In 1995, the National Library of Medicine (NLM) and the Public Health Service (PHS) recommended that special attention be given to the information needs of unaffiliated public health professionals. In response, the National Network of Libraries of Medicine (NN/LM) Greater Midwest Region initiated a collaborative outreach program for public health professionals working in rural east and central Iowa. Five public health agencies were provided equipment, training, and support for accessing the Internet. Key factors in the success of this project were: (1) the role of collaborating agencies in the implementation and ongoing success of information access outreach projects; (2) knowledge of the socio-cultural factors that influence the information-seeking habits of project participants (public health professionals); and (3) management of changing or varying technological infrastructures. Working with their funding, personnel from federal, state, and local governments enhanced the information-seeking skills of public health professionals in rural eastern and central Iowa communities.  相似文献

Objectives:

The purpose of the study was to assess the impact that funding from the National Network of Libraries of Medicine (NN/LM), Greater Midwest Region (GMR), has on member institutions'' ability to conduct outreach on behalf of NN/LM.

Methods:

The study employed both content analysis and survey methodologies. The final reports from select GMR-funded outreach projects (n = 20) were analyzed based on a set of evaluation criteria. Project principal investigators (n = 13) were then surveyed using the same evaluation criteria.

Results:

Results indicated that outreach projects supported by GMR funding improved access to biomedical information for professionals and the general public. Barriers to conducting outreach projects included time constraints or commitments, staffing, scheduling and absenteeism, inadequate space, and issues associated with technology (e.g., hardware and software, Internet connectivity and firewall issues, and creation and use of new technologies).

Conclusions:

The majority of project principal investigators indicated that their attempts to conduct outreach were successful. Moreover, most noted that outreach had a positive impact on professionals as well as the general public. In general, it seems that negative outcomes, as with most barriers to conducting outreach, can be mitigated by more thorough planning.

The mission of the National Network of Libraries of Medicine (NN/LM) is to advance the progress of medicine and improve the public health by providing all US health professionals with equal access to biomedical information and improving the public''s access to information to enable them to make informed decisions about their health [1]. The National Library of Medicine''s (NLM''s) vision statement emphasizes the elimination of health disparities. The National Institutes of Health (NIH) and NLM both attempt to understand and eliminate health disparities between minority and majority populations [2]. One of NLM''s goals in trying to achieve elimination of health disparities is to improve access to affordable and easy-to-use health-related information [3]. It is thought that such a dissemination of knowledge will help solve health disparities [4]. Ultimately, NLM believes that improved access to health information will result in higher quality health care. This effort is served through research and community outreach. NLM supports some outreach directly through the NLM Division of Specialized Information Services (SIS), Office of Health Information Program Development (OHIPD), and extramural programs. In addition, NN/LM, which NLM administers, provides and supports outreach as part of NLM''s overall mission [5]. NN/LM places a primary emphasis on rural, minority, and other underserved populations [6].NLM was interested in evaluating NN/LM programs, and one of the key programs of the Greater Midwest Region (GMR) is its funding to support outreach in the region. NLM was also interested in promoting awareness among library school students about NLM and NN/LM and about the value of libraries doing outreach to underserved populations with the community. In September 2009, NN/LM GMR announced the availability of funds for a subcontract to a library school located in the region to assist with evaluating network programs. The GMR operates under a contract from NLM, providing network services to approximately 1,100 libraries and information centers in a 10-state region (Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, North Dakota, Ohio, South Dakota, and Wisconsin). One of 8 regions in the NN/LM, the GMR conducts much of its outreach by offering subcontracts and awards to network members.Funding was offered to engage a group of students, under faculty guidance, to plan and implement a study that would determine the impact that GMR funding has on the ability of network members to perform outreach on behalf of NN/LM. The study was intended to be conducted in two phases: a planning phase, in which students were to develop an impact study proposal, and an implementation phase, in which students were to implement the study outlined in the proposal. The desired outcomes of the impact study included:
  • What did the institutions accomplish with the NN/LM funding?
  • What outcomes did the institutions report from their NN/LM-funded outreach projects?
  • What changes have been made in their institutional programs as a result of the funding they received?
  • What lessons did the institutions learn through implementation of their NN/LM-funded outreach projects
  • What changes would the institutions recommend to NN/LM about their funding programs?
The School of Library and Information Science (LIS) at the University of Kentucky received an outreach impact study award from NN/LM GMR in the fall of 2009 for its project, “Learning By Doing: Engaging LIS Students in an Outreach Impact Study.” Project funds were used to provide scholarships to support student participation.  相似文献

The imbalance between medical library resources and information needs of the health professional led to a reexamination of the mandate for the National Library of Medicine. Legislation known as the Medical Library Assistance Act (MLAA) was passed in 1965 which enabled the NLM to (1) initiate programs to assist the nation's medical libraries and (2) develop a medical library network with the establishment of regional medical libraries to link the NLM with local institutions.The National Library of Medicine, through the MLAA, has made available $40.8 million to the medical library community under a competitive grant and contract mechanism for the period July 1965-June 1970. A total of 604 projects has been executed in resources, research and development, training, construction, regional medical libraries, publications, and special scientific projects. An assessment is given of each of these programs and their impact on both the National Library of Medicine and individual medical libraries. In the aggregate, these programs have significantly improved library and information services to the professional health user. The principal limitation has been inadequate funding to accomplish the level of originally stated objectives.  相似文献

Medical librarians have often been overlooked as important contributors to hospital disaster preparedness. Recognizing the importance of medical libraries and their potential in disaster planning and management, the National Library of Medicine (NLM), Disaster Information Management Research Center (DIMRC), formed a pilot Disaster Information Specialist Project. This paper describes the preliminary activities of Bishopric Medical Library's Director, Patricia Reynolds, at Sarasota Memorial Health Care System, as a disaster information specialist in the hospital's disaster planning and preparedness.  相似文献

Data collected on the 334 seminar participants included professions and specialties, previous microcomputer usage, and the size of their hospitals. On-site evaluation indicated a high degree of satisfaction with the trainers' communication skills, preparation, information imparted, and the visual aids used. MEDLINEplus is a Web-based consumer health information resource, made available by the National Library of Medicine (NLM). MEDLINEplus has been designed to provide consumers with a well-organized, selective Web site facilitating access to reliable full-text health information. In addition to full-text resources, MEDLINEplus directs consumers to dictionaries, organizations, directories, libraries, and clearinghouses for answers to health questions. For each health topic, MEDLINEplus includes a preformulated MEDLINE search created by librarians. The site has been designed to match consumer language to medical terminology. NLM has used advances in database and Web technologies to build and maintain MEDLINEplus, allowing health sciences librarians to contribute remotely to the resource. This article describes the development and implementation of MEDLINEplus, its supporting technology, and plans for future development.  相似文献

The National Library of Medicine has had an enormous impact on health information services all over the world. Although NLM is primarily a national institution, it has become an important international resource by responding to requests from the international community. NLM has been influential in three major ways. First, NLM has provided a model for other national and regional health information services. Second, it has been a catalyst, in that MEDLARS and other services it provides formed the nucleus of many regional networks. NLM helped such networks get started by giving advice on how to set up services and build collections and by "training the trainers" on the MEDLARS system. In line with its institution's commitment to keep new student orientation/welcome events "green," Columbia University's Health Sciences Library (HSL) applied for a National Network of Libraries of Medicine Middle Atlantic Region (NN/LM MAR) Small Projects Award(1) in Spring/Summer 2009 to explore paperless modes of outreach. This article describes the project that resulted from this funding, whose purpose was to determine whether customized 1 GB USB flash drives are a good vehicle for distributing library promotional materials to incoming medical and dental students. This project gave HSL librarians the opportunity to connect with students in a way that had not been done before and to consider how these new students use/view the information the library produces.  相似文献

Online subject guides are commonly used by libraries to provide information support to students. LibGuides (a cloud-based commercial product launched in 2007) represents one of the latest incarnations of the traditional subject guide or portal, and are widely used across American academic libraries. In Ireland however, library subject guides of entirely local design and hosted on a local web server still dominate.This paper outlines the project management process involved in implementing a LibGuides pilot at University College Dublin Library, including the planning, design and implementation of a new range of subject-related guides. The pilot nature of the project necessitated a strong focus on evaluation, particularly in assessing the effectiveness and suitability of LibGuides as a platform for delivering information literacy support, both from an administrative and end-user perspective. A two-stranded approach was used in this review process, incorporating quantitative web statistics and analytics alongside qualitative feedback from students, academic staff and Library staff.Feedback that was gathered suggested that the LibGuides subject guides were generally viewed very positively by both staff and students. Notwithstanding this, awareness (as indicated through usage statistics) remained moderate during the pilot, pointing to the importance of the visibility, positioning and promotion of guides.  相似文献

CORE - California Opportunities for Reference Excellence - is an LSCA project designed to improve basic reference skills and collections in public libraries in California. The primary audience for the project is paraprofessionals in small and rural system branches. The project has purchased basic reference materials for participating libraries in English, Spanish, and a variety of Asian languages, to reflect the ethnic diversity of the State. Basic reference skills have been taught throughout the State, and a cadre of trainers have been created to teach a multiple-day, intensive reference skills workshop. Additionally, workshops dealing with special populations have been provided to participating libraries. A number of detailed training products have been developed by CORE and distributed to public libraries in the State to continue teaching efforts.  相似文献

A research project was conducted with the primary objective of finding out what New Zealand hospitals are doing about providing consumer health information to patients, and specifically, the role played by hospital libraries. A database was compiled of all New Zealand hospitals, both public and privately funded. An individual responsible for consumer health information was identified at each hospital and a questionnaire sent directly to them. A 64% response rate was achieved, representing 196 hospitals. Fifty‐four hospitals reported having an in‐house Library or Information Centre for patients, but the materials and services provided varied widely. Results from this survey show that the provision of consumer health information in the hospital sector in New Zealand is ad hoc, and libraries are not necessarily involved.  相似文献

Before 1970, library facilities and services at the small hospitals in rural Vermont were essentially nonexistent. Similar findings were later encountered along the Connecticut River in New Hampshire and in a small area of upstate New York. The Hospital Library Development Services program was established at the University of Vermont's Dana Medical Library to improve these conditions. Financial assistance was received from the National Library of Medicine, and by the end of 1974, thirty-three hospitals had staffed libraries. Earlier that year it has been decided to begin emphasing cooperation among the developing libraries, including the production of union lists and regular meetings of staff members from geographically proximate hospital libaries to plan and implement various activities. An additional one-year award from NLM was received in 1975. Results achieved during and after the period of grant support are reported. Cooperation among hospital libraries is seen as a feasible and beneficial undertaking provided that the participating libraries are internally supported and developing.  相似文献

An audiovisual loan program developed by the library of the College of Medicine and Dentistry of New Jersey is described. This program, supported by an NLM grant, has circulated audiovisual software from CMDNJ to libraries since 1974. Project experiences and statistics reflect the great demand for audiovisuals by health science libraries and demonstrate that a borrowing system following the pattern of traditional interlibrary loan can operate effectively and efficiently to serve these needs.  相似文献
