The year 2012 provided an opportunity to celebrate sporting history during the year when London staged that most historical of international sporting events, the Olympic Games. However, the Department for Culture, Media, and Sport, and the London Organising Committee of the Olympic Games (LOCOG) made no reference to sporting history within official documentation, and there was no mention of sport in the Cultural Olympiad programme. This paper aims to understand the role of the Sports Heritage Network in exploring England's sporting heritage, despite being excluded from the official planning of the London 2012 Olympic Games. This affiliation of museums and archives with an interest in England's sporting past recognised the potential of the 2012 Olympic Games and established a community exhibition programme, Our Sporting Life, which aligned with LOCOG's aims and objectives. This paper evaluates the outputs and outcomes of Our Sporting Life and aims to understand why it was not supported financially or integrated into the official Cultural Olympiad programme. The data collection for Our Sporting Life is analysed and critiqued, and the impact of the programme is considered using the Generic Learning Outcomes and the Generic Social Outcomes frameworks. Our Sporting Life delivered over a hundred exhibitions and reached over one million people, with outcomes that included increasing knowledge and understanding, and strengthening public life. It provides an off-the-shelf methodology for future major sporting events and, as such, its omission from the London 2012 Cultural Olympiad can be regarded a lost opportunity.  相似文献

From the bidding stage onwards, the London 2012 Olympics has been framed by an explicitly instrumental agenda, with objectives including increasing participation in sport in the UK and economic and physical regeneration in host sites, through investment in the Olympic Park and its surrounding infrastructure. The bid also signalled the ambition that London 2012 should be the first Olympics to deliver legacy through a nation-wide cultural programme in the build up to and alongside the Games [Kennell, J. & MacLeod, N. (2008, November 6–8). A memetic framework for the conceptualisation and evaluation of the Cultural Olympiad of the 2012 Olympic and Paralympic Games. Paper presented at the 2nd Bi-annual International Tourism Studies Association conference in Shanghai, China. Retrieved from http://gala.gre.ac.uk/3951/], deliberately putting in place infrastructure for each English region and nation, shortly after the bid's success was announced. The ensuing national Cultural Olympiad, part funded by Legacy Trust UK, was evaluated through a series of research exercises which aimed to document the legacy and impact of the cultural programme. Through the case study of a regional programme in the North West of England, “We Play”, this article considers how evaluation research has been used locally to develop policy stories and legacy narratives which interpret and interact with the changing landscape of arts funding and cultural policy in the UK.  相似文献

This article examines the London 2012 Cultural Olympiad through the lens of a devolved Scotland, exploring how the Scottish cultural programmes and projects are being evaluated, and what this approach might offer for the wider UK and international context. Structurally, the article begins with a discussion of the relationship between sporting mega-events and culture, focusing specifically (although not exclusively) on the sport and cultural nexus around the Olympic Games. The discussion then moves to consider conceptual, policy and practice debates around cultural value, examining the extent to which existing research tools and techniques satisfactorily capture the contribution of culture to major events, public and social policy. Methodologically, the article draws on elite interviews with strategic stakeholders directly involved in the design, delivery and evaluation of Scotland's London 2012 Cultural Programme. The authors conclude that, when taken alongside other cultural evaluations conducted nationally and internationally, there is a need to develop a multi-criteria analysis (MCA) that can more effectively capture cultural value around major sporting events in the UK. This study has demonstrated a level of dissatisfaction within the Scottish cultural community about the limitations of existing mechanisms for measuring the value of culture within the mega-event platform. A robust, but nuanced, impact assessment is required because, unlike the UK as a whole, Scotland has a unique opportunity to undertake a longitudinal study assessing the conditions for legacy put in place as a result of the London 2012 Olympic Games for the subsequent 2014 Commonwealth Games in Glasgow. However, further research is required into the efficacy of the MCA for assessing cultural value generally and within the framework of major sports events, in particular.  相似文献

Abstract

The Inter-Asia Cultural Studies Summer School is a Biennial event that invites Masters and PhD students from around Asia to participate in conversations around developing and building an Inter-Asia Cultural Studies thought process. Hosted by the Inter-Asia Cultural Studies Society along with the Consortium of universities and research centres that constitute it, the Summer School is committed to bringing together a wide discourse that spans geography, disciplines, political affiliations and cultural practices for and from researchers who are interested in developing Inter-Asia as a mode of developing local, contextual and relevant knowledge practices. This is the narrative account of the experiments and ideas that shaped the second Summer School, “The Asian Edge” which was hosted in Bangalore, India, in 2012.  相似文献

The Second Chinese Theatre Festival took place in the winter of 2005 in Paris, France. The event, organized by China Cultural Center in Paris, has seen six local opera troupes from Hebei, Jiangsu, Jilin, Fujian and Guangdong provinces, showing to Parisians scores of traditional programs of Chinese operas. Chinese theatric art is not novel to French people. Over past decades in the history of modern China, Chinese opera masters, in particular, Peking opera singers, visited Paris many times and made traditional Chinese opera known to French people. For example, when visiting Paris half the century ago, master Cheng Yanqiu gave lectures on Peking opera, the first Chinese opera genre that was introduced to French people.  相似文献

The development of Local Cultural Strategies was recommended to all local authorities in England through the publication of a guidance document, Creating Opportunities, by the Department of Culture Media and Sport (DCMS, 2000). Although not a statutory duty, by the end of 2002 Local Cultural Strategy development was strongly encouraged by the government, and the adoption of a strategy became part of performance review for local authorities under Best Value Performance Indicator BVPI 114. This recommendation encouraged local authorities to formalize and publish plans for the strategic development of their cultural and culture-related services. These used a broad definition of culture and recognized of the value of partnership working within localities, regions and sub-regions in which local authorities were taking the ‘lead’. It also reflected the advocacy of a cultural planning approach by central government for local government.

Cultural planning encourages a culturally sensitive approach to local cultural development, focusing on a diverse range of ‘cultural resources’, including leisure and sports facilities, qualities of natural and built environment, youth and ethnic communities and communities of interest, as well as the need for different local authority service departments and private, voluntary and other public sector partners to be involved early on in strategic development. According to this approach, culture is broadly defined as a ‘way of life’, and DCMS's guidance states that Local Cultural Strategies should promote cultural well-being and the quality of life in their designated areas.

As a result, Local Cultural Strategies have been developed at all tiers of English local authorities, including district and borough, metropolitan and unitary authority, county and regional levels. This article discusses the development of Local Cultural Strategies in England and reviews information on those strategies that have been developed. It examines the different approaches local authorities have taken towards this task, the methodologies for consultation employed, the frameworks for monitoring and the evaluation of cultural provision they offer. It considers the benefits and problems associated with the production of Local Cultural Strategies as strategic development frameworks for local culture, and questions the future of this process following their ‘subsumption’ into Community Strategies as part of a broader package of reforms for local government. In doing so, it examines how these documents offer an opportunity to examine local approaches to cultural planning.  相似文献

Metrics-based approaches to understanding the value of culture imply homogeneity of artistic purpose, invite political manipulation and demand time, money and attention from cultural organisations without proven benefit. The system retailing as Culture Counts, a dashboard approach to quality measurement that emerged from Western Australia and is currently trialling in Australia, the US, the UK and Asia, serves to further abstract assessment processes. Cultural policy-makers across international domains need a more robust appreciation of the limits of metrics. Statistical data, well channelled, may provide useful ancillary information. But, where questions of value are concerned, it cannot replace critical judgment.  相似文献

Abstract

This essay reviews the recent work of three sociologists, Andrew Walder, Alessandro Russo, and Joel Andreas, on factionalism in the Chinese Cultural Revolution (CR). To varying degrees, all three authors under review question the dominant sociological interpretation of CR factionalism, which directly links factional allegiance to objective class position, and they each attempt to develop a political interpretation instead. Politics, however, is understood differently by the authors. Walder argues that, through attending to the ‘event sequence’ of the CR in which factionalism emerged, factional politics can be de‐linked from the sociological base to which it is usually tied. Russo, influenced by the work of Alain Badiou and Sylvain Lazarus, argues that the factionalism of the CR should be linked to the emergence of a subjective ‘political sequence’ and not to the pre‐existing structural organization of Chinese socialism. Unlike Walder, for whom mass politics seems to be firmly identified with elite intra‐party power struggle, for Russo a space between elite power struggles and the pluralization of mass political organizations allowed a genuine subjective politics to emerge. Joel Andreas employs Pierre Bourdieu’s concepts of political and cultural capital in order to study the development of CR factions in the Qinghua Attached Middle School and Qinghua University, painting a complex political and sociological understanding of factionalization. These works not only offer reinterpretations of the CR itself, but also help to generate interesting questions about the political relationship between the present and the 1960s, both in China and globally.  相似文献

Abstract

The essay was written in the context of a Teaching Cultural Studies (in Asia) Workshop. In dialogues with practitioners and young faculty in Taiwan and Asia, it utilizes the author's own past and present experiences to articulate the difficulties and problematic of teaching Cultural Studies. The main argument proposes that teaching Cultural Studies needs to be grounded in local intellectual traditions and histories upon which critical works out of Asia and the Third World will have to be actively engaged to overcome the dominant condition of knowledge which singularizes the West as the only source for intellectual interventions.  相似文献

The need to maximize the influence of the limited number of Hispanic mental health professionals in the United States requires the development of new roles. One possible role is that of cultural consultant to non-Hispanic providers. Cultural consultation can serve to help mental health providers differentiate between cultural differences and cognitive, affective and social deficits. This article will operationalize the concept and goats of cultural consultation, issues related to non- Hispanic staff providing services to Hispanics will be outlined, and a series of recommendations will be presented to assist individuals and organizations in developing cultural consultation programs.  相似文献

Arts entrepreneurship” is beginning to emerge from its infancy as a field of study in US higher education institutions. “Cultural Entrepreneurship”, especially as conceived of in European contexts, developed earlier and on a somewhat different but parallel track. As Kuhlke, Schramme, and Kooyman [(2015). Introduction. Creating cultural capital: Cultural entrepreneurship in theory, pedagogy and practice. Delft: Eburon] note, “In Europe, courses began to emerge in the late 1980s and early 1990s?…?primarily providing an established business school education with an industry-specific focus on the new and emerging creative economy.” Conversely, the development of “arts entrepreneurship” courses and programmes in the US have been driven as much or more from interest within arts disciplines or even from within the career services units of arts conservatories as a means toward supporting artist self-sufficiency and career self-management. This paper looks at the conceptual development of “arts entrepreneurship” in the US as differentiated from “cultural entrepreneurship” in Europe and elsewhere. Its intention is to uncover where the two strands of education (and research) are the same, and where they are different. In addition to a review of existing literature on European cultural entrepreneurship, US data is drawn from a new survey and inventory of US arts entrepreneurship programmes developed for the Alliance for the Arts in Research Universities (a2ru).  相似文献

In our analysis of the cultural value of the Royal Scottish Academy New Contemporaries Exhibition, we assessed the institution's role in shaping emerging artists’ careers, as well as wider cultural value. Supported by our conceptual framework of value creation, issues assessed included the expected versus experienced value of the exhibition and the individual artworks, price setting, the market mechanism surrounding the exhibition, and its enhancement. The created cultural value is facilitated by high-visibility media exposure and through development of career-enhancing networks. We have generated new insight into cultural value more generally by moving beyond dominant instrumental valuation approaches. We have addressed many of the gaps in understanding the mechanisms behind engagement with contemporary art. We have progressed theory with the assistance of our conceptual framework and supporting qualitative data. Cultural value is expressed in contemporary art through artistic production systems and its cultural messages. Artists’ cultural value is often constructed via the intrinsic worth of their work, rather than from market influences. Cultural value is often personal to the viewer, shared with others and remembered over time. It is also co-created among the other stakeholders involved.  相似文献

Two distinguishing features of the New Labour Government have been its focus on regionalism and the establishment of a department of state, the Department for Culture, Media and Sport (DCMS), explicitly dedicated to ‘cultural’ policy. This paper tracks the development of a new set of regional cultural organizations, the Regional Cultural Consortiums (RCCs). These were established to contribute to regional development and to deliver the DCMS's national policy goals. The paper examines the RCCs' remit, challenges, achievements and prospects, and locates these in wider debates about evidence-based policy and continuity and change in cultural and regional policy. Particular consideration is given to the RCCs' research and data collection activities and their role in developing a move towards improved capacity in regional cultural research and data collection.  相似文献

Abstract

In the Chinese Cultural Revolution – the epicenter of the last great political sequence at worldwide level in the 1960s and 1970s – the flashing of unprecedented possibilities of post‐party politics was entangled with the epochal closure of a network of political culture. The Cultural Revolution proves to be extremely refractory to historical investigation because it undoes the established conceptual bridges between history and politics, bridges that all other social sciences crossed for studying politics. Therefore, new theoretical perspectives and new protocols of investigation are required, and not only for those events, but in the last analysis for the study of all political situations. The author discusses three main points for finding a new perspective. First, a basic distinction should be stressed between the intermittent nature of politics – one of the rarest modes of subjectivity, which exist only in singular intellectually inventive sequences – and the structural invariance of the state, despite the incessant historical mutations of its particular forms. Moreover, the relationships between the present state of depoliticization and the previous political situations deserve close analysis. The hypothesis is that the concrete form of the state in a given moment is the hollow imprint of the last great political sequence, or that it is shaped by a reactive de‐politicization. Finally, the declarations and the related behaviors of the actors during the events are the major analytical elements in the study of politics. However, the Cultural Revolution was marked to an unprecedented degree by increasing dissonances and, finally, irremediable ruptures between the processes created by the subjective declarations and the same network of political culture within which they were formulated.  相似文献

This essay seeks to determine the specific historical meaning of certain questions that emerged after the Cultural Revolution in China such as ‘literature is a human science’ or ‘literature is an art of language’ through an examination of the interactions between history and concepts. This essay also attempts to demonstrate how these questions formed a unique cultural discourse in the determinate context of the 1980s that subsequently limited and influenced the development of literary thought in the 1990s. In so doing, this essay offers a different discussion of the current predicament in literary studies by arguing that historical context is in fact an important factor determining the course of literary trends, but the true historical and aesthetic value of a literary trend depends on its ability to fulfil its historical mission while transforming that mission in the process. A new concept should be evaluated on a similar basis – whether it can meet this historical demand while transcending a simple, mechanistic, and reactive relation to its historical context. Accordingly, the static formula for evaluating theories and concepts that is common in academic discussion can only be of secondary importance.  相似文献

Cultural Intelligence (CQ) is a critical competency in the modern world. By examining 189 international students from an Australian university, this study investigates the impact of CQ and cultural exposure on intercultural adjustment and academic performance. Significant positive relationships are found between facets of CQ and Interactional Adjustment and General Adjustment, but a significant negative relationship with Academic Performance. We also demonstrate the validity of a new construct of Cultural Exposure (CE) including three dimensions (Geographical, Environmental, and Inherited) with both Geographical and Environmental dimensions producing a strong positive correlation with Academic Performance.  相似文献

Professor Chua Beng Huat is an internationally well-known and respected sociologist and cultural studies scholar from Singapore. In early 2015, his long-time collaborator and Inter-Asia Cultural Studies co-founder, Kuan-Hsing Chen, and his former student turned present colleague, Daniel Goh, interviewed Chua on the eve of his retirement as the Head of the Department of Sociology at the National University of Singapore. This wide-ranging interview tracks a colourful biographical trajectory that expresses both the contradictions of the illiberal capitalism underpinning Singapore's rapid development and the strategic dilemmas and tactical travails of an intellectual clinging on to the representations of truth.  相似文献

Fifty years ago, there were massive anti-colonial movements in Hong Kong and Macao. During the same period, the Cultural Revolution started in mainland China. The writings afterwards painted these movements, and these people, with the colour of the Cultural Revolution. Local is vanished. These movements constituted the starting point of modern Hong Kong and Macao. The aftershocks of these movements are still strong and widespread within the present political environment, the ideology of the public space and the sentiment of the public. It seems necessary to re-examine this history and to restore those people and those events from the distorted impression. Let’s try to read their oral history with sympathy and historical imagination, feeling the scent of a history.  相似文献

ABSTRACT

What is the place of the diasporas within the Inter-Asia Cultural Studies movement, and how can Asian diasporas in the West contribute to Inter-Asia's intellectual project of “problematising Asia”? Developing a notion of diaspora as method, this essay highlights the complementary relationship between the Asian Australian Studies Research Network and the Inter-Asia Cultural Studies network. It argues that the Inter-Asia network has much to gain from embracing the Asian Australian diaspora as an interlocutor with shared priorities and concerns, and that Asian Australian studies can also productively learn from Inter-Asia's alternative model of institutionalisation, thereby expanding its theoretical and methodological frames of reference.  相似文献

Focusing on the relationship between Chua Beng Huat’s sociological thinking before the Inter-Asia Cultural Studies project and his more recent famous works on consumption and popular culture, this essay seeks to understand how he has produced a methodology and a mode of authority that is effective for the context he inhabits in Singapore as well as resonant for scholars working elsewhere. After discussing his interest in large rather than ‘cult’ popular cultures, his emphasis on the detail of government processes as well as popular practices, his economically-grounded concept of consumption and his materialist approach to texts, I read his work on ‘nostalgia for the kampung’ as modelling an Inter-Asian way of doing Cultural Studies that helps us ask questions and develop concepts for our own local contexts.  相似文献
