The article explores some of the wider policy issues and concerns raised by the 1988 Education Bill, in particular the implications of the Bill for control over schooling. There is a brief discussion about the main aspects of the Bill's proposals as they affect schools. The paper then moves on to consider the extent to which the Bill gives power both to the Secretary of State for Education and to parents and school governors, whilst removing power from Local Education Authorities and teachers themselves. It is pointed out that the proposals will make long term educational planning and policy implementation across a range of schools very difficult. The paper concludes by questioning whether all the intentions of the Bill will be realized but notes that opposition to the Bill has not really fully taken on board alternative strategies for improving the quality of education.  相似文献

Abstract

Background: Around the globe, education policy borrowing remains pervasive and prevalent. The strategies, interventions and innovations of education systems that perform well, in international assessments, are enthusiastically borrowed and copied in the anticipation of similar educational performance and outcomes.

Purpose: This purpose of the article is to highlight some of the implications and consequences of policy borrowing by comparing the preparation and development programmes for school leaders in various education systems. The article explores the way in which the leadership programmes and models are being adopted and developed by different countries.

Sources of evidence: The article draws upon findings from a contemporary, comparative study of leadership preparation and development across seven different education systems (Seven System Leadership Study). This large-scale, mixed-methods, comparative research study is collecting quantitative and qualitative data about the nature and impact of leadership development and preparation programmes in seven different education systems.

Main argument: The findings from the study reinforce how leadership preparation and development programmes are increasingly becoming standardised as a result of education systems borrowing and adapting from each other. This article also argues that in the contemporary policy discourse, important cultural and contextual influences that significantly affect subsequent implementation and outcomes are increasingly being side-lined and ignored.

Conclusions: This article highlights some of the limitations and unintended consequences of educational policy borrowing. It concludes that adopting some of the design features of effective interventions rather than simply borrowing policies or strategies, in part or in their entirety from very different contexts, may be a more productive way forward.  相似文献

This paper is a practice-based contribution to the debate about the potential of education action zones to develop a different approach in combating educational performance in disadvantaged areas. Through an examination of the role and functions of a zone Director, the author argues that, notwithstanding the Government's single-minded concentration on the need to drive up educational standards, it remains possible for zones to pursue a more broadly based, innovative and longer-term strategy in order to deliver the required improvements.  相似文献

This paper addresses the vexed educational policy aspects of area-based interventions (ABIs) in neighbourhoods designated as ‘disadvantaged’ in an Australian context. We find that the way in which the policy of ABIs is supposed to operate and impact education is highly problematic. What we present instead in this paper is a much more complex process by which aspirations are formed, sustained, contested and maintained by young people who regard themselves as ‘ordinary’ and as being engaged instead in a process of navigating educational opportunities on the basis of resources available to them.  相似文献

Abstract

Pessimistic discourses about crises in youth and children's well-being, mental health and vulnerability permeate English educational policy and practice. These generate vague and slippery elisions of wellbeing and mental health, and the related rise of an ad hoc, confusing market of psycho-emotional interventions promoted by new types of 'pay-experts'. Revisiting earlier arguments that these developments depict a ‘diminished’ human subject, we propose that the incoherent state of policy, much research and practice in this area warrants robust challenge and critique. In particular, more precision about key concepts of social and emotional learning, mental health and wellbeing, a reining in of universal programmes, and serious interest in the types of curriculum that can offer richer, more meaningful alternatives to developing wellbeing in educational settings.  相似文献

Abstract

This paper attempts to assess policy making for special educational needs in Northern Ireland (NI) from the reform in 1996 of procedures for the identification of pupils with disabilities to current proposals for the reform of procedures for the selection of pupils for secondary education. The reports of Dyson (DENI, 1998b) and Bums (DENI, 2001a), focussing respectively and exclusively upon provisions for disabilities and abilities, are proposed as defining events in a period during which significant advances towards a more inclusive education provision coincided with disparate and fragmented policies for special educational needs. Drawing upon policy documents, regional reports and statistical evidence, the paper attempts to assess progress towards the inclusion for pupils with special educational needs in NI and to gauge government intentions to encourage greater inclusion for such pupils.  相似文献

Abstract

Drawing on a Levinasian ethical perspective, the argument driving this paper is that the technical accountability movement currently dominating the educational system in England is less than adequate because it overlooks educators’ responsibility for ethical relations in responding to difference in respect of the other. Curriculum policy makes a significant contribution to the technical accountability culture through complicity in performativity, high-stakes testing and datafication, at the same time as constituting student and teacher subjectivities. I present two different conceptualizations of subjectivity and education, before engaging these in the analysis of data arising from an empirical study which investigated teachers’ and stakeholders’ experiences of curriculum policy reform in ‘disadvantaged’ English schools. The study’s findings demonstrate how a prescribed programme of technical curriculum regulation attempts to ‘fix’ or mend educational problems by ‘fixing’ or prescribing educational solutions. This not only denies ethical professional relations between students, teachers and parents, but also deflects responsibility for educational success from government to teachers and hastens the move from public to private educational provision. Complying with prescribed curriculum policy requirements shifts attention from broad philosophical and ethical questions about educational purpose as well as conferring a violence by assuming control over student and teacher subjectivities.  相似文献

Abstract

Background: This paper approaches evidence-informed practice from the perspective of evidence-informed policy-making. Using the findings of a recent study of evidence-use by educational policy-makers to raise questions about evidence-use by educational practitioners, it seeks to explore what such a study might tell us about how to understand and improve evidence-use by educational practitioners.

Purpose: The paper aims, therefore, to identify potential connections, shared insights and common issues between evidence-use in policy and evidence-use in practice. It does this by focusing on two specific areas: the nature of the evidence (i.e. what evidence is used) and the nature of the use (i.e. how evidence is used). The paper outlines what was found about each of these aspects of evidence-use in policy, and then considers what questions and issues these findings might raise for evidence-use in educational practice.

Sample: The empirical study on which this paper is based was an in-depth study of the use of evidence within educational policy development in Australia. It focused on the development of three specific education policies within one Australian state education department and involved interviews with 25 policy-makers who were actively involved in the development of these policies.

Design and methods: The policy-based study involved the following data collection processes: (i) in-depth semi-structured interviews with 25 policy-makers who were involved in the development of the selected policies; (ii) documentary analysis of policy documents, background research reports and other relevant papers relating to the selected policies; (iii) unstructured observation (where possible) of meetings and events connected with the development of the selected policies; and (iv) feedback from 40 wider policy staff who took part in a verification workshop to discuss the project’s emerging findings.

Findings: Drawing on the findings from the original policy study, two areas of potential connection to evidence-use in practice are explored. First, in relation to ‘varieties of evidence and uses’, the negotiation of diverse evidence types and the potential for using evidence in multiple and varied ways appear to be features of evidence-use that are common to educational policy-makers as well as educational practitioners. Secondly, in relation to ‘narrowness of evidence sources’, there is potential for both policy-makers and practitioners to use a narrow (rather than broad) selection of evidence, due to a tendency to work with certain evidence types as a starting point (e.g. performance data) and a tendency to draw on certain evidence sources more frequently (e.g. well-known, familiar research sources).

Conclusions: This paper emphasises: (i) the need for more integrated (or joined-up) understandings of evidence-use across contexts of practice and contexts of policy; (ii) the importance of continued efforts to understand and represent evidence-use more effectively within educational practices; and (iii) the value of paying careful attention to the quality and qualities of evidence-use within and across the different settings of educational practice and policy.  相似文献

Abstract

Education policy proposals by the UK Coalition government appeared to be based on a process of consultation, participation and representation. However, policy formation seems to prioritise and confirm particular ways of knowing and being in the world. This article recognises the ontological and epistemological invalidation at work in education policy by examining the shared context for policy formation in special educational needs (SEN/D) and art and design education. There is value in recognising plurality, acknowledging the ways in which apparently singular policies relating to special education are understood through subject or disciplinary perspectives. The neoliberal aim to foster an economically productive ‘subject’ is evident in policy formation relating to art and design education as well as SEN/D. Both subjects, the disabled child and art and design education, are defined as excessive and are excluded where they do not conform to particular notions of productivity. The article explores theoretical frameworks that are essential for recognising meaning in education when subjects cannot be put to work.  相似文献

Abstract

This article reviews the Hong Kong policy (1998) on information technology in education (ITE). Key proposals in the policy and the rationales presented for introducing new technology in schools are examined. It is suggested that initiatives presented would have been difficult to implement fully without more far-reaching changes in education policies and school practices. Now, other proposals for reform of education in Hong Kong have been released. The ways in which these recent proposals for reform support existing initiatives in ITE are identified and discussed. Available data on the implementation of ITE are also reviewed. It is suggested that while a comprehensive policy framework has now been developed, the ‘vision’ for ITE may take some time to be realised.  相似文献

The last 10 or 15 years of this century have been a time of great challenge as well as considerable excitement for educational systems around the world. Governments everywhere have been embarking on substantial programmes of reform in an attempt to develop more effective school systems and raise levels of student learning and achievement. We see in these policy initiatives an unfortunate paradox that inhibits them from realising their aspirations. The community of educational change researchers and practitioners has finally begun to learn something about how ongoing improvement can be fostered and sustained in schools. However, government policy on education has not taken adequate account of this knowledge about school development, with the result that an enormous potential source of synergy has been lost and student learning continues to lag behind its potential. Our argument in this article is that as a consequence of this gap government efforts to improve schooling are less effective than they might be and that many school improvement efforts have to swim against the current of government regulation. Following our analysis of this central irony in educational policy, we go on to outline an approach that would be more likely to help governments achieve their educational objectives by building policy initiatives more explicitly on the knowledge base of school development.  相似文献

This study is an investigation of the college and career counseling needs of economically disadvantaged, academically gifted minority students. Two groups of students were studied and compared ‐ one group of 50 low‐income students, predominantly minority, who were chosen for a special college counseling program, and a second group of 42 middle to high income students, predominantly Asian and Caucasian, who were participating in a summer academic program. Students were compared on college plans and preparations, aspirations and expectations about higher education, support from others, motivation, values, and career interests and maturity. Results showed that the gifted disadvantaged students had lower educational aspirations, felt somewhat less prepared for college and less confident about being admitted, had unrealistic ideas about how to finance college, and perceived that college life would be more frightening and lonely compared to nondisadvantaged students. Student groups were similar in motivation to attend college, support from significant others and values. Disadvantaged students had better skills related to selecting a career but expressed less confidence in making a career decision. The results suggest a need for differentiated college counseling programs for disadvantaged minority students.  相似文献

This introduction to the special issue on Reading Recovery situates the enterprise in a broader educational reform context that has placed a priority on developing and fielding large-scale, systemic interventions that support ambitious instructional practice and student outcomes. Within this context, Reading Recovery is examined as an evolving, adaptive epistemic community in which tutors, teachers, leaders, coaches, and developers collaborate to produce, use, and refine the practical knowledge needed to support and sustain success among large numbers of struggling readers. Viewing Reading Recovery as an epistemic community provides a framework for more deeply engaging the articles in this special issue, for reflecting on Reading Recovery's history of success, and for speculating about Reading Recovery's future in rapidly evolving policy and reform contexts.  相似文献

Abstract

The authors reflect on findings from three studies of different approaches to reading intervention (Al Otaiba et al., Denton et al., and Miller et al., all found in this issue). It is argued that the science of interventions for reading disorders is advanced and that these and other related studies provide a strong evidence base for guiding educational policy in this area. Reading interventions need to be based on theories of reading development and reading difficulty. Current causal models of reading development arguably have focused almost exclusively on the cognitive processes underlying reading development and how best to remediate deficiencies in such processes. Such models are typically silent on broader influences (motivational, attentional, and socio-cultural) on learning, however. It is concluded that future theories will need to be broadened in order to develop more effective interventions for children with a variety of reading and language learning difficulties.  相似文献

Summary

This article reviews recent progress in the reform of initial teacher education in England and Wales. The first part outlines the development of government policy, with particular emphasis on changes announced in the speech of Kenneth Clarke, Secretary of State for Education, to the North of England Education Conference in January 1992. The second part presents an analysis of the policy, identifying its roots and some conceptual and practical difficulties. Part three surveys ways in which provision of initial teacher education in institutions of higher education has been responding to internal and external pressures for change, with emphasis on developments since 1989. The final part makes proposals about the future direction of policy, arguing that there remain key questions to be addressed about the nature of teacher education, the process of change, and the relationship of teacher education to higher education.  相似文献

Abstract

Although education policies in many African countries refer to the need for distance education to widen participation in universities, they have not articulated guidelines on how they plan to develop systems and structures that will support it. The purpose of this study was to develop a policy framework specific for distance education provision in conventional universities. A two-step approach was utilised to guide the process of the development of the framework. The first step was to analyse national education policies, which provide the educational vision of the country. The second step was to analyse distance education policy frameworks in order to provide specific criteria that need to be met when providing distance education. Futures research methodology was employed to look at policy interventions with the aim of identifying probable development in education that may influence distance education practices within the conventional university context.  相似文献

Abstract

Background: International large-scale assessments (ILSAs) are a much-debated phenomenon in education. Increasingly, their outcomes attract considerable media attention and influence educational policies in many jurisdictions worldwide. The relevance, uses and consequences of these assessments are often the focus of research scrutiny. Whilst some argue that the assessment outcomes provide an effective basis for informed policy-making, critics claim that the use of international assessment data can result in a range of unintended consequences, such as the shaping and governing of school systems ‘by numbers’.

Purpose: This article explores and analyses the arguments about the uses and consequences of ILSAs. In particular, the discourse about the assessments’ consequential validity will be discussed and evaluated.

Sources of evidence: Literature relating to the uses and consequences of large-scale assessment was analysed, with a focus on research on the consequential aspects of validity.

Main argument: Much research suggests that ILSAs have unintended consequences that affect and influence educational policy. However, the influences on educational policy are complex and interwoven: for example, it is not clear-cut whether effects such as converging curricular are, necessarily, direct consequences of large-scale assessments. Further, it is suggested that a beneficial consequence of large-scale assessment is the infrastructure they provide for studies in the social sciences, although caution must be applied to causal claims, in particular because of the cross-sectional design of the assessments.

Conclusions: The considerable literature discussing the uses and consequences of large-scale assessments tends to point out potential negative aspects of the studies. However, it is also apparent that large-scale international assessments can be a valuable resource for studying global trends and evolving systems in education. Despite the extensive debates around large-scale assessment outcomes both in the media and in educational policy arenas, empirical educational research all too often appears underused in the discussion.  相似文献

Abstract

This research analyses the impact of home practices, sociodemographic variables (family income and parents’ education) and attendance at a formal education programme prior to the development of early literacy skills of 240 children (four years old) from rural and urban disadvantaged families starting nursery school in Chile. The results show that the development of literacy skills was higher in urban children. In rural areas, family practices (words games) and family income had the most predictive weight on the performance of children and no differences were found between those who attended a prior educational programme and those who remained at home; while in urban areas, programme attendance had the highest impact, so that children who remained at home attained a lower developmental level, similar to those of rural areas. The implications of these findings for educational practice and policy are discussed.  相似文献

ABSTRACT

Discourse has featured in studies of educational policy as an analytic and methodological tool, theoretical frame, realm of implication, and even a foundational definition of educational policy itself (e.g.) Despite the centrality of discourse as a frame for exploring educational policy and its implications, the ways that discourse is defined or operationalized in educational policy research are often left implicit which can lead to murky relations to larger onto-epistemological questions of how we construct findings from data as well as the nature of policy. In this interpretive analysis, we synthesize a corpus of 37 peer-reviewed journal articles that bring together educational policy and analyses of discourse from varying theoretical and methodological perspectives in order to better understand the breadth and scope of how discourse is defined and operationalized in studies of educational policy, including in ways that are sometimes incommensurate with authors' stated theoretical and methodological positions. After first laying the theoretical groundwork for analyses of discourse in the field of educational policy, we then illustrate how discourse analysis is used differently, and sometimes inconsistently, within contested paradigmatic landscapes. We conclude with an argument for discussions across theoretical frameworks and methodological paradigms about how the concept of discourse lends itself to different epistemological vantage points on educational policy.  相似文献

Abstract:

This paper focuses on the impact of school factors on student achievement due to differences in family backgrounds. Based on the principle of diminishing effects of school investment in children’s achievement, this study built a model that includes individual characteristics, family characteristics, and school characteristics. Family and school variables were incorporated into the model. The subjective effort in children’s individual study and family investment and effort in education were controlled. Using data on elementary school children from 20 counties in Gansu Province, this study found that parents’ level of education and family income and indices of school quality have a significant positive relationship to children’s achievement. However, an increase in school investment will shrink the score differences caused by differences in children’s family backgrounds. The policy implications are that increased educational investment in impoverished rural areas has an even more significant positive effect on the achievement of children from disadvantaged family backgrounds.  相似文献
