This article presents a comprehensive review of literature and practice on the measurement and evaluation of ICT impact in general and of selected public eServices (eGovernment, eHealth, and eInclusion), within the context of the Information Society paradigm. It calls for a sustained meta-level analysis, in which it is important to have a self-reflexive layer where we evaluate and measure how we evaluate and measure, and what the implications and the trade-offs are. The analysis justifies the call for reflexivity as a necessary step towards advancing our understanding of the impact of ICT within the Information Society domains observed. The article concludes presenting some possible ways of re-coupling the conceptual and technical dimensions of the measurement process and linking the production of measurement data more closely with impact evaluation causal models and hypotheses. It suggests that this could be achieved by refocusing on the micro level and stimulating a gradual micro-macro link through an intermediate (meso) level, which effects need to be described using different measurements and evaluation paradigms. In order to do so it is required to refine and test our theories and models to find out where it would be most feasible to scale up to the global (macro) level and to shape and inform the production of more valid measurement indicators for better informing evidence-based policy making in the Information Society. 相似文献

[目的/意义] 探究用户使用电子书意愿的影响因素，以有助于电子书产业走出缓慢的发展困境。[方法/过程] 以UTAUT2、使用满足理论为基础，从需求满足和外部情景因素两个层面构建影响因素模型，并将需求满足细化为内容需求、社交互动需求和休闲娱乐需求3个测量变量。采用问卷调查方法收集有效样本1 013份，使用AMOS21软件对模型进行验证。[结果/结论] 研究发现，需求满足、阅读习惯、价格价值、社会影响对使用意愿有正向影响作用，而激励措施对使用意愿有负向影响作用，努力期望对使用意愿的影响不显著，并依据研究结果提出促进电子书产业发展的建议。 相似文献

Due to the time commitment on the part of the librarian to schedule, prepare, and execute effective research consultations, it is important to continue to evaluate how these consultations impact student learning. The purpose of this investigation was to assess graduate students' perceptions of their learning as a result of working individually with a librarian in a research consultation. A librarian and a member of the teaching faculty collaborated to embed required research consultations with the librarian in two graduate classes. The SNIP (source normalized impact per paper) indicator is an indicator of the citation impact of scientific journals. The indicator, introduced by Henk Moed in 2010, is included in Elsevier's Scopus database. The SNIP indicator uses a source normalized approach to correct for differences in citation practices between scientific fields. The strength of this approach is that it does not require a field classification system in which the boundaries of fields are explicitly defined.In this paper, a number of modifications that were recently made to the SNIP indicator are explained, and the advantages of the resulting revised SNIP indicator are pointed out. It is argued that the original SNIP indicator has some counterintuitive properties, and it is shown mathematically that the revised SNIP indicator does not have these properties. Empirically, the differences between the original SNIP indicator and the revised one turn out to be relatively small, although some systematic differences can be observed. Relations with other source normalized indicators proposed in the literature are discussed as well. 相似文献

As more and more libraries consider GPA and year-to-year retention as relevant and meaningful measures of interest, it is important to consider whether these measures are locally appropriate. Several limitations of broadly applying GPA and first-year retention as measures of student success were recently discovered while completing a large exploratory research project. The project assessed the impact of a library assignment offered to students during their first term on campus at a large public research university. Findings revealed the assignment had a greater impact on regional campus students in contrast to the larger central campus, where changes in admission requirements has created an increasingly high-performing cohort of first-year students. Other indicators which may better locally articulate library contributions to student success are needed. 相似文献

The American baseball play Yogi Berra once observed that “The future ain’t what it used to be”. Berra's colourful expression states a fundamental truth: the future as we perceive it today is, more often than not, not how it was perceived in the past. The proof is in the chequered history of forecasting in every field from politics to technology. e-Government and e-democracy are no exceptions. In this article we examine the problem of inaccurate forecasting of the impact of ICT in the public sector. To do this, we use a typology of forecast failure and then use this typology to examine three case of inaccurate forecasts of the impact of e-government and e-democracy over the past 25 years and ask why these predictions were wrong. Drawing on the lessons from these examples and others, we propose a series of steps/actions that can help to reduce the probability of such errors occurring in the future. 相似文献

This study addresses the problem of selecting materials for a subject collection in a university library. An objective, quantitative method was tested. It is based on the relationship of documents in a collection to a document considered for acquisition. The Brillouin formula was used to measure the impact of a document on the collection. It is an information measure which has been used to measure the order or disorder of a particular population distributed over a number of unique classes. In this application it is used to measure the diversity, or relatedness, of a collection of documents. "Comprehensiveness" is presented as a selection criterion; it is defined in terms of breadth of subject coverage, rather than number of documents in a subject collection.
