In the EU, ambitious objectives have been set for education and training since the adoption of the Lisbon Agenda in 2000. The policies aim among other things to empower the individual through participation in lifelong learning which is seen as both a right and a duty: ‘People need to want and to be able to take their lives into their own hands – to become in short, active citizens’ (CEC, 2000, p. 7). However, not all citizens are taking part in lifelong learning and consequently the EU and its member states have set up policies with a ‘particular focus on active and preventative measures for the unemployed and inactive persons’ (CEC, 2006, p.1). ‘Inactive’ persons comprise different groups which are marginalised in terms of participation in lifelong learning, among others ‘low-skilled’ who have a lower participation rate in education and training activities (Cedefop, 2013). In this article, the aim is to destabilize the political discourse on ‘low-skilled’ through individual narratives of being in low-skilled jobs. Whereas the problem of being low-skilled from a political perspective is represented as psycho-social problems of the individual, the narratives point to the complexity of people in low-skilled jobs and the role of structure to ‘low-skilledness’. The narratives open up issues of power and the historical arbitrary distinctions between skilled and unskilled in the Danish labour market. It opens up for how the educational structures produce ‘low-skilled’ people, especially in the transition from basic vocational education and training into an apprenticeship. The article points to the narrow focus of policies on the ‘supply’ side of lifelong learning and less on the ‘demand’ side of a ‘needy’ global labour market in which precarious jobs are no longer limited to low-skilled. The article addresses the way in which EU policy‐making operates, explains the relevance of ‘lifelong learning’ for the European Commission and analyses the mechanisms by which the Commission has advanced policy‐making in education and training since the Lisbon Summit. The article reviews in particular the alleged lack of effectiveness of the Open Method of Coordination in education and, second, the notion that the EU advances ‘slowly and persistently’ in its acquisition of competences in this area.  相似文献

The adoption of a more ‘open’ national training market in vocational education and training (VET) in Australia has led to considerable changes in VET organizations and considerable challenges for VET managers. Recent research has established the critical role that ‘strategy’ plays in leading and managing these organizations and the significance of strategic management as a field of managerial practice within VET. In this article, I further examine the role of strategy in the management of VET organizations by giving attention to issues of space and spatiality. Deploying concepts from actor-network theory and drawing on case data collected from VET organizations, I address strategy as a spatializing project. The argument is made that strategy is an accomplishment of a network of relations rather than an individual manager or an individual organization and can take radically different forms (‘Big S’ strategy; ‘small s’ strategy) and produce radically different effects (economic, educational). More specifically, spatial relations play a constitutive role in strategy formation in VET. Relations of spatiality and strategy are created and sustained together, and where this complex relationship is understood space can serve as a ground for critique. The paper promotes a theoretical and empirical imperative to look keenly to the spaces filled by frontline managers. Essentially interrogatory, these spaces open up the possibility of the negotiation of managerial and organizational identities across differences of strategic management and operational management and, more broadly, of enterprise and education.  相似文献

The article aims at underlining the role played by extra-academic and autonomous organizations strongly connected with university institutions and researchers in producing, acquiring, transferring and transforming knowledge. The study examines a particular Italian case, the Politecnico Calzaturiero, a private institution providing technical training and research services operating in North-eastern Italy. The analysis of this experience suggests that, in traditional manufacturing areas, organizations playing a key role in managing the ‘productive transformation of knowledge’ may be neither universities nor firms. ‘Special organizations’, like the one discussed in this article, are deeply embedded in their economic and institutional environment, are closely interconnected within a dense and extended network of various actors, engage in complex and time-consuming processes, and can be understood as organizational relé, that is entities which are able to connect structures that are usually not connected. For these reasons, they represent an underestimated resource for universities’ third mission and its management.  相似文献

Todays development of knowledge and technology calls for ‘an engineering diploma with a service contract’. The service should include general updating, upgrading as well as custom-made training. This service can only be ensured Europe wide through European networks of universities, enterprises, professional organizations and government bodies. EuraSCOPE is a pan European network for the selection, development and Europe-wide dissemination of advanced training courses in technology and management. EuraSCOPE specializes in short courses with a European dimension, develops models for the combination of live courses with multi-media and distance training and contributes short courses to modular curricula. EuraSCOPE submitted the COMETT Cb project proposal ‘EuraSCOPE—Cb EQUAL’. The goal is the development, testing and promotion of a European total quality assurance system for short courses ( EQUAL: European Quality Label).  相似文献

Today, ‘lifelong learning for all’ figures prominently within the education and training policies of governments throughout the developed world and is presented as a powerful solution to a wide range of economic and social challenges. Norway is often regarded as a country that has perhaps made more progress towards this ideal than many others. Norway invests considerable resources in its education system and has already achieved a highly educated population by international standards. Its experience may be instructive therefore of the problems that more advanced countries confront in attempting to further progress the lifelong learning agenda even under relatively favourable conditions. Drawing upon a range of secondary material and interviews conducted with key stakeholders, this paper explores the main achievements, problems and challenges that Norway has faced in attempting to implement a recent reform of adult and continuing education and training, entitled the Competence Reform. To date, the reform would seem to have had only a relatively limited impact especially with regard to low‐qualified workers in sectors with poor training records and relatively high concentrations of ‘learning‐deprived’ jobs. In reflecting upon this experience, Norwegian policy makers appear to be reaching the end of a cycle of policy and academic thinking concerned mainly with boosting the supply of skills through the education system and are now embarking upon a new and challenging agenda aimed at increasing the utilisation and development of skills within the workplace.  相似文献

Abstract

Purpose: This study sought to determine the influence of training transfer factors and actual application of training on organization level outcomes among farmer owned produce marketing organizations in Uganda.

Design/methodology/approach: Interviews based on the Learning Transfer Systems Inventory (LTSI) were conducted with 120 PMO leaders trained in partnership management skills by a four year extension project. Data were collected on training transfer factors, transferred training, and training related organization level outcomes. Data were analyzed by OLS hierarchical regression analysis.

Findings: The performance of the producer marketing organizations in terms of ‘improved inter-organization relations’ and ‘improved services’ was found to be significantly predicted by ‘personal capacity to transfer,’ ‘receiving feedback,’ and ‘resource availability.’

Practical implications: Rural service providers who build capacity of local organizations can use this knowledge to pursue certain strategic human level organizational outcomes by manipulating transfer system factors such as providing feedback and supportive resources to help trainees.

Originality/value: The LTSI model has been tested for its role in explaining human level organizational outcomes in a developing country setting. We have also seen that specific training transfer system factors will be responsible for certain elements of the multidimensional outcomes of training.  相似文献

EU graduation and the recruitment of industrial engineers (IEs) have been investigated. An increasing demand is observed for graduates in almost all industrial engineering (IE) subjects. The labour market in the EU is evolving towards the service sector even if manufacturing still represents a significant share of both IE employment and gross domestic product. On average, IE in the EU is still within the framework of the ‘market-driven’ paradigm, which contrasts with the knowledge society aims pursued by the ‘Bologna process’. R&D resources and human capital are identified as major success factors to overcome current limits for IE development in the EU. With reference to both factors, a comparison between the EU, Japan and the US is provided. In the EU, the attractiveness of universities and the social dimension are recognized as major forces attracting human capital. Patent maps outline current and future IE research and education fields of interests. Finally, EU higher education opportunities are briefly described.  相似文献

Since at least the 1990s, voices both inside and outside the academy have vigorously debated whether the university has the responsibility to educate students in ‘transferable skills’ in addition to disciplinary content. Lists of these skills often include critical thinking, problem solving, collaboration, and innovation, and, almost always, communication, this article's focus. I briefly review the debate on whether such skills should be a prominent part of the university curriculum, and specifically address one argument advanced by the critics—that these skills cannot be taught. I describe my experience teaching communication relying on research-based practices and reflect on what it means to teach transferable skills in the digital age, as pedagogy changes and the university extends its reach. The article concludes with a recommendation to expand the teaching and learning of transferable skills and suggests how this can be accomplished.  相似文献

In recent years concerns about inequality have been growing in prominence within UK policy debates. The many causes of inequality of earnings and income are complex in their interactions and their tendency to reinforce one another. This makes inequality an intractable or ‘wicked’ policy problem, particularly within a contemporary context in which many of the established policy responses from previous eras are at best discussed in muted terms and more normally deemed to be unavailable. This reflects the eclipse of ‘equality of outcome’ models and the concomitant rise of ‘equality of opportunity’ as the new policy mantra from Thatcher onwards. As traditional policy responses have withered, the role of education and training as a ‘silver bullet’ that can address a host of economic and social challenges has come to the fore. This article outlines policy makers’ beliefs that improving the educational attainment of students from lower socio-economic backgrounds can enable them to compete more effectively for elite jobs, and also that increasing the supply of educated employees can transform the level of demand for skills from employers. These beliefs are then critiqued, with reference to occupational congestion, over-qualification and the evidence that skills supply does not always create its own demand.  相似文献

Abstract

The advent of the single European market has generated new demands for training and consultancy, and many further and higher education institutions have been anxious to exploit the commercial opportunities that have been created. In general, however, institutions have been more successful in providing training for the public sector than they have been for the private sector. A survey of FHE reveals the kinds of single‐market training that are on offer, and suggests that the training that is available needs to be more precisely geared to the requirements of business if colleges and universities are to make further inroads into the private sector. It is argued that much training is currently ‘supply led’ rather than ‘demand led’, and that institutions need to recognise important differences between information needs, skills needs and qualifications needs in the design of their single market provision. There are, however, examples of good practice, and institutions’ perceptions of their own needs in improving their European training are also discussed. The article concludes with some practical steps that institutions might consider in order to improve their single‐market training.

The words belong to the then Minister for Further and Higher Education, Robert Jackson, and were spoken in 1990 at the launch of the Department of Education and Science‐funded PICKUP Europe Unit ‐‐ an initiative designed to help further and higher education (FHE) to meet the training needs of industry and business in anticipation of the changes heralded by the single European market (SEM). Helping industry and business to respond to the challenges of the enlarged European market fitted well into the PICKUP scheme, which was intended to encourage FHE institutions to make their expertise and resources available for the purposes of updating and reskilling the labour force. It reflected the Government's desire to build a stronger link between education and wealth creation, and to foster competence‐based, as well as knowledge‐based, aspects of educational provision. The 282 measures associated with completion of the single market have made it increasingly important that workers at all levels are familiar with the new Europe in which they will produce goods and services, but just how effectively are further and higher education institutions facing up to their own challenge, and providing the ‘training for Europe’ that is considered so important in ensuring that British businesses exploit the opportunities of the single market?  相似文献

ABSTRACT

A major focus of sociological research is on the role of the credential as a ‘currency of opportunity’, mediating the relationship between education and occupational destinations. However, the labour market has largely remained a ‘black box’ in sociological and education policy studies. This article draws on ‘big data’ from over 21,000,000 job adverts to explore how employers in the UK describe job requirements, with particular reference to the role of credentials. It challenges existing theories premised upon the notion that higher levels of formal education determine individual (dis)advantage in the competition for jobs. Although they have different views of the relationship between credentials, opportunity and efficiency, these theories assume that credentials largely determine occupational hiring. Our analysis suggests that formal academic credentials play a relatively minor differentiating role in the UK labour market, as the majority of employer’s place greater emphasis on ‘job readiness’. This raises a number of issues for sociological and policy analysis, including the future role of credentials in the (re)production of educational and labour market inequalities. Methodologically, the article highlights how the use of big data can contribute to the analysis of education, skills and the labour market.  相似文献

Whereas in 2000 the EU had heralded the knowledge-based society with as its motto ‘with more and better jobs and stronger social cohesion’, the past decade has led to greater inequality and (at best) a status-quo in poverty. EU2020 seems to acknowledge this failure and aims to reconnect social inclusion with the knowledge-based strategy. This article discusses the education-inequality nexus and shows what strategic and institutional measures need to be implemented for a ‘smarter’ social inclusion policy: a better balance between knowledge-intensive and knowledge-extensive policies, an extension of EU anti-discrimination law in the field of education, integration of the OMC in education and training with the social OMC (including the social re-orientation of the structural funds), and peer learning focused on structural reform of E&T systems.  相似文献

Changes to the GCSE Literature syllabuses introduced in 2004 have raised a number of pedagogical challenges for teachers and their pupils. One of the most significant is the increased emphasis on intertextuality. In many ways, the fact that students are now expected to be able to make comparisons between texts, as well as to locate them within their political, social and historical context, is to be welcomed. However, this shift in emphasis from the relation between text and reader to one between text and text could threaten the importance of personal response. Insecure readers, particularly, may find it difficult to achieve and demonstrate the appropriate qualities of critical detachment—with their emphasis on complex skills of analysis, synthesis and evaluation—which the new assessment objectives demand. This article explores one young writer's response to an examination question designed to test these skills and seeks to offer some pedagogical explanations for the candidate's relative lack of success in meeting two key examination imperatives: ‘choose’ and ‘compare’.  相似文献

The development of key competences for lifelong learning has been an important policy imperative for EU Member States. The European Reference Framework of key competences (2006) built on previous developments by the OECD, UNESCO and Member States themselves. It defined key competences as knowledge, skills and attitudes applied appropriately to contexts. Now most Member States have incorporated key competences, or similarly broad learning outcomes, into their school curriculum frameworks. This is a necessary but insufficient step towards implementation; for the effective development of learners' key competences, assessment must also change. This article focuses on the challenge of assessing cross-curricular key competences in primary and secondary education. It is based on a major study for the European Commission (Gordon, et al., 2009), which drew on information gathered and validated with the help of experts in each of the 27 EU Member States. The study's typology of assessment provides a basis for reviewing some recent developments in Member States. Present challenges and innovative responses are addressed, including ‘unpacking’ key competences, ‘mapping’ them to contexts and ‘accessment’ of their full scope and range. Policy developments are considered in the context of the author's work with the European Commission's Thematic Working Group on the assessment of key competences. Educational theorists may be right to suggest that providing mindfulness training in schools can challenge oppressive pedagogies and overcome Western dualism. Before concluding that this training is liberatory, however, one must go beyond pedagogy and consider schooling’s role in enacting the educational neurofuture envisioned by mindfulness discourse. Mindfulness training, this article argues, is a biopolitical human enhancement strategy. Its goal is to insulate youth from pathologies that stem from digital capitalism’s economisation of attention. I use Bernard Stiegler’s Platonic depiction of the ambiguousness of all attention channelling mechanisms as pharmaka—containing both poison and cure—to suggest that this training is a double-edged sword. Does the inculcation of mindfulness in schoolchildren empower them; or is it merely an exercise in pathology-proofing them in their capacity as the next generation of unpaid digital labourers? The answer, I maintain, depends on whether young people can use the Internet’s political potentialities to mitigate the exploitation of their unpaid online labour time. That is, on whether the exploitative ‘digital pharmakon’—the capitalistic Web—can at the same time be socio-politically curative.  相似文献

Lifelong Learning in the European Union: whither the Lisbon Strategy?   总被引:1,自引:0,他引:1  
This article traces the Lisbon strategy back to the White Paper issued by President Jacques Delors in 1993 on Growth, Competitiveness, and Jobs as the launching point for the structural reform agenda needed to turn around the massive unemployment crisis and proposing a combination of policies for the structural reform of the labour market and stability‐oriented macroeconomic policies designed to stimulate economic growth. The centrality of education and training in the Lisbon strategy is seen as key to the lifelong chances of every citizen linked to the need for Europe to compete on the basis of a knowledge‐based economy if it is to maintain its high social standards. Describing the first years of the Lisbon strategy as ‘a stuttering start’, the mid‐term stock‐taking which offered European leaders the opportunity to fine‐tune or radically modify the strategy is analysed. The article highlights the paradox that, although human capital is claimed to be Europe's most precious resource, there is inadequate focus on the weakest aspects of current systems. It also focuses on policy and financial levers which need to be mobilised within Member States as well as the implications for national budgets. It suggests the prioritisation of a small number of areas on which to concentrate efforts and echoes the Council calling for a ‘quantum leap’ in the ambition of the EU to ensure that the necessary follow‐up is given to meet the challenges. Finally, a strong argument is put forward to take steps to move towards a unified set of proposals for lifelong learning.  相似文献

Defining and therefore evaluating the effectiveness of school sex education is problematic because of its location at the site of struggle between competing discourses. Those discourses—summarised here as ‘moralistic’, ‘harm reductionist’ and ‘empowering’—each emphasise a different conceptualisation of sex education's intended outcomes. The challenges that these discursive tensions present for research are examined by drawing on a study investigating the effectiveness of involving young mothers in school sex education. Through a discussion of some of the study's findings, the value of adopting a multi‐method approach as a way of managing different understandings of effectiveness is explored. The article concludes that research in the area of sex education needs to make use of complex study designs, which take into consideration these contested understandings regarding its purpose.  相似文献

Changes in the job market are affecting how employees view their current positions and careers leading to more employees (so-called ‘free agents’) developing portfolio careers. To maintain their long-term employability, free agents need to continually enhance and expand their expertise, knowledge-base, reputation and networks, and it has been argued that this will influence how employees view and approach their workplace learning. This article reports the findings of qualitative research aimed at exploring the free agent concept, the implications for workplace learning and the implications for human resource development (HRD) functions in organizations. The research used a convenience sample of 11 organizations from three continents, with data collected from senior HRD executives through telephone and face-toface interviews and e-mails. The results highlighted how some employees are changing their attitudes towards workplace learning, particularly those considered ‘high potential’ or working in ‘high tech’ positions. The research also identified how organizations are increasingly viewing learning as a means of attracting and retaining high quality employees, with implications for HRD functions in terms of a greater emphasis on delivery methods for learning beyond traditional training and greater emphasis on career development activities.  相似文献
