In this paper, we use the development of the Australian Professional Standards for Teachers (APST) as an illustrative case to examine how national schooling reforms are assembled in Australia’s federal system. Drawing upon an emerging body of research on ‘policy assemblage’ within the fields of policy sociology, anthropology and critical geography, we focus on interactions between three dominant ‘component parts’ in the development of the APST: the Australian federal government; New South Wales state government agencies; and the Organisation for Economic Cooperation and Development. While policies like the APST claim to be national in form and scope, our analysis suggests ‘the national’ is much more disjunctive and nebulous, constituted by a heterogeneous and emergent assemblage of policy ideas, practices, actors and organisations, which often reflect transnational traits and impulses. We thus see national reforms such as the APST as having a phantom-like nature, which poses challenges for researchers seeking to understand the making of national policies in federal systems.  相似文献

Introduction     
This paper conceptualises think tanks and edu-businesses in relation to education policy work in the Australian polity. It situates the enhanced influence of both in relation to the restructured state, which has lost some key capacities in relation to the generation of research and ideas for policy. This restructuring has been strongly influenced by the techniques of new public management, the auditing of education through national and international testing and new forms of network governance, which have opened up spaces for the increased influence of think tanks and edu-businesses across the policy cycle in education. We see here the workings of a ‘polycentric state’. The paper also considers changing concepts of ‘evidence’, ‘expertise’ and ‘influence’ in respect of the involvement of think tanks and edu-businesses in circulating policy ideas and affecting policy development in Australian education. This introduction to this special issue of The Australian Educational Researcher serves as a provocation to further research on this new policy scenario.  相似文献

This article engages critically in a study of two areas of academic discourse, educational assessment and the psychology of motivation, in order to examine the dialectical relationships between their modes of classification, ordering and defining, and the construction of personal realities. Its approach draws on post‐structuralist thinking associated with critical discourse analysis and Foucault's genealogical method. The first section raises questions about the use of metaphor and its function; the second provides ‘readings’ of three research texts on children's attributions for their different ideological assumptions; the third brings together issues about the ‘subject’ and ‘emancipation’. The text raises questions about educational assessment's positioning within a paradigm associated with the social construction of knowledge.  相似文献

This article explores the uptake of so-called fast policy solutions to problems in different education policy contexts and highlights the potential impacts that can arise from such policymaking approaches. We draw upon recent literature and theorising around notions of fast policy and evidence-informed policymaking, which suggests that, in an increasingly connected, globalised and temporally compressed social world, policymaking has become ‘speeded up’. This means that policymaking is now largely predicated upon looking around to foreign reference societies to borrow ‘ideas that work’, thereby encouraging particular forms of evidence, expertise and influence to dominate. We focus on three different examples of fast policy schooling documents – namely the OECD’s PISA for Schools report, the edu-business Pearson’s The Learning Curve and an Australian state (New South Wales) education department report entitled What Works Best – to show how all three documents promote an overly simplified, decontextualised and ‘one-size-fits-all’ understanding of schooling policy. This reflects what we describe as a ‘convergence of policy method’ across vastly different policy contexts (an IGO, global edu-business and government department), in which similarly fast policies, and methods of promoting such policies, appear to dominate over potentially more considered and contextually aware policymaking approaches.  相似文献

Prompted by what is seen as a missing analysis in the discussions about passion and affect in education, this essay attempts to clarify and provide a context for understanding the contribution of Foucault in the discourse of passion. In particular, the author traces the politics of passion in Foucault's work. A ‘politics of passion’ is the analysis that challenges the cultural and historical emotional rules with respect to what passion is, how it is expressed, who gets to express it and under what circumstances. It is argued that a discussion of Foucault's ideas on passion provides a way of sharpening and clarifying his politics on affect, particularly what is relevant to individual and collective emotional control in education.  相似文献

In response to the increasing emphasis on ‘evidence‐based teaching’, this article examines the privileging of randomised controlled trials and their statistical synthesis (meta‐analysis). It also pays particular attention to two third‐level statistical syntheses: John Hattie's Visible learning project and the EEF's Teaching and learning toolkit. The article examines some of the technical shortcomings, philosophical implications and ideological effects of this approach to ‘evidence’, at all these three levels. At various points in the article, aspects of critical realism are referenced in order to highlight ontological and epistemological shortcomings of ‘evidence‐based teaching’ and its implicit empiricism. Given the invocation of the medical field in this debate, it points to critiques within that field, including the need to pay attention to professional experience and clinical diagnosis in specific situations. Finally, it briefly locates the appeal to ‘evidence’ within a neoliberal policy framework.  相似文献

Responding to Thrupp's [2003. “The School Leadership Literature in Managerialist Times: Exploring the Problem of Textual Apologism.” School Leadership & Management: Formerly School Organisation 23 (2): 169] call for writers on school leadership to offer ‘analyses which provide more critical messages about social inequality and neoliberal and managerialist policies’ we use Foucault's [2000. “The Subject and Power.” In Michel Foucault: Power, edited by J. D. Faubion, 326–348. London: Penguin Books] theory of power to ask what lessons we might learn from the literature on school leadership for equity. We begin by offering a definition of neoliberalism; new managerialism; leadership and equity, with the aim of revealing the relationship between the macropolitical discourse of neoliberalism and the actions of school leaders in the micropolitical arena of schools. In so doing, we examine some of the literature on school leadership for equity that post-dates Thrupp's [2003. “The School Leadership Literature in Managerialist Times: Exploring the Problem of Textual Apologism.” School Leadership & Management: Formerly School Organisation 23 (2): 149–172] analysis, seeking evidence of critical engagement with/resistance to neoliberal policy. We identify three approaches to leadership for equity that have been used to enhance equity in schools internationally: (i) critical reflection; (ii) the cultivation of a ‘common vision’ of equity and (iii) ‘transforming dialogue’. We consider if such initiatives avoid the hegemonic trap of neoliberalism, which captures and disarms would be opponents of new managerial policy. We conclude by arguing that, in spite of the dominance of neoliberalism, head teachers have the power to speak up, and speak out, against social injustice.  相似文献

Family policy was a key component of the ‘New’ Labour government's family, social and education policy, and a wide range of family focused initiatives and interventions designed to ‘support’ families and improve individual, family and social outcomes were introduced. The post‐May 2010 coalition government's family policy exhibits key elements of policy continuity. There have been strong, class‐based critiques of this approach to social policy, which have argued that policies were informed by a project to recreate the working class. A key English family policy initiative, the Parenting Early Intervention Programme (PEIP) ran from September 2006–March 2011. The national evaluation of the PEIP was a large scale combined methods study of the implementation of parenting programmes in all local authorities in England, and forms the evidential base of this article which was built upon the completion, by participating parents, of three standardised pre and post parenting course questionnaires (N = 4446). A sample of 133 participating parents was also interviewed using semi‐structured interview schedules. The evidence from the PEIP evaluation showed the heterogeneous class nature of the PEIP cohorts, which over the roll‐out of the initiative, incorporated a larger number of middle class parents. In addition, the qualitative data indicated that parents had strongly positive participant perceptions of PEIP courses, characterised by ‘mutual reach’, and did not experience the courses in classed terms.The evidence from the quantitative and qualitative data collected for the national evaluation suggests that it is difficult to conceptualise the PEIP, as an example of the Labour government's family policy, in class terms—such an approach requires, at the least, major qualification.  相似文献

This article applies Foucault's notion of governmentality to educational restructuring in post-apartheid South Africa. It argues that the nature of government in a modern state entails engaging with particular practices and domains of knowledge, which themselves constrain the changes that are conceivable and credible. Using Foucault's concepts of ‘conduct of conduct’, regimes of practices and ‘saviors’, the article outlines the approach adopted by the new government in relation to establishing constitutional ground rules and managing the economy. It argues that in its approach to restructuring education, the new government prioritised issues relating to the ‘conduct of conduct’. The article suggests that Foucault's approach of questioning normalisations might yield alternative accounts of the exercise of governmental power in changing education. It ends by proposing that a range of theoretical framings be used in engaging critically with educational change.  相似文献

This inquiry explores who is the ‘good teacher of color’. Through Michel Foucault's notion of biopower and disciplinary power, the analysis attempts to problematize the subject-position of ‘teacher of color’ by exploring how a Latino intern and a Latina intern negotiated their subjectivity in a large diverse school district. Participants' construction of subjectivity was found to be located within the nexus of the school district, the university, and the Latino counter-discourse through which biopower and disciplinary power operated.  相似文献

Currently educational research literature demonstrates wide discussion and endorsement of ‘distributed’ leadership while concurrently traditional, hegemonic forms prevail in practice. This article investigates understandings about educational leadership held by Australian school principals. The article describes the contradictory conceptions about educational leadership currently in circulation. It interrogates underlying assumptions and questions how both hegemonic and newer leadership conceptions and assumptions serve educational leaders. Data from principals around the country and across education systems reinforced the predominance of un-theorised or under-theorised notions about leadership, with similar assumptions found in important policy artefacts and practices. This article emerges from interviews with 100 principals focusing on their professional learning needs, which revealed interesting ideas, issues and dilemmas concerning ‘leadership’. It fills a gap in research on distributed leadership by exploring contradictions inherent in policy, practice and understandings in this area. The article is structured into four sections. First, extant literature on this topic and the research are explained. Second, the article focuses on principals' conceptions about leadership and those inherent within important policy and practical artefacts. A discussion of the findings focuses on the discrepancy between theory and policy endorsement and the views of practitioners. Finally, the article canvasses the implications of the research.  相似文献

Until recently the dominant critique of ‘student participation’ projects was one based on the theoretical assumptions of critical theory in the form of critical pedagogy. Over the last decade, we have witnessed the emergence of a critical education discourse that theorises and critically analyses such projects using Foucault's notion of ‘governmentality’. In this paper, I argue that while these governmentality studies challenge some of the key theoretical and taken for granted assumptions upon which such initiatives rest, they neglect to challenge the central assumption that such initiatives represent a historical break with traditional schooling practices. The importance of accounting for and critically analysing these projects within a historical framework will be argued through a discussion of Foucault's notion of genealogy as a particular conception and method of critique. It will also be demonstrated using an example, which shows an unacknowledged nineteenth century history of the current discourse and practice of student participation.  相似文献

Australia has declared its ambition to be within the ‘top five’ in the Programme for International Student Assessment (PISA) by 2025. So serious is it about this ambition, that the Australian Government has incorporated it into the Australian Education Act, 2013. Given this focus on PISA results and rankings, we go beyond average scores to take a close look at Australia's performance in PISA, examining rankings by different geographical units, by item content and by test completion. Based on this analysis and using data from interviews with measurement and policy experts, we show how uninformative and even misleading the ‘average performance scores’, on which the rankings are based, can be. We explore how a more nuanced understanding would point to quite different policy actions. After considering the PISA data and Australia's ‘top five’ ambition closely, we argue that neither the rankings nor such ambitions should be given much credence.  相似文献

Many governments in Western democracies conduct the work of leading their societies forward through policy generation and implementation. Despite government attempts at extensive negotiation, collaboration and debate, the general populace in these same countries frequently express feelings of disempowerment and undue pressure to be compliant, often leading to disengagement. Here we outline Plan B: a process for examining how policies that emerge from good intentions are frequently interpreted as burdensome or irrelevant by those on whom they have an impact. Using a case study of professional standards for teachers in Australia, we describe how we distilled Foucault's notions of archaeology into a research approach centring on the creation of ‘polyhedrons of intelligibility’ as an alternative approach by which both policy-makers and those affected by their policies may understand how their respective causes are supported and adversely affected.  相似文献

This paper explores the nature of climate change education-related policy influence in England at a time when public consciousness about the need to accelerate climate change action was heightened, and as the 2018 climate strikes gathered momentum around the world. Informed by Foucault's concept of ‘governmentalities’, and using data generated through 24 exploratory interviews and reflexive thematic analysis, we examine the extent to which influential individuals were advocating for policy change. We discuss the nature of policy influence with particular reference to the ‘stances’ that individuals adopted relative to climate change education policy influence and noting a common tendency exhibited amongst participants which was a tendency towards ‘deference’. Coupling our insights with theorisations of dissent, we consider how ‘infra-political dissent’ could support key individuals to ‘step up’ and influence for more effective policy relative to climate change education, and to other areas of education or environment policy.  相似文献

Recently, curriculum developments in Australia have seen the incorporation of functionalist ‘general capabilities’ as essential markers of schooling, meaning that any pedagogical expression of classroom-based practice, including subsequent instruction, should entail the identification and development of operational general capabilities. The paper questions and critiques recent curriculum developments in Australia that characterises capabilities purely in functionalist terms, something that the broader capabilities literature eschews. The analysis is informed by aspects of the theoretical frameworks of Martin Heidegger and Pierre Bourdieu. It examines the notion of ‘general capabilities’ in the Australian Curriculum. The paper argues that there is an inherent contradiction in Australian education policy, namely a vocationally oriented national school curriculum with implied functionings that cannot fulfil designated purposes. The paper finds that the curriculum's connection to increased individual and national economic prosperity, one championing ‘jobs and careers of the twenty-first century’, is evident, although current populous forms and categories of employment seem to suggest otherwise.  相似文献

This paper moves beyond a conceptualization of globalization as a top‐down imposition of policy directions ‘from above’ to focus on the active two‐way dynamics between global, national and local levels of policy processes. Arguably, the particular ‘case’ examined here of ‘quality’ policy is especially appropriate as quality policy and golbalization rose to prominence in educational discourses at roughly the same time during the 1990s, suggesting that the two may be intimately interconnected. An analysis of new quality policy in Australian higher education for the 2000s is used as a vehicle to explore the dynamic reciprocity of global–national–local interactions in policy processes as revealed through empirical evidence collected during interviews with members of the national Australian Universities' Quality Agency. The concluding discussion highlights a key meta‐level theme of education policy transfer between countries and the potential for global policy convergence.  相似文献

The UK National Student Survey (NSS) has high status on the agenda of UK universities. Its rise in status is linked to its influence on national rankings and associated funding streams referenced to the Teaching Excellence Framework (TEF). Consequently, many universities have implemented further assessments of student satisfaction, thereby putting additional internal performative pressures on courses and individual lecturers. The research contribution of this article comprises an analysis of the NSS through Foucault's notion of ‘governmentality’, with a particular focus on his work on ‘discipline’ and ‘neo-liberal governmentality’. More specifically, by utilising qualitative data from interviews, research diaries and observations, it will be demonstrated how the NSS functions as a ‘disciplinary’ technology of government which subjects lecturers, departments and universities to intersecting panoptic gazes and perpetual ratings. In addition, the NSS can also be considered ‘neo-liberal’ in that it governs the academic population through narrow conceptions of ‘freedom’ and omnipresent competition. The article proposes that it is through the amalgamated forces of intersecting panoptic gazes, on the one hand, and neo-liberal free-market principles, on the other, that student feedback develops its power to govern.  相似文献

This is the first of four commentaries discussing John Dewey's short essay, ‘Education as engineering’. The essay provides a fascinating model of how the example of engineering could guide the interaction between educational research and practice. It has much in common with Herbart's ideas on how ‘pedagogical tact’ bridges the gap between theory and practice. Re‐introducing both Dewey and Herbart's ideas could help to overcome the current naivity of ‘evidence‐based’ school improvement.  相似文献

The introduction of widespread school Internet access in industrialised countries has been accompanied by the materialisation of what can be labelled as a national school e-safety agenda. Drawing upon Foucault's notions of discourse and governmentality, this paper explores how e-safety policy documents serve to constrain the conceptual environment, seeking to determine and limit individuals' thoughts on this matter. Analysing UK and US government texts, it is argued that four main themes arise that subvert critical, informed debate about children online. Namely, the discursive construction of e-kids, the muting of schoolchildren's voices, the responsibilisation of students and ‘diagnostic inflation’ through realist risk discourses. These issues can be interpreted as an attempt to engender control through particular strategies of governmentality. While recognising that students may resist such attempts at control, it is concluded that the issue of children's digital rights need to be more prominent in e-safety policies.  相似文献
