在构建和谐社会中,"善治"是在全体社会成员之间合理、平等地分配各种政治、经济、文化利益的保证,是政治国家与公民社会的一种新颖关系,是两者的最佳状态.笔者认为,我国公民社会还处于起步阶段,培育民众政策参与的行为应从培育大学生社团政策参与入手,在党和政府政治体制改革的总体框架下,政府及高校等公共组织应掌握现阶段大学生社团参与行为的特点,采取多方面的有效措施积极培育大学生社团有序的政策参与行为,推动公民社会的进一步发展,实现"善治"的均衡状态. 相似文献

教师城乡交流作为教育资源均衡配置的主要途径,成为各地推行教育均衡发展的一项重要政策.2006年新修订的<义务教育法>明确提出县级人民政府实施城乡教师交流制度.据不完全统计,全国有90%以上的省份都推出了教师城乡交流政策,让城区教师到农村支教,农村教师择优进城,实现师资城乡区域互动.公共政策大都具备经济上的效果或需要经济上的投入,'成本收益分析就是考察经济效果的常用方法之一.[1]本文运用这一方法,从政策作用的客体--教师与学校角度,对义务教育均衡发展中的教师城乡交流政策进行分析,从而为对这一政策的评价与改进提供依据. 相似文献
