Abstract

All national information activities are increasingly interfaced through telecommunications. Today's users stand as witnesses to the formative stages of a totally networked society in the 21st century. Telecommunications technology lies at the root of formal concepts such as Inter‐Information Subjects Networks (IISNs) and National Information Systems (NISs), developed in the last few years. The term teleport refers to the new types of nodes that will form an overall integrated information traffic system. The challenge to all nations in the coming years is to provide or open these teleports to all types of national and social groups. Such teleports will give democracy a finished quality and otherwise bolster freedom by supporting the availability of all types of information.  相似文献

This article presents a framework model that defines knowledge building as a co-evolution of cognitive and social systems. Our model brings together Nonaka's knowledge-creating theory and Luhmann's systems theory. It is demonstrated how collaborative knowledge building may occur – in an ideal situation – within an organisation, when people interact with each other using shared digital artefacts. For this purpose, three different technologies are introduced as examples: social-tagging systems, pattern-based task-management systems, and wikis. These examples have been chosen to demonstrate that knowledge building can occur with respect to both declarative and procedural knowledge. The differences and similarities between these technologies, as far as their potential for organisational knowledge building is concerned, are discussed in the light of the framework model.  相似文献

This paper provides a new point of view regarding the knowledge management of new product development (NPD), a high-tech field requiring the merging and integration of different technologies. As a case study, we examine the dynamism of the knowledge creation process in NPD at Nippon Telegraph and Telephone Corporation (hereafter referred to as NTT), a traditional Japanese telecommunication company, as it merges and integrates the different elements of broadband network technology, network operation technology, and multimedia processing technology etc., and we analyze the NPD processes of NTT. In a short period of time, a strategic team at NTT, consisting mainly of informal cross-functional middle managers transcending NTT's business divisions, formed strategic communities inside and outside the company, and then formed a network that transcended the strategic communities' boundaries. The synthesizing capability of the leadership-based strategic communities comprising community leaders inside the networked strategic communities enabled NTT to build new business models aimed at customers and achieve successful NPD ahead of other competitors.  相似文献

当前学界从创新生态系统理论视角对高校新型研发机构发展现状、运行机制开展的研究较为不足,为此,根据创新生态系统理论,将高校新型研发机构看作一个创新生态系统,认为其是一种以管理系统为中心的知识型组织结构,具有开放自由、共生演进的主要特征,并通过持续的输入、输出及反馈机制为客户提供更具个性和创造性的产品和服务。基于创新生态系统理论视角,系统梳理总结广州高校新型研发机构发展路径的五大特点:与地方产业和市场需求密切联动、与金融企业联系紧密、政策支撑体系健全以及能够充分挖掘内部资源,并以清华珠三角研究院为例,总结分析其积极围绕国家及广东省战略性新兴产业,专注于高科技项目投资合作和孵化服务等创新发展路径。最后针对广州高校新型研发机构进一步发展面临的问题挑战提出相关对策建议。  相似文献

信息化技术加速发展使信息技术由教学辅助手段向主导性资源演变,催生一系列教育模式变革。本文以国际新涌现的教育变革为出发点,总结教育现象背后所代表的四类培养模式,并基于知识管理理论,构建了“显性知识学习模型”与“隐性知识学习模型”。通过案例分析、政策梳理及模型对比研究发现:1 教育新模式的出现离不开信息技术支持及政策激励;2信息技术对高等教育的影响不应局限在“工具”层面,而应是教育改革层面的问题;3新型教育模式的出现并非偶然,其实质是对隐性知识的重视。隐性知识教育是高等教育改革的重要方向,本文研究旨在为未来教育变革及政策制定提供参考。  相似文献

为细化专利合作网络结构特征对企业专利质量的影响过程,尤其针对当前文献较少关注以知识搜索为中介变量的内在影响机制,以大尺寸硅片等7种集成电路“卡脖子”技术为研究对象,基于知识基础观,以度数中心度和结构洞代表合作网络结构特征,采用2012—2019年中国这7种技术的发明专利合作数据,构建5组4年期的移动时间窗,并结合考虑期刊影响因子构建企业专利质量评价指标体系,运用社会网络分析、文献计量和回归分析等方法进行实证分析。结果表明:在企业专利合作网络中,度数中心度与结构洞这两大结构特征对于专利质量存在正向促进作用,知识搜索在其中发挥重要中介作用,其深度和宽度增加对于企业专利质量均存在正向促进作用;而专利合作网络结构特征对于企业知识搜索同样具有正向影响。因此,中国的集成电路企业要积极与外部组织展开合作,包括组成商业联盟或构建开放式合作研发平台;加强拓宽和加深知识搜索渠道,构建完善知识获取体系,加强知识储备,促进企业专利质量的提升;此外,加大研发投入,扩充研发人员数量、引进高质量研发人才,提升自身的知识吸收、整合和转化的能力。  相似文献

International companies expanding and competing in an increasingly global context are currently discovering the necessity of sharing knowledge across geographical and disciplinary borders. Yet, especially in such contexts, sharing knowledge is inherently complex and problematic in practice. Inspired by recent contributions in science studies, this paper argues that knowledge sharing in a global context must take into account the heterogeneous and locally embedded nature of knowledge. In this perspective, knowledge cannot easily be received through advanced information technologies, but must always be achieved in practice. Empirically, this paper draws from two contrasting initiatives in a major international oil and gas company for improving its current ways of sharing knowledge between geographically distributed sites and disciplines involved in well planning and drilling. The contrasting cases reveal that while a shared database system failed to improve knowledge sharing across contexts, a flexible arrangement supporting collaboration and use of different representation of knowledge was surprisingly successful. Based on these findings the paper underscores and conceptualizes various triangulating practices conducted in order to achieve knowledge across borders. More accurately these practices are central for individuals’ and communities’ abilities to: (i) negotiate ambiguous information, (ii) filter, combine, and integrate various heterogeneous sources of information, and (iii) judge the trustworthiness of information. Concerning the design and use of information technologies this implies that new designs need to facilitate triangulating practices of users rather than just providing advanced platforms (“digital junkyards”) for sharing information.  相似文献

Universities have assumed an expanded role in science and technology-based economic development that has become of interest to catch-up regions as well as to leading innovation locales. This paper examines how the role of the university has evolved from performing conventional research and education functions to serving as an innovation-promoting knowledge hub though the case of Georgia Institute of Technology (Georgia Tech). This case is discussed in the context of state efforts to shift the region from an agricultural to an industrial to an innovation-driven economy. Central to the transformation of Georgia Tech as a knowledge hub is the emergence of new institutional leadership, programs, organizational forms and boundary-spanning roles that meditate among academic, educational, entrepreneurial, venture capital, industrial, and public spheres. Comparisons between Georgia Tech's experiences and those of university roles in selected other catch-up regions in the southern United States highlight the importance to the case of networked approaches, capacity building, technology-based entrepreneurial development, and local innovation system leadership. Insights on the transformation of universities and the challenges of fostering a similar transformation in regional economies are offered.  相似文献
