从环境押金制度的概念与特征入手,分析了环境押金制度在应对固体废弃物污染的经济合理性,并对环境押金制度在国外的实施情况作了简要介绍,在借鉴国外经验的基础上,作者从环境押金的实施范围、环境押金的收取、环境押金的返还、环境押金的管理及回收物品的处置5个方面,提出了构建我国环境押金制度的设想。  相似文献

电子信息技术产业已经成为我国发展最快的产业之一,由此产生的电子废弃物也快速增长,未来10年~20年将是电子废弃物增长的新高峰.中国电子废弃物循环利用产业发展仍存在许多亟待解决的问题,如电子废弃物处理产业投资不足、管理体制混乱、技术水平低、缺乏健全的产业政策体系、二手市场过大等.本文在分析中国电子废弃物现状及其循环利用产业存在问题的基础上提出如下对策建议:完善电子废弃物处理的法律法规体系;制定鼓励政策,促进电子废弃物循环利用产业化;推行"生产者延伸责任制"下的企业跟踪回收模式;引入市场竞争机制,实现电子废弃物循环利用产业的规模化和专业化;实施电子废弃物回收处理许可证制度;控制国外电子废弃物进入中国,整顿国内电子废弃物回收与处理市场;加强循环经济意识和电子废弃物回收利用的舆论宣传力度.可以预见,中国电子废弃物循环利用产业的发展将有效解决我国电子废弃物问题,对我国资源短缺问题也有着极大的缓解作用.  相似文献

本文从政策科学的研究视角,对科技创新政策的价值问题进行了探讨分析,凝练提出中国科技创新政策具有政治功能、科技进步、经济效益、社会发展和生态进化等基本价值取向,并确立了事实评估与价值评估相结合为主的评估理念。在此基础上,基于中国国情和科技创新政策内容与特点,研究构建了以价值评估为内核、技术分析为工具,涉及政策制定、执行和效果各环节,全过程回应的综合评估框架,并就该评估框架的实践应用进行了分析和展望。  相似文献

提出了利用系统动力学建模的方法来分析电子废弃物回收企业经济补偿机制,并依此对相关改革政策进行探讨。分析结果表明,此补偿机制涉及到生产商、消费者、政府等相关主体及相关政策,回收利用扶助资金、转化后的资源收益、财政征收的税费共同构成电子废弃物回收企业的经济补偿来源。改革政策的推行和完善应以经济补偿机制为基础并系统考量。最后,以广东省为例进行了实证研究。  相似文献

现行税法规定,纳税人为销售货物出租出借包装物而收取的押金,无论包装物周转使用期限长短,超过一年(含一年)以上仍不退还的均并入销售额征税;还有,对销售除啤酒、黄酒以外的其他酒类产品收取的包装物押金,无论是否返还以及会计上如何核算,均应并入当期销售额征税。相关税法明确规定了征收的税种、计税时间,税额的计算等。但如何编制会计分录,即借、贷方的会计科目等如何,并没给出具体规定,这样会计实务中很易出错。本文依据税法对应税消费品包装物押金计税的基本原则、不同消费品包装物押金的处理、逾期包装物押金的会计处理等进行探诎主要用实例说明“逾期”包装物押金的会计处理,以供参考。  相似文献

受"发展循环经济"的导向作用,当前自然资源开发利用制度中产权、价格、税费制度虽在一定程度上激励经济当事人合理开发利用自然资源,但仍然存在产权不明晰、资源价值没有得到体现及利益分配不公等问题。所以,在建立资源的有偿使用制度和补偿机制时,应该要考虑建立长效的自然资源开发利用激励机制,如明晰自然资源产权,实行自然资源开发权拍卖制度,建立开发权交易市场;建立自然资源开发的资源税费和生态环境税费体系;建立押金抵押返还政策等。  相似文献
