This paper traces the key periods, players and events which have contributed to the shaping of the current landscape of teacher education in Scotland. Starting with the Wheatley Report and the formation of the General Teaching Council (Scotland) in the 1960s through to the most recent Donaldson Review of Teacher Education, we examine ebb and flow amongst GTCS, government, colleges of education and universities. Following its own trajectory, Scottish Education resisted and rejected policies emanating from an ‘English’ ideology, capitalised on respect for and influence of the GTCS, and successfully moved teacher education’s base from autonomous colleges to high-status universities. At the core of teacher education in Scotland is the continuing desire for partnership-working amongst key stakeholders: local and national government, GTCS, schools, teacher education institutions, teaching unions, parents and pupils. A teaching profession of trained graduates, underpinned by university-led subject study, is now moving steadily towards Masters-level professional learning for all. Although having faced some troubled episodes, this period has also been characterised by remarkable stability and consensus and, although still tackling the improvement agenda suggested by the recent Donaldson review, teacher education in Scotland has retained a high degree of public and political trust.  相似文献

Against a rapidly changing policy landscape for teacher education, exacerbated by ‘Brexit’ in the UK, findings are presented from an electronic survey of 272 higher-education based teacher educators in England, the Republic of Ireland and Scotland about their experiences of, and priorities for, professional learning. While the data generated were mainly quantitative data, qualitative features were embedded within the survey design. Both types of data have been used to draw out complexities that emerge when exploring a professional group of educators responsible for the preparation of a future generation of teachers. The findings are presented and discussed in relation to the professional demographics of the sample, research expectations placed on them and teacher educators’ priorities for professional learning. Given the unique occupational position of teacher educators, their importance in the quality of teacher education and the lack of formal focus on their professional development, our starting point for teacher educators’ professional development lies in their practice situated and positioned within global, regional, national and local policy contexts.  相似文献

In this article we explore the use of teacher professional standards in an initial teacher education programme and preservice teacher perceptions of their preparedness for teaching using a survey of 54 first- and second-year preservice teachers in a graduate-entry programme. The survey asked the preservice teachers to respond to 16 questions based on professional standards as well as their knowledge of student learning, professional identity and teaching as a career path. The preservice teachers’ responses were analysed using a mixed methods approach that relied on quantitative methods, but was supplemented by qualitative analysis of short-answer responses. Our analyses hypothesised about possible links between the preservice teachers’ responses and the extent to which they perceived they were classroom and career ready. The themes of teachers, teaching and student learning are used to present and discuss the results, while the notion of agency as achievement is used to deepen possible understanding about their meaning and implications. We conclude that the preservice teachers appeared to benefit from learning about professional standards throughout their programme but appeared to lack confidence in: engaging professionally with others such as parents/carers; setting objectives for all students with different backgrounds; and implementing lesson sequences that engage students and promote learning. Most doubted teaching as their future career. Finally, we discuss implications for: adopting standards-integrated initial teacher education programme approaches; preservice and early-career teacher professional learning needs; and future research opportunities, which include using innovative methodologies and conceptual frameworks.  相似文献

This article brings together two studies which contribute to the examination of the nature of professionalism in education by focusing on the perspectives of two under-researched groups namely ‘teaching assistants’ and teacher educators working ‘either side’ of the school teacher. The projects were conducted in, and framed by, the UK policy context of public sector modernization and cuts, and raise issues of relevance to international debates on notions of professionalism in education in a context of neo-liberal policy and austerity. The studies drew upon different approaches including autoethnography, life history and discourse analysis. The authors examine the formation and representation of professional identity in education through the discourses of ‘professionalism’ of teaching assistants and teacher educators. Professionalism is articulated through three themes in the accounts; ‘non-standard’ professional transformations, role ambiguity, and the role of classroom experience and higher education in the development of professional identities. Through these themes the perspectives of teaching assistants and teacher educators locate the notion of ‘teacher professionalism’ within a broader concept of professionalism in education providing alternatives to the discourse of imposed policy, and the authors reflect upon the ways in which these voices contribute to the wider international debate on professionalism in education.  相似文献

This article reflects on some of the findings of a research project which investigated the practice of Recognition of Prior Learning (RPL) within a major national teacher upgrading project in South Africa – the National Professional Diploma in Education (NPDE). The article analyses the ways in which a range of contextual factors have positioned RPL within the NPDE curriculum. Rather than support evaluations of RPL in the NPDE which have argued that RPL should be prior to rather than within the curriculum, the article uses and critically examines a theorized typology which characterizes RPL as ‘credit-exchange’, ‘developmental’, ‘radical’ and/or ‘Trojan horse’ to show how RPL in the NPDE has combined elements of these approaches in a distinctive way. The article suggests that the ‘Trojan horse’ model may provide the best framework for the use of RPL in linking qualifications-led professional development of practising teachers with other forms of continuing professional development. In conclusion the article reflects on how Trojan horse RPL could be included in critical engagement with the new national framework for teacher education and professional development.  相似文献

The Child-Centred Approach (CCA) is increasingly promoted within India and internationally as a response to the challenge of delivering quality education. From identifying and examining Indian indigenous and global concepts of CCA within traditional and contemporary child-centred pedagogic discourse, this paper reveals the complexities of underlying agendas within the domestic and international setting and the implications of this for the integration of CCA and the ‘child-centred’ teacher in India. Based on empirical analysis of teachers’ interviews, the findings demonstrate that the role of the teacher continues to be largely overlooked in spite of a willingness from teachers to engage within the child-centred pedagogic discourse. Disempowerment, a lack of autonomy and limited professional status are highlighted. Therefore, this paper calls for the rediscovery of the ‘child-centred’ teacher to advance from within the nation. Without this, it is asserted that the authenticity of the CCA model will continue to be compromised, and with it, any indigenous expressions of a similar epistemology will be fundamentally restricted.  相似文献

Competence as a measure of ‘fitness to practice’ and its evaluation through mechanisms of personal performance review, has led to the introduction of systems in a number of professions which link appraisal to the maintenance of professional registration (variously referred to as re-validation, re-certification, re-accreditation, etc.). This shift towards the requirement to actively maintain registration is becoming increasingly common in the teaching profession in many countries too. This paper presents an examination of the enactment of this global policy trend towards teacher re-accreditation at a national level. Here, we analyse the policy discourse and rhetoric around the introduction of professional re-accreditation of teachers in Scotland, where it is referred to as ‘Professional Update’, and track this through to the preparation of those carrying out interviews for re-accreditation in one of the three local authorities involved in piloting the initiative. In doing this we aim to show the ways in which policy serves to construct teacher subjectivities though processes of appraisal and how policy actors positions themselves and are positioned within these policy-making processes.  相似文献

This paper reports on the introduction of a ‘clinical model’ of teacher education at the University of Glasgow in 2011. The account is set against the backdrop of a review of major contemporary developments in teacher education. The common focus in this work is on such themes as the key function of the practicum, on ‘teaching schools’ and on the roles and responsibilities of the various players in teacher professional learning. The context for reform of teacher education in Scotland is described, showing how the opportunity for a radical intervention arose. The distinctive features of the Glasgow model are set out and a summary of the findings of the internal evaluation carried out at the University is offered. Issues identified include challenges of communication, the nature of professional learning and the cultural embeddedness of existing practices. In the light of this initiative, the paper then reviews insights gained concerning the relationship between policy, practice and research in teacher education, before concluding with comments on the future of research in teacher education.  相似文献

Curriculum, while often narrowly defined, is a contested space that stimulates continuing international debate, yet the importance of curriculum studies is frequently overlooked across the continuum of teacher education. Within the Irish context a technicist interpretation of curriculum studies, focusing primarily of subject knowledge and development, has historically been adopted. More recent Teaching Council of Ireland policy documents have espoused a broader macro understanding of curriculum studies as a foundation discipline within initial teacher education. However, concerns have been raised regarding student teachers’ ability to fully engage with such material so early in their professional development. With the recently embraced continuum of teacher education in Ireland, this paper examines how curriculum studies is currently defined by Irish policy and problematises how it is addressed in practice. The paper proceeds to explore emerging opportunities to expand this area of study across the continuum. A case for the place of curriculum studies as central to the advancement of the profession through the promotion of teachers as change agents is presented.  相似文献

Contemporary research conversations about the utility of practice theories to professional education support the reconceptualisation of pre-service teacher education in ways that provide strong preparation for continued professional learning. This paper reports on an empirical inquiry that introduced a theoretically informed practice-based intervention in a pre-service teacher education course in order to judge the utility of such an approach for student learning. Innovations within the Study of Teaching programme illustrate the bringing together of pedagogies of observation, pedagogies of enactment, and pedagogies of reflection toward an integrated theory of teacher education that focuses on the teaching body as a central site for research and for the building of preparatory knowledge and skill for ongoing learning. Data was collected from pre-service teachers involved in the programme through video and audio recordings along with individual and focus group interviews, questionnaires and student reflection on video recordings. These were analyzed within an emerging theoretical framework derived from both practice-theoretical literature and international empirical research into core practices. Initial findings suggest that a focus on practice within pre-service teacher education may enhance traditional understandings of ‘practice-based’ approaches that situate the study of practice outside of the university, in school settings. These findings have implications for the ongoing reform of teacher education in increasingly regulated contexts framed in terms of teacher quality.  相似文献

Particular attention is paid to the impact of external and internal changes on the development of new course structures and the strengthening of linkages between the initial stage of a teacher’s professional career and on continuing professional development. ABSTRACT

This paper is an account of how a group of Japanese English language teachers, who questioned current teacher professional education and English language education reforms, learnt to challenge the dominant discourse and find ways of conducting more democratic teacher professional education. It describes how those teachers, including the author, generated a collective theory on communicative competence through the process of their inquiry. It explains how they came to appreciate the action research methodology used for this study, grounded in reflective practice, which in turn helped to develop the author’s understanding of second person action research. It also tells how the teachers learnt to take the initiative in communicating the thinking which informed their practices to others and began to engage in ‘communicative action’ As a result of these outcomes, the paper suggests a potential new form of teacher professional learning aimed towards more democratic relationships between participants. It is hoped that the implications of the research findings could contribute to broader discussions about policy pertaining to teacher professional development.  相似文献

Who Counts?     
This article recovers a 1972 essay from James Moffett entitled ‘Who Counts?’ that the National Council of Teachers of English commissioned at the onset of US standards and accountability reforms. The essay historicises NCTE’s positions on teacher accountability by comparing its recent positions on teacher evaluation and the Common Core Standards with Moffett’s opposition to behavioural measurement and business-federal collusion in education reform. These historical juxtapositions highlight how NCTE’s recent policy agenda has reconfigured ‘who counts’ in US English education: its positions now hedge NCTE’s longstanding critiques of behavioural measurement in English, mix quality assurance with professional development, and adopt the educational priorities of federal grants, corporate philanthropy and private sector partners. The article de-naturalises NCTE’s political realignment and considers how Moffett’s prescient critiques of ‘who counts’ in English education might inform individuals’ and organisations’ positions on standards and accountability reforms.  相似文献

In which areas and domains do individual teacher educators prefer to work on their professional development? What kind of learning activities do they want to take on and with whom? Are there significant differences in these preferences between teacher educators? This article reports on a recent survey (N = 268) about the professional development of teacher educators and differences in learning preferences between less and more experienced teacher educators and between university-based and school-based teacher educators. Findings show, for example, that while most university-based teacher educators were mainly interested in improving their teaching, less experienced school-based teacher educators were more focussed on aspects such as coaching skills. In this study, ‘learning profiles’ have been developed for four categories of teacher educators. These profiles may help to create more meaningful arrangements for teacher educators’ initial education and further professional development in a context where teacher education is required to have a more school-based as well as a more research-based orientation.  相似文献

This paper offers a critical analysis of the education policy move towards teacher professional standards. Drawing on Lacan’s three registers of the psyche (real, imaginary and symbolic), the paper argues that moves towards codification (and domestication) of teachers’ work and identities in standardized (and sanitized) forms, such as the Australian Institute for Teaching and School Leadership professional standards recently adopted in Australia, can be read as a colonization of the Real and the imaginary by (a rather static, mortified form of) the symbolic. The paper argues that in response to such normalizing moves, we need to consider how we might conceptualize the reanimation of what it means to teach and be a teacher, something we attempt in terms of enabling each of the psyche’s registers to inter-animate each other, as a means of engendering teacher identities characterized by criticality, creativity and passion – that is, by an ethics of singularity rather than by standardization.  相似文献

Taking into account the pressing need to understand more about what teacher educators’ professional development characterises, this article adopts a mixed method approach to explore Flemish (Dutch-speaking part of Belgium) teacher educators’ professional development needs and opportunities. Analysis results of a large-scale survey study with 611 teacher educators and analysis of five qualitative focus groups (with 24 teacher educators) are presented. The results confirm the lack of attention for teacher educators’ professional development in the Flemish teacher education system. Moreover, the findings indicate a structural need for participation in professional development activities that are linked to teacher educators’ own practices, organised as long-term sustainable professional development trajectories, and formally recognised. To conclude, a professional development agenda for research, policy and practices related to teacher educators’ professional development is discussed.  相似文献

Over the last 40 years, teacher education in England has been the focus of a stream of ‘reforms’ with the ultimate aim of placing provision into schools, the justification for such a radical policy being that higher education is alleged to be failing to provide good quality teachers thereby compromising the social and economic development of the country. The process whereby these reforms have been introduced is described and then used as a way of comparing and contrasting the way in which similar reforms can be identified in the international teacher education communities represented in this special issue of the Journal of Education for Teaching (JET). Initial teacher education programmes have been identified as crucial to meeting the twin policy aims of professionalising the further education (FE) workforce and achieving improved learner outcomes, yet college-based teacher educators are underrepresented in published research and commentary. Drawing on a case study of teacher educators employed by three FE colleges in England, this paper argues that the contested and politicised nature of the FE sector presents a unique set of circumstances that distinguishes this population from other members of their professional group and severely restricts the identities available to them. Through a thematic discursive analysis of documentation, observation and interview data, it is argued that FE positions teacher educator identity through political governance, through the business practices of colleges and through the sector’s historical relationships with vocational and higher education. Within this distinctive context, teacher educators experience competing identities of ‘qualified and credible’, ‘teacher’, ‘different from others’, ‘part of FE’ and ‘employee’ that are entangled with the dominant discourses of English further education. After discussing the implications of these findings for a professional profile of teacher educators, the paper concludes that teacher educators are better understood as a heterogeneous occupational group in order to avoid obscuring professional concerns linked to policy landscapes.  相似文献

This article provides a critical and theoretical exploration into teacher performance dispositions (orientations towards performance). The article explores research literature on dispositions, highlighting the representation of teachers in education policy and standards documents across several nations of the OECD: Australia, the USA and the UK. The article draws on aspects connected to the Bourdieuian conception of dispositions, arguing that economic imperatives continue to drive research and policy directions of teacher performance, shaping teaching practice/s distorting the educative process. The article suggests that the work of teachers is increasingly being repositioned towards narrow conceptions of pedagogy and performance, aligning the educative experience with the ability to compete in the knowledge economy. Developments of this kind commodify knowledge, which may have implications for what it means to be educated or to educate. The research in focusing on teacher performance dispositions reminds teachers and policy-makers about the moral and ethical importance of a person-centred education policy approach. Such an approach eschews prescribed curricula and standardised learning, opting instead for the professional judgement of teachers in crafting studies with educative potential tailored to individual student need.  相似文献
