The purpose of conducting this study was to understand how neoliberal discourses manifest within the local context of a short‐term, job‐training program offered at a two‐year college in the USA. Ethnographic data were collected at the local site through interviews, observations and document analysis. We then situated these data within a global context represented by a corpus of purposively selected national and international policy texts. Focusing on three components of discourse as social action—genres, representations and identities—the data analysis illuminated three interrelated themes relating to how institutional actors translated neoliberal discourses available at the global scale into practice. The ideological consequences for learners as well as examples of counter‐hegemonic resistance are discussed.  相似文献

BackgroundIn the United States (US), child welfare policy prioritizes prevention of future harm (e.g., repeat reports) after a report of maltreatment. The majority of reports include some form of child neglect, but no prior review of the recurrence literature has focused on neglect.ObjectiveThis review sought to help guide future research, policy and practice by summarizing recurrence findings related to child neglect with attention to the broader ecological context in which maltreatment occurs.ParticipantsThe final review included 34 US studies of maltreatment recurrence. Twenty-eight studies compared child neglect with at least one other form of maltreatment and six studies examined recurrence among neglect cases.MethodsEleven online databases were searched to locate relevant empirical studies. This review attended specifically to contextualizing findings according to other modifiable factors as well as methodological variation. A scoping review approach was used to summarize findings.ResultsOf the 28 studies comparing neglect to other types of maltreatment, 14 found increased risk for neglect, 12 found no association, and two reported a lower risk. When significant, the effect size ranged from 10% to over three times higher risk for neglect. Poverty or material need was the most commonly included control (15 studies), with two thirds finding that lower resource families had higher risk.ConclusionMethodological variability across studies confounds current ability to guide practice or policy. More research is needed that can replicate and extend findings with comparable samples and model specifications that take into account the regional and policy context.  相似文献

The Science Summit reinforced a question upon which many of us in science education are focused: How can we, the science education community of researchers, practitioners, and consumers, lead policy? We include a brief review of the No Child Left Behind Act and its implications for teachers, and elaborate about one ongoing and growing effort to answer the concerns about the paucity of research expressed at the Summit. We describe a unique and growing collaboration across professional science education and science organizations and societies that focuses on the development of a research agenda. The term ‘consilience’ refers to the “jumping together of knowledge” that leads to scientific advancements, progressive, creative, fluid scientific research and intellectual capacity to move a research community toward an enlightened research agenda. A coherent research agenda enables us to specify what we know, what we need to know, and how research can be employed for creating and implementing policy. The use of a dynamic organizer (such as Pasteur’s Quadrant) for a research matrix of topics provides a possible structure for organizing and cataloging research questions, designs, findings from past studies, needed areas for research, and policy implications. Through this unique collaboration, the science education community can better focus on needs and priorities and ensure that teachers, policy makers, scientists, and researchers in education at local through national levels have an important stake in research priorities and actions.  相似文献

Community participation in school management—and in hiring and firing of teachers in particular—has been actively advocated as an effective reform to improve school and teacher accountability in the Global South. This paper examines whether such reform functions in practice as suggested in theory, drawing on the findings of a case study of community schools in rural Zambia. Using the concept of the ‘context of practice’, efforts have been made to understand the local meanings of community participation in school management rather than that of the central government or development partners. Such analysis illuminates the important roles that local economic and cultural capital, complex cultural norms and unexpected micro politics play in shaping the way parents and communities are actually willing and able to participate in school management, and how these issues influence school and teacher accountability. The findings also underscore the difficulty that teachers face when attempting to respond to the local demands, especially in the context of grossly inadequate resources being allocated to them by the state. The paper concludes by arguing, first, that community management of schools in Zambia was an unfunded and unclear policy that shifted financial responsibility to already marginalized rural communities and, second, that direct hiring relationships between parents and teachers will dilute the importance of the political accountability of the state to ensure quality education for all.  相似文献

ABSTRACT— Education lacks a strong infrastructure for connecting research with educational practice and policy. The need for this linkage grows as findings in cognitive science and biology become ever more relevant to education. Teachers often lack the background knowledge needed to interpret scientific results, whereas scientists often lack an understanding of pedagogical goals. We need to build an infrastructure that supports sustainable collaboration between researchers and teachers and creates a strong research foundation for education. A primary agent of the lasting collaboration between researchers and practitioners in medicine is the teaching hospital, where researchers and practitioners work together on research that is relevant to practice and the training of young professionals. Education needs analogous institutions—research schools—that join researchers and teachers in living, community‐based schools. In these schools, practice shapes research as much as research informs practice. Research schools will provide a fundamental infrastructure for linking transdisciplinary research on learning with educational policy and practice.  相似文献

In this article, I trace the complex ways that literacy and language policy are translated into classroom practice through the examination of a single telling case.1 I demonstrate that the role teachers play in the process can best be understood by considering a variety of factors which have been advanced in policy research to explain variations in policy implementation. These include the nature of the local school context, the beliefs and experience of the teacher, and ways in which the teacher might learn from the new policy context. I underscore these claims with empirical data related to a teacher's role in the enactment of Proposition 227-the California initiative designed to end bilingual education. The article presents select findings from a 11/2-year-long ethnographic study of a California district that allowed individual schools to develop their own Proposition 227 implementation plans. Through detailed examinations of the classroom literacy practice of a former bilingual teacher, this article illustrates how the individual qualities of a teacher played a significant role in the enactment of literacy practice.  相似文献

This study investigated the relationship between education policy changes and the working conditions of teachers and school leaders in Vancouver, Canada. We found that policy does shape educators’ discourse about their work conditions. This shaping manifested itself in the emotions teachers experience as they attempt to construct their identity as professional educators. Apparent contradictions emerged in educators’ discussions of their work conditions, particularly their contrasting reports of feeling satisfied with their working environment, yet concerned about issues related to workload and recognition. Two different discourses, the political and the professional, emerged at a deep level of practice. These discourses express conflicting emotions about teaching and teachers’ identity struggles in a context of rapid policy changes. The political discourse is framed around a partisan response to policy changes. The professional discourse focuses on engagement in satisfying educational activities. This study proffers a different conclusion to other studies implying a lack of understanding of practice by policy reformers. It suggests that, while teachers are very aware of policy changes, frequently engaging in a partisan critique thereof, they nevertheless temper that critique with a professional discourse shaped by pedagogical concerns in the local context. This concern with the classroom context enables them to focus their energies on constructing their sense of professional identity that frequently leads them to reinterpret policy initiatives from a local educator’s perspective. While the political discourse has trappings of despair, the professional–pedagogical contains glimpses of hope. This article focuses on how the Success for All Foundation (SFAF)—the nonprofit intermediary organization that promotes Success for All—works with educators in schools to increase capacity for learning and instruction. Success for All is a comprehensive school reform model that primarily centers on early literacy intervention. Building on research on intermediary organizations and situated learning, we examine how SFAF structures professional development and the types of relationships the organization cultivates with practitioners. At a glance, although much of the theory, strategy, and tools driving the SFAF's approach to school reform seem technically oriented and highly prescribed, our investigation indicates that the deeper process of creating knowledge for school improvement is a collaborative, situated endeavor. Moreover, the study reveals that the process of learning and professional development within the program is a result of the ongoing, dynamic interplay among the SFAF, local conditions, and the broader policy context. Implications for policy and practice are discussed.  相似文献

Studies on early school leaving (ESL) from countries such as Bosnia and Herzegovina, Croatia, Montenegro, Serbia and Slovenia have been missing from the international early school leaving research map. As a contribution to remedying this, the article reviews research papers and strategic documents from these countries, guided by the general question whether there is anything specific about ESL in this region in comparison to the wider European research and policy context. The aspects of ESL examined include definitional similarities and differences, extent of ESL, dominant theoretical and methodological approaches, factors identified as impacting ESL as well as policy solutions. We find that Croatia and Slovenia are among the countries which have the lowest ESL rates in Europe. The findings of the reviewed research studies correspond to international research papers in terms of the following frequent risk factors for ESL: low economic and cultural family background, ethnic minority and migration status, type of school enrolled and motivation and academic achievement. There is a strong focus on Roma children early school leavers in all of the countries examined and Bosnia and Herzegovina stands out in the broader European context with the finding that girls from large, low socio-economic status families, who live more than three kilometres away from school, are at particular risk of ESL. In discussing ESL, the reviewed studies tend to emphasise individual and family characteristics rather than also broader social constraints as ESL determinants, a practice also reflected in policy documents which do not mention the role of broader social and economic conditions shaping early school leaving.  相似文献

In this study a teacher trainer analyses 56 papers from the journal Educational Studies and, applying specific criteria, determines the extent to which their content can be said to have applications to and implications for educational practice. Section 1 of the study explores the general context of the sample papers. Findings here show that in this set of papers the academic research is conducted and written almost exclusively by staff within Schools of Education in Higher Education Institutions (HEIs); that the authorship includes a higher proportion of males than females; that research style is mainly empirical and that gender may play a role in the research style itself; and, significantly for this study, that the titles of these papers, when considered exclusively, imply a close association with the classroom context. In Section 2, a systematic scrutiny of the content of a sub-sample of the papers reveals a significant trend of potential, as opposed to actual relevance to educational policy and practice—at variance with the findings for the study of their titles alone in Section 1. Additional findings are that there is little evidence in the papers of direct collaboration between HEIs and schools. Finally, Section 3 contains the author's personal reflections on communication of the research message within the sample and ways are suggested in which the writing in academic journals generally might be made 'barrier-free' to the wider educational community. Concluding comments tend to be made as appropriate within the body of the paper at the point of discussion. The main conclusion briefly considers the role of Initial Teacher Training tutors in Higher Education, and the issue of monitoring language and communication style in academic research.  相似文献

This paper is based on empirical findings concerning juveniles' film reception in late adolescence (18–22 years old) and discusses one reconstructed reception practice amongst others—a productive appropriation—against the background of questions of actual educational theory regarding the transformation of habitual rooted orientations. It is special about the practice of productive appropriation that by means of this habitual rooted mode of reception in the course of a mimetic-aesthetic experience habitual rooted orientations are modified. Thereby, shortcomings of Bourdieu’s habitus theory caused by his strong focus on social reproduction can be solved in the context of media and audience studies. This is possible without denying a specific “sens pratique” in favour of the presupposition of an unbound identity design in self-reflection or the assumption of a local, interactive negotiation of identities.  相似文献

Recently, critical policy scholars have used the concepts of enactment, context and performativity as an analytic toolkit to illuminate the complex processes of the policy cycle, in particular, the ways in which a multitude of official education reform policies are taken up, challenged and/or resisted by actors in local, situation-specific practices. This set of theoretical tools are usually deployed to analyse interview data collected from a single school or cluster of schools to draw findings or conclusions about the complex processes of policy enactment. We aim to build on this critical policy studies work by, firstly, highlighting key aspects of these theoretical/methodological constructs, secondly, exploring the performative role of research in the materiality of specific contexts and, thirdly, theorising education policy research in terms of ontological politics. We ground this work in a recent collaborative enquiry research project undertaken in Queensland, Australia. This research project emerged in the Australian policy context of National Partnership Agreement policies which were designed to reform public or government-funded schools servicing low socio-economic communities, in order to improve student learning outcomes, specifically in literacy and numeracy as measured by high-stakes national testing.  相似文献

A recurring issue for researchers, policy‐makers and practitioners is how new knowledge can be disseminated, critiqued, assessed and incorporated into policy development and practice. Campbell and Fulford examined strategies in a Canadian Education Ministry which was striving to incorporate research findings into policy debate. They evolved a useful framework indentifying six forms and stages of knowledge development related to research use in this context: generation of new knowledge, mobilisation, contextualisation, adaptation, application and integration. This paper uses their framework to explore links between research and practice in a collaborative cross‐cultural partnership designed to develop greater capacity in teacher education in a Pacific country, and based on action, co‐construction and reflection. It argues that there are blurred boundaries between knowledge production and its practical implementation, use and testing, that contextualisation and relationship building are crucial to knowledge mobilisation, and that knowledge is generated across all stages in the process.  相似文献

This paper addresses the nature of governors in the governance of further education colleges in an English context. It explores the complex relationship between governors (people/agency), government (policy/structure) and governance (practice), in a college environment. While recent research has focused on the governance of schooling and higher education there has been little attention paid to the role of governors in the lifelong learning sector. The objective of the paper is to contribute to the debate about the purpose of college governance at a time when the Learning and Skills Council commissioning era ends and new government bodies responsible for further education and training, including local authorities, arrive. The paper analyses the nature of FE governance through the perspectives and experiences of governors, as colleges respond to calls from government for greater improvement and accountability in the sector. What constitutes creative governance is complex and controversial in the wider framework of regulation and public policy reform. As with other tricky concepts such as leadership, professionalism and learning, college governance is best defined in the contexts, cultures and situations in which it is located. College governance does not operate in a vacuum. It involves governors, chairs, principals, professionals, senior managers, clerks, community, business and wider agencies, including external audit and inspection regimes. Governance also acts as a prism through which national education and training reforms are mediated, at local level. While governing bodies are traditionally associated with the business of FE—steering, setting the tone and style, dealing with finance, funding, audit and procedural matters—they are increasingly being challenged to be more creative and responsive to the wider society. Drawing on a recent case study of six colleges, involving governors and key policy stakeholders, this paper explores FE governance in a fast changing policy environment.  相似文献

This article focuses on environmental and sustainability education (ESE) in the context of the topical post-truth debate. It aims to progress theoretical research as well as empirical investigations on how ESE practices can avoid the pitfalls involved in an objectivist as well as a relativist approach to teaching and learning. After elaborating the problems implied in both these approaches, the article explores concepts developed in science and technology studies (STS) that have the potential to inspire ESE research and practice to move beyond this problematic dichotomy: Latour’s ‘matters of concern’ and ‘compositionism’ and Jasanoff’s ‘co-production’ and ‘socio-technical imaginaries’. Drawing on pragmatist educational theory the author develops a conceptual framework that serves as a theoretical model for investigations of how ESE subject matter and teaching methods can be introduced, handled and experienced in a way that moves beyond the dualism of objectivism versus relativism. Building on the work of scholars who have connected Dewey’s pragmatic, transactional perspective to the domain of didactical research, it is shown how this theoretical model can be operationalised for empirical studies with the help of well-chosen analytical methods. The article is concluded with some reflections on the limitations and potential of the presented framework.  相似文献

This paper presents findings of a study in information communication technology (ICT) implementation, on the principal's leadership style in relation to other factors that influence implementation. The principal's leadership style is perceived—on the basis of the characteristics of the context where the study was conducted—as a personal quality, rather than a change/transformational leadership behaviour or related to the principals' positional authority. The study employed firstly a large‐scale survey based on which case studies of four schools were selected for further research. The findings have implications for practice, more specifically, for principals' training and for the support provided to schools for embedding ICT. The paper draws on an institutionalist implementation approach to describe the principals' role in theorising the concept of ICT in education.  相似文献

This article provides commentary on the five articles in this issue on large‐scale interventions in science education for diverse student groups in varied educational settings. Using these articles as a point of departure, I discuss three challenges to science education research and practice. The first concerns the changed meaning of science education reform over the past two decades. The science education research and development community must be aware of the shifting policy and public awareness context of their work and react accordingly if it wishes for its work to make a difference in the lives of teachers and students. The second addresses the importance of teacher professional development and the role that well‐designed and internally valid research plays in developing knowledge in this area. The third discusses the chaotic and contradictory nature of educational policy in this country and argues that our field needs to align our research work with the ways in which real and impactful decisions are made about education in general and science education in particular. © 2012 Wiley Periodicals, Inc. This study explored the ways in which schools addressed the needs of pupils in low-attainment class groups, or sets, in the context of multiple and contrary government policy directives and inconclusive research findings about setting. In this article we have focused on school and classroom practices as well as the organisational processes through which low-attaining pupils were identified, grouped and reviewed within schools. The empirical data reported here predominantly refer to case studies involving classroom observations and interviews with teachers, pupils and other staff in 13 schools – both primary and secondary – from four local authorities (LAs).

In the latter part of the article, however, we also draw on survey data collected from a larger sample of schools in 12 LAs in England. Although the study found ample evidence of innovative school practices and efforts by individual teachers aimed at optimising the learning opportunities for children in low-attainment class groups, the findings also raise important questions about some of the processes of set allocation, the lack of mobility between sets, and the over-representation of particular social groups in low-attainment classes. We conclude with a discussion of the implications for equity and inclusion that moves beyond an emphasis on classroom practice to include questions about the in-school processes of social selection and educational mobility for pupils identified as low-attaining.  相似文献

In this paper we examine relations between education policy and local practice. Situating our work within the literature on the local implementation of education policy, we develop a pedagogical perspective for understanding relations between policy and local practice. We argue that policy‐makers’ attempts to enact policy can be viewed as a form of teaching and that local educators can be seen as learners from policy. This pedagogical perspective provides a theoretical frame for the papers in this volume. We trace the evolution of this pedagogical perspective in our work, and we preview the contribution the papers in this volume make to developing this frame. We also present details of our research methods.
