In the United States, a number of federal laws establish requirements that electronic government (e-government) information and services be accessible to individuals with disabilities. These laws affect e-government Web sites at the federal, state, and local levels. To this point, research about the accessibility of e-government Web sites has tended to focus on compliance with Section 508 of the Rehabilitation Act. Though Section 508 has the most specific guidelines regarding Web site accessibility, it is hardly the only law establishing accessibility requirements for e-government Web sites, and Section 508 does not apply to many sites that may be required to be accessible by other laws. Until assessment of the accessibility of e-government Web sites accounts for all of the relevant laws, the understanding of levels of accessibility and compliance will be incomplete. This article examines the entire spectrum of federal laws that create legal requirements for accessible e-government Web sites, analyzing the accessibility requirements that the laws establish and the ways in which each of the laws applies to an e-government Web site. This article also suggests research areas that should be included in future assessments to address the entire range of laws related to the accessibility of e-government Web sites. The issues raised in this article have significant relevance to the design and development of e-government, to the assessment of e-government information and services, and to the inclusion in e-government of the 54 million individuals in the United States with disabilities.  相似文献

Delivering public services through the SMS channel is popular in developed and developing countries, and it has demonstrated its benefits. However, citizens' acceptance of the services is still an issue. This paper presents a study on user acceptance of SMS-based e-government services. Constructs of the proposed model were derived from a survey on citizens' motivations for using SMS-based e-government services (142 respondents from 25 countries), prominent theories on individual acceptance of technologies, and current studies on user acceptance of SMS and e-government services. The model was validated using data from 589 citizens in three cities in Indonesia, who are non-adopters. The relationships between the factors then were compared with data from 80 adopters of SMS-based e-government services in Australia. The proposed model explains what factors influence non-adopters to accept SMS-based e-government services, and the comparison explains the relative importance of the factors for the adopters. The findings are promising for governments who wish to evaluate a new SMS-based e-government system very early in its development in order to assess potential acceptability and for governments who would like to diagnose the reasons why an existing SMS-based e-government service is not fully acceptable to citizens and to take corrective action to increase the acceptability of the service.  相似文献

This article aims to understand what determines the degree of e-government use for multiple purposes by analyzing the Government Online Survey data that the Pew Internet and American Life Project provide. Three main purposes of e-government use are identified as: service use, information use, and policy research. The degree of e-government use for a specific purpose is predicted by five sets of determinants: psychological factors of technology adoption, civic mindedness, information channels, trust in government, and socio-demographic and personal characteristics. Sociodemographic conditions influence usage level of various transactional services provided by e-government. Perceived ease of use facilitates the acquisition of general information through e-government. Civicness is a critical determinant of e-government use for policy research. Policy researchers who are more engaged with and concerned about society, neighbors, and government are emerging as a new class of e-government users.  相似文献

Assessing e-government responsiveness is one of the major gaps in the currently dominant e-government maturity models. While we have a relatively large pool of models focusing on technological and organizational integration from a supply side perspective, measures of responsiveness of e-government systems from a user perspective are still lacking. Replicating a study from New Zealand and Australia, this study explores the response time and quality of e-mail response in Danish local and central governments (N = 175). Despite that Denmark is high ranking in international benchmark studies, we find that one third of central government agencies did not respond at all, and close to 80% of the ministries provided none or incomplete answers. Local government responds faster and provides answers that are more complete and accurate than those provided by central government. Implications for e-government are discussed.  相似文献

With the rapid development of Chinese e-government, Chinese citizens are encouraged to access e-government services as their convenience. However, the accessibility of Chinese e-government Web sites has been overlooked. This research study tries to provide an overview of the accessibility of Chinese local government Web sites. Three hundred twenty-four Chinese local government Web sites were examined to find out how accessible they are with reference to the Web Content Accessibility Guidelines 1.0 (WCAG) published by the World Wide Web Consortium (W3C). This research found that all the surveyed Chinese e-government Web sites failed one or more W3C's accessibility measures and thus many disabled Chinese people may have substantial problems to access them. Several valuable recommendations are made based on the research findings and the China's actual conditions.  相似文献

Section 508 of the Rehabilitation Act requires federal e-government Web sites to be accessible to persons with disabilities. While some studies have assessed the accessibility of federal e-government sites, most of these studies did not sufficiently examine the breadth and depth of issues related to Web site accessibility. This article details a multi-method, user-centered study of the accessibility of federal e-government sites that addresses the complexities of accessibility and the reasons for continued inaccessibility on federal e-government sites. By employing policy analysis, user testing, expert testing, automated testing, and a survey of federal Web developers, this study provides a multi-dimensional, user-centered portrait of the levels of accessibility of federal e-government Web sites, reasons for the current levels of accessibility, and perceptions about accessibility. This article discusses the legal requirements of accessibility, the previous research, and the data and findings of this study, and ultimately offers recommendations for increasing federal e-government Web site compliance with Section 508.  相似文献

The federal government's war on terrorism has heightened understanding and appreciation of the many facets of electronic government. Electronic government is used as a resource in the war on terrorism, helping to prevent and prepare for attacks. It might also prove useful in recovering from attacks. Unfortunately, e-government itself is a likely target for terrorists. Cyber intrusions into government Web sites and damage to, or destruction of, infrastructure, whether a computer system or an electrical grid that supplies power, could impair e-government. E-government is also attractive as a potential target for the information it provides, information that enemies of the United States could use in identifying weaknesses and planning attacks. While the Bush Administration has developed a comprehensive policy, based on a market model, for facilitating the use and effectiveness of e-government, its approach to e-government security, particularly in the area of Web content, has been ad hoc. Soon after the September 11, 2001, attacks, federal agencies began scrubbing their Web sites, an effort that has implications for the notion, and practice, of having a well-informed citizenry.  相似文献

This study examines the e-government implementation of eXtensible Business Reporting Language (XBRL) to increase accountability and transparency in business and financial information. The business and financial information gathered in XBRL format is machine-readable and interoperable, thereby improving the ease of public dissemination and analysis. This study focuses on identifying and examining the determinants of successful XBRL implementation and draws from several bodies of literature: e-government, institutionalism, collaborative public management, regulatory compliance, and management information systems to identify determinants of successful implementation. This study selects four diverse implementations: the Netherlands, Australia, the United States, and Singapore. Empirical analysis follows a comparative case study method. The findings of this exploratory study underscore the importance of program goals and strategic alignment in achieving information transparency and efficiency, the advantage of strategies correlating to institutional setting, the critical need to provide incentives for adoption, and the usefulness of incremental implementation. The managerial and theoretical implications of these findings as well as future research opportunities are explored.  相似文献

A critical element in the evolution of governmental services through the internet is the development of sites that better serve the citizens' needs. To deliver superior service quality, we must first understand how citizens perceive and evaluate online. Citizen assessment is built on defining quality, identifying underlying dimensions, and conceptualizing measurements of these e-government services. In this article an e-gov service quality model (e-GovQual) is conceptualized and then a multiple-item scale for measuring e-gov service quality of governmental sites where citizens seek either information or service, is developed, refined, validated confirmed and tested.  相似文献

This article addresses challenges in accomplishing technology transfer process involving the adaptation and implementation of e-government applications from a donor country to a recipient country. Here it is claimed that prior e-government research has overlooked existing technology transfer literature from the field of knowledge management. This work is aimed at addressing the underlying issues associated with the transfer of e-government technology, given different characteristics of donor and recipient organizations in terms of the socio-economic context and the dynamics of the technological infrastructure. Based on a review, interpretation, and synthesis of a broad range of both technology transfer, e-government and knowledge management literature, we extend the Information Technology Transfer Life-Cycle Model, as this well-known model was derived entirely based on empirical evidence. To this end, we propose a heuristic frame for e-government technology transfer. Finally, five propositions accrued from both the literature review and the proposed heuristic frame are set forth to be further tested, in order to better understand the process dynamics of e-government technology transfer between countries.  相似文献

This paper aims to identify the critical factors for evaluating the public value of e-government in Sri Lanka from the perspective of the delivery of public services and the efficiency of public organizations. To fulfill these aims of the study, a conceptual framework is developed based on a comprehensive review of the related literature by considering the delivery of public services and the efficiency of public organizations. With the collected survey data from Sri Lanka, the conceptual framework is empirically tested and validated by performing a confirmatory factor analysis using structural equation modeling. The study shows that the delivery of quality information and services, user-orientation of information and services, efficiency and responsiveness of public organizations, and contributions of public organizations to the environmental sustainability are the critical factors for evaluating the public value of e-government in Sri Lanka. As the first study in examining the critical factors for evaluating the public value of e-government in Sri Lanka, the findings of the study would be of practical significance to the continuous development of e-government in Sri Lanka and other countries in the world.  相似文献

This paper examines business perceptions and satisfaction with e-government. Survey data is analyzed from businesses across Canada to determine their use of e-government and their perceived satisfaction with this technology for public service delivery. There are three research questions of this paper: 1) Are there significant differences for businesses that use the internet to contact government compared to those that do not? 2) Is there is a relationship between having a more positive perception overall by business of government and e-government satisfaction? and 3) Is there a relationship between businesses having input into regulatory changes, essentially being inclusive of business in the regulatory process, and e-government satisfaction? The results from the statistical models indicated that all three questions were confirmed. The findings of this study imply that governments should try to understand the business environment. A more positive attitude by business towards government, and being more inclusive of business in regulatory changes, leads to greater e-government satisfaction.  相似文献

Service bundles, in the context of e-government, are used to group services together that relate to a certain citizen need. These bundles can then be presented on a governmental one-stop portal to structure the available service offerings according to citizen expectations. In order to ensure that citizens utilise the one-stop portal and comprised service bundles for future transactions, the quality of these service bundles needs to be managed and maximised accordingly. Consequently, models and tools that focus on assessing service bundle quality play an important role, when it comes to increasing or retaining usage behaviour of citizens. This study focuses on providing a rigorous and structured literature review of e-government outlets with regard to their coverage of service bundle quality and e-service quality themes. The study contributes to academia and practice by providing a framework that allows structuring and classifying existing studies relevant for the assessment of quality for government portals. Furthermore, this study provides insights into the status quo of quality models that can be used by governments to assess the quality of their service bundles. Municipal Web sites are a prominent product of e-government initiatives worldwide. The Internet is becoming increasingly important in the communication between local governments and citizens, which makes the usability of municipal Web sites a critical factor in government–citizen communication. A current approach to ensure the quality of municipal Web sites is by means of expert evaluation. Various studies, however, have shown that communication professionals cannot adequately predict the problems Web users will experience. In this article, the possibilities are explored of a new expert-focused approach for evaluating municipal (and other government) Web sites, which helps experts to focus on users' needs. A scenario evaluation method was developed and used to evaluate fifteen municipal Web sites. The method involves presenting experts with realistic usage scenarios, combined with limited sets of user characteristics and evaluation criteria. The scenario evaluation method and its underlying principles are discussed, and preliminary findings about the method's strengths and weaknesses are presented.  相似文献

Taiwan is close to Mainland China both geographically and in culture, although the long-time antipathy between the governments of Taiwan and China after the civil war ended caused isolation for almost four decades. In 1987, cross-strait communication was re-opened, and since then socioeconomical as well as political ties between the countries have been growing closer. However, along with more frequent cross-strait business activities, business contract problems faced by Taiwanese businessmen in China have been growing in number as well as severity. This paper explores problems that Taiwanese businessmen in China have with their business contracts and discusses how Taiwanese government offers on-line business contract legal support to Taiwanese businessmen as e-government implementation. By doing so, this paper proposes a knowledge-based decision support system integrated with the functions of case base, rule base, and relational database developing on a Web-based architecture. Prototype system implementation is presented, some managerial issues on this paper are discussed, and future works are suggested.  相似文献

Developing information systems and e-government requires a lot of strategic and financial resources that developing countries often do not have. Facing such challenges, some countries are supported by international assistance and donors. This research contributes to explain how such assistance on the development of national information and communication technology (ICT) strategies and programs is related to e-government development. This comparative study of Albania, Bosnia and Herzegovina, Croatia, (Former Yugoslav Republic of) Macedonia, Montenegro and Serbia takes a Rational Neoinstitutionalist perspective to look at longitudinal changes in these developing countries. Quantitative data such as the amount of foreign aid for national ICT strategies and the e-government index are combined with qualitative information from reports and documents. The research suggests that the effect of international assistance on e-government is generally positive in less developed countries. The analysis of benchmarking and benchlearning as e-government policy-making tools is another aim of this study, providing a critical discussion of their role and that of the donor–benchmarker duality.  相似文献

As the implementation of e-Government projects is becoming increasingly important in both public and private organizations, the need to successfully tackle project management emerges. Without a project management framework, those who commission an e-government project, those who manage it and also those who work on it will not have the necessary tools to plan, organize, monitor and re-schedule tasks, responsibilities and milestones. The present paper outlines a goal-driven and knowledge-based framework to plan and manage the critical aspects of e-government projects. A specifically designed tool supports the framework application and a lighthouse project of the Greek public sector is presented to illustrate the application context, leading to reusable conclusions on achievements and problems faced.  相似文献

This paper develops a framework to assess the text-based public information provided on program level government agency Web sites. The framework informs the larger e-government question of how, or whether, state administrative agencies are using Web sites in a transformative capacity—to change relationships between citizens and government. It focuses on assessing the degree to which text information provided on government Web sites could facilitate various relationships between government agencies and citizens. The framework incorporates four views of government information obligations stemming from different assumptions about citizen–government relationships in a democracy: the private citizen view, the attentive citizen view, the deliberative citizen view, and the citizen–publisher view. Each view suggests inclusion of different types of information on government agency web sites. The framework is employed to assess state Web sites containing information about chronic wasting disease, a disease effecting deer and elk in numerous U.S. states and Canada.  相似文献
