applied service-oriented activity to a basic research discipline. The library profession must earn a central place in this endeavor, and must address a number of important issues. These include ownership and intellectual property rights, a stronger research component for the profession, development of quality assurance systems for health information services, and a conceptual framework for training and career development of health sciences library technicians. An argument is presented for replacing the traditional published scientific technical or medical article, where heavy reliance is placed on human perception of a printed or a printable medium, by a more data‐centric model with well‐defined structures expressed using XML languages. Such articles can be regarded as self‐defining or ‘intelligent’: they can be scaled down to fine‐level details such as, for example, atoms in molecules, up into journals or higher‐order collections, and can be used by software agents as well as humans. Our vision is that this higher‐order concept, often referred to as the semantic web, would lay the foundation for the creation of an open and global knowledge base. 相似文献

This study examined the relationship of research library visions, as embodied in a publicly posted vision statement, and the innovativeness of the library. The literature on organizational vision is abundant and generally reveals a positive relationship between vision, visionary leadership, and a variety of organizational factors. Many researchers state that a vision, communicated throughout the organization, is a critical element of organizational success and those entities without a vision are “stumbling in the dark”. In this study, library professionals rated each research library vision statement based on established attributes and it was found that the resulting vision statement score was positively and significantly related to the innovativeness of the library. 相似文献

This Association of Vision Science Librarians revision of the “Standards for Vision Science Libraries” aspires to provide benchmarks to address the needs for the services and resources of modern vision science libraries (academic, medical or hospital, pharmaceutical, and so on), which share a core mission, are varied by type, and are located throughout the world.Methods:
Through multiple meeting discussions, member surveys, and a collaborative revision process, the standards have been updated for the first time in over a decade.Results:
While the range of types of libraries supporting vision science services, education, and research is wide, all libraries, regardless of type, share core attributes, which the standards address.Conclusions:
The current standards can and should be used to help develop new vision science libraries or to expand the growth of existing libraries, as well as to support vision science librarians in their work to better provide services and resources to their respective users.The Association of Vision Science Librarians (AVSL)—whose more than 150 members represent ophthalmology, optometry, and industry libraries throughout the world—has defined standards for its libraries since 1976 1–3. AVSL recommends that vision science libraries (VSLs) have at least one active member in AVSL. Standards for this very specialized area of library service have evolved owing to the work of librarians who, since 1937, have been developing and refining standards for their libraries 4. The standards reported here reflect the changes that have taken place during the decade and a half since the last edition of these standards were published. Changes include recommended staffing and technology, and the addition of a section addressing online access to information.AVSL convened a task force to first evaluate whether a standards revision was needed. Once it was agreed to do so, the task force guided the process of the revision, which included member surveys and discussions at meetings over the span of two years.The standards are intended to provide qualitative information such as appropriate staffing levels and collection scope, which can be used to evaluate existing vision science libraries or to develop new vision science libraries. The medical center''s overall transformative vision informs the creation of a fully aligned library strategic plan designed to effectively contribute to the execution of key organizational goals. Annual goals reflect organizational priorities and contain quantifiable and measurable deliverables. Two strategic themes, facilitating genetic literacy and preserving community history, are described in detail to illustrate the concept of goal setting.Conclusion:

This paper builds on Leslie Morton's vision of enabling users through education and training. It describes three different approaches to mediated training for medical students and clinicians provided by peers, juniors (i.e. medical students) and information specialists (i.e. clinical librarians) and considers the benefits to the participants. The training was provided either on a one-to-one basis or within teams in their work environments (e.g. offices, wards, team meetings). The first two projects (peer tutoring and reverse mentoring) suggest that contextualized training, using intermediaries, provides the direct benefit of cost-effective IT skill development and the indirect benefits deriving from the interactions between the trainers and the target groups. The third project, the outreach librarian study, provides evidence of both direct benefits (i.e. time saved, quality of service, skills acquired, financial savings and improved evidence-based medicine implementation) and indirect, long-term benefits relating to more social issues (e.g. perceptions of the library, clinical teams, job satisfaction and patient interactions). The general conclusion to emerge from this review of case studies is that the concept of educational benefits is very broad and that empirical studies need to look at both obvious and less obvious benefits. 相似文献

Over the years, health sciences librarians have been change agents, leading the charge on issues of importance to the profession and the communities we serve. From its founding in 1898 with the Exchange, the Medical Library Association (MLA) has been dedicated to improving access to health information. In 2003, the Board of Directors published a statement supporting open access to information generated from federally funded scientific and medical research and maintained that having access to timely, relevant, and accurate information is vital to the health of the nation and its education and research programs. At some financial risk, the association made the Journal of the Medical Library Association (JMLA) open access and published the entire archive of JMLA and its predecessor, the Bulletin of the Medical Library Association, in PubMed Central. Nearly two decades later, the promise of open access and open science finally seems to be coming to fruition. In the 2020 Janet Doe Lecture, Chris Shaffer, AHIP, described the ways that MLA has led the profession, standing behind a shared vision and “walking the walk.” In challenging listeners to embrace open science, he affirmed that, as leaders in improving access to health sciences information since 1898, medical librarians must work in the open science arena to realize our vision “that quality information is essential for improved health.”Open in a separate windowChris Shaffer 相似文献

Leadership language communicates more than words. Leaders are able to use the power of language to not only articulate an organizational vision but to create excitement and support around that vision. Library leaders can model organizational values through speech strengthening a written policy into practice. Organizational culture is difficult to change but leaders can counter negative and deceptive messages into productive statements that help employees move forward to understand and embrace library strategic goals. How a leader chooses to use language to articulate a vision, advance organizational values, and to change organizational culture is critical.
