This paper analyses a specific disjunctive policy space in Scotland involving the current key children's social and educational policy agenda, Getting it Right for Every Child (GIRFEC), and a recent national report on teacher education, the ‘Donaldson Report’. In four main parts, the paper first introduces and applies in policy review and analysis a capitals frame to identify the policy–practice discontinuities currently inherent in the ‘GIRFEC-child practitioner education’ policy space, exemplified by the Donaldson Report. Then, the same capitals frame is applied to examine the capitals resources demanded in the particular ‘child–child practitioner education’ policy space previously delineated. Next, examples of policy disconnects amongst current child practice and practitioner education policy production and implementation, which warrant a concerted integrative cross-sector project to ensure coherent social and intellectual capital relations at all levels, are discussed. Finally, the paper calls for the governing professional registration bodies and universities involved in the education of child-sector practitioners to engage in the redesign of university programmes underpinned by principles of transdisciplinarity and transprofessionalism. Initial teacher education programmes in universities must meet the needs of varying constituencies. Politicians, school leaders and academics, for example, understandably seek to influence how these programmes should look. Given the importance of well-qualified teachers for the building of effective schools, it is right that a range of stakeholders should have their say. The Donaldson Report on teacher education in Scotland (2011) has much to say regarding the academic content of teacher education programmes. It offers food for thought for those wedded to the ‘craft’ model of teacher education. Academic rigour and breadth of experience cannot be seen as inimical to the need to ensure that newly qualified teachers are, indeed, ready to teach. The rediscovery of liberal approaches to education studies and the value of the liberal arts can be key components of a reimagined teacher education process.  相似文献

开设适合的技术类课程以应对当前技术教育不断发展的新形势是师范院校亟待解决的关键问题。新西兰职前技术教师教育框架是奥克兰大学、梅西大学等六所高校共同开发的一个共享资源,旨在支持六所高校在职前技术教育方面保持信息一致,提升职前技术教师教育质量。该框架由技术哲学、技术教育的原理、技术课程和技术教学四个关键要素组成,在强调技术知识和技术教学知识的同时,关注技术价值观和目的观教育,并提供相应素材支持课程开发与实施。新西兰职前技术教师教育框架对我国技术教师教育具有重要启示。  相似文献

Background: Teacher education in Scotland has developed its own trajectory for many years and this distinctiveness appears to have increased since the creation of the Scottish Parliament in 1999. Teachers' pay and conditions were addressed in 2001 by the agreement A teaching profession for the 21st century. This agreement led to a number of innovations in teacher education and development. More recently, there has been a report of the Review of Teacher Education in Scotland by Graham Donaldson and a committee is currently reviewing teachers' pay and conditions.

Purpose: This article examines the extent to which the development of teacher education in Scotland has been affected by the global financial crisis and its impact on the provision of public services. Three policy contexts are explored in turn, those of politics and economics, education and teacher education, so that the analysis moves from the wider societal perspective towards the specifics of teacher education.

Sources of evidence: The article draws on a close analysis of relevant policy documents, including those produced by the Organisation for Economic Cooperation and Development, the Scottish Government and the General Teaching Council for Scotland. Additionally reference is made where appropriate to a wide range of published research and to reports such as the Review of Teacher Education in Scotland.

Main argument: The ways in which teacher education policy in Scotland is developing is a result of the interaction between history, culture and politics played out at a national level under the wider influence of UK, European and global affairs, both economic and political. There are real tensions in the current conjunction of policies and trends, which create major challenges for all those involved. The promotion of career-long professional learning and enhanced school autonomy proceed alongside the review of teachers' professional conditions (McCormac Review), high levels of intermittent employment among new teachers, fluctuations in student numbers and staffing in university Schools of Education, and contracting resource to support school-level curriculum development and continuing professional development. The social partnership achieved between employers and practitioners is under increasing strain; and relations of partnership between universities and schools are subject to increasing critical scrutiny. Teaching in a time of crisis creates new challenges, and the need for innovative approaches to enduring challenges, in the short and longer term.

Conclusions: The longstanding commitment to explicit values in Scottish culture and education is all the more important in a context where pressures for accountability and efficiency are greater than ever.  相似文献

通过对具有普通高等学历招生资格的820所高等学校设置的教师教育专业机构的分析,发现我国高等院校教师教育专业机构缺乏资质标准、区域分布不均衡、组织管理分散以及一流综合性大学参与教师教育专业机构建设的积极性不高等问题。基于此,提出如下政策建议:研制教师教育专业机构的资质标准;加大对中西部省份教师教育专业机构建设的支持力度;加强教师教育专业机构的管理制度创新;一流综合性大学应该承担起教师教育的社会责任。  相似文献

This article aims at a comprehensive examination of the Chinese model of teacher education by critically revisiting the developmental trajectory of the teacher education system in China over the past century, with a particular focus on policy trends since the 1990s. It interrogates the Chinese model of teacher education with two macro lenses: the historical and the comparative. The historical lens looks deeply into the Chinese way of reform with a catch-up mentality in various stages, while the comparative lens locates the Chinese model of teacher education in an international context. The paper begins with a comprehensive review of the related literature, surveys the historical pathway of China’s modern teacher education system since its birth in 1897, presents an overview of the current provisions of the system, and examines recent policy trends in the landscape of China’s teacher education. Finally, the article concludes that the Chinese model consists of a hybrid system of teacher education provided by normal schools, normal colleges and universities, with the participation of comprehensive universities and internet-based higher education institutions, and accompanied by a consistent licensing system for the teaching profession. With such core features as independence, openness, adaptability and diversity based on Confucian epistemology and pragmatism, the Chinese model of teacher education is likely to illuminate new paths for the development of education and the pursuit of excellence in the global community.  相似文献

This article connects with an international debate around the place of professional standards in educational policy targeted at enhancing teacher quality, with associated implications for continuing teacher education. Scotland provides a fertile context for discussion, having developed sets of professional standards in response to a recent national review of career-long teacher education. That review called for a reprofessionalisation of the teaching profession and the revision of the standards was an element of this process. Scotland is utilised as a lens through which one country’s response to international trends is viewed, with a focus on ‘teacher leadership’ and ‘practitioner enquiry’ as policy endorsed sets of practices. The analysis demonstrates the complex and contested nature of these terms and the tensions posed between the need to meet professional standards as part of teacher education and aspirational dimensions of the current policy project of reprofessionalisation. The article concludes by considering the implications for continuing teacher education.  相似文献

The period of the Thatcher Government continues to have special significance for politics and governance in Scotland. In the 11 years of the Thatcher Government, landmark legislation and reforms affected key areas of the Scottish society and economy. Education featured prominently in the Thatcherite agenda in Scotland. In Scotland, the education system’s association with national identity had particular implications for educational policy making and implementation in Scotland under the Thatcher Government. The distinctiveness of the Scottish education system presented particular problems for a government intent on challenging the social democratic consensus. Opposition to the Thatcher Government, especially its perceived attack on the social democratic underpinnings of the welfare state which included the state schooling system, re‐ignited the home rule campaign in Scotland in the late 1980s. The article examines both key legislation, namely the Education (Scotland) Act 1981, the School Board (Scotland) Act 1988 and the Self‐Governing Schools etc. (Scotland) Act 1989, and also key non‐legislative reforms to curriculum and assessment under the Thatcher Government in the area of public (state) schooling. The article argues that these reforms continue to influence the educational policy debates in Scotland today.  相似文献

Abstract

Nationalism is a key resource for the political work of governing Scotland, and education offers the Scottish National Party (SNP) government a policy space in which political nationalism (self determination) along with social and cultural forms of civic nationalism can be formed and propagated, through referencing ‘inwards’ to established myths and traditions that stress the ‘public’ nature of schooling/education/universities and their role in construction of ‘community’; and referencing ‘outwards’, especially to selected Nordic comparators, but also to major transnational actors such as OECD, to education’s role in economic recovery and progress. The SNP government has been very active in the education policy field, and a significant element of its activity lies in promoting a discourse of collective learning in which a ‘learning government’ is enabled to lead a ‘learning nation’ towards the goal of independence. This paper draws on recent research to explore recent and current developments in SNP government education policy, drawing on discourse analysis to highlight the political work that such policy developments seek to do, against the backdrop of continuing constitutional tensions across the UK.  相似文献
