This study explores the channels through which technological investments affect productivity performance of industrialized economies. Using a Stochastic Frontier Model (SFM) we estimate the productivity effects of R&D and ICT for a large sample of OECD industries between 1973 and 2007, identifying four channels of transmission: input accumulation, technological change, technical efficiency and spillovers. Our results show that ICT has been particularly effective in reducing production inefficiency and in generating inter-industry spillovers, while R&D has raised the rate of technical change and favoured knowledge spillovers within sectors. We also quantify the contribution of technological investments to output and total factor productivity growth documenting that R&D and ICT accounted for almost 95% of productivity growth in the OECD area.  相似文献

This paper deals with several aspects of R & D activity in Israel's manufacturing industries on three levels — the economy, industrial branch and the firm. Relative to other industrial countries, Israel is characterized by a high share of R & D expenditure in GNP but a low level of industrial R & D. If we take registered patents as an indicator of R & D output no significant correlation is found between this measure and expenditure on R & D; this may point to a low level of success or to the nature of R & D being directed more to small improvements of existing products and processes than to new inventions. An inter-industry analysis shows that R & D expenditure is positively correlated with average firm size and capital per employee and negatively correlated with concentration ratio. A positive correlation was also found with respect to increase in sales and export per employee but not with the rate of growth of export. Although most R & D is performed by large companies there is no significant correlation between R & D expenditure and firm's size among firms engaged in R & D, nor between R & D expenditure and firm's profitability. Concerning the relationship between domestic R & D and imports of technology a tentative conclusion is that Israel does not derive sufficient benefit from the international stock of knowledge.  相似文献

Global productivity growth has either stagnated or declined, despite continued technological innovations with the rise of knowledge-intensive intangibles that arise from the growth of knowledge stock (R&D activities). Understanding the root causes of this paradox in the context of growing economies requires an investigation of whether local knowledge diffusion can explain firm-level productivity differences, including key constraining factors like sources of financing or corporate governance structure. Using financial data of 7970 Indian firms over a 20-year period and clustering firms across industries, we assess the impact of R&D stock that is external to the firm through estimating both within (intra) and between (inter) industry spillovers. We find that both R&D and non-R&D-performing firms benefit from ‘between industry’ spillovers. We further show that firms with better access to finance achieve higher productivity, not only through their own R&D capital stock but also via both types of industry-level knowledge spillover. We allow for the two key sources of international spillovers namely import intensity and FDI. While import-intensive firms experience lower productivity, FDI mitigates this adverse productivity effect across knowledge-intensive exporting firms. The paper concludes that financially unconstrained firms and firms with greater corporate board connectedness derive positive industry-level spillover effects, reflecting intra- and inter-industry as domestic spillover or local value-chain effect in the literature on technological innovation.  相似文献

The rate of inflation in R&D is very difficult to measure. The official government statistics in the United States use the GNP deflator to deflate R&D expenditures. Little is known about the extent to which price indexes for R and D inputs, if they were constructed in various industries, would differ from the GNP deflator. This paper reports the findings of a study that attempts to fill this important gap. Laspeyres price indexes are presented both for R and D inputs and for inputs used in other stages of the innovation process. Also, price indexes for R and D inputs are constructed, assuming that the relevant production function is Cobb-Douglas. On the basis of the results, we estimate the extent and direction of the errors in the official R&D statistics due to the use of the GNP deflator.Our findings, based on detailed data obtained from firms accounting for about one-ninth of all company-financed R&D in the U.S., indicate that the GNP deflator underestimated the rate of price increase for R&D inputs during 1969–1979 in practically every industry we studied. The bulk of the apparent increase in real R&D in these industries (which was relatively modest in any event) seems to have been due to the inadequacies of the GNP deflator. One important moral seems to be that more attention and resources should be devoted to the construction of better price indexes for R&D.  相似文献

This paper studies the impact of R&D spending on output as well as forecasting the impact of a regionally enhanced R&D tax credit on the ‘user cost’ (or price) of R&D expenditure and subsequently the demand for R&D. The example we use of a ‘disadvantaged’ region is Northern Ireland (partly because it has the lowest levels of R&D spending in the UK, and partly because the necessary data is available for this region). We find that in the long run, R&D spending has a mostly positive impact on output across various manufacturing industries. In addition, plants with a zero R&D stock experience significant one-off negative productivity effects. As to the adjustment of R&D in response to changes in the ‘user cost’, our results suggest a rather slow adjustment over time, and a long-run own-price elasticity of around −1.4 for Northern Ireland. We also find that to have a major impact on R&D spending in the Province, the R&D tax credit would need to be increased substantially; this would be expensive in terms of the net exchequer cost.  相似文献

Throughout the period 1951–1972 the source of over two thirds of the world shipbuilding output has been four industrial countries, namely UK, W. Germany, Sweden and Japan, However, during the same period, the relative share of each of the above-mentioned countries in the world's output has changed. During the 1950's the relative share in the world shipbuilding output of the UK and Swedish industries fell, while that of W. Germany and Japan rose. The 1960's witnessed a further fall in the relative share of the UK and Sweden, a fall in the relative share of W. Germany and a sharper rise than during the earlier decade in the relative share of Japan.The dominant position of Japan vis-à-vis other leading shipbuilding countries has been due primarily to its price competitiveness. Japanese shipbuilding prices were lower than those of the UK by a margin that ranged from 7.5–20%. This article attempts to show that this price advantage is due neither to the lower cost of Japanese factors of production, nor to a greater degree of subsidization for the Japanese shipbuilding industry in comparison with those of the UK, W. Germany and Sweden. The theme of this article is that the competitive position enjoyed by the Japanese shipbuilding industry is accounted for by its greater innovativeness compared with the industries in other leading shipbuilding countries. A series of process innovations introduced in Japan has reduced the building cost as well as the operating cost of Japanese built vessels. These process innovations have affected the various components of shipbuilding technology, such as the general engineering aspects, propulsion system, size and manning. This article shows that the greater innovativeness of the Japanese shipbuilding industry is due to several factors: the favourable effect on R & D expenditure of the average size of firms, good management of R & D efforts, and the involvement of management in the production technology side of the business.  相似文献

As a response to competitive market forces and governmental steering policies, Australian universities have strengthened considerably their internal research management in the last two decades. This paper examines empirically the effect of management on academic research productivity. The results suggest that management practices indeed seem to have some positive effect on research productivity, and the effect is consistent in the earlier (1995–2000) and later (2001–2007) time period. Universities with a more intensive management approach not only have higher absolute level of research productivity but they demonstrate also faster growth in productivity. An omitted variable bias and robustness of the results to the choice of the output measure are under a particular attention and call for some caution in interpreting the results.  相似文献

A growing body of literature is focusing on how the collaborations researchers engage in affect their productivity. Most authors have focused on linkages among academic researchers, measuring productivity by the number of papers published in ISI journals. In contrast, the impact of interactions between academic researchers and the business sector on research productivity has been less analyzed. The aim of this paper is to analyze how broadly defined research productivity (papers, new recommendations and new techniques) in agriculture-related fields is affected by the nature of academy-farmers interactions. This latter was approached through two dimensions: the breadth of linkages and their intensity, measured by the duration, in two different modalities (R&D activities and consultancy). Based on original micro data obtained through a survey of researchers working in universities and PRCs in agriculture-related fields, we built three models, one per output, to identify the effect of the nature of interactions on research productivity. The models were estimated with a negative binomial distribution using Maximum Likelihood estimators. We found a positive relationship between interaction with farmers and publishing of papers when interactions are carried out through the R&D modality. We also found that the impact of the nature of interactions on research productivity differs according to the type of research output. The impact is broader in the case of new recommendations than in the other outputs. The production of new recommendations is positively influenced by both the breadth of linkages and their duration through both modalities of interaction (R&D and consultancy).  相似文献

This paper aims to disentangle the mechanisms through which technological similarity between acquiring and acquired firms influences innovation in horizontal acquisitions. We develop a theoretical model that links technological similarity to: (i) two key aspects of post-acquisition reorganization of acquired R&D operations – the rationalization of the R&D operations and the replacement of the R&D top manager, and (ii) two intermediate effects that are closely associated with the post-acquisition innovation performance of the combined firm – improvements in R&D productivity and disruptions in R&D personnel. We rely on PLS techniques to test our theoretical model using detailed information on 31 horizontal acquisitions in high- and medium-tech industries. Our results indicate that in horizontal acquisitions, technological similarity negatively affects post-acquisition innovation performance and that this negative effect is not mediated by the reorganization of the acquired R&D operations. However, replacing the acquired firm's R&D top manager leads to R&D productivity improvements that positively affect innovation performance.  相似文献

One of the benefits claimed for investment in Research and Development (R&D) is that there is a spillover effect. Industries benefit from both their own R&D efforts as well as the efforts of other national and overseas industries. The present research presents new evidence on the long-term impact of R&D investment upon UK industry's productivity performance and on the nature of these “R&D spillovers”. The results suggest that R&D efforts from the industry itself and from other national industries have a positive impact on the industry's productivity but, interestingly, there is no gain from foreign R&D investment.  相似文献

The Spanish pharmaceutical industry underwent an important transformation during the 1990s. To survive under the new market conditions, labs had to refocus their competitive strategies towards increasing productive efficiency or reinforcing research and development (R&D) activities. This paper analyzes the evolution of the productive patterns in a sample of 80 pharmaceutical laboratories that operated in Spain from 1994 to 2000. We estimate Malmquist productivity indexes and decompose them into four sources of productivity change. The results suggest that pure technical efficiency change and the scale change of the technology explain most of the productivity growth observed during the period. The contribution of technical change to productivity growth is negligible, indicating a poor result from R&D activities at least in the groups of Small and Medium-sized labs.  相似文献

Acknowledging the weakness of R&D expenditure in Europe relative to that in the United States and Japan, Barcelona's European Council agreed in March 2002 to increase investment in R&D to 3% of GDP by 2010. The aim of this paper is to assess the macro-economic consequences of such a policy, using the European macro-econometric model Nemesis. Results show that macro-economic trends can be split into two distinct phases. In the first one, growth is directly driven by R&D expenditures, while in the second phase, innovation is the engine of growth through productivity and competitiveness gains.  相似文献

The mathematical model determines how firms can leverage their advantages to increase their market share. Represented as vortex, firms increase their market scope using: marketing expenses strategy, R&D expenditure strategy or price reduction strategy. For an overpriced good, the R&D strategy is required if sector marketing velocity growth is low otherwise the pricing strategy is suited. Conversely, for an underpriced good, the R&D strategy is used when sector marketing velocity growth is high, but when it is low, the pricing strategy is followed. There have been many previous studies exploring the relationship between R&D performance and firm size; however, to our knowledge, this issue has never been examined in terms of R&D output elasticity. This paper therefore sets out to re-examine the relationship of the two variables using R&D output elasticity as a measure of R&D performance. A total of 126 manufacturing firms, listed on the Taiwan Stock Exchange over the period from 1994 to 2000, are taken as the analytical sample. One practical consideration for choosing these particular firms is the relative abundance of data available for the variables for a longitudinal investigation. The estimates suggest that there is an approximating ‘U-type’ relationship between R&D productivity and firm size. This finding suggests that both large and small firms have higher R&D productivity, and even when the sample is divided into the high-tech and traditional sectors, such a finding still holds. Therefore, in contrast to the prior studies, this study shows that size offers advantage in R&D performance.  相似文献

The recent increase in R&D offshoring has raised fears that knowledge and competitiveness in advanced countries may be at risk of ‘hollowing out’. At the same time, economic research has stressed that this process is also likely to allow some reverse technology transfer and foster growth at home. An important characteristic of the role of foreign trade in the technological catch-up of countries is the complementary nature with technological change, human capital development and local R&D efforts. Using cointegration techniques, evidence based on Portuguese long-run growth suggests that by investing in certain capacity-building activities, namely human capital and local R&D efforts, countries can improve their ability to identify, value, assimilate, and apply (or exploit) knowledge that is developed in other (more developed) countries. Although human capital has a stronger direct impact on total factor productivity than internal R&D efforts, the latter's indirect impact, by means of machinery and equipment imports, is tremendous. Trade also emerges as a powerful direct contributor to long-term total factor productivity, especially in its embodied form, through the acquisition of advanced machinery and equipment from more developed countries. The (smaller) productivity enhancing effect of licenses and FDI seems to be strongly dependent on institutional circumstances, namely those related to human capital investments and incentives.  相似文献

This paper explores the impact of a specific R&D policy instrument, the Italian Fondo per le Agevolazioni della Ricerca (FAR), on industrial R&D and technological output at the firm level. Our objective is threefold: first, to identify the presence or absence of private R&D investment additionality/crowding-out within a pooled sample and in various firm subsets (identified by region, size, level of technology, and other features), while also taking into account the effect of single policy instruments or mixes of them. Secondly, to analyse the output (innovation) additionality by comparing the differential impact of privately funded R&D and publicly funded R&D expenditure on applications for patents filed by firms. Thirdly, the paper will compare the structural characteristics of firms showing additionality with those of firms showing crowding-out, in order to determine the firm characteristics associated with successful policy interventions. Our results suggest that FAR is effective in the pooled sample, although no effect emerges in some firm subsets. In particular, while large firms seem to have been decisive for the success of this policy, small firms present a more marked crowding-out effect. Furthermore, the firms’ growth strategies and ability to transform R&D input into innovation output (patents) seem to have a positive effect in terms of additionality.  相似文献
