This paper reports on a study of the role of parent governors in five neighbouring rural primary schools in Zimbabwe. The study proposed that despite the presence of a legal decentralised school governance structure in which parents form the majority, they did not have the capacity to function effectively therein, and were still marginalised in school governance decision-making. Four areas of decision-making were investigated: school organisation; curriculum; employment and appraisal of teaching staff; and financial resources. Interviews were conducted with parent governors, school heads and teachers. Findings show that all the respondent groups perceived significant parental involvement in the area of school finances only. However, parents were perceived to lack the capacity to make decisions in all four areas. The study concludes that the role of parents in the running of schools in the country has not significantly grown from that of being school financiers and builders of infrastructure. Therefore, building school governance capacity among parents is necessary.  相似文献

Staffing rural and remote schools is an important policy issue for the public good. This paper examines the private issues it also poses for teachers with families working in these communities, as they seek to reconcile careers with educational choices for children. The paper first considers historical responses to staffing rural and remote schools in Australia, and the emergence of neoliberal policy encouraging marketisation of the education sector. We report on interviews about considerations motivating household mobility with 11 teachers across regional, rural and remote communities in Queensland. Like other middle-class parents, these teachers prioritised their children's educational opportunities over career opportunities. The analysis demonstrates how teachers in rural and remote communities constitute a special group of educational consumers with insider knowledge and unique dilemmas around school choice. Their heightened anxieties around school choice under neoliberal policy are shown to contribute to the public issue of staffing rural and remote schools.  相似文献

This paper explores the relationship between parents and schools. Over the last 30 years the importance attached to parents’ views on education has increased significantly throughout the Western world. Policy‐makers encourage parental participation and involvement through the creation of councils in which parents have a say. In Flanders in Belgium in 2004 a new participation law was passed. We study the impact of this law on the micropolitical relations between parents, school heads and teachers. We conducted in‐depth interviews with teachers, parents, school heads and members of the organizing body in four primary schools and observed parents’ gatherings. Starting from the partnership–conflict opposition, we focus on the functioning of the parents’ associations and the way parents’ associations, school heads and teachers are dealing with this new law. We found that the parent–school relationship differs greatly from school to school. While the socio‐economic middle class predominates in the four parents’ associations, the results show that parental empowerment is enhanced only in those schools with mainly socio‐economically weak families.  相似文献

This study investigated the perceptions and experiences of rural school principals in South Africa of the role that parents in the school governing bodies (SGBs) play in improving school management and governance. The study reports on a literature review as well as on the empirical investigation, which was based on a qualitative research paradigm. Semi-structured interviews with the principals of three different rural schools were employed to collect data. The literature findings revealed that including parents as part of the SGB is seen as an essential component for the successful functioning of the school. The empirical study also emphasised the importance of including parents. However, the principals were concerned about the fact that many members of the SGB are illiterate and uncertain of the role they play in school governance. The principals emphasised the need for training of the members of SGBs as regards their working knowledge of school governance activities.  相似文献

This article is based on research conducted on the topic: Safety and security in schools: The case of KwaZulu-Natal. For the research project a purposive sample consisting of secondary school learners, teachers, school governing body chairpersons and principals were selected from the rural and township schools used in this study to explore the views of respondents about the state of safety and security in their school environments. The research was grounded in the social interpretive tradition, using an ethnographic research design, with one-on-one and focus group interviews. Data were analysed using critical discourse analysis to construct the main theme: namely, safety within schools. The findings indicated that learners and teachers are not safe in their schools. Lack of safety and security is characterised by the vulnerability of schools with regard to issues such as fighting, violent murders, sexual harassment, stabbings, the use of derogatory language and threats. It is argued that there is an urgent need to address the concerns of the participants.  相似文献

This study aimed to investigate internet usage among post-primary pupils in years 9, 11 and 13 in two contrasting post-primary schools in Northern Ireland, the nature and incidence of cyberbullying among these pupils, and the ways in which their schools are currently addressing the problem. A mixed methodological approach was adopted: a paper questionnaire was completed by pupils in Years 9, 11 and 13 (n = 425) in the two post-primary schools; focus group interviews were conducted with pupils from each year group (n = 18); and individual semi-structured interviews were carried out with the pastoral care coordinators (deputy heads with responsibility for pupil wellbeing) of each school (n = 2). The findings confirm that the post-primary pupils in these two schools own a range of internet-capable media devices and spend considerable time online. The incidence of cyberbullying among these pupils was relatively low, and most often consisted of hurtful or nasty comments sent via texts or posted on social networking sites. The study reveals inconsistencies between the approaches taken by the two schools, but also generally low levels of staff training, little engagement with parents, a lack of pupil confidence in the school’s ability to discuss cyberbullying openly, and a worrying absence of any systematic evaluation of the effectiveness of the schools’ current strategies for tackling this complex issue.  相似文献

In this article we discuss students’, teachers’ and school principals’ perceptions of democratic school leadership reforms in Kenya. The article is based on a study that was conducted in two phases. In phase one (conducted between September and December 2007), interviews were undertaken with 12 school principals in which understandings of democratic school leadership were explored. These data were then used to develop a rationale for selecting the case schools. The second phase (conducted between January and April 2008) was an in‐depth case study of two schools. The findings reveal that school principals have made efforts to inculcate democratic school leadership by involving teachers in decision making on school matters. The principals also allow students to participate in matters such as election of prefects and holding class and house meetings. However, most teachers and principals do not support what they referred to as ‘full democracy’ for students and instead prefer what they called ‘partial democracy’ based on historical and cultural factors.  相似文献

The aim of this study was to explore parents’ perspectives on the role of school factors in school refusal (SR). Semi-structured interviews were conducted with 17 parents who had experienced SR with their own child. They identified several school factors related to SR. Some of these findings suggest that students who are prone to SR need more predictability and more teachers’ support than they sometimes get in school. Their need for predictability seems to occur particularly during less structured activities and during transitions in school. Findings also imply that disruptive behavior among classmates and harsh management from teachers affects perceived predictability and support for SR-prone students. All parents expressed concern about bullying, and roughly a third of them reported that their child had been a victim of bullying. Insufficient adaptation of schoolwork was also mentioned relatively frequently. Parents emphasized that adaptation of schoolwork needs to be done in close cooperation with the student and parents to avoid negative differentiation from classmates or stigma. Finally, several parents commented that teachers and schools need more knowledge about SR and felt that schools needed a more coordinated approach to supporting students who are at risk of SR.  相似文献

Large-scale rural-urban migration in China has left rural schools with large proportions of left-behind children whose parents are away working in the city. This has a huge impact on family-school relations and poses a burden on teachers. This study draws on 42 interviews with teachers working in two rural schools. This article argues that teachers’ negative narratives about antagonistic family-school relations are driven by the gaps between their culturally embedded traditional models of family-school relations and the reality, with implications for the expanded role of schools and that of grandparents as caregivers. This article further discusses the implications of these findings for rural schools and draws heavily on Western models of family-school relations in a comparative perspective.  相似文献

The qualitative study reported on was, undertaken from a distributed leadership perspective, and was an attempt to provide understanding of how heads of department (HoDs) develop educators within the organisational context of different schools and subject departments. The findings are related to the current policy framework for professional development in South African schools. Two fee-paying and two non-fee-paying schools were selected and interviews were conducted with HoDs from single subject (unitary) and multi-subject (federal or confederate) departments in each school. The data was transcribed, coded, analysed and related to the research question. The findings confirmed that HoDs are a key link between principals and the educators in their classrooms. This supports the view that HoDs have formal responsibilities and accountabilities and they wield a horizontal and a vertical influence. Recommendations are made to improve professional development practice by HoDs in particular and in the education system in general.  相似文献

This article explores Cypriot primary school heads’ professional socialization (PS), in terms of their preparation for headship. A study in three phases involving a survey and interviews indicates that, to ‘learn what it is to be a head’ prior to headship, Cypriot heads resort to personal initiatives for training and development in school management and leadership; deputy headship, along with practising leadership in small primary schools, also appears to contribute to PS. In light of these experiences, heads take up headship with some preconceptions about the headship role. Upon entry to headship, networking and collaboration, as well as the formal training scheme for newly appointed school heads are also considered as useful, but heads set directions in which this programme could further be enhanced. In view of these findings, leadership development could address the contribution of previous heads, counterparts, colleagues, mentors and trainers to Cypriot school heads’ PS in both preparation as well as induction programmes.  相似文献

Researchers have begun to explore the role that faith schools play in contemporary educational markets but the emphasis to date has been on urban rather than rural contexts. This article approaches the issue of marketisation through a qualitative case-study comparison of two Anglican primary schools in contrasting rural localities in England and Wales. Engaging with a range of stakeholders, including parents and pupils, the article explores reasons why the schools were valued, drawing on wider constructions of childhood, religion and rurality. The consequences of the schools’ popularity on factors such as traffic, parking, school ethos and local community ties are also considered. The findings of the study problematise some of the prevalent assumptions about marketisation, including the role of social class and geography in these processes. As such, the article makes an important contribution to the sociological literature on faith schools, rural schools and educational markets.  相似文献

Many Hong Kong schools are concerned about the growing number of ethnic minority students. How they are supported and how the diversity of their pastoral needs is fulfilled become critical. This article examines teachers’, students’ and parents’ narratives of the cross‐cultural experience of ethnic minority students from India, Pakistan, Philippines, Nepal and Thailand, and the diversity of those students’ pastoral needs. The qualitative data were collected from interviews, through which the constructs of 32 teachers and 32 students from three secondary schools were explored. Four groups of focus‐group interviews were conducted, in which 15 parents were involved. This article argues that to implement the ethos of caring, it is not only necessary for the school to promote the intercultural sensitivity of all practitioners, but equally important to develop a connected school system where ethnic minority students and parents can be consistently supported in the subsystems of classroom, school and home.  相似文献

The primary aim of this study, funded by the Department for Education and Skills, was to identify the nature and influence of school‐based factors in the choices of young people about their post‐16 education, training and career pathways. The study also contributes to the wider understanding of ‘choice’, and identifies implications for the development of careers education and guidance and decision‐making awareness amongst pupils and students in schools. It also further enhances the modelling of pupil decision making in education and training markets, and in labour markets. The research is based on a series of qualitative interviews in 24 schools across nine local education authorities. Focus groups were undertaken with young people in years 10, 11 and 12. Interviews were also conducted with head teachers, heads of year and heads of careers. A postal survey of parents was also undertaken. Four key school‐based factors were found to have a very strong influence in the choices and decisions of young people about their post‐16 education, training and career pathways. These were: whether the school had a sixth form or not; the characteristics of school leadership, ethos and values; the socio‐economic status (SES) of the schools' catchment; and the organisation and delivery of careers education and guidance at the school level. In the main, high SES schools see themselves as developing pupils for academic university careers, while low SES schools maintain a rather stronger commitment to vocational pathways. The academic ethos of schools offers a very powerful influence on post‐16 choices and decisions of pupils. The usual interventions put in place to influence choices and decisions appear to have greater impact in schools with a less robust academic vision.  相似文献

This article focuses on the relevance that aesthetic practices play extending parental involvement and influence in school contexts in Spain. One rural, one urban and one peri-urban school have been included in the research. Participant observation and interviews were the main means of data production. In the results all the different schools promoted parents’ participation. However, differences in aesthetic practices and experiences were found. Parental involvement was developed in schools in different ways in relation to local contextual conditions and the salient characteristics of the geographic spaces the schools belonged to. Practical aesthetic knowledge produced multiple strategies of action.  相似文献

This study investigated the perceptions of foster parents of children with disabilities concerning their interactions with school personnel. We conducted semi-structured interviews with 7 foster parents of 6 children with disabilities (age range = 5–16). A qualitative analysis of the interviews resulted in the identification of five thematic areas, including foster parent perceptions of: (a) the role of the foster parent, (b) the efficacy of the foster parent in helping the child learn, (c) invitations to involvement from the school (d) invitations to involvement from the child, and (e) foster child experiences in the school system. Marked differences were found in the perceptions of the perceptions in foster parents of elementary and secondary age students.It is clear that foster parents who take on an active role in their child’s education experienced positive relationships with their child’s school. Foster parents who take a passive role in their partnerships with the schools experienced increased difficulty maintaining motivation to continue in their efforts to increase collaboration and involvement with the schools. They indicated a sense of anger, distrust, and even hostility towards the schools. Based on the findings, recommendations are provided for improving home-school relationships, and addressing obstacles to successful school partnerships with foster families.  相似文献

This article presents the findings of a qualitative study conducted in 2014 with 16 experienced heads of school in the New York metropolitan area. The study was designed to better understand the skills and practices that they view as critical to leading and managing independent schools. The data collected speak to each head's ability to manage the school's leadership team and board of trustees, communicate effectively and empathically with all constituencies, and build meaningful relationships based on trust. Due to the study's limited geographical scope, further qualitative research is needed to build a more complete understanding of independent school headship. The findings, however, provide a framework for leadership skills and models of tried management practices that may enhance the capacity of school heads, present and future.  相似文献

In many countries, including South Africa, the underperformance of Physical Sciences learner’s is a great concern. The purpose of this study was to find out how the academic achievement of science learners can be addressed through implementing a parental involvement policy. The policy on parental involvement can only be successful if there is an effort to ensure effective participation of parents in school activities, which includes helping learners with homework, discussing learners’ behaviour with teachers, motivating learners and communicating about and participating in science activities. This was a qualitative research study and the cultural–historical activity theory (CHAT) acted as a lens and offered a broad approach to analysing a parental involvement policy and the contexts of science learning. The research was conducted in rural public secondary schools and data were collected by means of face-to-face interviews. The study recommends that parents need training and development to perform their functions optimally in science activities. Effective communication between parents and the school and providing assistance to child-headed families are imperative.
