William Boyd's contributions to the education field's understanding of the political nature of school leadership are formidable. In this article, I describe the growth and development, over a roughly 30-year time span, of his key insight that successful school leaders should have the capabilities of a political strategist and that the actualization of this capacity is related to school leaders’ political and policy context. The perennial question of “who governs education” was central to Boyd's work and his various answers are important touchstones for today's educational leaders.  相似文献

Previous research indicates that supportive school leadership is a key condition of collaborative teacher learning. The purpose of this study was to develop a typology of how school leaders foster collaborative teacher learning. We adopted an integrative perspective on leadership by examining both learning-centred leadership and distributed leadership practices that are supportive of collaborative teacher learning. Data were gathered by means of interviews with ten school leaders and a questionnaire that was completed by 39 teachers from six secondary schools in the Netherlands. The aim of the interviews was to identify to what extent school leaders applied learning-centred leadership and distributed leadership practices. The questionnaire measured teachers' perceptions of the role of school leaders in teacher learning. As an outcome of this study, we constructed a typology that provides insights into how school leaders foster collaborative teacher learning. Four types of school leaders were distinguished: (a) integrators of teacher learning, (b) facilitators of teacher learning, (c) managers of teacher learning, and (d) managers of daily school practice. Our findings suggest that integration of learning-centred leadership and distributed leadership practices can help school leaders to support collaborative teacher learning.  相似文献

This paper uses a large nationally representative survey data to examine the impact of China's rural–urban migration on high school attendance of left-behind children by disentangling the effect of remittances from that of migration. The results show that the absence of adult household members has a negative impact on the high school attendance of left-behind children in rural areas, while the remittances can partially compensate for this loss. The effects are especially prominent for girls and those children from poor households since girls are usually disadvantaged in rural China and poor households are more likely to be liquidity-constrained.  相似文献

This qualitative case study of an exceptional school in the south of England challenges the hypothesis that transformational leaders significantly impact on student outcomes. Interviews with staff and students, together with classroom observation, confirm that the head, appointed in 1995, has played an important role in transforming internal processes and in changing the context of the school. Although the observed and reported behaviour of leaders, teachers, and students matches expectations from the literature, the consequences for student achievement are unclear. Background variables seem to explain most of the apparent improvement in student outcomes. An effectiveness framework that assigns disproportionate value to examination results seems to have created a leadership paradox, where heads reported to be transformational produce only limited gains in performance. The study concludes that the government's determination to assume a strongly positive relationship between leaders and outcomes has compromised the principle of evidence-informed policy-making and that we need a different approach based on a broadly defined, qualitative conception of student success.  相似文献

Since 1978 China's ruling Communist Party has moved China's economy increasingly toward capitalism and its foreign policy toward strategic partnership with its old enemies in the West. These changes have required Party leaders to reconcile the reforms rhetorically with continued homage to their predecessors, to Chinese traditions, and to Marxist/Maoist orthodoxies. This analysis focuses on key slogans and catchwords used in top-down rhetoric by each post-Mao regime to facilitate economic/political reforms while legitimizing continued one-party rule.  相似文献

This article examines China's senior high ‘Thought and Politics’ (sixiang zhengzhi) texts, analyzing how these seek to legitimize the regime's developmental strategy. It is argued that their overriding emphasis on the strengthening of the state is premised upon the imperative of securing China's position within global order conceived in Darwinian terms. While the school curriculum cannot be seen simply as an instrument with which the party-state shapes and moulds popular consciousness at will, it is assumed here that it does play a significant role in the political socialisation of young people. ‘Thought and Politics’ serves as a benchmark of ideological correctness within what remains a highly centralised system of curriculum development. The article begins by briefly analyzing the shifts and continuities in China's developmental strategy, and of the roles assigned to education within that strategy. The importance traditionally attached to schooling's moralizing function is noted, as is the relatively elitist character of the audience for the ‘Thought and Politics’ course – senior high school students. After considering how and why a discourse of state-centred patriotism has become central to the Communist Party's efforts to legitimise its authority, the implications of the ‘Patriotic Education Campaign’ for the broader school curriculum are reviewed. The main discussion then focuses on the way in which the current texts for ‘Thought and Politics’ justify the national developmental strategy in terms derived from this patriotic discourse. Some potential implications of this combination of patriotic political socialisation with a highly labour-repressive developmental model, setting the case of China in comparative and historical context.  相似文献

In 2001, the Government of Qatar began a comprehensive education reform (Education for a New Era) based on RAND's recommendations and options for building an educational system that would meet the country's changing needs. Nine years later, Qatar's educational landscape has significantly changed. Among these changes is the introduction of Professional Standards for teacher and school leaders and Qatar's first system for the registration and licensing of teachers and school leaders that are directly linked to the professional standards. This study seeks to analyze school leaders’ perspectives regarding the Qatar National Professional Standards for Teachers and School Leaders and the recently introduced accompanying licensure system. The study reports results from questionnaires addressed to 74 school leaders. These findings illuminate problematic issues and indicate that these policies use ambiguous terminology and procedures, ignore local educators’ input, and provide unrealistic expectations of society, lack consistency and created resistance on the part of educators. Discussion is provided that centers on the implications of importing educational products and the need to take into account the local culture in implementing these products.  相似文献

This article examines the personal and professional attributes of school leaders in relation to special educational needs and disability (SEND) and assesses the extent to which these might be sufficient to give such professionals the confidence necessary to be role models for their staff. Data were collected via a survey of a randomly selected set of Australian school leaders, in both special and mainstream schools. This included principals from all sectors of the Australian school system. The study was based on the premise that school principals place as much importance on the need to be instructional leaders as they do on being managers. The study was informed by an assumption that in order to be successful as a school leader in respect of SEND, a school principal requires a deep pedagogical knowledge and a clear understanding of children's developmental milestones. The study found that school leaders expressed a need to develop further understanding of how to differentiate the taught curriculum in order to identify and support school‐wide quality teaching and learning processes for students with SEND.  相似文献

Current data indicate that there are six million young people of school age with disabilities in China. Of these, only about 50 per cent attend any form of schooling, with approximately 220,000 of them enrolled in special schools and classes. The remainder attend regular classrooms. This means that there are about three million students with disabilities who at present lack any access to education. In May 1996 it was declared that in order to improve this situation, over the next five years, China plans to provide school places for 80 per cent of its disabled youngsters. In order to achieve this goal, the Chinese central education authorities have announced a significant change in policy direction towards integration. Instead of their previous commitment to the establishment of increasing numbers of special schools, it is now planned that the current number of about 1,400 special schools will be increased to 2,000, so that all regions of the country have access to at least one. At that point, no more special schools will be built. The extra places needed to increase the school attendance rate of youngsters with disabilities will be created in regular classes in regular schools. This paper gives an overview of the curriculum arrangements in China's four types of special schools, including their historical development, subjects taught, teaching arrangements and management. A number of difficulties confronting China's special education policy‐makers are canvassed and reasons suggested for their increasing commitment to a strategy of integration. It is proposed that China enjoys three advantages in the pursuit of an integrated school system.  相似文献

This article examines the responses of school principals from an urban school district to Michigan's zero-tolerance policy. We specifically seek to understand how school leaders interpret and implement the policy and how their administrative discussions subsequently affect the educational experience of children in urban schools. Given that a disproportionately high number of African American and Latino students are negatively affected by this policy, how do school leaders in predominantly African American districts implement it? The findings in this study reveal that the disparate interpretation of the zero-tolerance policy among school leaders and its implementation negatively affects the educational experience of urban students.  相似文献

Economic development and social progress in China's ethnic minority regions depend on improvements in population attributes brought about by education. Developing education in China's ethnic regions is a project of fundamental significance for realizing sustainable economic and social development in the ethnic regions. Improving the economic returns of education in China's ethnic regions is beneficial for making educational input-output more consistent with the needs of the ethnic regions' economic development. In this article, we proceed from the perspective of educational economics, take China's ethnic regions as our study subject, and draw upon relevant data from the China Statistical Yearbook to measure and calculate the current state of economic returns from education in the ethnic regions, analyze their influencing factors, and explore feasible ways of improving the economic returns of education in China's ethnic minority regions.  相似文献

The transfer of learning outcomes of Master's programs for teachers is not self-evident. In this study, 18 teachers who recently graduated and their supervisors were interviewed on the transfer of leadership competences developed during their Master's program and on how the organizational transfer climate of the school supported or hindered this transfer. In schools with high levels of transfer, strategic partnerships between Master's-level teachers and formal leaders were observed, which facilitated a two-way process in which the application of new competences led to changes in the workplace. Therefore, the Master's program contributed to both professional development and school improvement.  相似文献

Today's school leaders are searching for a way to give value to and effectively manage a school's intangible assets to create a more holistic picture of student success. Schools establish partnerships with community organizations towards this end and to ultimately impact student learning. Utilizing the framework of principals as knowledge managers, this paper describes how school principals involved in a university partnership developed a tool to manage and intentionally utilize the intangible assets of the school–university partnership to increase student learning. Included are examples of how the tool was applied and suggestions for adapting the tool to any school partnership.  相似文献

In Australia, as in many western education systems over the last two decades, discourses of accountability and performativity have reshaped education policy that has in turn reorganised the work of school leaders and teachers. One of the effects of this reorganisation is increased attention to the production, analysis and display of student achievement data. In this paper we examine in detail a sequence of the production and reading of literacy assessment data in a small Catholic school. Our analysis uses institutional ethnography's concept of the ‘active text’, the text as occurring in a specific place and time even as it is articulated to social relations beyond its immediate context. Through this process we learn from those involved how their everyday work brings into being formalised, textually authorised processes in a local site that ensure the school meets accountability requirements, while enabling teachers to resist standardisation of literacy teaching and assessment.  相似文献

Among them were 20 young people who were accepted when the normal rules were suspended. These students had registered with the school prior to the ninth of this month. The school's leaders and teachers talked about it happily: "There are so many talents among this year's new students. This paper analyzes China's new approaches of education aid to Africa through a case study of Cameroon. China's cooperation has been characterized by different discourses and different historic relationships with recipient countries than those of traditional donors. Sino-African policies have gone through different stages, each connected to wider political and economic realities. Currently, a broadening of China's engagement with Africa can be noticed through increasing aid packages and the inclusion of African countries other than those that had traditionally been close to China. Cameroon has been one of the countries that have had a relatively extended cooperation with China. Four types of Chinese education aid to Africa are illustrated by this paper: (i) Confucius Institutes, which are providing language and culture-related training in host countries; (ii) longer term scholarships and short-term training for Africans in China; (iii) school construction; and (iv) stand-alone education projects. By analyzing how these three different types of aid are taking place in Cameroon, various and apparently contradictory strategies and discourses materialize.  相似文献

Building on the idea that "discourse does ideological work" (Wodak, 1996), this article examines how school leaders use metaphors that convey as well as construct concepts of diversity, intergroup relations, and equity. The author draws on data from interviews with school leaders in the United States who were focusing on improving race relations in their schools. An analysis of metaphors in these interviews reveals differing ideologies of equity and intergroup relations. Based on this analysis, the author suggests that professional development programs for school leaders ought to include a critical approach to language to enhance leaders' awareness of the way discourse creates and reinforces ideologies, and to enable them to use language strategically to support equity-based reforms.  相似文献
